Douglas Cline, Chief of the Training and Professional Development
Division with Horry County Fire Recue, a Metro Department with over 840
Fire and Emergency Medical Personnel, serving a diverse population
and1250 square miles of jurisdiction. He is an Executive Editor for “The Fire
Officer” and Executive Director for the Command Institute in Washington D.C.
A 35-year fire and emergency services veteran as well as a well-known
international speaker and instructor presenting dynamic power packed/
high intensity programs on leadership, instructor development, officer
development, fire ground tactics, rapid intervention team training and
firefighter safety and survival. Cline is a highly published author of articles,
blogs and textbooks for both Fire and EMS. As a Chief Officer, Cline is a
distinguished authority of officer development and has traveled
internationally delivering distinguished programs on leadership and
officer development. He also has a diverse line of training videos on
Leadership, Rapid Intervention Team Training, Vehicle Fires, Hose Line
Management, Emergency Vehicle Operations and Fire Ground Safety
and Survival.
Cline, a retired Fire Chief, is a Level III Fire Instructor, National Fire
Academy Instructor and an EMS Instructor. Chief Cline is the Immediate
Past President of the International Society of Fire Service Instructors (ISFSI), past President
of the Southeastern Association of Fire Chiefs (SEAFC), a member of the South Carolina and North Carolina
Society of Fire and Rescue Instructors. Cline serves as a National Fallen Firefighters Foundation (NFFF)
Advocate for “Everyone Goes Home”, serves on the FEMA Assistance to Firefighters Act Grant criteria
development committee, Congressional Fire Service Institute (CFSI) National Advisory Committee, FDIC
Advisory Board and a peer reviewer for the Fire Act Grants.
In 1999, Cline was honored by the International Society of Fire Service Instructors (ISFSI) by being awarded
the prestigious George D. Post International Instructor of the Year. He holds a Bachelor’s Degree in
Social Services with a Minor in Education from Concord University. He is an Associate Professor at Horry
Georgetown Community College teaching in the Fire Science Associates program.
Chief Cline has been actively involved with the fire dynamics research conducted by ISFSI and National
Institute of Standards and Technology (NIST). As a Strategy and Tactics theorist he has worked to help
translates the research data into cutting edge operational theories, methodologies instructional programs
and fire ground tactical operations focused on the Modern Fire Environment. Chief Cline is the executive
producer of Fire Engineering’s “Fire and Training” Blog Talk Radio show and Fire Weekly’s “The Chief’s
Trumpet”, the official Blog Talk Radio show for the Southeast Association of Fire Chiefs. Cline is the coproducer of the Fire and EMS Blogs “The Fire Officer”.

Tactical Renaissance: “Making Sense of Modern Research and the
S.L.I.C.E. - R.S. Acronym to be successful on the Fire Ground”
The SLICE-RS acronym lays out the fire ground with task components that are directed at operations
from the exterior and within the interior of the fire building based on best practices and recent fire
research findings from UL and NIST. They are the principle practices used by the fire service to stabilize a
fire scene and save lives. While most agree that the latest research can improve firefighter safety, they
struggle to translate the research into fire ground tactics and implement that change in a successful
manor. This cutting edge program will translate that research into understandable tactical terms and
show how to apply it in your fire ground operations. You will not want to miss this program as ISFSI Past
President, Chief Doug Cline, walks you through the evidence based research information and relates it
to modern fire ground tactics for everyone to use.

Safety on the Drill Grounds
With so much time and energy focused on
preparing training schedules, developing lessons,
and presenting classes to our firefighters, it is
easy to see why safety sometimes gets
overlooked. We all assume that our personnel
will act in a safe manor, abide by safety rules,
and that the drills we prepare are inherently
safe. Unfortunately, a passive approach to
safety when it comes to working on the drill
grounds will continue to cost the fire service
injuries and line-of-duty deaths. This class will
demonstrate the importance of a pro-active
approach to firefighter safety during training
activities. Through NIOSH firefighter line-of-duty
death reports, participants will identify trends in
training deaths and discuss prevention methods.
Additional topics include: U.S. Fire Administration
LODD report statistics, drill safety plans, rehab
and medical monitoring, and NFPA
recommendations for safety during common
firefighter drills. Attendees will leave with a
better understanding of their responsibility for
firefighter safety and how to ensure their next
training event is successful and safe.
