The preliminary census results for Wicklow show the population in the county has grown to 142,332 - an increase of 5,692 since the 2011 census took place. Commenting on this, Minister Harris stated: “The population growth in Wicklow of 4.2% is an indication of how we need to plan for the future of our county. Schools, health services and transport provisions here in Wicklow will need to be considered in light of these new findings. “These initial results are very important and I will work hard to ensure that the expanding population in Wicklow is reflected in our public services.” However, this growth has brought calls for Wicklow to be a single five seat constituency, or indeed two 3 seaters, with East Carlow dropped, and with the parts of Bray that are in the Dun Laoighaire constituency included in Wicklow. This call has been echoed by Fine Gael Carlow Kilkenny TD, Pat Deering, who said that now is the time to examine the possibility of reuniting the Carlow constituency, by bringing the part of Carlow that moved into the Wicklow Constituency back into the Constituency of Carlow/Kilkenny. He asserted “This week the Minister for the Community and Local Government Simon Coveney made an order to establish a Constituency Commission under the Electoral Act 1997. The purpose of the Commission will be to review Dáil and European constituencies in light of population changes. “At the outset, I am calling for the Commission to examine the possibility of reuniting the Carlow constituency, by bringing the part of Carlow that moved into the Wicklow Constituency back into the constituency of Carlow/Kilkenny. “In my opinion it is really important to ensure that the Carlow county boundary is not breached in the constituency boundaries for the General Election. For that reason I have established my main constituency office in Arklow to ensure that the people of South and West Wicklow and East Carlow have easier access to a TD. “The implications of a single county constituency may have knock on effects which could increase the imbalance in representation. I will be working closely with my colleague Senator Jeniffer Murnane O’Connor in Carlow to ensure that there is balanced representation for Wicklow and Carlow in any future Dáil Constituency arrangement. “There are several possibilities that the Independent Boundary Commission can look at but balanced representation is my priority. For example if Wicklow was split into two three seaters there would effectively be an extra seat for Wicklow. This programme, announced as part of the Government’s Stimulus Package measures of July 2012, provides for the construction of four new post-primary school projects and one new primary school project. It also provides for the continuing operation and maintenance of these school projects over a 25 year period after the schools become operational. The contract, which also includes designing, building, and financing the projects, has been entered into with the Inspiredspaces consortium. The schools and sports pitches will be built by Inspiredspaces on greenfield sites and funded by two international investors, BTMU and Haleba. The cost of these projects is spread over a 25 year period through annual inflation-linked payments called “unitary charges”, the first of which will be made following completion of the first school building in 2017. The new school building projects in County Wicklow are Coláiste Raithín, Bray and St. Philomena’s Primary School, Bray. Minister Bruton said: “You can’t achieve a prosperous economy without a fair society, and you can’t support a compassionate society without a strong economy. Investment in education is a prime way to grow our society and economy together. Investing in educating improves human capital, ensuring that all our people have opportunities to achieve their potential, as well as generating wider benefits for our economy. Quite apart from the construction of these new school buildings, Inspiredspaces will provide for the day-to-day caretaking, maintenance and cleaning of the school leaving the management and staff of the school with more time to concentrate on their core educational activities. The students of these schools will benefit from the opportunity to learn in new and improved teaching spaces and modern educational facilities built to a very high standard. The first of these school places is expected to be available in September 2017.” The Minister for Public Expenditure and Reform, Paschal Donohoe TD, said “The signing of contracts for the construction of five new schools represents an important milestone in the Government’s Public Private Partnership (PPP) programme and illustrates our commitment to investment in education. Putting in place long-term arrangements for developing and maintaining these modern and fit-for-purpose facilities will allow school management to focus on the education of the more than 4,500 students who will benefit from these developments. I look forward to seeing the first of these projects coming on line next year.” Minister for Health Simon Harris also welcomed the commencement of building works at the site where Coláiste Raithín and St. Philomena’s Primary School will be located. “I very much welcomed this momentous day for Coláiste Raithín and St Philomena’s Primary School. I have worked closely with both schools in the delivery of this important project for the children and young people of Bray on the former site of the ‘Dargle View Golf Club’. “This week in Leinster House, I spoke to Minister Bruton about Coláiste Raithín and St. Philomena’s Primary School, and the wonderful school communities of both. “I will continue to monitor progress on these building works and work with the schools to ensure the timely construction of the much-needed school buildings.” Minister for Food, Forestry and Horticulture, Andrew Doyle says the sod turning on the site of two new school buildings in Bray is great news for parents, children and teachers. “The school building project, which begins today, will provide a new home for secondary school Coláiste Raithín and St. Philomena’s Primary School. It was an honour to have the opportunity to turn the sod of this beautiful site today on the old Bray golf course.” Monastic city memorabilia destroyed in ‘suspicious’ fire Gardai are treating as suspicious a fire in a trailer in Glendalough which occurred on the morning of Saturday, 16th July. The trailer was used as tourist stall and was destroyed in the blaze which happened at approximately 6:30am. The trailer was used to hold stock and it’s understood that thousands of euro worth of stock and Glendalough-related memorabilia was lost in the fire. When the fire occurred the trailer was attached to the rear of a van located behind God’s Cottage Prayer Centre just 100m from the entrance to the ancient Monastic City. The trailer is usually located closer to the entrance during business hours during the week. Fire services from Wicklow and Rathdrum attended the scene after being alerted. The scene was also examined by Gardai. At the time of going to press, Garda investigations were ongoing and CCTV footage was being examined. Gardi are appealing for witnesses or anyone who has any information regarding this incident or who saw any suspicious activity to call Roundwood Garda Station on (01) 281 8142. LOCAL Times 4 NEWS WICKLOW Tuesday 26th July 2016 ‘French Girls Injured in Wicklow Plane Crash’ So read the headline of the Irish Times on Tuesday, August 13, 1946. Seventy years ago on 12th August, a Junkers 52 with 23 passengers and a crew of four crashed in the Wicklow mountains, miraculously without any loss of life. Pictured are the French girl guides flying home. Council explains its position in the John Brady eviction case Wicklow County Council in a statement notes that in the High Court action taken by Deputy John and Mrs Gayle Brady the Court accepted that the Council was “motivated by a good faith desire to be attentive to the issue of fire safety in its tenanted houses”. It also says the Council only takes proceedings to terminate a tenancy when the tenants cease to engage with the Housing Office in respect of alterations made by them. It continues “Random house inspections of the local authority houses owned by Bray Town Council have been carried out since the mid 2000s, primarily in the interest of fire safely, but also in the interest of good estate management. Tenants who make unauthorised alterations to their Council houses may inadvertently put themselves at risk. “Furthermore, the Council has in the past, incurred significant costs rectifying problems, including structural problems, when tenants move on and the house has to be “put right” before reallocation. “The Council does not dispute the fact that, since carrying out the alterations to their council house, Deputy and Mrs Brady took steps to make the works fire- proof. Deputy Brady chose to take proceedings against the Council in the High Court rather than to continue to engage with the Council. “However, the Council was not in a position to withdraw its Notice, once those High Court proceedings had been issued, as very serious allegations of male fides or bad faith had been made against the Council. It should be noted that the allegations of bad faith against the Council have been emphatically dismissed by the Court. “Deputy Brady alleged that he had been ‘singled out for punishment’ by the Council due to his criticism of the Council in relation to a number of matters. The Court has accepted that the various officials, who gave evidence during the hearings, had no grudge against Deputy Brady and freely acknowledged Deputy Brady’s rights to represent his constituents. All of the Council staff who gave evidence in this case, unfailingly impressed the Court as ‘right thinking, professional people’. “While costs were awarded against Wicklow County Council, the exact figure has yet to be determined. The Council is considering the judgement in detail.” The Wicklow Times published an article I wrote to commemorate the 50th anniversary of that crash. Before the Wicklow Times article was published on 3 July 1996, there was scarcely a mention of that crash or the people involved. But copies of the article were sent to survivors in France from life-long friends in Wicklow made back in 1946 and many of the survivors returned to Ireland, Wicklow and Djouce for a re-union in May 1998. On that August day in 1946 the aircraft was a Junkers 52 - AA1 Toucon and it departed Paris Le Bourget at 0900hrs that morning. On board were 23 French girl guides who were due to spend a holiday in Ireland at the very kind invitation of the Irish Girl Guides Association. The aircraft was piloted by Capitaine Christian Habez (29), who saw action during the war with the Free French Bomber Commands, co-pilot Daniele Duran (28), navigator Michel Jourret (27), and wireless operator Georges Beagioni (26). The flight from France over the Manche coast (NW France), the channel and England was uneventful. While over the Irish Sea the crew were alerted to an impending storm further west, but with the weather at Dublin still giving a ceiling of 300 feet with three miles visibility the captain decided to continue on. However the violence and speed of the storm was far greater than at first forecasted. With the flight crew relying only on instruments the aircraft was blown off course and the crew were unsure of their position. In attempting to establish the correct course the aircraft found itself overhead County Wicklow flying a North-Easterly heading towards Collinstown airport. Being unfamiliar with the terrain, the crew did not realise they were literally flying through the Wicklow Mountains. The first the captain knew of the closing terrain was when the cloud base got suddenly darker and he realised to his shock that his aircraft was heading for a mountain. He pulled up as hard as he could on the control column and although the response of the JU52 was excellent he could not prevent the air- by Bill Nelson craft from crashing. The point of impact was on a gradually rising slope about 500 metres from the summit on the shoulder of the mountain that runs down to the south-west. Had the aircraft been at an even slightly lower altitude it would have impacted at a far steeper gradient and would certainly have been destroyed, resulting in far more serious consequences. As it was the undercarriage absorbed most of the initial impact and was ripped off the aircraft. The aircraft ploughed on for another 150 metres shedding its three engines and slewing around to starboard before finally coming to rest. Thankfully there was no post-crash fire and the fuselage, wings and tailplane remained largely intact, due mainly to the superb structural strength of the Junkers, preventing break-up of the fuselage structure. As a result of the crash, which occurred at 13h30, many of the passengers were badly injured and needed urgent medical attention. Unfortunately other than those on board the aircraft nobody else knew the aircraft had crashed. Dublin Air Traffic Control was under the impression the aircraft had turned back because of the storm. In extremely hostile weather conditions a party of three set off from the wreckage site in an attempt to raise the alarm. The party consisted of Madmoiselles Chantal de Vitry and Andree Bonnet, both guide leaders and the captain Christian Habez. They took different paths down the mountain in an effort to increase the chances of meeting someone and tell them of the crash and their plight. The first news of the crash came at seven o’clock that evening when Mademoiselle Chantal de Vitry stumbled, drenched through, exhausted and injured, into the Mount Maulin hotel, eight kms from E n n i s k e r r y . Mademoiselle de Vitry had trekked for over five hours in dreadful weather conditions before coming across the hotel. The alarm was immediately raised and the Wicklow rescue services swung into action. Meanwhile the other two who had set out to find anybody who could help reached a house at Deerpark, about 2km from the hotel. All three had narrow escapes in attempting to cross rivers swollen by unrelenting downpours. They were exhausted from their efforts and injured in the crash so the priority was to get them to hospital without delay. However Capt. Habez had taken periodic compass bearings so while they waited for an ambulance he relayed as best he could the direction and time taken on foot to the crash site. They were taken to St. Michael’s Hospital in Dun Laoghaire and the hospital staff were put on alert there and in other hospitals, to expect more casualties while medical personnel were dispatched to be on hand near the crash site to administer first aid. Search and rescue teams were mobilised and they set off, under the injured by the Irish Red Cross, Civil Defence and St. John’s Ambulance personnel. Invaluable assistance was given to the emergency services by Mr. James Doran, the local postman who directed and guided them across the mountains. Some of the injured were carried piggy-back style by the rescuers while the more seriously injured girls were carried by stretcher. The rescue operation went on all night with the crash victims being brought to St. Michael’s in Dun Laoghaire, St. Bricin’s Military Hospital and Wicklow County Hospital. When it was thought that all the passengers and crew had been accounted for the rescue operation was wound down. The following day around mid-day another girl guide was discovered, lying exhausted some distance from the crashed aircraft, by a party of Irish Red Cross members from Bray. The girl had become very disorientated and wandered helplessly for hours until she collapsed with exhaustion. There is also a report of either the navigator or the wireless operator being found in a similar state some distance from the aircraft. He could possibly have set out, having heard nothing since the original party of three departed, and he too became lost. Bill Nelson Bill Nelson is from Dublin. The wreckage of the aircraft was not found until midnight, five hours after the alarm was raised. This was an extremely difficult feat in itself as the storm had continued unabated into the darkness of night. The girl guides and crew members who were not injured did their best to keep the others warm and dry but with the continuous rain and strong winds the task was proving increasingly difficult. The passengers had not eaten much since early morning so hunger was also a factor. A first aid station was set up in a disused building known locally as “Sheep-bank” some distance from the crash site. Edward Daly honoured with special panel at Bray DART station A special event took place at Bray DART station on Saturday, 16th July, with the unveiling of a commemorative panel to honour the memory of Edward Daly, the 1916 leader that the station is named after. Bray Station adopted the name of 'Daly Station’ in 1966. Edward 'Ned' Daly was born in Limerick in 1891 and was executed for his involvement in the 1916 Rising, where he was commander of the Volunteers First Battalion. He was also involved in the Kilcoole Gun Running, organising the trnsportation of guns through Bray to Dublin. He also had connections to Captain Robert Monteith who has his own momument to his memory in Newtownmountkennedy and arrived with Roger Casemwnt on The Aud. The ceremony was attended by Helen Litton, Edward Daly's Great Niece, Cathaoirleach of the Bray Municipal District Cllr Steven Matthews, Minister Simon Harris, Brian White of Bray Historical Society, Joe Everard, manager Bray DART Station, and Chris Rafferty (District Manager, DART). The special commemorative panel for Edward Daly includes a portrait by artist David Rooney and a plaque with information about him. This planning commenced from a zero base where the local authority has not been involved in direct provision at any scale for many years. It has involved recruiting the required expertise to design and cost these schemes. During 2015/2016 Wicklow County Council has assembled the multidisciplinary team required to design and deliver our plan. “We hope, subject to final approval from the Department of Housing and Planning, to start our schemes at Kilbride Lane in Bray (42 units) and Brewery Straight in Rathdrum (20 units) in the coming weeks. Needless to say construction will not be complete on these schemes in 2016 as they have yet to commence. To bridge the gap until our housing construction team can deliver units, we intend to use any appropriate options documented in ‘Rebuilding Ireland’, such as purchasing properties and social leasing through approved housing bodies.” Sinn Fein spokesperson for social protection John Brady TD, meanwhile, has said that the Government’s housing plan falls short of what is needed. “Fine Gael’s ‘Housing Action Plan’ is a small improvement on the plans produced by Labour Party’s Alan Kelly but still falls far short of what is actually needed. With over one hundred thousand households across the state now on the social housing waiting list, there is a fear that despite recent announcements we could be heading from crisis to catastrophe. “All parties need to get on board in working to deliver results that will resolve the housing crises as soon as is humanly possible. But the current round of government plans has some serious flaws, all of which have been pointed out by Sinn Fein. We very much welcome increased investment in social housing. However contrary to Minister Coveney’s announcement; the real increase in investment in social housing on his predecessor’s plans is less than the €2.2bn claimed by the Minister. The actual increase is to €1.29bn towards 2020 and €1.54bn towards 2021. This is a critical difference because these figures will determine the ability of Government, local authorities, and approved housing bodies to deliver the social houses urgently required.” Brady said we have to ‘get real’. “Minister Coveney’s plans will produce up to 6,000 real social houses a year for six years. This falls far short of the annual target proposed by the Dáil Housing and H o m e l e s s n e s s Committee - 10,000 real social housing units a year. In other words Minister Coveney is falling short of the recommendations by 40%. More worrying is the fact that the increase in Capital Spending on Social Housing next year is a mere €150m. Given the relentless rises in the numbers of people in emergency accommodation, living at risk of homelessness and languishing on local authority waiting lists; this increase is simply not enough and way short of previously stated goals.” Teachta Brady also pointed out that in terms of dealing with Mortgage arrears the Fine Gael plans seriously backtrack on commitments made in their programme for Government. Fianna Fáil TD and spokesperson on Housing Pat Casey said “I agree with my colleague Barry Cowen when he states that the survival of this Government depends on the delivery of housing actions.” Speaking in the Dáil Casey stated “I am con- cerned about the lack of detail with regard to those in mortgage difficulties. The squeezed middle is often overlooked in major policy proposals and I fear that this may be the case again. The past eight years have been enormously difficult for these people. I would be stunned if any Deputy here did not during the recent election come across people who were visibly suffering from the strain of maintaining their mortgage repayments. These citizens are also at risk of homelessness every month when the payment is due to be made. I see no specific detail in the report which the Government has termed historic in its holistic capacity to embrace all housing issues. In helping people in mortgage distress it is simply not good enough.” Deputy Casey welcomed aspects of the action plan in particular “the Minister’s determination to track his actions in providing solutions to the housing crisis. This Dáil has hit the ground running on the issue of housing provision. An action plan has been launched. The time for talking is over, while the time for delivery has begun.” In that regard figures obtained by Deputy Casey from Wicklow County Council today reveal the scale of the task ahead. “As of today there are only 164 new social housing units to be built in the entire County of Wicklow. We have over 3,000 on the Wicklow waiting list. According to Cllr Fitzgerald, there are several housing projects in Co. Wicklow currently waiting on Stage 1 approval from the Government, and they can’t proceed until such approval is given. One such development is for 17 Units in Emoclew in Arklow, approval for which was sought on 28th April he says. Speaking to Wicklow Times, Cllr Fitzgerald said he welcomed the Government’s ‘Action Plan for Housing and Homelessness, Rebuilding Ireland’, but added “it needs cooperation from all parties and sides, and it will be a great challenge. It’s my belief that Wicklow County Council has been keeping up its end of the bargain. It’s not because of Wicklow County Council that there’s been a delay, there are too many hurdles to jump through.” The Housing Department of Wicklow County Council welcomed the publication of the Housing Action Plan, by Minister Simon Coveney last week. In a statement to Wicklow Times, Joe Lane, Director of Housing at Wicklow County Council, said the Action Plan “outlines the various policies and programmes that we may utilise to respond to the crisis in Housing supply in Wicklow. We have ambitious plans for housing delivery in Wicklow. On the 28th of April Wicklow County Council submitted a number of schemes for approval to the Department. In total our plan envisages delivery of 740 social housing units through construction of local authority housing, acquisition of houses, social leasing in co-operation with approved housing bodies and delivery through Part 5 units (where the local authority can acquire 10% of units in all planning permissions of 11 units and more granted to developers). “The provision of social housing, be it direct provision by the Local Authority, acquisitions or supply by an Approved Housing Body, represents a partnership between the State and the local authority. The parish of St Fergal’s has been fortunate in that Dr Slattery, while holidaying from Pretoria in South Africa in Bray, has made himself available to St Fergal’s Parish to celebrate Mass a number of mornings a week. Over a number of years Dr Slattery has made himself available to the parish of St Fergal’s whilst staying with his sister Ms. Ellen Gormley, a local parishioner. In 2014 Dr Slattery spoke in the church on the subject of ‘Evangelisation and the Family’ and last year was the principal celebrant at the annual Novena Mass to St Anthony at St Fergal’s. As archbishop of Pretoria, the executive capital of South Africa, and spokesperson for the Southern African Bishops’ Conference, Dr Slattery has been outspoken on a number of national issues in South Africa such as explaining violent outbursts by students as a reaction to inequality and injustice where institutional racism survives in places where white culture continues to dominate in that country. Dr Slattery led a Church delegation to South African President Jacob Zuma which called for a referendum on the future of nuclear power plants, as well as telling the president that inflation caused by the financial crisis was hurting the poor most and urged him to work on rebuilding public confidence in the president’s administration. Born in Port Laoise, Co. Laois in 1943, Dr. Slattery went to school locally before attending the Franciscan College, Gormanston, Co. Meath. He joined the Franciscan Order in 1962 and made his solemn vows in 1966. He studied at University College, Galway and in Rome. Ordained a priest in 1970, Dr Slattery went the following year to apartheid South Africa as a Franciscan missionary, ministering in the Johannesburg ghettos of Sebokeng, Sharpeville, and Boipatong: places which featured nightly in the news of the 1980s, made infamous by massacres unleashed by the apartheid system. From 1975 Dr Slattery was parish priest of Besters, in the diocese of Dundee, KwaZuluNatal. Apart from his various roles within the Franciscan Order, in 1984 Dr Slattery was appointed Rector of the National Seminary of St John Vianney in Pretoria. This was a time in apartheid South Africa of state terrorism, reactive violence, burning buildings and tyres lighting up the night, necklace killings, racist evictions, riots, boycotts, street protests and supercharged political funerals. He admits this was a very difficult time, from 1984 to 1991, “trying to keep whites and blacks together was tough... It was like having the Black and Tans with the IRA in the same seminary,” the archbishop has related. Dr Slattery returned to parish duties as Parish Priest of a Matikhulu/Gingindlovu, in the diocese of Eshowe, KwaZulu-Natal, before returning to Besters, in the diocese of Dundee. In 1994 Dr Slattery was consecrated Bishop of the Diocese of Kokstad in southern KwaZulu-Natal, nestled on the Indian Ocean near the border with the Eastern Cape Province, where he succeeded another Franciscan of the Irish province, His Eminence Wilfrid Cardinal Napier, OFM, Archbishop of Durban. In 2011 Dr. Slattery was translated from the Suffragan Diocese of Kokstad to the Metropolitan Archdiocese of Pretoria, one of the three capital cities of South Africa, where he acts as Military Ordinary to the South African National Defence Force, an office traditionally associated with the See of Pretoria. Bray Battle of the Bands The Bray Battle of the Bands Competition - part of the Bray Alcohol Awareness Campaign (a joint project between BLDATF, BDAF & Crosscare) is taking place later this summer. Instead the plan is to continue to force thousands of people into private rented accommodation with enormous amounts of money being paid to landlords in the form of Housing Assistance Payments, RAS payments and Rent Allowance. There will be no security of tenure for these tenants as landlords could sell up anytime and therefore tenants will always be insecure and anxious about the future. “It would have been far better if this huge amount of money was used to re-establish Direct Labour House Building Units in every County Council. This would allow the Councils to employ block layers, carpenters, plumbers, electricians and labourers giving them secure employment while constructing high quality public housing. These houses would be Arklow Flood Defence Scheme progresses to planning stage Caring for Carers Training The commencement of the formal planning process as part of the Arklow Flood Defence Scheme began last week. As Minister for the Office of Public Works (OPW) up until May last, Simon Minister Harris ensured that this scheme was prioritised, in light of considerable flooding which had occurred in the town. Wicklow County Council's senior engineer will be available in Arklow Municipal District offices in the coming weeks to answer questions from local residents and members of the public about the scheme. This will take place on Monday 8th August, 10.00am - 1.00pm & 2.00pm - 5.00pm and Tuesday 9th August, 10.00am - 1.00pm. Further public consultation is planned for October 2016, with the Environmental Impact Statement expected to be completed in early 2017. Commenting on this development, Minister Harris stated: "I am thrilled for the people of Arklow that we have finally reached the planning stage of their longawaited flood defence scheme. This project was and still remains an absolute priority for me. "As OPW Minister, I secured funding for the Arklow Flood Defence Scheme in the previous Government's Capital Plan, as part of a €430m programme of capital investment on flood defence measures. "In January I met with local Councillors to update them on the progress that was being made on the scheme. Both lifeboats were on display and open to the public, and the volunteer crew gave guided tours and demonstrated equipment they use to save lives at sea. The former Wicklow lifeboat J W Archer also arrived for the Open Day. The boat, now privately owned by Hugh Searle, served in Wicklow from 1956 -1987. The arrival marked the sixtieth anniversary of her naming ceremony on the 14th July 1956. There were many fun activities for kids including face painting and a visit by station mascot Stormy Stan. The fundraising branch opened the lifeboat shop and served light refreshments throughout the day. Many local emergency services were present and put on demonstrations and displays. Chairman of the La Touche Legacy George Jones said they were “delighted once more to be running this great weekend in association with the Greystones Archaeological and Historical Society.” The Chairperson of the GAHS Ms Rosemary Raughter said “the theme of this year’s event ‘Emerging Ireland Post 1916’ is very appropriate as we conclude our celebrations of the 1916 Rising.” In addition to the many lectures over the weekend the opening session will include an Exhibition by St Laurence’s students on Dr James Ryan former founder and Minister in various Fianna Fail governments as well as being a resident of Greystones. Also included in the opening session on Friday 23rd September is an introduction to Genealogy by local expert Ms Catherine Wright. Heading up a very distinguished panel of speakers is one of Ireland’s leading Historians Professor Ronan Fanning of UCD who will speak on the sub- ject ‘Michael Collins and the strange circumstances of Eamon De Valera’s arrest in Greystones station on the 17th May 1918’. Professor Fanning will be joined by Mr Sean Boyne speaking on Emmet Dalton, including his major involvement in the foundation of the film industry and Ardmore Studios along with his role as Somme Soldier and Irish General. LOCAL Times Tuesday 26th July 2016 WICKLOW NEWS 17 Rent top ups 'a very worrying situation' Sinn Féin spokesperson for Social Protection John Brady TD has raised serious concerns in relation to the ongoing practice of rent top ups being paid by rent supplement recipients to landlords. Deputy Brady was speaking after the Committee on Social Protection met with officials from the Department of Social Protection regarding Rent Supplement and the Housing Assistance Payment. Deputy Brady said: "The practice of rent top ups being paid to landlords by rent supplement recipients is a very worrying situation and one that is becoming far too common. Ultimately, this means that landlords are receiving an under-thecounter payment in addition to the officially declared rent. "Successive surveys by Threshold have indicated that about half of tenants in receipt of rent supplement have to top-up to meet their rent, and three quarters of these are households with children. It has also shown that people in this situation have been left choosing between paying their rent top up, buying food or turning on the heating. "I do welcome that the Department have acknowledged this issue and are taking steps to deal with it through regulations to put an end to illegal top ups for landlords. However, the measure being put forward to do this means tenants need to prove that they are paying rent top ups and the respective landlord must confirm this, which may prove difficult. "It was confirmed at the Committee meeting by officials that recipients of Rent Supplement paying top ups should contact their Community Welfare Officer to have these payments regularised and increases adopted. They will need confirmation from their landlord that they are paying a rent top up. While, the Government did a half job on this in preventing landlords from openly advertising this, it is still a worrying practice and it is happening. "Any measure to help renters is always welcome particularly with the enormous increases in rent across the country in recent years. However, issues with payments such as this cannot be ignored. There must be further regulations put in place to both support and financially assist renters who are struggling as well as to ensure landlords are being responsible and fair to tenants." Pic.Michael Kelly Promise of €5 pension increase must be honoured or older people won't maintain healthy life Peter Kavanagh of Active Retirement Ireland has expressed serious concern that Ireland's older people struggle to maintain a healthy and adequate life on a limited income. Launching its Pre-Budget Submission at the Department of Social Protection Pre-Budget Forum last week, ARI, the country's largest older people's charity, called on the Government to further increase the State Pension. Peter Kavanagh said: "Older people have seen little sign of the recovery we all hear about every day from politicians, as they remind us of how well the economy is recovering. However, this recovery is not felt by so many of Ireland's older population. Instead, they cope with costs of water charges, property tax, increased PSO levies and fuel, on top of all the cuts to valuable supports." Kavanagh stressed that in order for the State Pension, both Contributory and Non-Contributory, to continue to act as a buffer against poverty and restore faith in an adequate income the State Pension must be further increased by a minimum of €5 per week, as promised in the General Election of 2016. The organisation asked the Government to ensure that Budget 2017 contains "sensible adjustments" that reflect the additional costs placed on older people during the years of recession. Mr Kavanagh added: "We are calling on the Government to make sensible adjustments that reflect this increased difficulty older people face, as well as honouring their promise to increase the State Pension." People were high in their praise for the very small committee of eight people who put on a festival to be proud of, with so many visitors, tourists, families and friends travelling home for the event. Not one bed space was available throughout the entire town of Arklow and surrounding areas, with tourists from USA, Germany, Spain and other towns and villages supporting all of the events and activities in a packed programme. Chairman of the committee Colm Moules has thanked everyone for their help and support for this year’s festival, especially the committee of Tina O Sullivan, Mary Burke, Tommy Annesley, Donal Molloy, Dicey O Reilly, Vinnie Byrne, Jim Hoey and all the volunteers who helped out over the weekend. “A Festival of this magnitude requires a lot of time, planning and execution, which started after last year’s event, and we pulled off a fantastic weekend of fun, laughter, music and entertainment,” Colm said. “With a very small budget, limited resources and support for the local businesses we just about managed to cover the costs of this year’s festival. They recently released their EP “Darkheart” and are an act making great waves in the music scene having recently secured a gig at the Rose of Tralee International Festival in Tralee, Co. Kerry in August. Another feature of the festival this year was the busking competition attracting a number of wonderful musicians and entertainers.
