Although the winter
of 2016 was generally
milder than 2015, it is
always a great time of
year when spring and
summer finally arrive.
Once again, you and your family can
enjoy spring and summer in Brighton
this year, with a full range of Recreation
Department activities.
With the
warmer temperatures comes the return
of outdoor recreation activities and
I encourage you to take advantage of
the many wonderful programs that
are offered through our Recreation
Department. The programs listed in this
newsletter will attract both young and
the young at heart. Please remember
to register early. Programs fill up
quickly so please consider registering
using our online registration portal, on
the Town of Brighton website at www.
townofbrighton.org/rec to ensure your
spot in your favorite program/s.
Our spring and summer calendar is
once again full of special events this
year. Start Spring with a Mother/Son
Bingo Night at 6 p.m. on April 29th,
our Daddy & Daughter Dance on June
10th, and please be sure to join us at
our annual Memorial Day ceremony
held each year at our Veterans
Memorial. No Brighton Summer

Fourth of July celebration. From the
start of the day at Brighton High School
with the annual Brighton Chamber of
Commerce 5K race, to dusk at Meridian
Centre Park with the Skycoasters,
and the spectacular fireworks show
to cap off the day. Our Tuesday night
Summer Concert Series in Buckland
Park returns, starting July 12 through
August 16. You can find all the details
on these events and all of the programs
scheduled through the summer months
in this 2016 Summer Newsletter.
Each year our Town Highway staff
resumes lawn and garden debris
pickup and there are a few rules
to remember to make their job
easier and to prevent damage to our
2
neighborhoods. Your lawn and garden
debris should be left on your grass, not
in the street. Debris left in the street
becomes a safety hazard for drivers,
cyclists and pedestrians alike, and can
also clog our storm drains, already
taxed by spring rains and heavy winter
snowmelt, and can even cause street
and basement flooding. If you hire a
landscape company to do your spring
cleanup, ask if they will transport the
debris directly to the Town landfill.
Doing so will keep your neighborhood
cleaner and safer, and ease the work
of our Town Highway Department
crews. Also, please remember that the
Town does not pick up grass clippings;
instead they should be mulched or left
on your grass to enrich the soil.

2016 Tentative Assessment Roll to be Filed
Formal Grievance Opportunity in May
(Equalization Rate not yet determined 2015. Equalization Rate was 95%)
Town of Brighton 2016 Tentative
Assessment Roll will be filed on or
before May 1, 2016. Any property
owner who is not satisfied with the
assessment may take advantage of the
annual grievance process. Applications
to go before the Board of Assessment
Review will be available at the
Assessor’s office on May 1. The formal
Complaint Application must be filed
with the Assessor on or before May
24, 2016. A taxpayer’s guide: How to
File for a Review of Your Assessment
is available at the Assessor’s office or
through a link on the Assessor’s page of
the town web site.
The Level of Assessment for the 2015
Tentative Assessment Roll was 95%
- the 2016 Level has not yet been
finalized but will be available by May 1.
The Assessor’s office will begin
accepting
grievance
applications
as early as May 1 and early filing is
always appreciated—appointments to
meet with the Board of Assessment
Review are scheduled for the next
available hearing time as the completed
applications are returned to the
Assessor’s office.
The Assessor’s staff will schedule
appointments with the Assessor
during the first half of May to discuss
stipulations for residents who submit
well-supported
and
completed
complaints.

Work Within The Highway Right-Of-Way
The Department of Public Works
would like to remind Brighton
residents and business owners that all
work done within the Town’s Right
-of-Way requires a permit.
Section 166-21 of the Brighton
Town Code states that, “No person
or corporation shall open, disturb
or work within, erect fences or
structures, plant trees within or cause
to be opened or disturbed by cutting,
missiling, boring, digging, resurfacing
or excavating the soil, pavement or
sidewalk within any street, sidewalk
or right of way, for any purpose
whatever, without having secured a
permit to perform such work.”

of the Brighton Highway Access
Guidelines at the Department of Public
Works or at the Highway Department.

2016 Brighton Farmers’ Market
The summer season of the 2016 Brighton
Farmers’ Market opens on Sunday, May
22. Supervisor Bill Moehle will preside
over the traditional Cutting of the Vine
to open the Market, which will be held
every Sunday from 9 am to 1 pm through
October 30. Local farmers and producers
will bring the finest fruits, vegetables,
meats, dairy, plants, flowers, baked goods,
pasta, honey, maple products, jams, jellies,
and much more. There will be live music
each week, activities for kids, food trucks,
community groups, and friends meeting
friends each Sunday morning. Special
events will be held throughout the season,
including the Bike Rodeo, Color Brighton
Green’s Eco-Fair, Public Health Day,
and Arts Days, sponsored by Friends of
the Arts in Brighton. The market is held
in the Brighton High School parking
lot, 1150 Winton Road South. EBT/
SNAP customers are welcome; stop by
the Market tent for information about
SNAP bonus programs. The Brighton
Farmers’ Market is sponsored by the
Town of Brighton. For more information,

2016 Brighton Community Garden
Gardening season will soon be here,
and the Brighton Community Garden
is accepting applications for 2016. The
Garden is on Westfall Road, just to the
east of the Buckland House in Buckland

Park. Each participant will be assigned a
10x10 foot plot for all-organic growing.
The fee is $25 for the season. To receive an

Join us again as we celebrate the Fourth of July! The celebration
will begin with the Brighton Chamber of Commerce 5K Race
held at the Brighton High School at 8 am including the return
of our July 4th Pancake Breakfast! All other activities including
the legendary performance by the Skycoasters will take place
at the beautiful Meridian Centre Park. Festivities at Meridian
Centre will begin at 2:00 pm and include tons of family fun
games and activities, Kiwanis Kid Zone, food vendors and a
great schedule of musical entertainment throughout the day! The
evening will conclude with our annual fireworks display that is
sure to please the masses! Please visit the Town Website: www.

BIKE/SCOOTER/BLADE RODEO
In conjunction with the Brighton Farmers’ Market at BHS!
Come test your riding skills, get a bike safety check up and
learn the rules of the road! Snacks and family fun are included.

SPLASH INTO SUMMER!
Friday June 24, 4:00 pm
Join the Recreation Department as we kick off summer with a splash!
The Outdoor Pool will be open for free swim and staff members will
be on hand for interactive games and activities. We will have a food
truck (for a fee) and dessert truck (for a fee). Entertainment will be
provided! Bring the whole family and help us get summer started!
Children must be supervised by parents during the entire event.
FUN FIT FIVE K
Join Brighton Recreation and Parks for the 7th Annual Fun
Fit Five K! You won’t want to miss out! $15 by August 5, $20
after that. A 5K canal run with age group splits/prizes, T shirts
for first 100 registrants, Post race Refreshments for all run/
walk participants. Sponsorship information available, please

To continue to better serve the residents of Brighton, please see
the below registration guidelines for information on how to
register for Playground Camps.

The following procedures apply to ALL PLAYGROUND CAMPS
listed on pages 6-8 only!
Online Registration is available for Playground Camps starting
at 9 am, www.townofbrighton.org/rec. Forms received by
mail or drop box will be processed randomly as staff is available.
Avoid delayed processing, please only send in registration
forms for Playground Camps!
Forms received that include other recreation programs will not
be processed until the correct payment for Playground Camps
is received. This delay may impact your program enrollment.
NOTE: Until April 25th, camp registrations will only be accepted
Online, via Mail or Drop Box, which is located in the doorway
of the recreation office at 220 Idlewood Rd (no walk-in or
phone registrations will be accepted). Beginning April 26th all
camp registrations will be accepted online, by mail or in person.
**Additional emergency contact forms and immunization records
MUST be on file in the Recreation Office before any child may
attend camp. We will send you the forms with your camp receipt,
please complete and return as soon as possible! They are also
available on the Town Website at www.townofbrighton.org**

PLAYGROUND CAMP
Brighton Recreation Playground Camps are permitted by the
Monroe County Health Department! Your children will spend their
summer meeting new friends, making craft projects, exploring the
outdoors and participating in various indoor and outdoor activities.
The goal here is for the kids to have a great time, while being as safe
as possible! Participants must wear sneakers each day and bring a
nut free lunch and snack. Children must be grade appropriate
for the camp you are registering for, NO EXCEPTIONS!
Online Registration is available for Playground Camp.
Paper forms that are mailed or dropped off are processed
randomly for the first week of Playground Camp Registration!
PLEASE NOTE: Brighton Central School Buildings may be under
some construction this summer, which may include ASBESTOS
removal. Due to this, space may be limited at some sites.
Please take this into consideration when registering for camps.

Do you like painting and sculpting with clay? We have
some great projects for busy hands and feet! Whether we
are pounding on clay or stomping around with rocks in a
box, we always take home a masterpiece and get to leave the

Build a race course with friends where we find clues and follow maps!
We will hike the trails, have a scavenger hunt on the playground and
play together with friends in this builder themed camp. Bring peanut

BACKYARD GANG
Remember playing outside until the sun went down? Be part of
The Backyard Gang and learn some of the classic fun games that
keep kids busy and happy! There are team games like kickball,
freeze tag and red light green light, as well as individual games
like hopscotch, jump rope and more. All friendly, physical fun that
will give kids ideas of how to start up their own games at home!
Lots of running and jumping so wear sneakers to every class.
Children staying for ART IN ACTION will be escorted by teachers.

BABYSITTER’S TRAINING
This course teaches roles and responsibilities of the babysitter,
including skills in accident prevention, basic first aid and
emergency recognition including a demonstration of CPR and
abdominal thrusts for choking victims. Learn to troubleshoot
solutions to the most common problems a babysitter faces.
Students are taught through classroom discussion, instructor
lecture, supplemented by an interactive video presentation.

Designed to teach children who are home alone the importance of

BRIGHTON VOLLEYBALL CLINIC
For children entering grade 5 - 9 in fall of 2016 (current 4th - 8th
graders spring 2016). Register at current grade levels.This fun,
athletic clinic is intended to introduce and develop basic volleyball
skills. Our comprehensive program focuses on teaching the sport of
volleyball, blending a balanced mix of hands on drills, team building
and both individual and team competition. Special emphasis will be
placed on key techniques. Instruction is designed to accommodate
both beginning and experienced players. Group play will be
determined by skill level and take place on various courts. Each
participant will receive 12½ hours of training, and a T shirt! If there

COED YOUTH FIELD
HOCKEY CLINIC
This clinic is ideal for players wishing to learn and develop
their knowledge of the popular sport of field hockey. Campers
will be introduced to all fundamental aspects of the game.
Skills covered on the field include: ball control, dribbling, push
passing, driving, dodging, shooting, stick skills, flicks, lifts and
the general rules of the game. Equipment is provided but if you
have your own stick please feel free to bring it along! Please
remember to wear comfortable clothes and bring a water bottle!
LOCATION NOTE: Please park behind BHS Central Office and
the instructor will be meeting you at the fields at 9 am. We will
utilize the lower gym at the high school in case of bad weather.
Please bring a mouthguard and shin guards. If you do not have
shin guards, coach may have some extra, but supplies are limited.

TENNIS
All training sessions are led by Dyson Team Tennis. Sessions
feature Ron Dyson: USPTA Professional for 25 years and former
USPTA Eastern President and 2005 Professional of the year.

Future Stars (ages 6 - 12) class is designed to cover the technical
aspects of tennis that will help develop good tennis habits. We
cover proper grips, swing motion and tennis shots. The JV/
Varsity (ages 13 - 18) class is for players who have taken tennis
lessons and are used to proper tennis skills. Players are thinking
about playing high school tennis, tournaments and want to
make tennis one of their primary sports. Technical as well as

Children will be introduced to a variety of sports such as Soccer,
Flag Football, Baseball/Softball, Kickball, Basketball, Lacrosse as

this camp is for kids to learn new sports, acquire and develop skills,
increase knowledge of health and fitness, develop a positive attitude
towards physical activity all while having fun! Please remember

The Beginner Class is for someone with very little tennis experience
or no tennis experience at all. Students will learn the proper grips
for certain shots: forehand, backhand, volleys, overheads and

Intermediate Class is designed for the individual that has had
limited or little tennis instruction in the past. Basic grips, technique,
and shots are covered. Drilling as well as point play is used to help

NEW YORK STATE BOATER
SAFETY COURSE
New York State requires all individuals born on or after
5/1/96 to successfully complete an approved course in boater
education in order to operate a motorboat. This course requires
a minimum of 8 hours of classroom instruction. Students must
pass a final exam with a score of 76%. Students will receive a
temporary boating safety certificate upon completion of the
course. Students 18 years of age and older will be required to
pay a $10 fee to NYS for issuance of a permanent boating safety
certificate. Permanent boating safety certificates do not expire.
A minimum of 6 participants needed for the program to run.

DOG TRAINING CLASSES
Lollypop Farm Training Classes are now in Brighton! Preserving
the bond between people and their pets is a primary goal of
Lollypop Farm, the Humane Society of Greater Rochester. Classes
offer people and their pets a wonderful opportunity to improve
their training skills and prevent future behavior problems. It’s
also a lot of fun! A portion of the proceeds from these classes
benefit pets in need at Lollypop Farm. Fee includes class
handouts, training clicker, and certificate of completion.
PUPPY HEAD START
Lollypop Farm puppy classes emphasize socialization and early
prevention of behavior problems. Plus, your puppy will learn
polite skills like sit, down, loose leash walking, and much more!
We will also have puppy play time to help develop good social
skills with other dogs. Our goal is to teach your puppy to enjoy
new experiences in a safe and positive environment. This class
is limited to young puppies, 8 - 16 weeks of age. When puppy

A full lunch is catered each Tuesday by The
Full Belly Deli at 11:30 am. Lunch includes

SENIOR ACTIVITY GROUPS
Brighton Recreation sponsors a social club on Tuesdays for people
age 60 and over. People are welcome to drop in anytime. Activities
include our Lunch Bunch, musical programs, speakers, card
playing, trips, holiday celebrations, and special events. Bus
transportation to the Senior Center for Tuesday activities can be
arranged for Brighton residents by calling the Senior Office at 7845266. The cost is $4.00 round trip. The bus may be used occasionally
or on a regular basis.

QIGONG IN THE PARK
Qigong is a practice of aligning breath, movement and awareness
used for exercise, healing and meditation. This guided walk will
focus on these elements in a relaxed and supportive manner.Â
These techniques are effective for improving coordination, agility,
and balance. The class will meet at Pavillion # 1 at Brighton

In the Fall of 2005, Brighton Youth Together joined forces with the Brighton Central
School District Mentoring Club. Twelve Corners Middle School and Brighton High School
students meet weekly at the TCMS Cafeteria from 3:00 - 4:00 pm. This high-energy group
is working on building the 40 Developmental Assets for youth and community service
projects while building relationships with their fellow students. Everyone is welcome!
This club is designed for teens just like YOU!

It’s That Time Again
2016 Yard Debris Collection to Begin on April 11th
When the
Town
of
Brighton
begins our
yard debris
collection
program
you know
it’s a sure sign that blue skies and warmer
weather are on the way.
This year, the Highway Department will
begin the annual collection of brush
and debris on April 11th. The Highway
Department strives to provide weekly
collection of material generated from
normal lawn and garden maintenance
from spring through fall. The yard debris
collection schedule may be altered during
this time allowing us to focus on street
and infrastructure maintenance as well.
As our hardworking women and men
make their way through Town, here are a
few helpful reminders that will help keep
our crews on schedule.
• Grass clippings will not be collected.
The Town of Brighton has a grassrecycling program that encourages
residents to either compost their
clippings or simply leave them on the
lawn. Brighton residents may drop off
grass clippings for composting at the
Highway Department, which is located
on 1941 Elmwood Avenue.
• Small piles of yard debris or brush must
be placed in acceptable containers for a
quick, clean pickup. Containers must
weigh no more than 50 lbs. Small loose
piles will not be collected.
• Please place brush and garden debris at
the curb in containers or paper bags –
not in plastic bags, or in a neatly stacked
pile, no more than eight feet long, and
free of sod, dirt, or construction debris.
• Do not place any debris piles or
containers onto the roadway, shoulders
or gutters as it creates a safety hazard
for bicyclists, pedestrians and
motorists and as this is also a violation
of NYS Highway and NYS Vehicle &
Traffic law.
• Do not mix household refuse with
yard waste.
• For ease of collection, bulk yard debris
or brush piles must not be placed next
to or around obstructions.
Remember that wood chips are available
at the Town of Brighton’s Highway
Department. Residents need to bring
their own container.

Message From Police Chief Mark Henderson
The Brighton Police Department
continues with the community
policing model as the philosophy
of the department. Community
engagement,
interacting
with
residents and addressing community
needs are of the utmost importance.
In 2015 the police department
conducted stakeholder input on the
subject of body worn cameras.
There was no specific incident or
event that precipitated this outreach.
Police/community
interactions
were a subject of national debate.
At the conclusion of the information
gathering
period,
individual
meetings were then held with a
diverse cross-section of our
community. A decision was made
to launch a pilot program testing
various body worn camera products.
The testing was performed by
a number of officers within the
police department.
As we enter into 2016 the Brighton
Police Department will deploy a
body worn camera program. The
police department has signed a 5 year
contract with Taser International to
provide 37 Axon body worn
cameras, docking stations and a
digital storage solution.
The
contract provides for new cameras
to be supplied to the
department at the
2.5 year mark and
then again at the
5 year mark.
This provision
of the contract
acknowledges
that the technology
associated with body
worn cameras is ever changing.
I believe that the most important part
of the contract with Taser International
allows for the storage of digital
evidence and remote access, all while
maintaining administrative oversight
and a “chain of custody” that is
required for evidence to be used in a
court of law.
The body worn camera program has
a significant cost associated with
it. The total cost for the five year
project is $165,000.00. The police
department received $10,000.00
in grant funding from New York
State Senator Joseph Robach, and is
allowed to use $80,000.00 of
seized assets to partially
fund the program. The
remaining
balance
will be paid over a
five-year period by the
Town.
