as you know yesterday us agreed to send in 1,000 troops to secure the
airport ând corridors - said will not disarm or separate criminal
elements but will be able to defend themselves-that getting to
the refugees etc will up to canadians.
msf position is that we are pleased the militafy intervention is
happening but that we are disappointed that it is not at this point
going to separatethe criminals - no lessons learned from past
experience - it will not be chapter 7 as we wanted. msf does not want
to have weapons to defend aid convoys but to secure ând protect

are also preparing to do way stations and corridor type activities msf wants to ensure that there will be some form of security or means
of working where the refugees are - temporary safe zones - so that we
can access them and make sure they are healthy enough to come home.

can at max deal with 150,000 people - not even - at any one time infact gisenyi can really only cope with around 30,000
we are worried that the refugeeswill be too weak to make journey
through corridors and that rwanda will not be able to cope in one go.
two years ago gooma 94 there was stability and we had our structures
in place but even so 40,000peopledied of cholera within the first 46 weeks. for many of these refugeesit is now four weeks for many of
these refugees since they had any assistanceand we are dealing with
an insecure situation

- facts about the proposed military intervention as far things are
known now.
de facto the decision on a military intervention has been taken with
the decision of the americans to participate. it has apperently 2
objectives: protection of humanitarian aid towards the refugees and
repatriation of the refugees by creating corridors. it will not be a
fighting force to guarantee immediate protection for the
refugees, to isolate the perpetrators of the genocide and to disarm
the ex- far and interhamwe.
- so, we speak about a weâk mandate ând not about the strong mandate
msf has called for. msf called for a mandate which was able to deal
with the short term needs -immediate protection and conditiond for
aid- and the longer term problem (dealing with the impunity of te
genocidaire, militarisation, control of leaders on the population).

- in practice it is not clear how the international force can
repatriâte the refugees without separating the genocidaire from the
innocent and disarming. disarmementand separation seem a condition
to breâk the power of the extremists and to start repatriâtion.
- another issue is the repatriation and the reception in ruanda.
we need to formulate a clear positioning in the next days.how can
condition be improved at the ruanda end. what type of conditions are
needed in case of a mass repatriation.protection, prisons, ....
conclusion:
- immediate positioning vis a vis military intervention seems clear
(we follow the initial line). we think it is good it is happening,
but we are disappointed it is not a chapter 7 with the objective to
disarm and to separatethe .....
- positioning on the right conditions for repâtriation (voluntary,
reception, ...)
