Emergency services improving
lives of residents

THE Maxuilili fire station in
Babylon in the capital, consisting mainly of informal dwellings, the fire department would
be able to respond within seconds to any fire in the surrounding communities.
The station caters for fire outbreaks in Okahandja Park, Okuryangava, Havana, Hakahana and
Ombili. The station was established in 2000 to give the city a
greater ability to fight fires, saving
properties and lives.
About six fire incidents are reported monthly at the station, from
which grass fires are the most
common. The work of the fire
fighters is extremely varied and
includes everything from fighting
fires and rescuing people, to attending to road traffic collisions,
and promoting fire safety within
local schools and the wider communities and ambulance services
for unscheduled births and more.
At the station fire protection or
prevention is seen as an important
role for the firefighters, as pre-
venting a fire from occurring in
the first place can save lives and
property. Therefore fire fighters
normally visit homes and give fire
safety advice to the community
members. Community members
seeking knowledge of fires are
invited to visit the fire station and
can speak to fire fighters first-hand
about fire safety in their homes,
including how to install and maintain smoke alarms and how to develop a home with an escape plan
to ensure that they can quickly and
safely escape a fire.
The fire station is staffed by 18
highly-trained personnel who are
instantly ready to rush into the
station’s fire trucks that are standing parked gleaming outside the
building, ready for action to save
a life.
The most recent fire station in
Otjomuise, situated next to the
road from Otjomuise to Monte
Christo, was officially commissioned by the mayor of Windhoek,
Agnes Kafula. According to the
mayor, the City of Windhoek carried out an emergency risk assessment in 2004 in response to the increasing fire and emergency risks
in the informal settlements on the
outskirts of Windhoek.
The location of the fire station
provides quick and easy access to
many areas, thus improving emergency response times. There is one
centralized call centre to which all
emergency calls go and this is rerouted to each fire station, allowing quick response from the closest stations. This system works
very well, as in the recent bush fire
in the Eros riverbed adjacent to
the Simon de Wit bridge in June,
where it allowed fire fighters to be
on the scene within 5 minutes.
The public is urged to stick to
the prescribed distances between
dwellings and also clear an open
space between boundary and
fields. All fire emergencies can be

Incubation Centre

City of Windhoek established the SME
Incubation Centre in Katutura with the
objective of assisting small businesses
to breed and evolve into formal small
and medium enterprises in a period of
between two and three years after entering
incubation. The SME Incubation Centre
comprises 40 stalls, most of which are
occupied by small business proprietors.
Business offerings range from tailoring
and knitting, tourism and travel, joinery,
manufacturing of cleaning materials,
gambling machine repairs, solar equipment
and installation, automotive repairs,
design and printing, general welding and
electronic repairs.
Informal Settlement
There are quite a number of informal settlements on the outskirts of
Katutura. Equipped with communal water points and electricity some
of the informal settlements can easily be reached by car and are safe
to visit. Amidst this African city way of life, there is a culture that is
still very much alive, and sustains the fibre of tradition and culture.
The informal settlements are perceived to be a portrayal of abject
poverty. But, when you visit these parts of the city, you will be amazed
how clean these surroundings are, as dirt is almost nowhere to be
seen. The corrugated iron shanty houses are lined in an almost perfect
formation, the streets are open and with actual street names. This
revelation makes one wonder how people considered to be poor could
keep conditions no where to be seen in Africa. That is when it dawns
upon one that, not all is lost in poverty, but the spirit of the people of
Windhoek still carry the ideal of a clean environment, hence this city is
referred to as the cleanest city in Africa.

Katutura Community Art Centre (KCAC)
Leonard Auala Street
The Katutura Community Arts Centre
(KCAC) forms the nerve centre of arts
development in Katutura and is a symbol
of the transformation of Namibian society.
The kitchen and boiler house of the
former migrant labour hostel complex
was renovated by the government and
inaugurated as the KCAC in 2001. It
now serves as a second campus for the
College of the Arts, where arts diploma
programmes for media arts technology,
drama, fashion and product development
are offered. It also accommodates the John
Muafangejo Arts Centre and Gallery, as
well as Schoolnet Namibia. It is adjacent
to the Katutura Teachers’ Resource Centre
and the Windhoek Multi-Purpose Youth
Resource Centre, which has a youth hostel
for backpackers.
UN Plaza Amphitheatre - C/o Independence
& Penning Street
The UN Plaza was a gift to the Namibian
nation
from
the
United
Nations
Development Programme when the
UN celebrated their 50th anniversary of
existence in 1995. This gift was to the City
of Windhoek. The UN Plaza as it known as
is a place adorned with a natural setting
in the Katutura. Here children can play on
the well kept lawns and playground in a
secure environment, while adults can braai
and enjoy an afternoon with friends and
families under the camelthorn trees.
Much of the indigenous surrounding
has been kept, as camelthorn trees and
seasonal river beds are still intact.
This area boasts with a typical amphitheatre
were occasionally festivals and events such
as choir and other music performances
takes place.

NAMCOL
The Namibian College of Open Learning (NAMCOL)
is a Parastatal. This educational institution was created
by an Act of Parliament (Act 1 of 1997) which provides
learning opportunities for adults and out-of-school
youth.
NAMCOL is an autonomous institution, directed by a
Board of Governors. NAMCOL employs the services of
87 full-time staff members, and more than 1 500 parttime staff members country wide. Since its inception,
the College has accommodated a total of 337351 learners

The Namibian College of Open Learning (NAMCOL)
is a state-owned enterprise that was created by an act of
Parliament (Act 1 of 1997). NAMCOL provides learning
opportunities for adults and out-of-school youth.
NAMCOL is an semi-autonomous Institution, directed
by a Board of Governors. NAMCOL employs the services
of 96 full time staff members, and more than 1400 parttime staff members’ country wide who are involved in the
development and implementation of programmes. Since
its inception, the College has accommodated more than
370 000 learners through its secondary education and
professional programmes.
The College`s services are extended to all four corners
of Namibia via the four regional and four subregional offices in Ongwediva, Rundu, Katima Mulilo,
Gobabis, Keetmanshoop, Otjiwarongo, Windhoek and
Swakopmund.
In 2013, the College opened a Multimedia Production
Centre (MMPC) which offers professional printing,
binding and graphic design and lay-out services to students,
local businesses, churches, schools and the general public.
The Internet Café offers reasonable and cheap rates.
Printing includes books, curriculum vitaes, professional
reports, invitations, promotional materials and business
stationary. Binding and lamination of various documents
ranging from single pages to bulky documents are done
instantly.
Printing and duplication of confidential reports and
examination papers are on offer as well.
Our radio and video production unit offers the production
of radio and television advertising, audio recordings, prerecorded lessons and music recordings.
A variety of productions can be recorded and edited
according to the client`s needs, leaving the client with
a professional product, tailor made to the customers’
specifications!

Cycling is becoming a popular sport
P.A.Y. (Physically Active Youth)
Namibia will host the inaugural
Windhoek on Bike event to promote cycling in Windhoek on 02
August 2014. Registration is open
until 28 July and the event starts
at 07h30 and open to all cyclists.
The Physically Active Youth
Cycling program was found on
21 April 2007 (8 years ago and is
a sporting programme started with
the funding from the Bicycles from
- Bicycle Empowerment Network
of Namibia (BENN). PAY head
of the cycling programme, Laban Naftal Amadhila was the first
Cyclist of the PAY Program early
2007. The aim of the programme
is to help young Katutura cyclists
“who are in need of a sense of direction of becoming a professional athlete in a future, and to help
people who have been let down by
their communities and families.”
The Program has four varying activities: Learn to ride a bike, Cycle
to compete and Community fun
ride for all gender of female and
male above age of 40 training every weekend. I have being training
20 participants per day.
PAY’s cycling programme was
started in 2007, with the help of
Namibia Community Cyclist and
BEN Namibia with the later group
donating 60 bicycles to the programme , later as the team started
to grow, the large number of young
cyclist between Girls and boys
team selected from the programme
have participated in many competitions and seeing great result since
2008.
The PAY Elite Fiffy Kashu-
lulu, Johannes Hamunyela, Jafet
Amukushu, Lucky Mbako these
are the historians of the PAY Program from the early year 2008
and have competed in races in
South Africa and African Champs
and Tour de Gabon 2013/2014.

In an interview with Laban
Amadhila – Head of P.A.Y., Laban explains that the P.A.Y cycling
programme has two principal components: development and elite
competitive cycling. PAY Namibia
is the official development arm of
the Namibian Cycling Federation
(NCF).
Head of Cycling entails coordination of all development activities
that we conduct in Katutura, Oka-
handja and Marienthal as well as
supporting our elite team in their
national and international races.
3. What programmes are you
running currently?
P.A.Y. runs a cycling program
for children and teenagers as one
of the key enabling strategies. I am
the head of Tura Cycling Academy.
Since 2007, our instructors have
taught hundreds of young people
to ride bicycles and out of those,
we generated a pool of candidates
from within the Katutura community for an Elite Cycling Team
which now comprises 4 members.
Their lives have since undergone
a complete transformation as they
have become (nationally) accomplished cyclists who may embark
on a professional career. Significantly, they are a first team from
Katutura to compete in what was,
and in some circles still is, considered a “white” sport.
5. How can the broader public
assist in awareness of your programme and cycling in general?
By promoting the sport of cycling not only as a sport but as a
means of everyday transport which
greatly helps increasing social mobility and reducing poverty. We
should place special emphasis on
safety: taxi drivers should learn
how to share the road with their
more vulnerable colleagues and
we strive to integrate the idea of
cycling in our public transport for
the benefit of the entire community.
6. What message can you give
our future cyclists?
Stay safe, wear a helmet, stay fit
and enjoy the ride!
Cyclist Profiles:
Xavier Papo
Xavier Papo is a young man that started
cycling in 2005 with his own BMX. He
initially started playing soccer but after an
injury he tried his hand at cycling. His love
soon grew and in 2012 he went on a camp
offered by Dan Craven. He soon after participated in the 9-day “Johannesburg-toSee” race, where he got noticed.
He regularly participates in cycle races
like the Nedbank Cycle Classic, Cape
Argus and more recently the MTB Cross
Country Race where he obtained 1st place.
Starting young
As part of their physical training, the
primary school Kleine Professor, in Suiderhof offers interested learners cycling as
their choice of sport. The local residents
will find on Tuesdays and Thursdays, these
young cyclists taking on the road in Suiderhof.
This initiative only started in January
2014 and the children participating are
very excited, looking forward to participate
in their first race
Tjipe Murangi
Tjipe finished his schooling at Jan Jonker
Afrikaaner SS in Katutura and it was here
that he was first exposed to cycling. The
principal entered the school team in races
like the Cycle Classic and Tjipe participated with his BMX. Tjipe was a typical
1500m and 1200m athlete and participated
in various Triathlons at school
Tjipe went on to work for Tokkie Bombosh and participated in various races in
Namibia. He also got the opportunity to
participate in the Tour-de-Gabon which is
one of the biggest cycling tours in Africa.
“I do it for the love of sport”, Tjipe says
with a smile.
Both Xavier and Tjipe are sponsored by
Mannie Heymans and looks forward to
furthering their cycling careers.
