The United States Volunteers-Joint Services
Command (USV-JSC) is unique because the
Command is composed of former/retired
members of each Military Department of
Defense, i.e., the Departments of the Army, Navy,
Air Force. Also, US Volunteers have served in the US Marine Corps and US Coast Guard, too.
(The USMC is a part of the USN; the USCG is a part of the Department of Homeland Defense.)
It is likely that most of us served in one Service, e.g., USA, USMC, USN, USAF, USCG. Each
Service is Mission Specific and has developed Service specific traditions. Additionally, the
USV-JSC’s scope of uniqueness of inclusiveness incorporates members of the VietnameseAmerican, Laotian-American, Cambodian-American, Montagnard-American refugee communities who bring their traditions.
The USV-JSC inclusiveness contributes to our exclusiveness as a Military Organization.
The USV-JSC Mission: BOOTS ON GRAVES serves as the essence of our Purple Suit Concept.
The USV-JSC is steeped in Traditions of the individual representative entities yet has established Traditions, Values and Pride specific to our Operations.
From the Commander...
The USV-JSC follows Department of Defense Directives, Regulations, Standards, etc. To
achieve the level of competence and acceptable manner of performance, I shall address the
fundamentals of the USV-JSC Officer Corps.
In the United States Armed Forces there are two types of
OFFICERS, i.e., Command and all others.
Command Officers are trained in the Art of Command of
Combat Units. All other Officers are in non-combat specialties
such as Chaplains, Attorneys and Medical Officers. Command Officers are also assigned to
Staff positions such as Personnel, Operations, Intelligence, Supply, Transportation, Program
Management, etc. Non-combat specialty Officers do not serve as Staff Officers outside of
their specialty. In operational situations, Command Officers usually hold positional authority
over Officers in non-combat specialties even of higher rank.
One of the “usually” exceptions is the Commandant of the USV-JSC Chaplains’ University.
The Commandant is a Chaplain, a non-combat specialty Officer, and is the Commander of the
University.
Command Officers serving as Staff Officers can best be summarized by this statement:
The Command Officer despises the lowly “Staff Officer,” and rues
the day he might become one himself.
But every Command Officer, regardless of rank, position or responsibilities requires the
fundamental skills on which the capable Staff Officer depends. The Command Officer must
master the skill of putting pen to paper to deal with bureaucracy on behalf of his troops.
These acquired skills are necessary for the Command Officer’s assignment as a COMMANDER
because this is where the rubber meets the road and aids in successful Command.
It is the policy of the USV-JSC that Command Officers COMMAND.
Further, it is the policy that when a Command Officer is serving as a Staff Officer, s/he is not
a Commander. The Command Officer serving as a Staff Officer serves to insure the success
of the Command. In reality, the responsibility of Command is personified in the Commander.
THE COMMANDER IS RESPONSIBLE FOR ALL HIS COMMAND DOES OR FAILS TO DO. The mistakes, oversights, professionalism, success, etc., of the Staff Officer inures to the COMMANDER. A Staff Officer who is self-serving, looking for personal aggrandizement fails the
COMMANDER and thus fails the Command. Likewise, the incompetent Staff Officer is a failure to the Commander and the US Volunteers in the command. (next page)

A wise Commander will mentor an incompetent Staff Officer directing him/her to obtain further education or assistance. The
self-serving, seeker of self- aggrandizement
must be stopped through counseling or relieved. That is the COMMANDER’S responsibility.

About the United States Volunteers—Joint Services Command
The USV-JSC is 415 members strong in 5 regions and growing! The USV-JSC is legally established as a
United States Internal Revenue Registered 501(c )(19) tax-deductible non-profit veterans organization.
The USV-JSC has met the strict requirements set forth by the Congress of the United States and enjoys
the same legal status as a “Title 36” corporation, i.e., congressionally chartered non-profit corporation.
The USV-JSC functions in accordance with 10 U.S. Code 1491– Section 1491, funeral honors, functions
at funerals for veterans as amended by subsection (a) Public Law 106-65, Section 578 (a) (1) and Subsection (f) Public Law 106-65, Section 578 (d), 10 U.S. Code title 10; armed forces authority to accept certain voluntary services and Department of Defense instruction 1300.15, authorized provider partnership
program (AP3) . The USV-JSC is a certified organization in the AP3.

Capt. Jackson Whitaker, USNVR, was
sworn in as the J-9 Public Relations and
National Recruiting Officer for USV-JSC.
Capt. Whitaker has many years of experience in this area and he will be developing
literature and brochures for the Regional
Commands to use in informing the public
about the mission and the work of this organization on behalf of veterans across the

Chaplain Aguilar is your Deputy Chief of Chaplains. He assists in organizing training programs for our chaplains, chaplain assistants and officers.
His expertise includes “pallative” care and is a much sought after speaker
on this and other subjects. He, CH (Col) Robert Harris and CH (Maj) Ed
Crossette developed the protocol for Chaplains while
performing Final Military Honors in conjunction with the AP3 training.

ESL Training for USV-JSC Members. CPT. Jackie Hornsby, J3, is
putting together a training program
that will be offered to all commands to assist in training all personnel in basic commands associated with Final Military Honors.
Training vs Practicing. LTG Allen Baumann, National
Commander, emphasized that training without doing is
not enough. All USV-JSC Authorized Provider Partnership Program graduates must also do what they have
learned. Training and action. As much as possible
practice to become not only a “fighting” team but a
“parade” team as well. Which simply means doing your
mission with excellence and making sure you and your
uniform is spot on!
