SAINIK SCHOOL AMBIKAPUR 1. Introduction. The scheme of Sainik School was introduced in 1961 with the primary aim of preparing boys for entry into National Defence Academy and to bring Public School Education within the reach of the common man. There are 25 such schools all over the country. These schools are run under the aegis of Ministry of Defence with active patronage from the State Govt. A Board of Governors under the Chairmanship of the Defence Minister is the Chief Executive body of the Sainik Schools Society. Schools are managed by Sainik Schools Society. Executive Committee under the Chairmanship of the Defence Secretary exercises closer control and supervision over the affairs of Sainik Schools. A Local Board of Administration (LBA) at school level manages the school affairs. On bifurcation of MP, Sainik School Rewa went to MP and Chhattisgarh was left with no Sainik School. In 2008, process to start a new Sainik school at Ambikapur was initiated by the State Government. Sainik School Ambikapur is a fully residential school and started functioning with effect from 1st September 2008 from its present location in Surguja district of Chhattisgarh. At present more than 550 boys are there on its strength. 2. Location. Sainik School Ambikapur is located at Surguja district in northern part of Chhattisgarh. It shares border with states of Uttar Pradesh, Jharkhand, Odisha and Madhya Pradesh. Distance of major cities from Ambikapur by road is like-Raipur (350 Km), Ranchi (368 Km), Jabalpur (480 Km) and Allahabad (440 Km). There is no direct rail connectivity between Ambikapur and Allahabad. Nearest major Rail Head is Anuppur (220 Km). Affiliation. Sainik School Ambikapur is affiliated to Central Board of Secondary Education (CBSE). Affiliation Number of this school is 3380001. The school follows CBSE curriculum for all the classes. At present, it offers Physics, Chemistry, Mathematics with Computer Science or Biology for Classes XI and XII. The medium of instruction at the School is English with Hindi as a compulsory subject till class X. 4. Management and Faculty. Group Captain Tarun Khare, on deputation from Indian Air Force, is the Principal of the school and Lieutenant Commander ER Rajesh, on deputation from Indian Navy, is the Registrar of the school. One more defence service officer is likely to be posted in soon as Head Master of the school. There are three NCC and Two Physical Training Instructors from Army. The School has highly qualified teaching faculty and highly experienced administrative staff. 5. National Cadets Corps (NCC). NCC aims to develop character, comradeship, discipline, leadership, secular outlook, spirit of adventure, and ideals of selfless service amongst the youth of the country. NCC Training is compulsory for all students in Sainik Schools irrespective of their age. The Sainik Schools are authorized of an Independent NCC (JD) Company. Boys of the school participate in number of NCC camps and learn drill as a part of curriculum. The cadets earn NCC 'A'/'B'/'C' certificates by the time they pass out of the school, which is of immense advantage to them. 6. Co- Curricular Activities, Games & Sports. Enrichment of social and cultural habits ultimately shapes a balanced personality in an individual when switching over from adolescence to adulthood. Physical fitness and overall development of the boys is one of the main aims of the school. Regular PT, Games and Sports are held throughout the stay of the cadets in the school. Facilities for Games and sports such as Tennis, Karate, Yoga, Cricket, Hockey, Football, Volleyball, Basketball, Boxing, Badminton, Athletics, and Handball, Archery etc are available in the School. Hobby Clubs for Dramatics, Music, SAINIK SCHOOL AMBIKAPUR 2 Declamation, Group Discussion, Literary activities, Hiking, Photography, Fine Arts, Gardening, Nature Watching, Cycling, and Electronics are provided for development of creative faculties. The school has Horse Riding Club with five horses at present. 7. Vacation. This school follows following schedule of vacation:(a) Summer Vacation - In the month of May/June (b) Mid-term vacation - In the month of October/November 8. Library. The School has a well stocked library with 5000 books covering various subjects. It has great collection of fictions for children. Library has internet connected kiosks, 30 subscribed magazines exclusive NDA related books, CDs and number of E-books and above it an experienced Librarian, who guides boys to inculcate habit of reading. 9. House System. To foster espirit-de-corps, fraternity, community living and team work the hostels are divided into various Houses. At present, our boys are accommodated into eight houses viz Arjan Singh, Manekshaw, Cariappa, Katari (for Classes IX to XII) and Mahandi, Hasdeo, Indravati and Sheonath (for Classes VI to VIII). The Housemasters assisted by the Ward Boys look after the boys and supervise their general health and personal hygiene. The house system provides ample opportunities to inculcate and hone leadership qualities in the cadets. 10. Messing. The School has number of dining halls where all the students dine together. At present Mess is out sourced but messing arrangements are supervised by Staff. There is a Mess Committee consisting of Registrar as Chairman and representative of the staff and students as members. It meets frequently to suggest the menu and discuss other catering matters. Both vegetarian and non-vegetarian meals are served in the mess. Teachers and other authorized staff dine in the Mess along with boys. 11. Medical Facilities. The School has a sickbay looked after by a qualified Nursing Assistant and a Medical Attendant. A qualified doctor has been engaged by the school administration who visits school regularly to check up the boys and monitor their general health/growth. Periodical medical camps are held in the school. Two Ambulances are available to take cadets to the nearby hospitals for treatment if the need arise. Parents are informed immediately in case of any serious injury/illness. 12. Travelling During Vacations. Cadets are not allowed to leave the school without any escort. One of the parents/guardians or an escort duly authorized in writing by the parents/guardians always accompany them on their way back to home. The parents/guardians/authorized escorts of these students are required to collect them from the school on the day of the dispersal at the appointed hours without fail. SAINIK SCHOOL AMBIKAPUR 3 13. Students' Leave and Visits by Parents. Leave will normally not be granted to students during the session, in very exceptional circumstances, leave may be granted at the discretion of the Principal. Parents/ authorized guardians only can visit the school on the last Sunday of the month or on permitted day between 1000 hrs and 1600 hrs after obtaining permission of the House Master/Duty Master concerned. They are not permitted to take boys outside hostel premises without written permission of Principal. 14. Signing of Indemnity Bond. The parents/guardians of the students are required to execute a bond to the effect that the school authorities will not be liable for any damage on account of injuries, fatal or otherwise, which may be sustained by a student during his stay in the school while taking part in PT, games, sports or any other training activity inside or outside the school including educational tours, camps, trekking etc. 15 Correspondence. Parents can communicate with the school quoting the Student Number, Name, Class and House of the boy together with a self addressed stamped envelope to facilitate prompt disposal. Parents should encourage letter writing. Parents/Guardians can make telephone calls to their wards between 2100 - 2230 hrs only on all days and in addition, 0900 - 1300 hrs on Sunday and Holidays. Parents are advised to browse the school website www.ssap.org.in to know more about the school activities. 16. Withdrawals. All boys are admitted to the school on the understanding that they will remain in the school for the entire course. In case any of the parent wants to withdraw his son on any account, including revision of fees/ scholarship he must give the notice of withdrawal in writing to the Principal at least two months before the commencement of the following term. Failure to give this notice will entail forfeiture of caution money. Parents of boys who are in receipt of scholarships can withdraw them only after repayment of the total amount of scholarship enjoyed by the boys. However, the Principal can, in the interest of the school, remove any student from the school for the following reasons: (a) If the student has failed to accept the school discipline code and his continued presence is detrimental to the interest of the other students. (b) If the student has failed to come upto laid down standards of academics. (c) If it is found at any stage (even after the admission) that candidate was medically unfit at the time of admission. (d) For the reasons not specified above such as medical unfitness at any stage, non-payment of school dues etc. (e) Found ragging / punishing or involved in any indiscipline case. SAINIK SCHOOL AMBIKAPUR 4 17. School Fee. School fees are to be paid in advance and are charged in full for the entire academic year commencing from 01st April to 31st March. The school fees is to be paid in lump sum at the time of admission/in the beginning of the year. In case of any increase of school fees and other charges including diet charges by the Sainik Schools Society, Ministry of Defence/Principal Sainik School Ambikapur, parents will be required to pay the increased amount on intimation by due date. 18. Payment of fees. The school fee is required to be paid in full at the time of admission. For subsequent years fee will be paid in advance on installments as under:- (a) Full fee in lump sum On or before re-opening of the school after Summer Vacation. (b) Half Yearly fee plus Rs 100/- along with each payment in two installments. 1st installment on 01 April 2nd installment on 01 October (c) Quarterly Fee plus Rs 100/- along with each payment 1st installment on 01 April 2nd installment on 01 July 3rd installment on 01 October 4th installment on 01 January SAINIK SCHOOL AMBIKAPUR 5 If the fees are not paid by the due date, the name of the student will be struck off from the rolls of the School and he will be sent home. The School Leaving Certificate will not be issued unless all the dues are paid to the School. The boy will not be admitted once the name is struck off on account of non-payment of dues. All payments are to be made through crossed Demand Draft only. The Demand Draft should be drawn in favour of "Principal, Sainik School Ambikapur" payable at any Nationalized Bank at Ambikapur {Preferred: State Bank of India, Main Branch, Ambikapur (Code 00310)}. Cash payment will not be accepted. Payment of fees to any staff member of the school for remittance to school will be entirely at the risk and responsibility of the individual making the payment. 19. Scholarship. Liberal scholarships may be granted by the concerned Government of Chhattisgarh/Bihar/ Uttarakhand to those boys selected for admission to Sainik School Ambikapur and who are domicile of these states on the basis of order of merit irrespective of the income of parent/ guardian. Parents have to produce proof of their domicile and total income countersigned by the authorized District authorities to which they belong for grant of scholarship by their respective State Govts. Limited number of Ministry of Defence Scholarships are available to the children of Defence Personnel (Serving/ Ex-service Personnel). The Ministry of Defence may determine the number of scholarships for each Sainik School at its own discretion. The amounts of these scholarships at present to the wards of Defence Personnel and Ex-servicemen are as under:(a) Wards of NCOs and OR of the Army and equivalent rank in other two services Rs 32,000.00 (b) Children of JCOs and equivalent rank in other two services Rs 16,000.00 (c) Children of Officers in the Army and in other two services No Scholarship Scholarships are granted on yearly basis and renewed every year subject to the good conduct of the students, satisfactory performance in academics Full fee will be collected from such parents for the first year, which shall be adjusted, on release of the scholarships. The parents/ guardians of scholarship holder students are required to submit their income certificate to the school latest by first week of May every year, failing which scholarship in respect of the concerned student cannot be claimed and full fee will have to be paid by the parents/guardians. Parents / guardians of the students who are in receipt of scholarships will have to execute bonds to the effect that their sons/wards will appear in UPSC examination of NDA and if selected, will join NDA. In case such students do not undertake all the chances for admission to NDA or do not join NDA, if selected, the full amount of scholarship availed will be recovered by the school on behalf of the State / Centre Government concerned. Non-payment of scholarship in such case will be considered as an offence and necessary action will be taken at individual's cost. Scholarship can be retained or taken away by the school from a student as per the rules and regulations in vogue or as prescribed by Sainik School Society from time to time. SAINIK SCHOOL AMBIKAPUR 6 20. Definition of Income (For Scholarship Holders). Definition of Income is as follows:- (a) In the case of salaried class, basic pay plus income from other source (dearness allowance, city compensatory allowance and over time etc. not included), deputation allowance, special pay and bonus etc. shall be treated as income. For purpose of determining the salary income, following will be deducted from basic pay:(i) Standard deduction @ 15% of the basic pay (ii) Contribution to CPF, GPF, LIC for 10/15 years in the Post Office and NSC (VI Series) restricted to maximum of 30% of the basic pay whichever is less. It may be noted hat standard deduction will be made from the basic pay whereas the permissible rebate on contribution towards CPF, GPF, LIC for 10/15 years in the Post Office will be calculated on basic pay minus standard deduction. For the purpose of clause (b) below, the rebates heads are those presented under the Income Tax Act such as contribution towards LIC & CDS etc. Income means income due (not drawn). (b) In the case of income from sources liable to Income Tax such as business or professional income computed after deduction, rebated items for the purpose of assessment of income Tax. (c) In the case of income not liable to Income Tax such as income from agriculture etc, the net income that is arrived after deduction of expenses incurred for earning the income. Note: The above stipulation may vary if the State Govt. makes changes in the criteria for award of scholarship. 21. Definition of Ex-Servicemen (as per Ministry of Defence policies) (a) Who have retired after 01 July 1987. An Ex-Serviceman means a person who has served in any rank (whether as a combatant or as a non combatant) in the regular Army, Navy and Air Force of Indian Union but does not Include a person who has served in the Assam Rifles, Defence Security Corps, the Lok Sahayak Sena and the Para Military forces and who has retired from such service after earning his/her pension; or who has been released from such service on medical grounds attributable to military service or circumstance beyond his control otherwise than on his own request, from such a service as a result of reduction in establishment or who has been released from such service after completing the specific period of engagement otherwise than at his own request or by way of dismissal or discharge on account of misconduct or inefficiency and has been given a gratuity and includes personnel of the Territorial Army of the following category, namely :(i) (ii) (iii) Person holders for continuous (embodies) service. Person with disability attributable to military service Gallantry award winners. [In case of dispute DSWO may be consulted to establish ESM status.] SAINIK SCHOOL AMBIKAPUR 7 (b) Who have retired prior to 01 July 1987. All Ex-Defence Personnel who had retired prior to 01 July 87 and had done only 5 years service or had served for a continuous period of 6 months after attestation and released for reasons other than at their own request, dismissal, discharge, will continue to be treated as Ex-Servicemen. Puram, New Delhi, letter No 266/GR/EMP-3DXSM dated Aug 89) Children of civilians serving in MES are not eligible for admission against Defence Quota. In case of any dispute DSWO may be consulted to establish ESM status. 22. Income of Serving Personnel/Ex-Servicemen. While calculating the monthly income, the following factors are taken into consideration for both (self and wife):(a) (b) Income from pay, pension including all allowances or business etc. per month. Income from immovable property etc. (c) (d) Income from land shares etc. Any other sources of income. However, all allowances in the nature of compensatory allowance, paid in particular localities such as House Rent Allowance, City Compensatory Allowance, Conveyance Allowance will not be treated as part of the income for calculating the income for the propose of award of scholarship in Sainik Schools. 23. Present Infrastructure. Sainik School Ambikapur is currently functioning from a temporary building of Panchayat Sachiva Prashikshan Kendra at Bishunpur. Another building Post Matric Tribal Boys Hostel very close to the school building is being utilized for accommodation and mess of the cadets. 24. Permanent Infrastructure. Govt of Chhattisgarh has allotted 84 acres of land to the school for its permanent infrastructure at village Mendra Kalan of Surguja district. The construction work has been divided into two Phases. The construction work of phase-I of Infrastructure Development Project of the Sainik School, consisting of Academic Building, Hostels, Mess and Quarters for staff, is likely to be completed by 31 October 2014 and the school plans to shift to the permanent site as soon as it is handed over to the school administration. 25. Selection & Reservation. Admission is made in the Class VI and Class IX only through an All India Sainik Schools Entrance Examination (AISSEE) which will be held on the first Sunday of January every year. The age of a boy should be 10 -11 years for Class VI and 13 - 14 years for Class IX as on first July of the year in which admission is sought. Applications of boys will not be registered if found overage/ underage or on any other grounds and will be rejected by the school. The decision of the school in this regard will be final. There is no age relaxation of age limits to any category. Admission Notice for admission to Class VI/IX for the academic session 2015-16 is placed at Appendix. SAINIK SCHOOL AMBIKAPUR 8 The following reservations of seats are available to the students on the basis of caste, state and service :(a) 15% of the total seats for Scheduled Caste candidates. (b) 7.5% of the total seats for Scheduled Tribe candidates. (c) 67% of the balance for the boys of Chhattisgarh domicile. (d) 33% of the balance seats for the boys of outside States. (e) 25% of the seats in Sub Para (c) & (d) above for children of the Defence Personnel including ex-servicemen. Note: The short fall if any and the remaining seats will be thrown open to boys from other states and union territories. 26. Examination. The Entrance Examination will consist of a written examination followed by an interview and medical examination of short listed candidates. Qualifying Standards. The minimum qualifying marks for General Category candidates as well as of children of Defence Services Personnel and Ex-Servicemen will be 25% in each subject with 40% in aggregate, unless these qualifying standards are revised or varied by the issue of written directions by Ministry of Defence. On the basis of performance in written examination a merit list of boys qualifying in the examination will be prepared and candidates will be called for personal interview and for Medical Examination by the Medical Board appointed by the competent authority. The standards of health and medical fitness for admission to a Sainik School would be the same as laid down for the National Defence Academy. A nominal fee per candidate will be charged for Medical Examination. 29. Medical Review. The decision of the Medical Board will be final except where a representation has been made to the Principal within 15 days of the conduct of medical examination. The Principal will examine the appeal himself and decide with reference to the evidence produced before him if the case calls for a Review Medical on merit. A case in which competent medical opinion is produced to counter the findings of previous Medical Board, will normally merit a review. The Principal may arrange a Review Medical Board for re-examination of the candidate. If the Review Medical Board finds him fit for admission, the Principal will admit him to the School if his rejection was only on account of lack of medical fitness. The School will charge a fee of Rs. 100/- (Rs. 50/- for SC & ST category) for holding the Review Medical Board. There is no provision for holding second Review Medical Board. Additional expenditure, if any, will be borne by the School. However, the candidate will be required to appear before the Review Medical Board at the place designated by school at his own expenses. In case the Review Medical Board finds him fit for admission, the fee charged from the parent will be refunded. 30. Supply of Marks List. The detailed marks list can be supplied only to the parent/legal guardians of the candidate on payment of Rupees Hundred (Rs 100/-) through crossed postal order/Demand Draft drawn in favour of "Principal, Sainik School Ambikapur" payable at Ambikapur. Copy of answer sheets shall not be provided. 31. Admit Cards for attending Interview/ Medical Examination. Admit Card together with examination programme will be dispatched to parents/guardians of eligible candidates in their own self addressed envelope. Those desirous of receiving the same by registered post should affix postal stamp worth Rs 22/- on the envelope. The candidates will be allowed to appear in the examination only on production of the Admit Card. The duplicate copy of Admit Card can be issued at the examination centre to the parent/legal guardian on written request by the parent/legal guardian on submitting a passport size photograph of the candidate. The information to this effect can also be obtained from school website. SAINIK SCHOOL AMBIKAPUR 10 32. Result. A final category wise merit list of boys selected for admission will be prepared based on performance in the written and interview subject to medical fitness strictly in the order of merit applicable to each category viz. General, Defence, Scheduled Caste and Scheduled Tribe and the boys will be called upon to join the school on specific dates. New Admissions in Sainik School Ambikapur for Classes VI/IX will be done in the first week of April. Call-up letters/joining instruction would be sent to the parents of the selected candidates. If any boy does not turn up for admission on the stipulated date, the vacancy will be offered to the next in the waiting list of appropriate category until all the vacancies are filled up. 33. Admission Procedure. The boys called for admission should report on the date alongwith father/guardian. The person who will be executing the admission documents in respect of a boy should invariably be present in the School alongwith the boy. Admission will be refused if the correct documents/ certificates are not being produced on the day of admission. Selected candidates are to report with prescribed documents. List of requisite documents will be intimated to the parents of the selected candidates alongwith joining instructions in the month of March 2015. Parents are requested to not to give any item more than the permitted items to the boys. Students are not permitted to keep cash / valuable item with them. Important Note. All parents/guardians may please note that terms and conditions for Entrance Examination as given in the prospectus are liable to change with or without prior notice by the School administration depending upon administrative contingencies or exigencies arising at any time and as per directives received from the Board of Governors, Sainik School Society. Clarifications, if any, given by the school by way of interpretation to the various clauses contained in the Prospectus are as interpereted by Principal Sainik School Ambikapur and shall be tenable at Ambikapur Court only.
