2015 Year in Review
OUTSTANDING YEAR FOR PENHOLD
2015 has many memorable moments within our flourishing community.

New subdivisions: 31 smaller residential lots along Waskasoo
We would like to spotlight a few key areas that you may find interesting.
Avenue across from the Multiplex and a further 48 larger residential

lots at the south end of town off Mann Drive;

Rob Nash at Penhold Crossing High School - 420 people attended this
presentation. Rob wowed the crowd leaving a powerful message to our

A new electronic information sign was placed at the north side of
Penhold adjacent to Highway 2A and Highway 42;

Waskasoo Avenue south was fully reconstructed;

Our municipal water reservoir received major upgrades for

Penhold staff continues to give recommendations and operates the

2015 building, construction and other projects - A GREAT YEAR!
South Red Deer Regional Sewer System celebrated their grand
Sewage now flows from the towns of Olds, Innisfail, Penhold,
Bowden, Mountain View County and Red Deer County;

Did you know our public works team takes care of over 1,400 trees
and shrubs during the summer?

2015 Spring Cleanup had a great response collecting over 73 metric
tons.

PLANNING AND DEVELOPMENT
NEW SAFETY CODES IN EFFECT AS OF NOVEMBER 1, 2015
The Planning & Development department would like to remind general contractors, building inspectors, home builders and subcontractors
that changes to building code regulations were effectively implemented by November 1, 2015.
The Alberta Building Code 2014 was adopted in February 2015 and came into effect on May 1, 2015. Persons who hold a related
Certificate of Competency as a Building Safety Code Officer will be required to complete Council-approved code update training.
Technical provisions for the design and construction of new buildings as well as the alteration, change of use or demolition of existing
buildings have been set out in the Alberta Building Code 2014.
WHAT DOES THIS MEAN TO YOU?

An increase in the number of smoke alarms installed within dwelling units;

New building requirements for the control of the ingress of soil gases;

More energy efficient requirements for housing and small buildings;

Internationally recognized, language independent exit signs;

Improvements to barrier-free designs.

PUBLIC WORKS
Snow Removal
Our Public Works staff makes every effort to ensure that our
streets are clear of snow and ice during the winter months.
Please be patient as we complete this process. Snow plowing
and/or removal on streets will be started after a heavy snowfall
(15cm) or once accumulations have reached 15cm.
The priority areas are as follow:

Priority one includes main thoroughfares and bus
routes.

Priority two are businesses, streets and avenues.

Priority three are closes, courts and places – these are
cleared once all other major areas are complete.
Please note that the snow removal priority map is
available on the Town of Penhold Website.
Alleys are not listed as a priority and are maintained only for the
use of -garbage trucks. Should alleyways become impassable
they may be cleared as time permits.
This process may take two weeks or longer depending on snow
fall, conditions and work load. Should another 15cm of snow
accumulate during the snow removal process, priorities will shift
back to one and two.
Public Works makes every attempt to notify residents of intent to clear snow. Time
permitting; signs are normally placed alongside the street 12 hours in advance.
Please be courteous to Town staff as well as your neighbours by refraining from
parking on the road during the hours posted. Attempts will be made to contact the
registered owner of the vehicles, but note that vehicles are considered towable if
they are not in accordance with the posted street sign (Use of Highway and Rules of
the Road Regulation, Alta Reg. 304/2002 Sec. 44(n)).
Snow will be windrowed until removal is possible. Where applicable, snow will be
windrowed to the side of the street without a sidewalk.
Please use extra care when approaching snow removal equipment as visibility is
limited and equipment may stop and/or back up suddenly.
Please also consider neighbours and delivery people by clearing your sidewalks.
Snow must be removed within 72 hours of any snowfall (Traffic Bylaw 630/06 Sec.
18 a & b). Snow that is cleaned off sidewalks and driveways cannot be deposited
onto the road.
Christmas Tree Pickup
Public Works will be running the Christmas tree pickup again this year during the
week of January 11th. If you would like the Public Works department to pick up your
tree:


Place on your front lawn on or before January 11th @ 8:00am
Ensure tree is free of all decorations, tinsel and NOT bagged
Outdoor Rink
The outdoor rink will be ready as soon as weather and time permits. The shack will
only be open if a caretaker is present.

WINTER PROGRAMS
This program will help participants to learn the basic fundamentals in a fun
and safe environment. Equipment needed: Helmet that covers the back of
their head, skates, waterproof pants, mittens.
The floor hockey program teaches children basic hockey skills while
fostering an environment of team work and fair play. It’s a great way for
children to get active while learning some new skills.

Physical activity is paramount to a kid’s day and life. Come out and
practice physical literacy in this fun course designed with games, activities, obstacle courses and new skills.

MULTIPLEX GYMNASIUM DROP IN
Drop in gym is a time for you to come and utilize the Multiplex’s gym space. It is an unstructured time where individuals can come
and do what they like, for example come and enjoy a game of badminton with a friend or shoot some hoops! We offer times for kids
only, youth (8-17) only, adult only, families, and a public time where anyone can come and use the gym space.

McMan Youth, Family and Community Social Services
Free Adult Counseling: Short-term outpatient treatment services that
include individual, family and group counselling for those with alcohol,
tobacco and other drug or gambling concerns.

McMan offers the following resources:

Free Youth Counselling: This confidential service helps teenagers develop
a lifestyle free from alcohol, tobacco, other drugs and gambling abuse issues.

School Outreach: This program is offered to youth between the
ages 13 and 24 with substance abuse issues.

Also offer Prevention, Adult Day Treatment and Young Adult Treatment
Programs.

Group and Individual Counselling

Red Deer Juvenile Courts Program: Is a way to engage
adolescents in the process of thinking clearly about alcohol and
drugs.


Addiction Helpline (1-866-332-2322): The addiction helpline is a toll free
confidential service which provides alcohol, tobacco, other drugs and
problem gambling support, information and referral services. It is 24 hours a
day, seven days a week with translation available in over 180 languages.
Alberta Quits (1-866-710-7848 (QUIT); www.albertaquits.ca): Free
confidential telephone service for smokers and spit tobacco users. They can
help you develop a quit plan and offer information and support or refer you
to services in your community.

Safe Harbour Society


Shelters: Includes “Mats” which is an overnight shelter for adults
who are under the influence of substances. This program is
located at 5246-53rd Ave and operates from 8 pm—8 am, 365
days a year.

Non-Medical Detox: This program provides a supportive
environment to withdraw from substances. Detox is typically a
7-10 day stay.

Also offer Housing and Aboriginal Supports including smudging
and prayers, individual and family support, monthly sweats,
weekly sharing circles and Wellbriety Group.

The Penhold Youth Advisory Committee is a free program that meets on Mondays! Come on out and help organize teen
events, workshops and presentations, participate in group activities and parties, have some snacks and make some new
friends!

The Community Services Department received a $250 donation from the Gwendale Elks given on
behalf of Dan Urban. These proceeds are from the Elks’ annual auction. The $250 has gone into
the Town of Penhold’s Fee Assistance Program which assists our Penhold residents pay for local
programs and events located in Penhold. For more information on this program, you can contact
