School District Facilities Committee Proposed 2014 Bond Update 6.19.14 H2M Architects & Engineers. 538 Broad Hollow Road Melville, NY 10747 Committee Process Facilities Committee A group of individuals from the facilities department, Board of Education, community, staff and professional - charged with the task of identifying and prioritizing projects which need to be completed district wide. Resources used to identify these projects included review of the 2010 Building Condition Survey (BCS), 2011 - 2014 Annual Visual Inspections (AVI’s), discussions with building Principals, items which can no longer be addressed through routine maintenance and items which fall under local / state mandates. As a result the committee through consensus identified approximately 130 individual projects, affecting all buildings which reflect the Districts needs to ensure the health and safety of the students & staff is maintained while maintaining an environment which is conducive to the education process. These projects are grouped into 6 categories. Project Categories Infrastructure Projects which affect the daily operation of the facilities and maintain the mechanical, electrical, structural and building envelope systems. These projects make up the largest component of the proposed bond in quantity and cost and if not addressed could lead to more costly future issues. Many of these projects have a direct result on the efficiency of a building and can help lower energy consumption while reducing operating costs over their life expectancy. § § § § § § Masonry Restoration Window Replacement AHU Replacement Roofing Replacement HVAC Upgrades Student Toilet Renovations Domestic Water Heaters & Piping Fuel Oil Tank Replacement Exterior Painting Flooring Replacements Kitchen Finishes 1 Packet Pg. 34 6.1.b Attachment: Microsoft PowerPoint - MASDBndBoard_61914.pptx (1914 : Buildings & Grounds Report Regarding Bond Issue) 6/30/2014 Project Categories Health & Safety Projects which affect the health & safety of the students and staff. These projects have the highest priority with SED and critical failures of these systems could result in the certificate of occupancy being revoked. Included in this group of projects are those which deal with school security. A recent initiative from SED allows for an additional 10% building aid for qualifying projects and these will be bid separately to take advantage of this program. § § § § § Fire Alarm Upgrades Public Address / Master Time Clock Replacement Exterior Lighting Door & Hardware Replacement Secured Entry Vestibules Project Categories Educational Projects which affect the Educational process and / or enhance student experience while providing the administration with the tools necessary to maintain the highest standard of instruction. These projects look to create new multi-use spaces within the existing building footprint. Their design will allow for flexibility to adapt to the changing program and the Districts future needs. § § § § Library / Media Center Renovations Science Lab Classroom Upgrades Cafeteria Renovations Auditorium Renovations Project Categories Athletics Projects which support the Districts athletic teams and improvements to the facilities for extra curricular activates, community organizations, team sports and P.E. classes. These projects will enhance the athletes experience, improve safety and extend the Districts ability to utilize the fields, while reducing the overall maintenance time and costs. § § § § Synthetic Turf Fields Track Resurfacing Tennis Court Resurfacing Dugouts Press Box New Bleachers Field Irrigation Field Renovations / Grading 2 Packet Pg. 35 6.1.b Attachment: Microsoft PowerPoint - MASDBndBoard_61914.pptx (1914 : Buildings & Grounds Report Regarding Bond Issue) 6/30/2014 Project Categories Technology This category deals with upgrades to technology on a infrastructure level, including interior renovation to the Network Operations Center (NOC) located within the Administration wing. Monies earmarked under this category will provide funding available for potential upgrades needed as a result of the technology audit currently being performed. § Technology Upgrades § NOC room renovations Project Categories Sitework Projects which address the buildings grounds, vehicular & pedestrian circulation. These issues become capital projects when they exceed the scope of work which can be completed utilizing operations & maintenance (O&M) staff or contracts. These projects also address the security of the sites by maintaining and replacing perimeter fencing for controlling unauthorized access. Stand alone these projects would not qualify for building aid, however they will be incorporated into projects which contain capital improvements to maximize aid. § Sidewalk Replacement § Fencing Replacement / Repairs § Asphalt Pavement Repairs Additional Parking Curb Replacement / Repairs Project Categories - Examples Infrastructure 3 Packet Pg. 36 6.1.b Attachment: Microsoft PowerPoint - MASDBndBoard_61914.pptx (1914 : Buildings & Grounds Report Regarding Bond Issue) 6/30/2014 Project Categories - Examples Infrastructure Project Categories - Examples Infrastructure Project Categories - Examples Health & Safety 4 Packet Pg. 37 6.1.b Attachment: Microsoft PowerPoint - MASDBndBoard_61914.pptx (1914 : Buildings & Grounds Report Regarding Bond Issue) 6/30/2014 Project Categories - Examples Educational Project Categories - Examples Educational High School Science Classrooms Project Categories - Examples Educational 5 Packet Pg. 38 6.1.b Attachment: Microsoft PowerPoint - MASDBndBoard_61914.pptx (1914 : Buildings & Grounds Report Regarding Bond Issue) 6/30/2014 Project Categories - Examples Educational Project Categories - Examples Educational High School Library / Media Center Project Categories - Examples Educational High School Library / Media Center 6 Packet Pg. 39 6.1.b Attachment: Microsoft PowerPoint - MASDBndBoard_61914.pptx (1914 : Buildings & Grounds Report Regarding Bond Issue) 6/30/2014 Project Categories - Examples Athletics Project Categories Technology Project Categories - Examples Sitework 7 Packet Pg. 40 6.1.b Attachment: Microsoft PowerPoint - MASDBndBoard_61914.pptx (1914 : Buildings & Grounds Report Regarding Bond Issue) 6/30/2014 Project Categories Project Breakdown 7% 4% Infrastructure 9% 36% Health & Safety Educational 9% Athletics Professional Fees Technology 17% Sitework 18% SED – Permit / Approval Process State Education Department Requirements for a Building Permit As required by the Secretary of State & the Office of Facilities Planning (SED) all capital improvement projects undertaken by a School District, meeting certain criteria are required to be submitted to SED for approval. Upon approval a building permit is issued which allows the District to go out to public bid for the work. Failure to obtain a permit, could result in a loss of potential building aid for the District and possibly having the buildings certificate of occupancy revoked not allowing the building to be occupied by students. The importance of the building permit is to assure that the work will be done properly to preserve the health and safety of a facility’s occupants or users. SED – Building Aid State Education Department Building Aid for School Districts Building Aid is available for certain approved capital projects. In accordance with Section 3602, subdivision 6, of the Education Law. The Commissioner of Education must approve plans and specifications for capital construction projects undertaken by school districts via building permits (prior to bid). Building Aid Units (BAU) x Construction Cost Index x Regional Cost Factor Building Aid is paid over the useful life expectancy of a project in terms of 15, 20 or 30 based on the type of project being done.
