backing another presidential
front-runner, Abdullah Abdullah.
Representatives of Mr. Dostum and Gov. Noor deny accusations that their followers are rearming.
But the market for arms appears strong. “The local warlords and government officials
around here are voraciously buying weapons for themselves.
They are nervous,” said a former
gun dealer in the town of Balkh.
He said the going rate there for
a Kalashnikov assault rifle is
now $2,000, up from $500 three
years ago. “It has become too
expensive for ordinary people.
The only buyers now are the local police commanders and their
warlord bosses,” he said.
As the U.S. and international
forces withdraw, the Afghan government has struggled to control
armed groups, some of which
were developed under the tutelage of U.S. and coalition forces.
Some of those allegedly involved in this week’s violence in
Faryab province were the Afghan
Local Police, village self-defense
units set up by U.S. special-operations forces.
A local government official
said that nephews of the local
militia leader, Mr. Mohammad,
were members of the Afghan Local Police and Afghan National
Police and involved in the clash.
The United Nations and human-rights groups have criticized U.S. and international
sponsorship of such programs,
saying they have concerns about
poor supervision.
“The whole country can sense
the rearming, people can feel it,”
said Amin Nateqi, the former
Balkh provincial head of a Hazara political party. “And no side
wants to be weaker than the
other.”

The incident highlights the
growing lawlessness in Afghanistan’s countryside, where insurgents and rival militias operate

Survivors of Bangladesh Factory Collapse Find Little Help in Recovery

DHAKA, Bangladesh—Nine
months after Rozina Begum
nearly died in the Rana Plaza
garment-factory collapse, she
tried to go back to work as a
seamstress. She didn’t last a
day.
“The sound of the sewing
machines made me want to
vomit,” she says.
Ms. Begum, 26 years old,
was pinned in the rubble for
nearly two days after Rana
Plaza tumbled to the ground in
Bangladesh a year ago. More
than 1,100 people were killed.
She survived by cutting off her
left arm with a saw.
The collapse focused international attention on Bangladesh’s four million garment
workers and their role in a
sprawling, global industry that
sews clothing sold by brand
names world-wide. It exposed
unsafe conditions, low pay and
worker abuse in an industry
that had become a linchpin of
the South Asian nation’s economy.
The scale of the disaster led
to calls for sweeping change.
International retailers formed
two separate pacts to invest in
factory safety in Bangladesh.
The government, under international pressure, made it easier for workers to unionize.
Today, Ms. Begum and her
husband, Saidul Islam, are
struggling to balance their loss
of income with medical bills
and the cost of school for their
5-year-old daughter. And Ms.
Begum has a new dream: To
leave the city and return to the
village her family hails from.
“We’re poor people,” she
says. “Our capital is the
strength in our hands. Now
that I have just one arm, it’s
tough for me here.”
Like many of the roughly
2,500 survivors of Bangladesh’s biggest industrial accident, she says she hasn’t received adequate compensation.

hasn’t received the money.
The Trust says it has sent
money using mobile-phone
numbers registered by former
Rana Plaza employees and that
any who haven’t received a
money transfer should contact
local authorities. The Interfaith
Center on Corporate Responsibility said it would on Thursday call on companies to contribute more to the fund, in a
push backed by 134 institutional investors.
A few months ago, Ms. Begum received 45,000 takas
from the British retailer Primark, a unit of Associated
British Foods PLC, as emergency aid. The government has
also given her savings certificates that produce monthly income of 10,000 takas ($128).
But it isn’t enough to make
ends meet, particularly since
her husband must take time off
from his job at a jute-sack factory to help her.
Ms. Begum’s is the second
generation of her family with
dreams of joining Bangladesh’s
emerging middle class. Fifteen
years ago, her father left his
village for Dhaka with his wife
and two young daughters. “One
day we’ll have a decent home
and a good life,” Ms. Begum recalls him saying. “Maybe I
won’t see it in my lifetime, but
you will.”
When the factory building
came down with a roar shortly
after work started on April 24,
2013, her sewing machine fell
on top of her, lacerating her
left thigh. The machine may
also have saved her life, preventing a pillar from crushing
her completely, she says. “Only
my left arm was under the
beam. I couldn’t move it at all.”
She was a few yards from
her sister, Morzina. Ms. Begum
heard screaming everywhere,
but not a sound from her sister. “ ‘I can’t die here,’ I kept
thinking.”
Rescuers soon spotted her,
but after trying for 48 hours to
extricate her, they gave up.
“I lay and thought about my
family,” Ms. Begum says. “I noticed a bad smell and thought
it was the people who had died
around me. Then I realized it
was coming from my left arm.”
Then, the rescuers gave her
a saw. They told her she would
have to cut off her arm if she
wanted to live, Ms. Begum
says. “I didn’t think about it,”
she says quietly. “It took me
hours. I kept passing out. But
in the end, I did it.”
In a corner of the bed, her
daughter, Rimi, pores over her
books. Ms. Begum, who completed only the fifth grade,
wants her daughter to go to
college. Ms. Begum’s father
says he recently was able to
identify the grave of his younger daughter through a government DNA test. She had been
buried in an unmarked grave.
“Thank God I got one daughter
back.”
Ms. Begum says she has
been told by labor leaders and
government officials that she
will get close to 1.5 million takas in compensation. If she
gets it, she wants to leave
Dhaka and return to family’s
village.
She is also aware of the village social order, and says she
must buy land and build a
house. “I can’t come back with
nothing to show for our time
in Dhaka,” she says. “Maybe I
won’t get there. But my daughter will,” she says.

Foreign-expedition leaders
urged the government in Katmandu to meet guides’ demands
for greater compensation for avalanche victims’ families and
asked the authorities to send police or soldiers to the base camp
to prevent violence, according to
people present.
“We are not in favor of putting army or police” at the base
camp, said Maddhu Sudan Burlakoti, joint secretary of the Tourism Ministry. “We are going
there just to talk to our Sherpa
brothers, and we are sure they
will listen.”
Since the avalanche, one of
the deadliest disasters in Mount
Everest mountaineering history,
Sherpa guides, backed by expedition leaders, also called for better insurance coverage for all
Sherpas and said a percentage of
fees that climbing expeditions
pay the government should be
set aside in a fund for guides.
“This is important. Something
must be done,” said Russell
Brice, a well-known mountaineer
who is head of expedition operator Himalayan Experience. But,
he said, “We can’t close the
mountain.” Whether to climb or
not “must be the decision of
each expedition,” he said.

Nepali officials said they would
fly to the Mount Everest expedition base camp on Thursday to
try to defuse a standoff with a
group of Sherpa guides who
want to halt climbing on the
world’s tallest peak this spring.
Anger has mounted among
some Sherpa guides since an avalanche last week killed 16
guides carrying supplies up the
mountain for foreign climbers.
International expedition organizers said guides opposed to restarting expeditions were threatening those willing to climb.
Some foreign expeditions
have decided to pull out and
climbers have been leaving the
mountain. Their departure is a
blow to Nepal’s burgeoning
mountaineering business, a pillar of the economy in this South
Asian nation, one of the world’s
least-developed countries.
At a meeting at the base
camp on Wednesday, Sherpa
guides said they didn’t want to
return to work this season, citing grief over their comrades’
deaths and safety fears after the
avalanche, according to Suber
Shrestha, a government official
at the base camp who works as a
liaison officer for the Tourism
Ministry.
