IN ADDITION to the trail’s surfacing, a grant from KDOT will pay for installation of a signal where the trail now crosses North State Street, one block north of Garfield Street. The electronic signal, which will extend over State Street, will have three lights, two yellow and one red that will be activated by trail users. When someone pushes the button the two yellow lights will flash to draw attention of motorists, and turn solid yellow before the red light, to stop traffic, comes on. Schinstock said the trail’s crossing of U.S. 54 would not include an elec- tronic traffic signal. “Our engineers (SchwabEaston, Manhattan) did studies at both places and found that traffic was heavier and faster on North State Street than on (U.S.) 54,” just before it leaves Iola, Schinstock said. Trail walkers will be encouraged to use the levee around Riverside Park, both as an exercise adjunct and for access to restrooms and other facilities in the park. “The Corps of Engineers recently certified the levees and reminded us that the fence on the (north) levee should be moved,” Schinstock said. Because the fence belongs to USD 257, “we’ll be talking to (Superintendent of Schools Brian) Pekarek about moving the fence.” Removal of the fence would make it easier to maintain a pathway along the top of the levee that cir- H Budget Continued from A1 two possible locations, 30 acres lying south of Oregon Road on the west side of Kentucky and a 25-acre plot on the northwest corner of U.S. 169 and Oregon Road, which lies outside of city limits and would require annexation. City officials have talked about making a path atop the levee of crushed rock, although “grass probably would be just as good,” Schinstock said. Trail users would have little trouble leaving the levee on its grassy slope and those who prefer a stairway would find three, two on the west side and one of the south. H Buller Continued from A1 old. Her early years were spent in and out of hospitals. Her legs were supported with braces and crutches. When she was 13 she was confined to a wheelchair. Not one to back away from a challenge, she set her mind on a teaching career and in 1973 rolled into her first classroom. Buller taught in Yates Center, Oberlin, Neosho County Community College, for the ANW Special Education Cooperative and at Lincoln Elementary School. “I never had any problems with my students. I may have been small, but my authoritative voice let them know that I was in charge of the classroom,” she said. Her one problem came with members of a board of education in western Kansas that made her go into the bathroom so they could see if she could fit into the toilet stall. “I was so humiliated, but I ‘stood my ground’ and proved to the school board I could manage,” she said. She retired from teaching in 2007. IN 1972, her father custom-built a home for her in Piqua. The kitchen cabinets are low to the ground, her washer is a front loading machine and her stove has controls on the front just above the oven door instead of on the back panel behind the burners. This summer Buller also planted a vegetable garden in containers, which she could tend from her wheelchair. “I wanted others who have mobility disabilities to know about the bathtub,” Buller said. “It is a little on the pricey side, but I figure if it keeps me out of a nursing home in a few years down the road it is more than worth its cost.” 1-888-444-4346 2661 Nebraska Rd. On Sunday, Waylon Kinzle, 29, was arrested for battery against a law enforcement officer and interfering with the legal process after officers were called to a disturbance at Allen County Hospital. On Monday, Jason Outlan was arrested for allegedly driving while suspended after officers conducted a traffic stop in the 200 block of South State Street. Robert and Tabitha Collins were charged with theft Friday after officers were told that wood had been stolen from property in the 1500 block of East Monroe Street. On Friday, Christopher Glukowsky, 27, was arrested for suspicion of driving while intoxicated after officers conducted a traffic stop in the 300 block of West Madison Avenue. On Saturday, Dallas Cleaver, 34, was arrested for allegedly driving while intoxicated after Iola police conducted a traffic stop in the 900 block of North Cottonwood Street. Kayla Manion, Chanute, was stopped by Iola police for an alleged seat belt violation when officers said she had been driving with a suspended driver’s license. Manion also is accused of obstructing the legal process. Also Saturday, Brandon Early this morning, Johnathon Kilpatrick, 23, and Chad Ranes, 37, were arrested for allegedly stealing motor fuel from a vehicle parked at Crossroads Motel, 14 N. State St. Both also were charged for criminal damage to property after a door to the motel was damaged.
