Ensuring Reliabiity and Availability of Critical Systems
Fujitsu servers also provided IT professionals at the large health plan provider with the opportunity to engineer a robust system based
on one server with the ability to run multiple partitions, each with its own processors, memory and disks. With superior partitioning
capabilities from Fujitsu, the IT team could customize performance within a solitary UNIX server to allow the complete system to
be fully optimized for both interactive and other advanced workloads. This flexibility allowed them to dynamically reconfigure the
server based on actual loads. If they found the system without horsepower in one region, they could shunt more resources to
boost power in that area. Adapted from the original mainframe design, the technically innovative Fujitsu interconnect delivers
ultra-high per second I/O, making worries of failure during peak load times a thing of the past.

How Being an Early Adopter Can Earn Your Organization Maximum Funding
By now, every major organization in the United States is aware of the $787 billion American Reinvestment and Recovery Act which
was signed into law by the federal government February 17, 2009. A portion of the bill, commonly referred to as the “HITECH ACT”,
calls for $17 billion of the total funds to be distributed to doctors and hospitals over the next five years in an effort to foster the
widespread adoption of electronic health records (EHRs). For individual doctors, this could mean up to $64,000 in stimulus funding,
depending upon the number of Medicare patients they treat. For hospitals, that amount could reach as high as $11 million for both
Medicare and Medicaid patients; however, in either case the full amount is only achievable for those who first become eligible in 2011
– the so-called “early-adopters”.
The Goal: Rapid Adoption of EHR Technology by 2019
The goal of the legislation is to have 90 percent of all practicing physicians and 70 percent of all hospitals deploy an electronic health
record system by 2019. Ultimately, there will even be penalties for those healthcare providers who have not been successful in
deploying their EHR strategy in the allotted timeframe. Yet, amidst the urgency to bring about badly needed healthcare reform, the
federal government also recognizes that implementation of these systems takes time. To spawn early adoption, the Office of the
National Coordinator (ONC) has made immediate appropriations of $2 billion for use between 2009 and 2013. The purpose of this
money is to help build the necessary infrastructure for health information exchange, including the capture of data from paper-based
documents.
Demonstrating “Meaningful Use”
In order to qualify for funding, physicians and hospitals must first demonstrate “meaningful use” of certified EHR technology. To be
certified, an electronic record needs to include not only patient demographic data, current clinical health information and complete
medical history, but also provide the ability to facilitate clinical decisions, capture and query data from all relevant sources, allow for
e-prescribing, and promote health information exchange -- even for information that falls outside of the EHR system itself. Final
determination on a set of standards, implementation specifications and certification criteria has yet to be reached, however, as a part of
the ARRA’s “HITECH Act”, a new healthcare standards committee has been created to help make recommendations for the ONC for
endorsement by the Health and Human Services Secretary prior to December 31, 2009.
Contrarian Wisdom
While on the surface it may seem premature to become an early adopter when standards and policies have yet to be set, there are
certain core functionalities that are fundamental to establishing and operating within an EHR environment. These are steps that can be
taken today and can be made on the basis of immediate cost savings and improved efficiency, as well as providing healthcare provider
organizations with the basic technologies they will need to meet regulatory requirements in the near future. Even in a tight economy
when budgets are limited and spending is highly-scrutinized, these are examples of technology that can provide quick time-to-value
and the greatest dollar-for-dollar return-on-investment. Therefore, given that the primary focus of the HITECH Act is electronic
health records, it stands to reason that technology solutions directed at the digitization of paper-based files provide the most immediate
strategic value.
Capturing Data Closest to its Source
Investment in scanning and document imaging technology begins first as a means to do away with the stores of paper folders which
sap budgets for their storage and retrieval costs, and expose sensitive patient data to unauthorized access or loss. But it continues with
the increased efficiency, enhanced security and ease of access to electronic patient information which was previously confined to a
paper chart. The underlying strategy is the ability to capture data, regardless of its format, at the point that is closest to its source.
Accurately ingesting data is core to every electronic system, and document scanners are designed entirely for this simple yet essential
purpose.
