(In)Formative weekend at Moldoviţa - exchange of experiences and best practices
concerning women and men movement
Local organizations of women (OLF) and men (OLB) met on
the 23rd to 25th of July at Moldovita (Suceava) for a weekend
of information, training and socialization, organized by ADAM
Moldoviţa and Somepro (Belgium).

There were organized separate workshops according to each
organization's specific.
Women's organizations discussed about domestic violence,
women's movement and collaboration within Vizidom. They
also presented their projects and exchanged experiences on
what is efficient and what is not in OLF activities. One of the
successful workshops was painting the Easter eggs (egg
“inchistrit”), a tradition of Moldovita, recognized at the national and international level.
At the man's workshops the following topics were discussed:
How to develop a local organization for men? Concrete actions
in the local men's organizations (KWB Belgium), etc.., concluding with a concrete action undertaken by men's representatives organizations.
We look forward to the next year's training!
EUROEST – the European celebration at
Slatina Timis!
Year by year Slatina Timis gathers people all over the country
and, more and more, far away from the Romanian borders.
Also this year, from the 5’th to the 9’th of August, at Slatina
Timis good people came all the way from Belgium, Germany
and Ireland, to celebrate the collaboration of three twinned
towns for which distance is not an impediment in action.
The celebration was called EUROEST, and was attended by
representatives from the following towns: Geel (Belgium),
Xanten (Germany), Tydovnet (Irland). Slatina Timis is officially
twinned with Geel, and Geel with Xanten and Tydavnet.
Even though the celebration was threatened by the floods, the
good time and entertainment continued as planned as the
event guests participatea at the following activities:
intercultural exchange by presenting the port and traditions;
2 "Play Days" organized by local youth group in Slatina Timis;
sports activities and competitions;
conference on "Remember 20 years Slatina -Timis Geel;
workshops and discussions about the voluntary involvement
of women in public life and politics or about the European
Year for Combating Poverty and Social Exclusion.
Congratulations on organizing such an event and have a longlasting cooperation!

In our society nowadays, we can see so many people who are denied access to services, goods, opportunities. This phenomenon is called “social
exclusion”. “Socially excluded” people are easy to identify: they are like
“us”, but they are in a difficulty that keeps them from living a normal social
life: it’s poor people, old, foreigners, minorities etc.
Social Exclusion is about income but it's about much more. It's about prospects and networks and life chances. It's a very modern problem, and one
that is more harmful to the individual, more damaging to self esteem, more
corrosive for society as a whole, more likely to be passed down from generation to generation than material poverty. (Tony Blair, Dec 1997)
The concern for “social inclusion” can be seen as the modern version of the
long-held concern for social justice. At a very basic level, inclusion involves

Being “socially included” is a wider experience. It involves
being recognized as belonging to a community and being
accorded the right to contribute to its development.
“Included” people are “empowered” to enjoy the benefits
of society and contribute to it.
Social inclusion is the process by which efforts are made
to ensure that everyone, regardless of their experiences
and circumstances, can achieve their potential in life. To
achieve inclusion, income and employment are necessary
but not sufficient. An inclusive society is also characterized
by a striving for reduced inequality, a balance between
individuals’ rights and duties and increased social cohesion. (Centre for Economic & Social Inclusion, 2002)
Realizing an inclusive society is a task for each of us, to be
given and to assume it. Governments have already made
policies, even whole programmes, directed towards the
relief and ultimate eradication of social exclusion and the
introduction of social inclusion for all.

Challenges and milestones
2010—the European Year for combating Poverty and Social Exclusion
gives the opportunity to all the states
members of the EU to reiterate the importance of actions on poverty. Romania’s program to implement the Year for
Combating Poverty and Social Inclusion focused on national campaigns (Childrens’ Olympics “For the Future”;
national contest “The Journalist - a social actor”) and
other informative events meant to raise public awareness
on the rights of the socially excluded people.
The Millennium Development Goals (MDGs) were
adopted by world leaders in the year 2000 and set to be
achieved by 2015. There are 8 MDGs:
1. Eradicate extreme poverty and hunger
2. Achieve universal primary education
3. Promote gender equality and empower women
4. Reduce child mortality
5. Improve maternal health
6. Combat HIV/AIDS, malaria and other diseases
7. Ensure environmental sustainability
8. Develop a global partnership for development
The MDGs are both global and local, tailored by each
country to suit specific development needs. If these goals
are achieved, world poverty will be cut by half, tens of
millions of lives will be saved, and billions more people will
have the opportunity to benefit from the global economy.
Europe 2020
Faced with the failure of the Lisbon strategy (a 20-year
setback in the economical development of the EU Member
States; crisis and deep recession since 2008; a record
number of jobless people: 23 millions), the European
Commission proposes a new strategy, this time post-crisis,

which, under the slogan "smart, sustainable and inclusive
growth", should fit in all Member States in realizing, in the
next decade, the priorities and objectives below.
Priorities:
smart growth: development of an economy based on
knowledge and innovation;
sustainable growth: promoting an efficient in terms of
resource utilization;
inclusion favorable growth: promoting a high savings
rate of employment in order to ensure social and territorial
cohesion.
Objectives:
• jobs for 75% of the population aged between 20 to 64
years;
• investing 3% of GIP in research and development;
• fulfilling the objectives of "20/20/20" on climate and energy;
• reducing the rate of early school drop-outs below 10%
and increasing the number of university graduates to 40%
of the younger generation’s members;
• reduce the number of European citizens threatened poverty with 20 million people .
The Romanian government also set the national objectives
for this new strategy, with few slight differences:
• jobs for 70% of the population aged between 20 to 64
years;
• investing 2% of GIP in research and development;
• fulfilling the objectives of "20/20/20" on climate and energy;
• reducing the rate of early school drop-outs below 11,3%
and increasing the number of university graduates to
26,7% of the younger generation’s members;
• reduce the number of European citizens threatened poverty with 580.000 people .
How do we promote social inclusion and
fight against poverty?
FDAAM’s initiatives to promote social inclusion through interaction
The poverty we are faced with, in the communities where
we work, is caused, first of all, by a lack of qualitative,
accessible and affordable health care (as services and information).
By facilitating access to a proper healthcare, we can place
people in a proper starting position for getting out of poverty and bring about change in their own communities.
Social contact and support are essential for improving
health and quality of life in a community. The rehabilitation of a sick person is done twice as easy when the person is not alone and abandoned. VIZIDOM initiative is an
example of how people’s health can be improved by activating their social life and, therefore, including them in the
community.
The two health structures developed by FDAAM (CLS Local Health Councils and ADAM - Mutual Help Associations) are working exactly for this purpose.
Part 1. VIZIDOM Home visits service
Both facilitate people’s access to a kind of health care
which is:
developed with and for the whole community;
oriented towards the patients’ needs and determined by
them;
using local resources.
We are doing that due to:
the solidarity between patients and health care providers;
the collaboration between all stakeholders in a community;
the local volunteers and partners.
By improving the health of the people, especially of the
poor, and promoting the capacity of a community to deal
with its health problems, CLS and ADAMs can contribute to
achieve the objectives of poverty alleviation and empowerment of the less favored people.

Powered by volunteers;

Who makes it happen?
ADAM team;
Student volunteers (Social Assistance, Sociology, Psychology, Medicine);

Any person willing to help!.
Who benefits of it?
Alone, old persons;
Disabled, old persons;
Dependents;
People who want to socialize;
Youngsters with a disability.
What’s possible in practice?
Social visits home - friendly conversation;
Reading together;
Shopping together;
Movement indoors;
Light movement exercises;
Visits to the city, going outdoors;
Joint meetings between beneficiaries.
Though 75% of the Romanians living in poverty are in
the rural areas, the rate of impoverishment is now growing in towns, because of the increasing number of jobless
people;
The groups most vulnerable to poverty are the children,
the young and unemployed, the old and sick;
The periods of inactivity of the unemployed tend to
lengthen over two years, as a result of the lack of government policies to stimulate investments and create new
jobs;
The self-employed persons who work in the non agricultural sector are the most disadvantaged at this time, the
poverty rate among them tending by 21%.
Objectives
Manifestation of solidarity towards the disadvantaged
and / or marginalized, but also towards their families;
Improved sociability of the socially rejected persons;
Psychological and moral support;
Help to live in dignity;
Formation of initiative groups which act locally as part of
a national-network.

We are sitting all of us in a small Conference room in
Moldovita County Council. It is a small room full of participants. Romanian and Belgian people all together. Today is a
big celebration in Moldovita. There are 20 years of Partnership between Kruibeke Belgium and Moldovita, Suceava Romania.
The Authority representatives take the floor and speak about
this important moment.
Their voice is full of emotion. Some of the participants cry...
We’re watching at the TV. It’s a DVD brought by the Belgian
partners and we can see moments from the beginning of this
partnership. Some of the people, full of life on DVD, they died
in the mean while. They left the bus...but their name is mentioned and remembered with a sad small smile.

We take ―mocanita‖ (a very old train going through
Moldovita’s houses and landscapes) as a slowly remembrance of the time when the Belgians came, in a winter, 20
years ago, and found this place ―up north in Romania‖.
All Belgians make fun about their old memories. All Romanians (their partners) are not in ―mocanita‖.

They are old and they are sitting at home because they
need more time to prepare specialities for their partners’
meals. In ―mocanita‖ they are Romanian middle aged people: representatives from County Council, ADAM Moldovita
and FDAAM.

With one month before, 20 youngsters from Belgium developed a project in Moldovita in partnership with Moldovita
GLT under the supervision of ADAM Moldovita. They did
their project, they spent their Easter in Moldovita Church
and, when they left, they embraced their Romanians partners and they cried...

News from the local level
ADAM Slatina-Timis - Champion of
Development
Given the strategic plan of ADAM SlatinaTimis for the period 2010 -2015, as it was
approved by the General Assembly and
Board of Directors, the Project Coordinator
John Suru began 2010 by looking to put into practice
those articles and paragraphs which converge towards a
regional development of the association.
The region envisaged for such development is the Western
part of Romania: the counties of Caras Severin, Timis,
Arad, Hunedoara.
2010 is the year dedicated to the development of health
structures and social movements in Caras Severin, for
which purpose the following were already accomplished:
March 2010—successful completion of formal documentation and registration of the Men Organization of Golet
and establishment of a schedule of activities.
April 2010 - a first discussion on the forming of a women
group in Golet.
April 2010 - comes with an opportunity to create a Local
Health Committee in the Bucosnita village.
May and June were devoted to setting up a working
point of Adams in the Luncavita commune, village Verendin.
June the 1st comes with the official opening of the dental cabinet in Verendin. Besides the access to dental care,
ADAMS provides its members from the village Luncavita
with an information center where they can access health
information of general interest and a rental center
(medical devices and recovery materials).
July and August were the months when it was decided
to set up men and women organizations in Verendin and
Armenis.
Early September gave opportunities to establish a LHC in
Zagujeni and to follow-up the collaboration with the Center for Children.
In all these localities information is already being spread
about the posibility of developing health services such as
the “Assistance of the Sick” and “Vizidom”.

ADAM Iasi is in the business
The Romanian context in which the health system is adrift
and the care for people degenerated in a hunt of people’s
money, the mutual system remains the only hope for
transparency, good common sense and proper care.
In Iasi people begin to understand the concept of mutual
association and realize that only through solidarity can we
promote a healthy living and a fair standard of life in common.
In our Health Store we offer for sale (at social prices) various natural remedies and specific care products for older
people, with incontinence problems, as well as for those
confined to bed.

Also, due to the Mediotheque service, we offer to our
members different rehabilitation equipment such as
crutches, walking frames, wheelchairs, aerosol devices.
We have negotiated special discounts for our members in
our partners’ cabinets: on the "ANGELMED" Passage of
Banu No. 12 (next to the National College) and at the rehabilitation "Gym Centre 'in Union Square No 2.
In addition, we announce the launching of the new service
"VIZIDOM” - home visits for immobilized people, which is
offered under the careful guidance of Andreea Anamaria
Ursache, coordinator of the volunteer service.
By the way, have you have paid your dues this year? if
not ... we are waiting for you to visit us at our headquarters in the Petru Movila Street No.3.

ADAM Cluj develops new services
Due to the authorization obtained from
the Districtual Agency for Social Services
— Cluj County, subordinate to the Ministry of Labor, Family and Social Protection,
ADAM Cluj has now the right to practice
various primary social services, such as:
Social needs assessments, for individuals, families and
groups;
Information about patients’ rights and obligations;
Anti-crisis actions and other measures to reduce the effects of the recession;
Anti-exclusion measures and actions, meant to protect
the people in distress;
Advisory activities and services;
Measures and other actions aimed at preventing or limiting situations of difficulty or vulnerability, which can lead
to social marginalization or exclusion.
In the new services’ program developed by ADAM Cluj is
also to be included the VIZIDOM service. We hope that
VIZIDOM will succeed in Cluj and be an example to follow
for the other structures under the umbrella of FDAAM.

ADAM CLUJ also announces: service discounts
up to 25% at the working point in Focsani
As it has accustomed us, with discounts for medical checkups, ADAM CLUJ - working place in Focsani now comes
with a novelty in the field: associations’ members will

2-3-4 of August : ADAM Moldovita
opened the box
In alignment with the 2010 Strategic Plan
of developing CLS-es from Romania, between the 2nd until the 4th of August in Moldovita (Suceava
county) there took place the Local training in writing down
project applications. The training was attended by participants involved as members in ADAM Moldovita, GLT
Moldovita, OLB and OLF Moldovita. People from communities surrounding Moldovita came also to this local training
and found out more about Mutual Associations. They were
developed skills in identifying resources for developing
local plans through projects. There were made specific
applications on Action 1.1 (Youth in Action Programme),
Grundtvig Senior Programme and Grundtvig Workshop
Programme. Until February 2011, when the deadline for
applications is, all participants have to build their projects,
to find more partners in the Romanian community and
also in the European community for growing project’s
quality indicators.

To support the completion of this ambitious
project, the Belgian
partner has already
sent a first tranche of
5000 Euros. The money
is raised through fundraising activities (sale of
Romanian wines), organized by the Romanian Committee volunteers in Zaventem.
At their turn, the volunteers of CLS Stremt closely coordinate the work in the building and actively seek other funding sources for the later renovations. "If all goes as we
expect, we hope to open the Socio-Medical Center in less
than a year," said Onita John, local coordinator of CLS
Stremt.
The center will provide access to socio-medical services to
all the 2932 residents of Stremt and of the neighboring
villages.
Reading glasses for elderly people in Viscri
The volunteers of CLS Viscri, with support
from the Romanian Committee of Glabbeek,
have added another action in their program: reading
glasses for the elderly people in their village. To begin with
it, the Romanian Committee of Glabbeek provided several
pairs of reading glasses. The CLS volunteers then made an
appointment with adults (especially elderly) and everyone
could try several pairs to find the right one. At the end,
they made a list of beneficiaries and the total of glasses
needed, by size. Once the spectacles were sent from Belgium, the CLS volunteers distributed them to the villagers.

Stremt are working together to develop a socio-medical center
From now on, residents of Stremt have at least one reason
for joy: for themselves and for the future generations is
arranged a socio-medical center is being arranged, in the
former building of firemen, right in center of the village.
The Local Health Council of Stremt (county Alba) has already started to work on the building division, which offers
possibility to arrange: a family medicine practice, a pharmacy, a waiting room, two health bodies - at the ground
floor, while upstairs, in time, there will be arranged a conference room and a dentist office.
