Welcome to the Canadian Propane Association’s 2nd Leadership Summit!
Over the next three days, you will have the opportunity to become better acquainted with members of the
Board of Directors, fellow industry representatives, and the Association staff. This year’s Summit features a
full and diverse program focusing on The Changing Face of Propane, and what we can do together as an
industry to meet the needs of Canadians. Informative and dynamic guest speakers will discuss global energy
and propane industry outlooks, crisis management, and regulatory updates; and there will be the
opportunity for face-to-face interaction for the four Association Committees.
We will also be discussing the CPA’s commitment to the emerging Canadian Energy Strategy and the
importance of direct industry participation through Government and community initiatives.
The Summit is an excellent forum in which we may learn new approaches and strategies to effectively
manage challenges and opportunities, as well as share our experiences and valuable contributions to the
industry. As an industry, we are on a positive and encouraging path and we are headed to a very bright
future.
Thank you for your commitment to the CPA, the betterment of the Canadian propane industry, and I wish

It is my pleasure to welcome you to beautiful Victoria, B.C. for the Canadian Propane Association’s 2nd BiAnnual Leadership Summit.
This conference will be an exciting one as we review the accomplishments of the CPA’s first year, and look
forward to the goals and plans for the years ahead.
You will have the opportunity to meet with colleagues and stakeholders from across Canada and other parts
of the World, as well as take part in the information sessions and leisure activities.

2012 Speakers’ Biographies
Hon. Rich Coleman, Member of the Legislative Assembly of BC, Fort Langley-Aldergrove
BC Minister of Energy and Mines
Rich Coleman was appointed Minister of Energy and Mines and Minister Responsible for Housing on March 14,
2011. He was re-elected for a fourth term as MLA for Fort Langley-Aldergrove in the 2009 general election.
Rich’s previous cabinet positions include Minister of Public Safety and Solicitor General and Minister Responsible
for Housing, Minister of Housing and Social Development and Minister of Forests and Range. Before entering
public life, Rich was governor of the BC Kinsmen, president of the Aldergrove Chamber of Commerce, Langley’s
1988 Volunteer of the Year, and a director on several volunteer boards. As a member of the Aldergrove Kinsmen
Club in the 1980s, Rich oversaw the volunteer fundraising and construction efforts that built the Aldergrove
Kinsmen Community Centre, a vital community facility which houses a preschool, library, workout area, and
meeting space. Rich has been elected four times (1996, 2001, 2005, and 2009) as MLA for Fort LangleyAldergrove. He has previously served as Minister of Public Safety and Solicitor General, and Minister of Forests
and Range.
Dan Lyons, Technical Writer, Newsweek
Newsweek’s technical writer enthralled the worlds of business, media and Silicon
Valley with his wildly popular, lovingly hilarious and insightful blog, The Secret Diary of Fake Steve Jobs, which
drew as many as 1.5 million visitors each month--not bad for a one-man website with zero dollars spent on
marketing or promotion. Writing in the voice of Apple's genius CEO, Lyons pioneered a vivid, entertaining new
form of journalism. Think what might happen if Fast Company merged with The Onion, or if Hunter S. Thompson
wrote for BusinessWeek, and you get the idea. Dan has worked as a tech journalist for 25 years, including a
decade at Forbes before taking over the coveted spot of tech columnist at Newsweek in 2008. At Newsweek his
coverage focuses on Apple (of course) as well as social media and mobile computing.
Tina Kremmidas, Chief Economist, Canadian Chamber of Commerce
Tina is the Chief Economist of the 192,000-member Canadian Chamber of Commerce, Canada’s largest and most
representative national business association. Tina analyzes and writes extensively on Canada-U.S. economic
developments and produces numerous reports, commentaries and submissions on key public policy issues that
influence the performance and competitiveness of our nation, our industries and corporations. Prior to joining the
Canadian Chamber, Tina was Senior Economist and Strategy Consultant at Ernst & Young LLP where she designed
and implemented corporate growth strategies and helped clients better manage risk in their overall portfolio of
business.
Scott Rurak, Vice President, Kiros Energy Marketing
Scott graduated from the University of Calgary in 1998 with a Bachelor of Commerce degree in marketing. Upon
graduation he joined Procor Limited, working in customer service and account management in the Western
Canadian sales office. . In 2001, Scott left Procor and moved into the natural gas liquids industry joining Foster
Energy in a marketing role. In 2005 Foster Energy was sold to Superior Propane and commenced operations as
Superior Gas Liquids (SGL). Scott stayed with the company in a supply and marketing role, ultimately becoming the
Director of Supply and Trading. Scott was responsible for Superior Propane’s propane supply requirements in
Eastern Canada in addition to wholesale propane supply, trading and sales across the United States. Scott left SGL
in 2010 and with partners formed Kiros Energy Marketing (KEM) in 2011. KEM is a privately owned company
focused on wholesale propane supply, marketing and trading throughout North America.
Donald R. Raikes, Vice President, Transmission & Customer Services, Dominion Transmission Inc.
Donald R. Raikes is Vice President, Transmission Marketing & Customer Services, responsible at Dominion
Transmission Inc. and Dominion Cove Point LNG, LP, the company’s liquefied natural gas facility in Maryland.
Since joining the company in 1985, he has held various positions in the interstate gas pipeline Business unit. Raikes
was part of the commercial team that implemented the wholesale restructuring and also led the commercial team
that reactivated the Cove Point LNG terminal and most recently announced the expansion and doubling of its
capacity.
Micheal Pietrus, Director, Opening Minds, Mental Health Commission of Canada
Under Micheal’s leadership as Director of Opening Minds, the Commission launched its 10-year anti-stigma / antidiscrimination initiative designed to change the attitudes and behaviours of Canadians towards people living with
mental illness. Opening Minds is the largest systematic effort to reduce the stigma of mental illness in Canadian
history. It is an important priority for the Commission because many people living with mental health issues say that
the stigma associated with mental illness is often worse than the illness itself. It is also significant barrier keeping
individuals dealing with mental health issues from seeking help. Micheal has also worked with the Alberta Mental
Health Board (AMHB), and as an award-winning news director, television producer and journalist with the CBC, CTV
and CityTV.
Mike Corrigan, President & CEO, BC Ferry Services Inc.
Mike Corrigan is President and Chief Executive Officer of British Columbia Ferry Services Inc. (BC Ferries), one of
the largest ferry transportation companies in the world. Mr. Corrigan has been a senior executive with BC Ferries
since joining the company in 2003, serving in the separate roles of Chief Operating Officer (COO) (2006-2011) and
Executive Vice President of Business Development (2003-2006). In addition to overseeing all aspects of BC Ferries’
operations as COO, Mr. Corrigan has been responsible for creating and leading the company’s SailSafe program
that has established a comprehensive safety culture at BC Ferries. The successful, trendsetting program is a joint
initiative with the BC Ferry and Marine Workers' Union. Prior to joining BC Ferries, Mr. Corrigan worked in senior
roles with Westcoast Energy in both British Columbia and Ontario.
Catherine Roome, President & CEO, BC Safety Authority
Catherine is the President & CEO at the BC Safety Authority, a 300-person risk management company committed
to public safety. The BC Safety Authority administers the safety regulations for boilers, electrical and gas
installations, ski lifts, amusement rides, elevators and escalators, commuter rail and industrial railways. Catherine
was Vice President, Engineering when she joined the BCSA in 2005, and became Chief Operating Officer. As of
2010, she is Chair of Actsafe, an agency providing health & safety services to the motion picture and performing
arts sectors. Respected both for her ability as an engineer and her dedication to the profession, she was presented
the 2011 Association of Professional Engineers & Geoscientists of BC (APEGBC's) R. A. McLachlan Memorial Award
‐ the annual President’s Award recognizes excellence in professional, technical and community service.
Michael Beard, Vice President, Operations, Technical Standards & Safety Authority (TSSA)
Michael Beard is the Ontario Technical Standards and Safety Authority’s (TSSA) Vice President of Operations,
responsible for providing strategic direction and operational effectiveness for all program areas, as well as
contributing to the development, assessment and implementation of TSSA's corporate strategies. With a
considerable background in operations and general management, spanning Canada, the US and South Africa,
Michael brings a wealth of strategic and operational experience, including senior positions within several
companies, such as Chubb Security Canada, Bell ExpressVu, and United Technology Fire and Security.
Georges Tessier, Director of Standardization Policies and Governmental Affairs, Régie du bâtiment du Québec
(RBQ)
Mr. Tessier is the Director of Codes & Standards & Government Affairs of the Régie du bâtiment du Québec (RBQ).
The RBQ is the agency responsible for provincial regulations governing the construction and safety of buildings and
technical facilities in Québec, including electricity, gas, elevators and other lifting equipment, plumbing systems,
amusement rides and ski lifts, pressurized equipment, oil equipment, energy efficiency, swimming areas and
facilities, as well as the qualification of contractors. Mr. Tessier holds a degree in civil engineering from
Sherbrooke University (1975) and has held his current position since April 2011. From 2004 to 2011, he was in
charge of managing the projects and contracts of the experts responsible for the development, updating and
interpretation of the RBQ’s regulations. From 1997 to 2004, he was regional manager of the RBQ’s operations in
Québec’s central region, where he was in charge of all the agency’s areas of responsibility and services as they
relate to the application of its regulations. He also represents the RBQ on national advisory committees concerned
with public safety policies and codes as they apply to buildings and technical facilities.
Richard Dunn, Vice President, Regulatory & Government Relations, Encana Corporation
As Vice President, Regulatory & Government Relations of Encana Corporation, Richard is responsible for federal
and provincial government relations and policy development. Richard joined one of Encana’s predecessor
companies in 1986, where he held various technical and leadership positions. Since the formation of Encana in
2002, Richard has been significantly involved with the formulation and implementation of strategies which have
stimulated increases in Canadian oil and natural gas activity.
Dave Hemstad, Comedian
Dave Hemstad is a three-time Canadian Comedy Award nominee who made his national television debut on CBC at
the Halifax Comedy Festival in 2002. Since then he has performed in every province and territory and is currently a
regular guest on “The Debaters” on CBC. As an actor, Dave has made guest television appearances on
“Flashpoint”, “Billable Hours”, “She’s the Mayor”, and “The Jon Dore Show” to name a few. He recently filmed his
own Comedy Now Special for CTV’s Comedy Network, as well as a Gala performance at the prestigious Just for
Laughs Festival in Montreal, and starred in “Almost Heroes” on the Showcase network. He is generally accepted to
be one of the finest comedians in the country today.
James Knight, President & CEO, Association of Canadian Community Colleges (ACCC)
James Knight has been President and CEO of the Association of Canadian Community Colleges (ACCC) since
November 2007. ACCC represents the interests of Canada’s colleges, institutes of technology, university colleges,
(cégeps) and polytechnics. With over 25 years of leadership with the Federation of Canadian Municipalities (FCM),
prior experience with the federal government in Indian and Northern Affairs Canada and Environment Canada, Mr.
Knight brings a depth of national, international and community-oriented expertise to ACCC. Mr. Knight is Chair of the
World Federation of Colleges and Polytechnics (WFCP); Past Chair of the Canadian Society of Association Executives;
Chair of WaterCan, a Canadian non-governmental organization (NGO) that invests in water and sanitation projects in
the Nile basin; and a Member of Sustainable Technology Development Canada, a publicly-funded not-for-profit
agency that helps bring to market green innovations and products.
Randy Pettipas, President & CEO, Global Public Affairs
As President and CEO, Randy provides strong leadership and guides the overall growth strategy for Global Public
Affairs. Randy has a reputation for providing strong strategic policy advice and solid results to his clients in all major
industries such as energy, natural resources, telecommunications and transportation, among others. Originally from
Calgary, Randy previously held senior positions in the federal government. Prior to joining Global, Randy served as a
Minister's Chief of Staff in two different departments. Randy was previously a senior advisor on issues in Western
Canada, both in the Office of the Leader of the Official Opposition and the Prime Minister's Office, from 1990 to
1994. Randy currently serves on the Advisory Board of the Canada Institute at the Woodrow Wilson International
Centre for Scholars and is a Member of the Business Development Advisory Board to the Calgary Airport Authority.
Steve Clark, Director, Fleet Management, Canada Post
Steve Clark began his current role of Director of Fleet Management for Canada Post Corporation in September 2009.
His responsibilities include managing and maintaining Canada Post’s growing fleet of over 8,300 road vehicles,
ensuring all provincial and federal vehicle regulations are adhered to, and accounting for all safety, cost and revenue
indices associated with operating the Canada Post fleet. He also has responsibility for the spec’ing, acquisition, and
end of life disposal of a fleet of over 3,000 powered and non-powered pieces of in-plant materials handling
equipment, and associated batteries and chargers. Before joining Canada Post Corporation, Steve spent 21 years
with United Parcel Service.
Terry Hawkes, Superintendent, Fleet Services, City of Prince George
Terry Hawkes has been with the City of Prince George for 22 years, ten of which in fleet management. Since 2009,
Terry has held the position of Supervisor, Fleet Programs, managing RCMP repairs, maintenance and fit up
operations, as well as various fuel management initiatives, managing 600 pieces of equipment, including 220 mobile
fleet. He is currently developing such strategies as idle management, data collection, electric vehicle implementation
and propane conversion initiatives.
Ryan Walter, Speaker, Author, Leadership Expert and President of the AHL Abbotsford Heat
Ryan Walter played and coached more than 1,100 games over 17 seasons in the National Hockey League (NHL).
Drafted second overall by the Washington Capitals in 1978, Ryan was named the youngest NHL captain. He was
named Team Canada Captain in the World Junior Tournament, was selected to play in the NHL All-Star game and for
Team Canada in four World Championships, became a Vice-President of the National Hockey League Players
Association, and was honored as NHL Man of the Year in 1992. Ryan has been inducted into the BC Hockey Hall of
Fame, the Burnaby Sports Hall of Fame, named to the 30 all-time Washington Capitals’ Dream team, the top 50 alltime BC Hockey League (BCHL) players and the top 100 Montreal Canadiens in 100 years. He is the author of five
books, the creator of the board game Trade Deadline Hockey, and a regular contributor to both online and print
magazines and newspapers. Ryan serves on the Hockey Canada Foundation’s Board of Directors and is a member of
the Seton Hall Stillman School of Business Leadership Advisory Council.
