Once again, you and your family can enjoy spring and summer in Brighton this year, with a full range of Recreation Department activities. With the warmer temperatures comes the return of outdoor recreation activities and I encourage you to take advantage of the many wonderful programs that are offered through our Recreation Department. The programs listed in this newsletter will attract both young and the young at heart. Please remember to register early. Programs fill up quickly so please consider registering using our online registration portal, on the Town of Brighton website at www. townofbrighton.org/rec to ensure your spot in your favorite program/s. Our spring and summer calendar is once again full of special events this year. Start Spring with a Mother/Son Bingo Night at 6 p.m. on April 29th, our Daddy & Daughter Dance on June 10th, and please be sure to join us at our annual Memorial Day ceremony held each year at our Veterans Memorial. From the start of the day at Brighton High School with the annual Brighton Chamber of Commerce 5K race, to dusk at Meridian Centre Park with the Skycoasters, and the spectacular fireworks show to cap off the day. Our Tuesday night Summer Concert Series in Buckland Park returns, starting July 12 through August 16. You can find all the details on these events and all of the programs scheduled through the summer months in this 2016 Summer Newsletter. Each year our Town Highway staff resumes lawn and garden debris pickup and there are a few rules to remember to make their job easier and to prevent damage to our 2 neighborhoods. Your lawn and garden debris should be left on your grass, not in the street. Debris left in the street becomes a safety hazard for drivers, cyclists and pedestrians alike, and can also clog our storm drains, already taxed by spring rains and heavy winter snowmelt, and can even cause street and basement flooding. If you hire a landscape company to do your spring cleanup, ask if they will transport the debris directly to the Town landfill. Doing so will keep your neighborhood cleaner and safer, and ease the work of our Town Highway Department crews. Also, please remember that the Town does not pick up grass clippings; instead they should be mulched or left on your grass to enrich the soil. Have a fun and safe 2016 Spring & Summer! www.townofbrighton.org 2016 Tentative Assessment Roll to be Filed Formal Grievance Opportunity in May (Equalization Rate not yet determined 2015. Equalization Rate was 95%) Town of Brighton 2016 Tentative Assessment Roll will be filed on or before May 1, 2016. Any property owner who is not satisfied with the assessment may take advantage of the annual grievance process. Applications to go before the Board of Assessment Review will be available at the Assessor’s office on May 1. The formal Complaint Application must be filed with the Assessor on or before May 24, 2016. A taxpayer’s guide: How to File for a Review of Your Assessment is available at the Assessor’s office or through a link on the Assessor’s page of the town web site. The Level of Assessment for the 2015 Tentative Assessment Roll was 95% - the 2016 Level has not yet been finalized but will be available by May 1. The Assessor’s office will begin accepting grievance applications as early as May 1 and early filing is always appreciated—appointments to meet with the Board of Assessment Review are scheduled for the next available hearing time as the completed applications are returned to the Assessor’s office. The Assessor’s staff will schedule appointments with the Assessor during the first half of May to discuss stipulations for residents who submit well-supported and completed complaints. If you have questions, please call the Assessor’s office at 784-5215. Work Within The Highway Right-Of-Way The Department of Public Works would like to remind Brighton residents and business owners that all work done within the Town’s Right -of-Way requires a permit. Section 166-21 of the Brighton Town Code states that, “No person or corporation shall open, disturb or work within, erect fences or structures, plant trees within or cause to be opened or disturbed by cutting, missiling, boring, digging, resurfacing or excavating the soil, pavement or sidewalk within any street, sidewalk or right of way, for any purpose whatever, without having secured a permit to perform such work.” If you would like additional information, you may obtain a copy of the Brighton Highway Access Guidelines at the Department of Public Works or at the Highway Department. Permit forms and fee schedule can be obtained at the Department of Public Works or Highway Department offices located at 1941 Elmwood Ave. They also can be downloaded from the Town’s website at www. townofbrighton.org/highway. 2016 Brighton Farmers’ Market The summer season of the 2016 Brighton Farmers’ Market opens on Sunday, May 22. Supervisor Bill Moehle will preside over the traditional Cutting of the Vine to open the Market, which will be held every Sunday from 9 am to 1 pm through October 30. Local farmers and producers will bring the finest fruits, vegetables, meats, dairy, plants, flowers, baked goods, pasta, honey, maple products, jams, jellies, and much more. There will be live music each week, activities for kids, food trucks, community groups, and friends meeting friends each Sunday morning. Special events will be held throughout the season, including the Bike Rodeo, Color Brighton Green’s Eco-Fair, Public Health Day, and Arts Days, sponsored by Friends of the Arts in Brighton. The market is held in the Brighton High School parking lot, 1150 Winton Road South. EBT/ SNAP customers are welcome; stop by the Market tent for information about SNAP bonus programs. The Brighton Farmers’ Market is sponsored by the Town of Brighton. The Garden is on Westfall Road, just to the east of the Buckland House in Buckland 585-784-5260 • TTY 585-784-5381 Park. Each participant will be assigned a 10x10 foot plot for all-organic growing. Online Registration is available for Playground Camps starting at 9 am, www.townofbrighton.org/rec. Forms received by mail or drop box will be processed randomly as staff is available. Avoid delayed processing, please only send in registration forms for Playground Camps! Forms received that include other recreation programs will not be processed until the correct payment for Playground Camps is received. This delay may impact your program enrollment. NOTE: Until April 25th, camp registrations will only be accepted Online, via Mail or Drop Box, which is located in the doorway of the recreation office at 220 Idlewood Rd (no walk-in or phone registrations will be accepted). Your children will spend their summer meeting new friends, making craft projects, exploring the outdoors and participating in various indoor and outdoor activities. The goal here is for the kids to have a great time, while being as safe as possible! Participants must wear sneakers each day and bring a nut free lunch and snack. Please email us your feedback at [email protected] or call us directly at 784-5260 34www.townofbrighton.org It’s That Time Again 2016 Yard Debris Collection to Begin on April 11th When the Town of Brighton begins our yard debris collection program you know it’s a sure sign that blue skies and warmer weather are on the way. This year, the Highway Department will begin the annual collection of brush and debris on April 11th. The Highway Department strives to provide weekly collection of material generated from normal lawn and garden maintenance from spring through fall. The yard debris collection schedule may be altered during this time allowing us to focus on street and infrastructure maintenance as well. As our hardworking women and men make their way through Town, here are a few helpful reminders that will help keep our crews on schedule. • Grass clippings will not be collected. The Town of Brighton has a grassrecycling program that encourages residents to either compost their clippings or simply leave them on the lawn. Brighton residents may drop off grass clippings for composting at the Highway Department, which is located on 1941 Elmwood Avenue. • Small piles of yard debris or brush must be placed in acceptable containers for a quick, clean pickup. Containers must weigh no more than 50 lbs. Small loose piles will not be collected. • Please place brush and garden debris at the curb in containers or paper bags – not in plastic bags, or in a neatly stacked pile, no more than eight feet long, and free of sod, dirt, or construction debris. • Do not place any debris piles or containers onto the roadway, shoulders or gutters as it creates a safety hazard for bicyclists, pedestrians and motorists and as this is also a violation of NYS Highway and NYS Vehicle & Traffic law. • Do not mix household refuse with yard waste. • For ease of collection, bulk yard debris or brush piles must not be placed next to or around obstructions. Remember that wood chips are available at the Town of Brighton’s Highway Department. Residents need to bring their own container. Community engagement, interacting with residents and addressing community needs are of the utmost importance. In 2015 the police department conducted stakeholder input on the subject of body worn cameras. There was no specific incident or event that precipitated this outreach. Police/community interactions were a subject of national debate. At the conclusion of the information gathering period, individual meetings were then held with a diverse cross-section of our community. A decision was made to launch a pilot program testing various body worn camera products. The testing was performed by a number of officers within the police department. As we enter into 2016 the Brighton Police Department will deploy a body worn camera program. The police department has signed a 5 year contract with Taser International to provide 37 Axon body worn cameras, docking stations and a digital storage solution. The contract provides for new cameras to be supplied to the department at the 2.5 year mark and then again at the 5 year mark. This provision of the contract acknowledges that the technology associated with body worn cameras is ever changing. I believe that the most important part of the contract with Taser International allows for the storage of digital evidence and remote access, all while maintaining administrative oversight and a “chain of custody” that is required for evidence to be used in a court of law. The body worn camera program has a significant cost associated with it. The total cost for the five year project is $165,000.00. The police department received $10,000.00 in grant funding from New York State Senator Joseph Robach, and is allowed to use $80,000.00 of seized assets to partially fund the program.
