INTEROPERABILITY TESTING/
• CAP – Compliance Assessment Program
o CAP testing is a federally defined set of tests with
the primary goal of validating basic
interoperability between different manufacturer’s
products for a P25 defined interface - DHS
Safecom DHS FEMA
• IOT – InterOperability Testing
o IOT testing is a Cassidian Communications'
defined set of tests with the primary goal of
validating a detailed set of use case conformance
tests required to achieve the highest degree of
interoperability based upon use case possibilities
between manufacturer’s products for a P25
defined interface

INTEROPERABILITY TESTING/
•Interoperability & Conformance Testing in the Industry
o CAP is for P25 compliance, but in the RF world, compliance testing is
found everywhere.
Industry Canada EMC - Emission test compliance
CTIA - Cellular Telecommunications and Internet Association
Cellular Handsets & Modems - Device Compatibility Testing
NEBS - Network Equipment-Building System overseen by the
Telecommunications Carrier Group
CSA - Canadian Standards Association
And the list goes on and on……..

group
• Only group members participate/nongroup units cannot participate

denied while group is already active)
Late entry
o Coming from a different TG

THE POWER
OF CHOICE
SAVINGS THROUGH INCREASED COMPETITION
► Unbundle Procurement of Network and Radios
►RFP for network first then RFP for radios after network vendor selected
OR
►1 RFP process but network and radios separated in RFP evaluation and
selection process
► Here again network vendor selected first
► Provides greater choice and competition for radios
►Driving market pricing down
► Cassidian still takes end-to-end responsibility over life of system
►Cassidian IOT process provides foundation for this approach
