Cross-border cooperation is a part of the European territorial cooperation objective, which has been one of the components of the Cohesion policy already for twenty-two years. The impact of territorial cooperation has gradually grown over the years. This year the European Cooperation Day is celebrated for the first time to mark its continuing importance. The cross-border cooperation projects are aimed at sharing the experience and improving the quality of life of the border communities. Implementing projects together with the neighbouring country is the feature that makes these projects unique. Joint challenges and activities, shared experience and The geographic location of Võrumaa puts us in excellent position for housing domestic and foreign investments. We are located in the crossroads of the Riga port and the large market of Russia. This potential of the region should be used up to the maximum to ensure the future development. Vocational education center in Võrumaa provides learners with the practical skills and theoretical commonly achieved results help best to get to know your neighbours and to understand their mentality, culture and traditions. Developing transport connections, research networks and tourism centres, contributions to environment protection – these are only limited fields where joint undertakings across the border are usually more beneficial than individual activities. The projects in the framework of Estonia – Latvia and Estonia – Latvia – Russia Programmes have a visible impact on the development of the regions. The conference gives an overview and analysis the results achieved so far, as well as makes recommendations for the future. It is the right time to design and set goals for the next financing period. I hope that the conclusions of the conference will set the basis for the fruitful discussion, which in turn will result in many innovative project ideas giving the border regions further impetus for their development. By pulling together knowledge and resources, European territorial Cooperation helps strengthen administration, transportation, healthcare, education and so much more. All these actions and projects take place thanks to the involvement of local and regional institutions, universities, companies, research institutes and other organizations. There are all together 11 European Territorial Cooperation programmes operating in the Baltic States. They cover cross-border cooperation (such as Estonia - Latvia Programme, Latvia - Lithuania Programme, Lithuania - Poland Programme, Central Baltic Programme, South Baltic Programme), as well as cooperation on external European Union border (such as Estonia -Latvia - Russia and Latvia - LithuaniaBelarus programmes within European Neighbourhood and Partnership Instrument), transnational cooperation (such as Baltic Sea Region Programme) and interregional cooperation (such as ESPON, UrbAct, Interreg IVC ). The programmes are financed from the European Regional Development Fund, European Neighborhood and Partnership Instrument and EU member states’ national budgets. 6 International Conference on Border Areas JOINT EXPERIENCES – NEW CHALLENGES European Cooperation Day 2012 This year September 21 will be marked as the European Cooperation Day to celebrate the success of European territorial cooperation across Europe. The slogan of this day is “Sharing Borders, Growing Closer”. More than 70 programmes, including 11 programmes that operate in the Baltic states, are participating in marking this day with special outreach activities that have one simple goal – to tell the people how these programmes have improved the quality of life in their regions. „This will be a great opportunity to recognize how territorial cooperation helps to bring Europeans closer together, share ideas across borders and solve common problems. In our proposals for the next period of the European Union regional funding we have called for increased territorial cooperation. This means that we will have more resources and stronger basis for action in the future,“ says European Union Regional Policy Commissioner Johannes Hahn in his message for the European Cooperation Day 2012. 2012 EUROPEAN COOPERATION DAY 2012 SHARING BORDERS,GROWING CLOSER Projects supported by European Territorial Cooperation programmes in the Baltic states will organize a series of Open Doors events, during which they will welcome people to visit them and participate in various activities and thus learn the benefits of European territorial cooperation in their area. Cooperation does not stop at the borders – many projects also involve neighboring non-EU countries. The events will range from thematic lectures and opportunities to visit organizations to food tasting events and cross-border races. The European Cooperation Day will be marked for the first time on September 21, 2012. It is an initiative of European Territorial Cooperation programmes that they hope to continue also in the future. More information and an interactive map of local actions: www.ecday.eu International Conference on Border Areas JOINT EXPERIENCES – NEW CHALLENGES 7 Estonia – Latvia Programme 2007-2013 Estonia - Latvia Programme is implemented according to the principles of European Territorial Cooperation and it supports cross-border cooperation between Estonia and Latvia. It is funded by the European Regional Development Fund (ERDF), the Republic of Estonia and the Republic of Latvia. The overall objective of the programme is to promote sustainable development and economic competitiveness of the programme area through achieving an integrated and cross-border approach to economic, social and environmental development in ways, which involve and benefit local people and communities. Up to now the programme has supported 61 cross-border projects – each of whom have at least one partner in Estonia and one partner in Latvia. Average number of partners per one project is 3.7, the smallest number of partners is 2 and the biggest number – 11 partners per project. All together there are 226 partners involved, 131 from Latvia and 95 from Estonia. Total amount of money committed from the programme to date is EUR 35 788 341,83. More information about the programme and programme-supported projects can be found on www.estlat.eu 8 International Conference on Border Areas JOINT EXPERIENCES – NEW CHALLENGES Documentary Film „Better Neighbors / Paremad naabrid / Labāki kaimiņi“ Four students – two Latvians (Katrīna Veismane and Mārtiņš Pūris) and two Estonians (Ester Kuntu and Janis Rizhovs) – travel across Latvia and Estonia with a goal to find out in which areas Latvians and Estonians understand each other well and what they can do together, what they can learn together and what stereotypes about each other they should overcome. The road trip mostly takes place in the border area – the students travel on the road that connects both countries, they meet people that have learned to turn good neighboring relations into mutual benefits. On their way they meet Estonian and Latvian farmers, who learn from each other, and are ready to sell ecological farm produce to restaurants in cities, they meet musicians that play music together with their traditional musical instruments, they meet children and young people that share common interests, as well as visit border cities Ape, Valka and Valga, where different generations enjoy good neighboring relations. The road trip movie is a joint project between Estonian film studio Allfilm and Latvian film studio Mistrus Media. Premieres during the European Cooperation Day 2012: Võru conference – September 19 Latvian National Television – September 21 Estonian Public Television – October 3 International Conference on Border Areas JOINT EXPERIENCES – NEW CHALLENGES 9 Conference Exhibit „Grand Birds” Photo stories of the Osprey and White-Tailed Eagle is a part of Estonia – Latvia part-funded project „Eagles Cross Borders“, organzied by the Estonian Ornithological Society, Latvian Fund of Nature, the Eagle Club of Estonia, Loodusemees and Toomas Tuule Studio. It will be on display at the conference venue on September 19 but due to the unavailability of the exhibit space in the culture house, it will be moved to another location, where people of Võru will be able to see it. Chances are that you will see this exhibit also elsewhere in the Baltics, as there are two sets of this exhibit travelling in Estonia and Latvia. “Eagles are the grandest of birds,” say the people. It beautifies every landscape with its mighty picture of flight. Estonians and Latvians have agreed on one thing: just as eagles enliven natural landscapes, so too do eagle photographs enliven indoor spaces. The photographic stories here depict the White-Tailed Eagle and Osprey. This is by no means a random choice of species – these two species have been the focus of cooperative work for the Estonian Ornithological Society and the Latvian Fund for Nature. Both of the species featured in this exhibition are skilled fishermen. The WhiteTailed Eagle is our largest eagle, while the the Osprey is the smallest. Those who carefully examine the winter photos will find another very important difference among the two species. The photos in the exhibition should be viewed as eagle stories. They are exhibited as collections: portraits; home and family stories; and hunting stories. One of the photos depicts the White-tailed Eagle in life size. The specific objective is to make the wider border area an attractive place for both its inhabitants and businesses through activities aimed at improving the living standards and investment climate. Programme Priorities Priority I: Socio-economic development Priority is dedicated to strategic development of border region’s competitiveness through support to business and labor market development, improvements in communication networks and exploring region’s potential for tourism as well as maintaining efficient and safe borders. Priority II: Common challenges Priority aims at addressing common problems and initiating and continuing joint actions in the areas of common interest on both sides of the border. Priority III: Promotion of people to people cooperation Priority is focusing on small scale activities for improving the cooperation of the border region supporting wide range of activities to be performed by regional and local municipalities and various actors of the society, which have been identified as being of crucial importance to a more integrated region. More information about the programme and programme-supported projects can be found on www.estlatrus.eu International Conference on Border Areas JOINT EXPERIENCES – NEW CHALLENGES 11 Võru County Võru County is located in southeastern corner of Estonia sharing the border with Russian Federation and Republic of Latvia. One of the most important transit routes in Estonia, Tallinn-Tartu-Pskov, passes the county centre and, tehrefore, it is a prime location for industry and investment. The territory of Võrumaa covers 2,305 km². About 37,700 people live in Võru County – constituting 2.8% of the total population in Estonia. Võru County consists 13 local government units that work together to facilitate the county’s balanced and sustainable development. 13 government units are divided for one urban and 12 rural municipalities (parishes). Võru County`s main economic sectors are forestry and wood processing, furniture and food industry. Tourism is well developed with its winter and summer attractions. In 2012 Enterprise Estonia supported the establishment of a wood-processing and furniture manufacturing competence centre in Väimela. Võru county government, Võrumaa Partnership Assembly and Võru county entrepreneurs have developed local food trademark „Uma Mekk“ which aim is to gather information on small food producers and to develop a network for exchanging experiences and for common marketing of Võru County food productions. The landscape of the county is varied with many hills and lakes. The Haanja heights of Võru county are unique in Estonia and the highest peak of the Baltic States, Munamägi (318 m), is located in the county. The longest river in Estonia is Võhandu River (162 km) that winds through the Võru County. Võrumaa has 191 lakes including the deepest lake in Estonia, Rõuge Suurjärv (38 meters). Forests cover about half of the land area. Põlva County (Põlvamaa) provides a Green Experience that offers an opportunity to contrast the urbanizing world with a good mixture of a rich cultural heritage and relaxing or active holiday options like the most beautiful forests, mysterious rapid rivers along with the harmonious and peaceful life of the countryside. At the present Setomaa is divided into three administrative parts and one part is situated in Põlva County. Setos are an autochthonous ethnic and linguistic minority and the local customs of this border area have been passed fromgenerations to generations. This county, one of the smallest in Estonia, is rich in idyllic manors, well preserved manor milieus and invitingly beautiful natural sights. Due to its natural opportunities, this district has become a highly appreciated tourist and sports centre. The county has gathered renown among people from abroad with its important international sports and cultural events. The favourable snow conditions of Valga County are an attraction for both professional sportsmen and amateurs, much preferred among the Estonians but also among people from neighbouring countries. This is a winter paradise. This hilly landscape with its peaks, beautiful valleys and lakes is the symbol of South-Estonia for many people. The variable landscape offers lots of joy of discovery for everybody interested in nature and is a source of inspiration for creative people.
