Lars Gemzøe, Gehl Architects Cycling is mobility – but there is much more to cycling than mobility. Mobility involves also much more than cycling. The presentation covers the combination of people on foot, people pedalling and people in transit….also with cycles. The main focus is on active mobility - mobility where you have to use your own body to do the work. Data about what people actually do in public spaces of the cities has changed the understanding of what matters for urban quality in daily life. More and more cities are recording urban activity on foot and on cycles and not only relying on the data about car traffic for planning purposes. The changing role of urban life and the importance of data will be illustrated by examples from Copenhagen and Melbourne, Australia. 12.30-13.30 Lunch break 13.30-15.00 Cycle planning in Copenhagen – The political process The presentation will be based on 10 years of experience in the political processing of cycling proposals at the Copenhagen City Hall - combined with knowledge from colleagues in other cities - mostly in Europe. The key to success in decision-making is to cover both the technical issues of cycling proposals - and to understand and predict the political pattern that will adopt the cycling agenda. On this background, the first goals for Copenhagen cycling was agreed upon in a Cycle Policy by the politicians some 12 yeas ago. Goals at that time included a modal share of 40 % cycling in commuting to workplaces and education situated within the municipality, a 10% increase in cycling travelling speed to make the bicycle more competetive and that 80 % of the cyclists eventually should feel safe in traffic. 10.30-11.00 11.00-12.30 Coffee break Design of cycle infrastructure –different practices in Embarq collaborating countries and other countries. In line with the fact that Copenhagen cannot be copied, we will challenge the participants to find ways of translating the designs they see in Copenhagen to the context of the cities they are working in. 12.30-13.30 13.30- Lunch break Creating safe infrastructure for cyclists - traffic safety measures -traffic safety data collection. Carsten Wass, Consia Consultants Cyclists are vulnerable. It is ten times as likely to sustain an injury per kilometre driven for cyclists as for cars. If other risk measures are used the result will be different, but if we want to substitute car travels with bike trips the risk per trip should be used. If public transport is used on part of the trip the risk will be reduced considerably. But very few are involved in accidents compared to the total population of cyclists and therefore the health benefit from cycling by far outweighs the negative consequences from accidents. -17.00 Coffee break Hands-on workshop designing safe biking facilities with case from EMBARQ projects in Turkey. The participants will analyze police information about the accidents from a number of black spots, draw collision diagrams and construct a hypothesis for the accidents, based on the information and the analysis. Gehl experiences from around the world Learning to do things differently – the journey to change. The lecture starts with the experience of what works in Copenhagen and the approach of integrating walking, cycling and public transportation into high quality public space and then takes this experience to other places. The Copenhagen experience comes from a holistic approach, recognising the need for an enjoyable human experience. Cycling is always placed in a wider context of living in the city. There is no way of “Copenhagenising” other places – but elements of the Copenhagen approach can be reinterpreted to the social, economic and environmental context of other places. A vital part of the story is about changing mind-sets: the changing of culture starts with people and their understanding of their environments. Since 2008, the City of Copenhagen has been working with a new design of the two main shopping streets, Noerrebrogade and Amagerbrogade. With the projects the City of Copenhagen wants to improve streets functioning as a commercial street, creating better conditions for pedestrians and cyclists and public transport. To achieve this objective, it has been necessary to reduce car traffic. Bicycles, pedestrians and buses are given priority over car traffic. In both districts, citizens and shop owners had strong opinions on the future design of the streets. Mathias Sdun, COWI The session aims at highlighting the possibilities and challenges with implementing bicycle facilities i a existing infrastructure. With base in examples from the City of Copenhagen a variety of safe bicycle solutions will be presented. The solutions will emphasis give way intersections, signalized intersection and bicycle facilities in one way streets. Due the introduction presentation a variety of examples and their consequences are presented as inspiration for the workshop part. The examples are of more general approach and therefore suitable for use in other city, countries and more. Furthermore some examples of safe bicycle solutions for both “give way” and “signalized” intersection will be presented. Beside bicycle equipment, the design of bicycle infrastructure has a major impact on cyclist safety. In the Copenhagen Bicycle Account it is also documented number of accidents involving cyclists, miles of new bike lanes, modalsplit and some other things. At present, we function as the interface between all relevant players in the field of cycling. This effort is based on direct lobbying as well as consultancy, innovation, and campaigns. Nowadays our work is not against cars, but for the happy coexistence between different ways of transportation – with the wish for a healthy and sustainable development of the Danish transport sector as guideline. Cycling should be a safe, fun, easy and obvious choice everywhere in Denmark. We were able to address very important issues with a lot of detail – such as how to handle conflicts involving left turning cyclists at intersections, or how negotiate conflicts between buses, cyclists, and passengers at bus stops. One of the key takeaways for me was that it’s more than just about creating bike lanes; the key is all the support infrastructure that accompanies the bike lanes and makes them successful – planning, legislation, insurance, parking policies, etc. By Cüneyt Cetintas, Kocaeli Metropolitan Municipality, Turkey: I’m working for Transportation Department of Kocaeli Metropolitan Municipality in Turkey. We have constructed about 32 km of bike lane with good quality but we have few users. I have always been curious about where did we make he mistake? Why people do not use these bike lanes efficiently? The masterclass helped me out to understand the nature of bike world. I understood that constructing very well bike network is not enough to attract people for biking but also it must be placed to daily life as a culture. So as Gehl architects said: “It is not just hardware or software. Biking culture is both of them”. We have to think what is going on down the city beside doing master plans. How does the city move? How do people live their life and what actually do they need to have a livable city? For these statements the masterclass helped me a lot. I hope I’ll meet such nice people and have a chance to work with them again. 1 1 ANNEX 6 By Cigdem Cörek, EMBARQ-Turkey: As we mentioned in Copenhagen, we are working on a 'safe cycling design manual' for Istanbul. We are conducting semi-structured in-depth face to face interviews with central and local government representatives. We have also prepared a survey sheet by getting opinions from some non governmental organizations and academicians from transportation departments of universities. We are planning to apply them to bicyle users in İstanbul and learn their needs, thougts and expectations. I can say that the masterclass help to form not only the survey sheet but also the framework of the whole process. By Ben Welle, EMBARQ Senior Associate: EMBARQ is preparing a guide for cities where it works on safer design through traffic calming, pedestrian space and providing better bicycle infrastructure. The Masterclass occurred during the development of this guide and helped inform how to provide guidance to cities on the design principles, benefits and application of bicycle facilities from the Copenhagen experience. This included key elements on increasing safety at intersections, proper segregation of bicycle traffic from motor vehicles and concerns over bi-directional bicycle lanes. The guide as a result has improved and will help cities in countries where EMBARQ works to consider safety more in their design of bicycle lanes. In addition, the masterclass was helpful to EMBARQ in how it considers bicycle infrastructure in the construction of bus corridors in Mexico and Brazil, as well as a follow up work to a previous EMBARQ report and project to improve bicycling facilities within Brazil’s favela communities. Suggestions By Marta Obelheiro, EMBARQ-Brazil: Suggestions: 1. The program did not include the topic of integrating cycling + public transport (in more details). For us at EMBARQ it was not necessary because we already know about the importance of integration, but for other audiences of the masterclass it may be useful/interesting to include this topic. 2. We missed some time during the week to have the opportunity to know the city and visit touristic sites. 3. It would be great to have more time to take pictures during the site visits, because we could abserve many infrastructure solutions (not only for bicycles) and didn’t have time to document it. 4. At the discussion of case studies, a wrap up with the recommended solution was always needed but not always happened. It would be good to receive more feed back and ideas from experts. 5. I would like to receive more info from Anne on the black spots work (how they are identified, what counter measures are adapted, impact evaluation etc.) By Brenda Medeiros, EMBARQ-Brazil: Suggestions: 1. Explore the connection to public transport 2. Allow more time for people taking pictures during the bike tours. Some solutios are very interesting, but we didn’t have time to document it. 3. Give more feed back on case studies. We want to hear more of your opinion. You are the experts! Most of the time we only showed our cases and discussed possibilities. But it was hard to wrap up with a solution. General comments - The duration of the course was: Great! With less time it would be impossible to cover so many topics and to have the great discussions we had. - Some case studies could have been better prepared or oriented. It would be good to have a break in the middle of the week. 7 days is a bit tiring. Maybe one afternoon. Some sections could be more explorated, more focus on how to do and not only presenting what was done. - 7 days were too long. If you complete the agenda in 5 days, it will be great. I think we should watch the film-human scale in Gehl Architects own place. And again David Sim should make his presentation in Gehl. Wednesday was complicated. Friday’s Bicycle Account presentation was inadequate. He only showed what they did before. It was not “education”. Saturday was disappointment for me. We did nothing but we spent all the time. I think the Saturday presentations will complete on Friday. - Everything was on time. This was really important to have clear times. It will be great if we had some cases about methodology. And urban planning aspects seems to be missing. Especially design was too long. Some sessions were great about learning. - 2 2 ANNEX 6 - I think my participation generally was rate 1: Very good, but last day it was rate 3: Okay - Timing was great. Great facilities. The course logistics and information was very very good. The whole experience was excellent but I will appreciate time for knowing the city. - Thank you Lotte and Andrés for everything. Although to my half English it was really useful for me. - There should be a lesson/training about how to ride a bike (rules etc.) in the beginning. On site activities are very useful but a group of 10 or less would be better. You cannot hear what the trainer tells in a crowd of 20 people. And you cannot ride easily. You always wait for the rest at the lights. I think it would be better to divide the group. - Actually more time should be allowed for workshops. Because workshops were really interesting. Cycling in the city was awesome (fantastic) but it was a little bit exhausting - Overall, I can not descripe the importance of actually witnessing the integration of bicycles in urban transport. Moreover, I would like to thank each and every person for sharing their time and experiences with us. Last but not least Lotte’s professional approach to our group needs congratulations. Through UN-report it was shown that there were more injuries between bicycles than between bicycles and cars. The participants seemed to be very interested in this class and how they could use this for themselves in their countries. - The participants used their knowledge to create a discussion on different initiatives highlighted by Carsten. There was a really good discussion about bi-directional paths. Knowledge were shared and the advantages and disadvantages was highlighted. - Many questions were about how they could do it. Detailed presentation of method, indicators and questionnaire Trainer: Ulrik Djupdræt, City of Copenhagen Main impression of the professional presentation - Ulrik is using bicycle account in Copenhagen to show the advantages and disadvantages about doing a bicycle account. - It is easy to hear he knows a lot about it and that he have been quite involved in the cycling account in Copenhagen Municipality, but he seems a bit nervous. - Ulrik took the time to answer the questions from the practitioners. If needed he even went in depth with some of the more technical stuff to answer the questions. - The presentation went a bit unstructured because of the questions from certain practitioners and the led the discussion to something related to the slides. - Copenhagen bicycle account 2006 was handed out to the practitioners and Ulrik went through it together with them. Analyzing the different parts in it. - The presentation went into a discussion between the different practitioners. Maybe Ulrik should have stopped them. But again they also had time to reflect and have a really good discussion. Activities and exercises used for the involvement of the participants - The practitionmers was divded into groups and made a dummy account and then present this dummy account. - 2 groups: 1 turkey, 2 Brazilian, American and mexican. - Questions time is also scheduled. Participants' involvement in discussions and workshops - Practitioner asked good questions about the mode share of Copenhagen and the greater Copenhagen. - It seemed like some of the practitioners were a bit tired. - Ulrik was also questioned about the methods by the practitioners. - The practitioners who were awake wasn’t afraid of asking questions to Ulrik. - One practitioner were very interested in knowing something about how the data was gathered and questioned some of this. It became very technical. - There was a really good discussion between the practitioners about a uncertainty in the bicycle account. The practitioners said that after this week they need to allign their numbers. So they started to reflect how they could use this. - Discussion about promoting cycling without improving infrastructure because this will create accidents. - Discussions about their different cases from their cities. Main impression of the participants' academic achievement The turkey group tried to relate to a real case they are going to do. So they reflected on what the could do with this new knowledge. The second group just in general discussed what could be interesting for them in their country. Turkey: First get and understanding of best practices around the world. Then secondly get a knowledge about the situation in their country, demographics etc. Conduct surveys so they can compare data. Brazilian: 3 parts: First understand what people thinks. Second part with numbers of modal share, kilometres, cost etc. Third show people what we are doing, what are the goals, how will we achieve these. 11 11 ANNEX 7 Friday 10 May Session: Introduction to the work of the Danish Cyclists’ Federation – Building a cycling culture in the cities where EMBARQ is working Trainer: Trine Juncher Jørgensen, Danish Cyclists’ Federation Main impression of the professional presentation - a good and clear presentation of the role and influence of the Danish Cyclist Federation - Presentation of the varoius projects the Danish Cylist Federation are involved in. -The next presentation from the two members of the Cyclist federation was a bit more confusing and maybe not very usefull as the presentaion had a very narrow focus on two rather small projects in Copenhagen which was explained in a lot of details. Activities and exercises used for the involvement of the participants - The participants were involve in the presentation and had two point out barriers in their home country. - There were also a round of presentations and the participants asked a lot of questions along the way. Participants' involvement in discussions and workshops - Many of the participants seemed tired after many intensive days of learning, however, there were still quite a lot of questions. Main impression of the participants' academic achievement - Highlighted the importance of having a national cyclist federation that promote and preserve the conditions for the cyclists. The Cycling Federation has a very good partnership with the planners from the City of Copenhagen and are always asked for advice when they are planning or inplemting infrastructual changes. 12 12
