A dynamic business centre
The Grand Duchy of Luxembourg is one of the world’s largest financial centres hosting leading financial
institutions, with a strong focus on investment funds and private banking related activities..
It is important to remember that Luxembourg is also home to a number of famous local and international
industrial and commercial companies, hosting headquarters of many important companies.
Moreover, Luxembourg is an important player in the European Union. A founding member of the
European Economic Community (EEC) in 1957, it hosts 12 European institutions including the
European Parliament, European Commission, European Court of Justice, the Court of Auditors and the
European Investment Bank.
In the ranking of the top ten richest countries, Luxembourg topped the list ahead of Qatar and Bermuda.
This ranking is based on the Gross Domestic Product (GDP) per capita. The population of Luxembourg
enjoys a high standard of living and the country is a favoured destination of people looking to relocate.

A central location in Europe
The country is centrally located within Europe, sharing borders with Germany, France and Belgium. The
Luxembourg City is only 210 km away from Brussels, 370 km from Paris, 400 km from Amsterdam and
280 km from Frankfurt.

A multicultural and multilingual country
The Grand Duchy of Luxembourg is a country that is both multicultural and multilingual. On any given
day, you can hear conversations in English, French, German, Italian, Portuguese, etc. and of course,
Luxembourgish! Estimates indicate that 150 different nationalities live in this small country.
The three official languages are Luxembourgish, French and German. A large community of expatriates
has brought English as another common language in Luxembourg. English is also commonly spoken in
shops and administration.

According to the Luxembourg’s labour legislation, a public holiday
falling on a weekend will be compensated by an extra day off. This day
is sometimes imposed by the employer (the following Monday in most
cases) but some employers allow employees to choose the date within
3 months after the public holiday (Deloitte’s situation).

5 How to get to Luxembourg?
5.1
Road
Luxembourg has an excellent road network, lit at night and toll free. As indicated on the maps (see
section 2. Maps of Luxembourg), there is easy access through its open borders with Germany,
Belgium and France.
5.2
Rail
Cross-border trains provide regular services to many big cities (Brussels, Liège, Trier, Metz, Nancy,
Strasbourg, Paris, Amsterdam, etc.) For further information, please consult the CFL website
www.cfl.lu.
The “TGV Est” high-speed train ensures a quick connection to Paris in only 2 hours and 10 minutes
(www.voyages-sncf.com).
If you commute from France, Belgium or Germany, you can easily use the “TER” (www.tersncf.com/Regions/Lorraine/fr/), the SNCB (www.b-rail.be) or the Deutsch Bahn (www.bahn.de)
services. These regional trains run several services per day to Luxembourg city and the main crossborder towns (Thionville, Arlon, etc.).
5.3
Air
The international airport is only 10 minutes away from the city centre of Luxembourg and 5 minutes
from Deloitte. Within one hour you can easily reach many European capitals such as Brussels, Paris,
London, Amsterdam or Berlin. At Luxembourg-Findel International Airport, you have access to various
airlines (www.lux-airport.lu); the national carrier is Luxair (www.luxair.lu).
If you wish to use low cost companies (i.e. Ryanair, Easy Jet, Wizz Air, etc.) you can use one of the
shuttle companies (www.flibco.com) to take you to Frankfurt Hahn (Germany) and Charleroi (Belgium)
airports, which offer flights with low cost airlines.
5.4
International coach services
International companies such as Eurolines also cover Luxembourg. For more information or contact

For those living in France, Belgium or Germany, there are designated buses going from neighbouring

You could live slightly further out than the aforementioned cities and pay less per month. Alternative
places include Differdange, Esch-sur-Alzette, Remich, Roeser, Capellen, Mondorf-les-Bains, Ettelbrück,
Mersch, etc. These cities are connected to Luxembourg city by bus and/or train.

Rental contracts
Most rental contracts will be established for 3 years. In some contracts it will not be possible to leave
before the end of the third year. For furnished accommodation, the lease length is usually less: a
contract is renewable every year or every 6 months.
The notice period is generally of 3 months, but of course all the contract terms remain negotiable when
signing. Otherwise you may need to find a suitable tenant to take over your contract if you wish to end
the contract before the expiration date.
Nevertheless, it is important to foresee that your contract includes the diplomatic clause: “If you leave
the country, only 3 month notice is required”.
Before signing the contract, you should visit the flat, and, if it is a furnished property, conduct an
inventory with the landlord. Landlords usually request a deposit of 2 months’ rent plus charges or 3
months’ rent without charges. This amount will be reimbursed at the end of the contract if the landlord
attests the good maintenance of the property during the rent duration. In a rental agreement, it is
usually forbidden to have pets without the landlord’s agreement, so pay attention to such a clause if you
have one.
Of course, do not forget to take out your own property insurance or to take out the tenant’s one. If you
opt for a flat or house-share, you must contact the landlord before moving in.

7 Domestic utilities
7.1
Water, gas and electricity connection
Water supply depends on the town in which you are living. You can contact your local town council to
find out more about it.
You will need to give the supplier at least 8 days’ notice prior to moving into your new property in order
to guarantee the supply.
If you join a flat or house-share, or if you rent a flat, you may not have to go through this procedure as
the supplier will have been chosen already. You will need to change the name and domiciliation
registered with the company.
With regard to gas and electricity supplies, there are 2 main companies:

7.2
Telephone and Internet connections
You can choose a company that provides both telephone and Internet connections. You can then have
landline, Internet access and even mobile phone services through the same provider and on the same
bill.
Your choice of provider will depend upon whether you wish to have Internet through the TV cable or
through the landline cable.
Depending on the city/neighbourhood you live in, you may not have a choice regarding your TV
operator as each city/neighbourhood may have voted and chosen its own provider. Please contact your
town council to find out more.

8 Administrative formalities upon
arrival
8.1
Registration for non-EU nationals
You have to enter Luxembourg within 90 days of the visa or residence authorisation (if a visa was not
required) being issued.
To register in Luxembourg you will need:
•
Valid travel documents (passport and visa if required)
•
Proof of residence authorisation
Within 3 days of your arrival in Luxembourg, you must declare your arrival to the administration office of
the town/city where you intend to live.
For Luxembourg city residents, you have to go to the Bierger-Center:

You must bring the following documents with you:

The administration will then issue you with a document certifying the legality of your residence in
Luxembourg until the residence permit is delivered.

Within 3 months of your arrival in Luxembourg, you will need to apply for a residence permit.
You must provide the following documents:

You must complete the document “Demande en délivrance d’un titre de séjour” (available on
www.mae.lu)
•
Original proof of residence authorisation
•
Document certifying your declaration of arrival at the city administration office
•
Medical certificate issued by a doctor established in the Grand Duchy of Luxembourg
•
Proof of address (lease contract)
•
A recent passport photo: 45 x 35 mm, front facing, eyes open, ears visible, in accordance with
ICAO regulations (i.e. biometric photo)
•
Receipt for the payment of €30 to this bank account: CCPL n° LU46 1111 2582 2814 0000. The
beneficiary of the payment must be: “Ministère des Affaires Étrangères, Direction de l’Immigration”.
Accompanying communication must be: “Application for residence permit for (Name)”.
When the residence permit is granted, you will be asked to come personally to the Ministry, with your
valid passport. The residence permit will be inserted into your passport. You will then have to confirm
your entry to the administration office of your city of residence.
The residence permit is valid for one year, taking effect from the day on which you declared yourself to
the administration. You can renew the residence permit twice, each time for one year, provided that the
conditions for obtaining the residence permit still apply. The application for renewal must be made two
months prior to the expiration date.
For the second renewal and for each subsequent renewal, the residence permit is valid for 3 years, all
professions, all sectors. After 5 years of a regular and uninterrupted stay on the territory of Luxembourg,
non-EU nationals can submit an application for a long-term residence permit.
8.2
Registration for EU nationals
8.2.1
Registration of residence at your local municipality office
If you live in Luxembourg city, you have to register yourself at the Bierger Center:

The Bierger Center takes care of registration upon arrival, identity cards, residence certificates,
changes of address, electoral list and declaration of dogs and provides help in obtaining the
Luxembourg nationality.
If you live outside of Luxembourg city, you have to declare your arrival at your local municipality office.
When registering, you must show your identity card, proof of address (lease contract) and a copy of
your work contract.
8.2.2
Registration at the embassy/consulate
You can register at the embassy/consulate of your country of origin in order to be able to vote in the
elections of your country of birth and to inform the relevant authorities of your arrival in Luxembourg.

8.3
Tax card
Luxembourg tax liability applies to Luxembourg residents on their worldwide income and to Luxembourg
non-residents on their Luxembourg source income.
Withholding taxes are directly levied on income. Nevertheless, you have two formalities to comply with:

To hold a tax card
•
To fill in a tax declaration for married taxpayers
The tax card is the legal and mandatory document determining the tax level of each worker. The tax
card must be given by the employee to Deloitte as soon as possible after starting work. The firm will
then be able to apply the correct taxation rate on the payslips.
When applying for a tax card, you must have the following information:
•
Name of employer, their address and their social security number
•
Start date of employment
•
Your permanent address
•
Your social security number
•
A copy of your ID
8.3.1
Residents of Luxembourg city
You must fill in a tax card request at the Bureau d’Imposition of the Administration des Contributions
Directes, located at:

8.3.2
Residents of the Grand Duchy of Luxembourg (other than Luxembourg
City)
The request must be addressed to your local municipality office of your residence area.
8.3.3
Employees residing abroad
The Bureau d’Imposition of the Administration des Contributions Directes is responsible for issuing the
tax card. It is located at:

8.4
Child benefits
The CNPF (Caisse Nationale des Prestations Familiales; www.cnpf.lu) is in charge of paying child
benefits. Everyone is entitled to these benefits, irrespective of how much they earn.
In order to receive the allowances, you must provide:
•
Birth certificate of each child
•
Proof that your previous country of residence is no longer paying any child benefits
•
A request form, to be downloaded from: http://www.cnpf.lu/Pdf/DemAllFamFr.pdf
•
A household certificate
•
A bank statement with your IBAN and BIC codes (RIB)
8.4.1
If you live in the Grand Duchy of Luxembourg
Child benefits are paid at the end of each month until the child reaches the age of 18. The amount
depends on the number of children in the household and their age.
8.4.2
If you live abroad
The amount of the allowances depends on the allowances already paid in your country of residence.
8.5
Social security
Each person living in Luxembourg is assigned a social security number composed as follows: year of
birth + month of birth + day of birth + three digits.
Upon your arrival, Deloitte will ask for this social security number at the Centre Commun de la Sécurité
Sociale (CCSS). You will then receive a letter with your own number as well as your card at your home
address.
As of your first day of employment, you will be affiliated to the Luxembourg social security, and you will
benefit from all the allowances granted by the Caisse Nationale de Santé (CNS).
Within 3 months of your arrival, you must undertake a mandatory medical visit (as mentioned in your
contract). This visit will confirm that you are in good health and able to work for Deloitte. Our HR
administration team organises this and will contact you within the first few weeks of your arrival with the
details.
The social security body reimburses up to 80% of medical care costs, depending on the type of care
and the scales established by the CNS.
If you go to a doctor or if you are hospitalised abroad (not in the neighbouring region), you must pay the
fees before being reimbursed by the CNS and your private health insurance.

9 Vehicle ownership
For vehicle owners who move to a new country, it is mandatory to comply with local host country
formalities. You will find below the formalities required in Luxembourg. Please note that some insurance
companies offer to complete all of these formalities on your behalf.
9.1
Driving licence
If you are an EU national, you do not need to have a Luxembourg driving licence, and you can keep
driving as normal. You can however register your licence with the Ministry of Transportation
(www.snct.lu), so that a replacement Luxembourg licence can be quickly issued in case of loss or
theft.
If you are not an EU national, you are required to apply for a Luxembourg driving licence between 6 to
12 months after your arrival. You have to provide the Ministry of Transportation (www.snct.lu) with the
following documents:
•
A medical certificate
•
Proof of residence (less than 1 month)
•
Two passport photos
•
A double-sided copy of your foreign licence with a translation in English, French, or German
•
A copy of your criminal record
•
A registration tax stamp
•
The Luxembourg driving licence application form, available to download on www.snct.lu
9.2
Registering your car
You are not allowed to drive your car in Luxembourg if it has not been registered within 6 months of
your arrival. You must declare it to the Luxembourg authorities and pay the host registration tax. Please
refer to www.snct.lu to find the relevant procedure for your situation.
The main steps for registering a car are described below:
9.2.1
Get clearance from customs
This may involve the payment of import duties and VAT depending on the situation.
You have to present yourself with the car to the customs office.

The office will provide you with the 705 form to complete. The vignette 705 and a receipt of payment of
Luxembourg VAT (if relevant) will be issued as a proof that the vehicle has been correctly imported to
Luxembourg.

9.2.2
Request a registration number
You can complete this procedure by email ([email protected]) or by phone (Tel: +352 35 72 14 237). At
this stage, they will ask for your social security number. Newcomers recently relocated, who have not
yet received a socials security number, may apply at the SNCT in Sandweiler and supply a valid
certificate of residence no more than one month prior.
9.2.3
Request the insurance papers from your insurer
In order to insure your vehicle you have to contact an insurance company of your choice. They will
deliver an insurance paper (green card) that you must keep with you when driving your car.
9.2.4
Purchase a ‘consular fee’ stamp (around €50)
This stamp is obtainable from SNCT centres.

9.2.5
Roadworthiness test
Before registration in Luxembourg, all vehicles must undergo a technical inspection to ensure that they
conform to European regulations. A roadworthiness certificate will then be issued.
Information regarding this test is provided in the ‘Roadworthiness test’ section.
9.2.6
Request a registration card (carte grise)
You have to provide the SNCT with the following documents:
•
Proof of ID
•
The original invoice (if the car has been bought for import) or proof of ownership
•
The existing car registration documents from the country of origin
•
Tax stamp
•
Vignette 705 certificate
•
Insurance certificate
•
Residence certificate
•
VAT receipt (if VAT was payable)
•
European Certificate of Conformity (please refer to ‘Roadworthiness test’ section)

To summarise, once the car is registered and declared compliant, you have to centralise

invoice for registration tax. Once paid, you will receive the regular grey window stamp.

You will need to bring your ID, insurance document, and the document issued by the SNCT stating your

9.3
Roadworthiness test
This test must be completed when your vehicle is first registered in Luxembourg, and then every 12
months when the vehicle is over 3.5 years old. Of course if there is a change of ownership or important
repairal or transformation, a new roadworthiness test is required.
You cannot book this technical inspection in advance. You will receive a letter at your home address
with the date and time of your test. If you are unable to attend on the suggested date, you must inform
the SNCT. You will then receive a new letter with a new appointment.

If you live in Luxembourg city, you can take advantage of free parking in the area you live in. A
maximum of four parking permits per household may be authorised:

It is important to note that drivers are required to equip their car with 4 identical tyres.
Luxembourg’s authorities plan to make winter tyres mandatory from 1 October 2012 for all people

11 Transport within the Grand Duchy
11.1
Buses
Luxembourg has a very good bus network: 150 buses for 25 regular routes and 3 night routes. On the
following Internet sites, you can find information regarding bus stations, stops, routes, prices and

You can also buy combined train and bus tickets (for example, if you commute from Thionville or Arlon).
Prices
A single ticket with a validity of 2 hours for the whole network costs €1,50.
For 10 tickets, the price is €12.
For long-duration tickets (usable until 8.00 a.m. the following day), the cost is €4 or €16 for a pack of 5
tickets.
A monthly ticket is €22,50 and the yearly ticket costs €200. They can be used on the whole network.
Prices are given purely as an indication. They may change according to the journey distance and the
pricing policy of the municipal bus service.

The childcare service voucher scheme (chèques-services) was set up in order to provide extracurricular support to children. This government initiative gives each child the right, irrespective of their

13.7
Maternity and parental leave
13.7.1 Maternity leave
Women need to have worked for at least 6 months in Luxembourg within the last 12 months preceding
the start of the maternity leave. It consists of prenatal and postnatal leave (at least eight weeks each,
extendable under certain conditions).
Your remuneration is paid by the ‘CNS – Caisse Nationale de Santé’ (www.cns.lu) and corresponds to
your gross salary (to a maximum of five times the social minimum wage in Luxembourg).
If you are not entitled to maternity leave (you have worked less than 6 months in Luxembourg within the
last 12 months preceding the start of the maternity leave), you will be paid by the Caisse Nationale des
Prestations Familiales – CNPF (www.cnpf.lu)’ (allocation around €750/month).
13.7.2 Parental leave
Both parents are entitled to take parental leave up to the child’s fifth birthday. Men and women have
exactly the same rights. The condition is that they must have worked for their employer in Luxembourg
for at least one year without a break.
Per child, the duration of the parental leave is:

Either 6 months full time
•
Or 12 months part time (subject to the employer’s agreement)
The parental leave can either start as soon as the maternity leave ends or until the child’s fifth birthday.
It is important to note that parents cannot take their parental leave simultaneously. In the case of part
time parental leave, one parent can work during the morning and the other parent during the afternoon.
Both cannot be at work at the same time.
The first parental leave needs be taken directly after the maternity leave.
The monthly net allowance for parental leave is around €1,700 on a full-time basis and €850 on a parttime basis.

14 Healthcare
14.1
Social security
As mentioned before, you are automatically affiliated to the Luxembourg social security system from
your first day of employment.
You can affiliate your children/partner/persons in your household if they all reside in the Grand Duchy of
Luxembourg. The request must be sent to the CCSS along with a copy of your proof of residency and a
family record book.
You are required to pay all your medical expenses, and the ‘Caisse Nationale de Santé’ (please refer to
the ‘Administrative formalities upon arrival’ section) and your private medical coverage will then
reimburse you (partially or in total). For each medical act, the CNS will cover the expenses up to a
certain limit, as defined on its website www.cns.lu.
When you visit your doctor, you must keep the original receipt of payment and send it to the
CNS along with your social security number and bank account details. Once you receive the
reimbursement and the documents from the CNS, you must send them to your private health insurance
company in order to receive the remaining amount.
Regarding medication, you will only pay the costs that are not borne by the CNS and/or your insurer.
Please note you must show your social security card on each occasion that you visit a doctor/
hospital/chemist. For a complete overview of the allowances/reimbursement, please visit the CNS

For medical expenses abroad, you can apply for the European Health Insurance Card on the following

Shops are usually open from Monday to Saturday - 9.00 a.m. to 6.00 p.m. (8.00 p.m. in some shopping
centres). Some smaller neighbourhood grocery stores are also open on Sunday mornings but this is not
