It is also a cooperation mechanism in the matters of economy, culture, education, science and technology, protection of the environment, tourism and other topics that are relevant to the sustainable development of both regions and which allow us to contribute to world peace. These nations come together on the basis of shared roots that are still discernible in cultural traits—language, gastronomy—and in our fundamental values and shared vision of the future of humanity. There are several initiatives worldwide that prioritize the matter of women participation in decision-making spaces. In the III ASPA Summit held in Lima on October 1 and 2, 2012, the Heads of State and Government adopted the Lima Declaration which, in paragraph 7.2, mandates to hold an ASPA Forum with the participation of women in prominent government positions, including members of parliaments. Peru’s offer to act as the venue was well received by the delegations. Through this mandate, the States expressed their willingness to generate a space, within the framework of the ASPA Forum, to allow women leaders of South American and Arab countries to meet, share experiences and start joint actions that promote the participation of women in public and private decision-making spaces, and encourage the removal of impediments that restrict such participation. Accordingly, the Forum will also have the participation of women leaders of the civil society and the academia. This first experience will lay the foundation stone for future meetings and cooperation agendas on women-related matters and their participation in decision-making. Moreover, by agreeing on the celebration of this International Forum of Women Leaders, the ASPA member countries demonstrated the highest political willingness to recognize the contribution of women to a better government, economic growth and social development, particularly when they hold positions of power. The involvement of women guarantees that their interests are represented in decision-making spaces and, in general, in all sectors where they participate, leading to richer, more diverse spaces with better inclusive capacity. Therefore, the Ministry of Women and Vulnerable Populations of Peru kindly invites you to participate in the International Forum of Women Leaders of the ASPA countries. 3 International Forum of Women Leaders of South American and Arab Countries - ASPA 2014 DATE AND VENUE OF THE FORUM: The International Forum of Women Leaders of South American and Arab Countries (ASPA) will be held in the city of Lima, on April 7, 8 and 9, 2014, in the premises of a welllocated five-star hotel. Official delegations of ASPA member countries (South American and Arab countries), comprised of four female representatives per country, which must include: One representative of the Executive Branch of each ASPA member country One representative of the Legislative Branch of each ASPA member country One representative of the business private sector of each ASPA member country One representative of the academic sector of each ASPA member country Each delegation must be chaired by one Head of Delegation duly accredited by their government through an official letter. 2. Arab, South American and international organizations related to women matters. 3. Other special invitees of the Forum. 4 International Forum of Women Leaders of South American and Arab Countries - ASPA 2014 Accreditation: For accreditation, each participating country must submit the personal information of one focal point to [email protected]. This person will be responsible of accrediting each of the members of their country’s delegation. The event’s organizer will provide the focal point with the personal password that must be forwarded to the delegates, and which they must use to follow the personal registration process at the event’s website: www.mimp.gob.pe/aspa. The focal point must inform the organizer about the makeup of their country’s delegation, in accordance with the following categories: Heads of Delegation Delegates It is worth mentioning that, in accordance with the provisions of the Conceptual Note of the Forum, the accreditation of the Head of Delegation also requires a letter from their government. Visas: It is advisable to check the current visa requirements to enter into Peruvian territory in the website of the Ministry of Foreign Affairs of Peru. The participants that require a visa can request it to the Peruvian Embassies near their place of residence. The participants who have any food restriction due to their customs or health, or who suffer any physical condition or need any special attention, must report such circumstance in the participant registration form. 5 International Forum of Women Leaders of South American and Arab Countries - ASPA 2014 The food to be served to the Heads of Delegation and delegates, in accordance with the program of the Forum, will be supplied by companies that guarantee the quality and healthiness of the food, as well as the respect to food restrictions observed by the Arab culture. Smokers: Pursuant to the Peruvian laws, smoking in closed public spaces—including hotels, bars and restaurants—is forbidden. Firearms: Peru will allow semiautomatic, single-action guns up to 9mm parabellum, cleared for temporary entry by the Peruvian Government. No other weapon will be allowed. To obtain the Peruvian Government’s authorization for firearms entry, the delegations must fill out and submit the following forms to the organizer, which can be found in the event’s website www.mimp.gob.pe/aspa Form 1: Request for the temporary entry of firearms Form 2: Instructions The staff carrying firearms must declare them and show the guns to the representatives of the Ministry of Internal Affairs and Customs to check their authorization upon arrival to the city of Lima. A similar procedure will be followed to take the firearms out of the country. FACILITIES: General facilities: A. An information desk will be installed in Jorge Chávez International Airport two days before the start of the Forum to provide guidance to the Heads of Delegation, delegates and other attendees. B. In addition, up to two days after the Forum, personnel appointed by the organizer will be available at the Airport to provide guidance to the participants regarding their departure. C. In connection to the above, the Heads of Delegation and delegates must inform the organizer about their itinerary and hotel. The Heads of Delegation must also inform about the itinerary1 and hotel of their accompanying officials or escorts, as the case may be. Such information must be submitted to [email protected]. 1 Itinerary means the date and time of arrival and departure, including airline and flight number. 6 International Forum of Women Leaders of South American and Arab Countries - ASPA 2014 D. The delegates who wish to reserve meeting rooms to hold private and/or bilateral meetings can request so to [email protected] or at the information desk since April 7. E. There will be permanent guidance and assistance in the Forum’s session registration area. F. There will be a stand with general information about Peru (Promperú) in the main hall. G. There will be one cybercafé and one common room for delegates since April 7. The cybercafé will have the following equipment: o Computers (with internet access) o Internet connections for laptops o Printer H. Outlets to recharge cell phones, laptops, among others. I. Praying rooms will be provided to the delegates at the Forum’s venue. The details on their location will be available in the registration area. Facilities for Heads of Delegation: The Ministry of Women and Vulnerable Populations of Peru will offer the following facilities to the Heads of Delegation of each participating country: Transportation: One car per delegation will be allocated to the Head of Delegation since their arrival to the city of Lima. It will be available until they are taken to the airport for departure. The car will have a driver appointed by the organizer. Security: In coordination with the National Security, the relevant security personnel will be provided to each Head of Delegation upon their arrival and during local transportation. Moreover, there will be permanent security personnel within and in the surroundings of the Forum’s venue. Accommodation and food: The organizer will cover accommodation and food expenses only for the Heads of Delegation of the participating countries, in the hotels provided by it. They will include the following: o o One main room Buffet breakfast 7 International Forum of Women Leaders of South American and Arab Countries - ASPA 2014 o Free internet access and wi-fi Travel expenses: The Heads of Delegation must cover their travel expenses to the city of Lima, Peru, and the return trip to their country. Facilities for members of the delegations: The Ministry of Women and Vulnerable Populations will cover the food expenses of the members of the delegations of the participating countries only during the Forum’s sessions, as well as during the social events scheduled by the organizer. Travel expenses: The members of the delegations must cover their own travel expenses to the city of Lima, Peru, and the return trip to their country, as well as their accommodation expenses. GENERAL INFORMATION: Arrival to Lima: The Heads of Delegation and delegates that arrive by air will land at Jorge Chávez International Airport in the province of Callao. Airport use tax: The airport charges a fee for use of the premises. Usually, such fee is included in the ticket price and has already been paid. Please confirm with your travel agent that the fee has been paid. Web check-in: To simplify the check-in process at the airport and expedite the boarding process to and from the country and prevent delays, it is advisable to check in and obtain your boarding pass online. Social activities: A complementary cultural and social program will be provided in addition to the Forum’s activities. Details on this program will be provided on a timely basis. Weather: In April, the weather in Lima is mild and humid. 8 International Forum of Women Leaders of South American and Arab Countries - ASPA 2014 Rain is scarce throughout the year, with slight drizzles between May and September. Hot and cold temperatures vary with the corresponding season, and depend on the high atmospheric humidity that is always present in the capital. In April, month in which the Forum will be held, the maximum and minimum temperatures may reach 27°C and 17°C, respectively. It is advisable to bring light clothes and one warm coat. Currency: The Peruvian currency is the "Nuevo Sol" (S/.) and its coins have denominations of 5 cents, 0.10 cents, 0.20 cents, 0.50 cents, 1 Nuevo Sol, 2 Nuevos Soles and 5 Nuevos Soles. It is recommended to exchange money in banks, exchange houses or the hotel. Do not exchange money on the street. Referential exchange rate: S/. 2.80 per US$ 1.00 Local Time: The Peruvian official local time is G.M.T. -05:00. Taxes: The General Sales Tax (IGV) is 18%. It is levied on all goods and services. Electricity and water: Electricity in Peru is 220 volts and 60 Hz. Most four or five star hotels also have 110 volt outlets. Telephone service: Long-distance calls can be made from hotel rooms or from some public telephones. Take into account that all charges for calls made from the hotel room are to be paid exclusively by the guest. To call to Peru from abroad, enter the following: country code (51), area code (1 for the city of Lima), and the telephone number, which must have seven digits. Opening hours: Stores: They are usually open from Monday to Saturday from 10:00 AM to 9:00 PM. Shopping centers open from Monday to Sunday from 10:00 AM to 10:00 PM. Some small stores do not open Sundays. Banks: Business hours are from Monday to Friday from 9:00 AM to 6:00 PM and Saturdays from 9:00 AM to 1:00 PM. Several banks have ATMs around the city connected through the Global Net service. Museums: Most of them are open from Monday to Saturday from 9:00 AM to 6:00 PM. Languages: Peruvian residents speak mostly Spanish. The Forum’s official languages are Spanish, Arabic and English. Simultaneous interpreting to and from these languages will be provided during the Forum on April 7, 8 and 9. 13 International Forum of Women Leaders of South American and Arab Countries - ASPA 2014 POLITICAL ORGANIZATION OF PERU: Peru is a democratic, social, independent and sovereign republic. The Peruvian State is one and indivisible. Its Government is unitary, representative and decentralized, organized under the principle of separation of powers. Its body of laws is currently governed by the Political Constitution of December 29, 1993. The Peruvian State is based on three independent powers: the Executive Branch, the Legislative Branch, and the Judiciary. The authorities of the Executive and Legislative Branches are chosen by popular vote. The current Constitutional President of the Republic, Ollanta Humala Tasso, took office on July 28, 2011, and will govern the country until July 28, 2016. 14 International Forum of Women Leaders of South American and Arab Countries - ASPA 2014 PLACES OF INTEREST Lima: The venue The city of Lima, also known as the ―city of kings‖, was founded on January 18, 1535, and is located in the central western area of the country. To the east, it limits on the Andes Mountain Range, and to the west, on the waters of the Pacific Ocean. Lima extends over 33,820 km2 and has more than 7 million inhabitants—one third of Peru’s total population. It is one of the most important cities in South America, and its Historical Center, where the Main Square, the House of Government, the Cathedral and the Municipal Palace are located, was declared Cultural Heritage of Humanity by UNESCO in 1988. There are many tourist destinations, such as the archaeological areas and museums of Huallamarca and Pucllana, located in the thriving districts of San Isidro and Miraflores. Moreover, Miraflores has a modern shopping center where lively cultural and artistic activities take place every day. Several restaurants and culture centers are located in this district. Meanwhile, the district of Barranco still retains vestiges of the first republican years. Renowned artists and writers have their residences in this district, which is also dotted with classic taverns and restaurants. The Costa Verde is Lima’s beach area, and connects six districts of the capital. Access to the beach is easy and immediate for those who enjoy the sea. Surfing, paragliding and hang gliding activities, among others, are available. 15 International Forum of Women Leaders of South American and Arab Countries - ASPA 2014 Other places of interest: Convent of San Francisco: Casa Osambela It holds more than four centuries of history about the old clerical order in Peru and the different manifestations of Colonial art. Catacombs: These hallways and underground rooms were used to bury members of the brotherhood. Their use ceased in the early 19th century and, since then, it has been the Convent’s main tourist attraction. Also known as Casa de Oquendo. It was built during the Viceroyalty of Peru, over the foundations of the former novitiate of the Dominican friars—destroyed by the earthquake of 1746—and their garden. It is one of the biggest casonas in the center of Lima, and it stands out because of its large façade and balconies of fine detail. Basilica Cathedral of Lima San Martín Square It is the major church of Peru and is located in the historical center, to the east of Lima’s Main Square. The façade is of renaissance style with plateresque decorations. Its slate spire towers are neoclassical with stylistic influences from the Escorial school and northern European inspiration. It is one of the most representative public spaces of Lima. It is located on block 9 of Avenida Colmena, at the heart of the historical center of the city, within the area declared as Heritage of Humanity by UNESCO in 1988. 16 International Forum of Women Leaders of South American and Arab Countries - ASPA 2014 Casa Solariega de Aliaga House of Government Don Jerónimo de Aliaga, a nobleman from the city of Segovia, in Castilla, Spain, and treasurer of conqueror Francisco Pizarro, built his house in 1535 where the Palace of Taulichusco—the last Incan cacique of the valley of Rímac (Lima)—used to be located. It was home to 16 generations of Aliagas, and is now the oldest permanently inhabited private house in the western hemisphere. Also known as House of Pizarro, it is the current seat of the Peruvian Executive Branch and official residence of the President of Peru. It is located on the Main Square of Lima’s historical center, on the bank of the Rímac river. Its façade is a neo-baroque, French-inspired style, while its side and the area where the main entrance is located are of neocolonial style (neo-plateresque). Torre Tagle Palace Larco Herrera Archaeological Museum This casona was built during Peru’s Viceroyalty, and is currently used as the main office of the Ministry of Foreign Affairs. The façade has an Andalusian baroque style, with porticos and carved stone arches, and two Moorish wooden balconies made of carved cedar and mahogany. Founded in 1926, the Larco Museum houses an impressive chronological gallery covering 3000 years of Pre-Columbian Peruvian history. It also has the finest gold and silver collection of ancient Peru, and its famous exhibition of erotic art. It is one of the most visited tourist destinations of Peru. 17 International Forum of Women Leaders of South American and Arab Countries - ASPA 2014 Huaca Pucllana Pachacamac Archaeological Area This archaeological site belongs to the Lima culture and is located in the district of Miraflores. It has been researched, preserved and restored since 1981 by a multi-disciplinary team led by specialist Isabel Flores Espinoza. It is mostly built using adobes and filled with cobblestones and sand. It is comprised of a 25 meter pyramid and a group of patios, squares and enclosures to the northeast. It contains remains of several buildings from the Early Intermediate (3rd century) to the Late Horizon (15th century) periods. The buildings of the Inca period are best preserved (1450-1532 AD). An old pre-Hispanic oracle built using adobe bricks was located in this site. Together with Cuzco, in the highlands, the coast was the main place of worship of the Pachacamac god, which was believed to be the creator of the whole universe. National Archaeology Museum Museum of Art of Lima The oldest museum of Peru. It was founded on 1822 and is located in the district of Pueblo Libre, in the city of Lima. This museum has a wide collection of cultural historic items of the Peruvian civilization. It was inaugurated in 1959 and opened to the public on March 10, 1961 by President Manuel Prado y Ugarteche, who donated the collection started by his brother Javier Prado y Ugarteche.
