Board Highlights

Lori Martinez, Community Relations Coordinator, reported on behalf of the Hearing and Architectural Review
Committees for the month of June. The Hearing Committee had invited 25 homeowners to hearings, of which
11 were recommended for fines due to property maintenance issues. The Architectural Review Committee
considered 18 applications, all of which were approved .
There were 2 Over-The-Counter approvals.
THE FOLLOWING IS A SUMMARY ONLY AND NOT
NECESSARILY EVERY ISSUE TO COME BEFORE THE
BOARD OF DIRECTORS.

Pabich and Marisa Mallory attended the July 10, 2012
Board of Directors meeting.
Staff in attendance included Susan Janowicz (General
Manager), Jeff Leinen (Operations Manager),Tammy Vega (Finance Manager) and Lori Martinez (Community Relations Coordinator).
Eagle Rays Swim Club had a fundraiser scheduled for
July 12th.
Pat Schiada, Treasurer, reported on behalf of the Finance Committee. For the month ending June 30 finances were $22,000 better-than-planned, and $49,400 betterthan-planned year-to-date.
Tom Rosas, Co-Chair of the Lake Management Committee, reported on their June meeting.
 The Committee meets monthly to review the condition
and quality of the lake, lake operations, lake usage,
environmental concerns/issues, boat usage and
maintenance, fish, lake consultant reports and staff
reports, and much more.
 The lake clarity was reported to be 33-36 inches in
June, with temperatures slightly rising due to the summer heat.
 Boat checkouts on Mother’s Day was 37 which reflected a much higher usage than in years past (way to go
dads!).
 Two paddle boats were purchased and one paddle
boat was removed from the fleet.
 There were 92 participants at the Fishing Derby.
 Additional instructions will be given to homeowners
when checking out the larger Duffy boats.
Homeowners Forum offered an opportunity for residents
to address the Board of Directors with any questions, concerns or comments. Topics of discussion and comments
included music in the Clubhouse. The Board of Directors
instructed staff to have background music play in the
Clubhouse at all times to offer a more welcoming atmosphere.
The Board of Directors took the following actions:
 Approved June financial statements
 Approved suspension of one homeowner due to delinquencies
 Approved fines for eleven homeowners due to property maintenance violations

Connie Alford, Chair of the Recreation Committee,
advised the Board of the following activities:
 The Spaghetti Dinner was cancelled due to low participation.
 The last Bingo Night raised $618 for the Holiday Tree
Lighting Project. The Committee also decided to
charge $5 more the day before, to encourage participants to sign up earlier.
 There were 92 kids at the Fishing Derby (40 were
East Lake kids/friends and the remainder were from a
local Boy Scout Troop).
 The Committee decided to purchase lighting decorations for next year’s Patriotic Boat Parade.
 The Pool Rules were reviewed with recommendations
made to the Board regarding the age restrictions of
the Jacuzzi usage
 Plans are underway for 2013.
Jeff Leinen, Operations Manager, reported on behalf of
the Landscape Committee. Monthly walkthroughs are
conducted at all facilities and lake perimeter to inspect the
landscaping and work performed by the Association’s contractor.

The General Session was adjourned at 8:08pm. An
Excutive Session was held following the General Session to discuss litigation, matters relating to the formation of contracts with third parties, member discipline, personnel matters and member delinquency or
payment of assessments/fines.
The next meeting is scheduled for Tuesday, August 14,
2012.
If you would like to have a matter addressed by the
Board of Directors, please contact Susan Janowicz,
General Manager no later than the first Tuesday of the
month. The matter will then be added to the agenda for
discussion and consideration at the following Tuesday’s
meeting. Please drop off to the Clubhouse or e-mail to

The third month of Fiscal Year 2012/13 reflected income over budget by
$17,548 and expenses under budget $4,905 for a net variance of $22,453
under budget. The increase in income was primarily due to higher than
expected escrow closings and Swim Club participation this month. The
Management team is continuing in keeping administration costs low which
created the net effect of lower expenses.
Congratulations to our Swim Club Team for reaching close to full enrollment levels.
Civil Code Section 1363.05 (The Open Meeting Act) requires that before a Board may discuss a matter in open session, the proposal must first appear on an agenda published
to the membership. Agendas are available to the membership four days prior to a scheduled and noticed Board of Directors meeting. The agenda will be posted at the Clubhouse and on line at www.elvca.com for homeowners’ review.
The Finance Committee meets the second Tuesday of the month at 6 p.m.
The Committee is responsible for overseeing the spending of the Association including operations, committees, clubs and events. We always welcome new participation.
Our next meeting will be held on Tuesday August 14, 2012 at 6 p.m.

The Board may only discuss items on the published agenda;
however homeowners may still speak on issues not on the
agenda during Homeowners’ Forum. The Board or staff may
briefly respond to statements made or questions posed by a
person speaking at a meeting.
This law does permit the Board to take action on an item not
on the agenda if the Board determines that: (1) an emergency situation exists; (2) there is a need to take immediate
action that came to the attention of the Board after the agenda was posted and distributed; or (3) the item appeared on
an agenda that was posted and distributed for a prior meeting within 30 calendar days prior.

Attention Parents!
Summarized Guest Policy
The Staff at East Lake would like to ask you for your
assistance in reminding your children about
appropriate behavior, the need for an East Lake ID
card, and the guest policy when at any of the East Lake
facilities.
Club/Rec Area - 2 guests per resident or
6 guests per household, if the owner is present.
RCII and Heritage - 2 guests per resident or
6 guests per household, if the owner is present.
As a reminder, children may have no more than 2
guests at the Clubhouse, basketball/volleyball courts
and they must have their East Lake ID card. (Children
who have passed the swim test may swim in the pools
without adult supervision when a lifeguard is on duty,
but may not bring guests.)
RCII Workout - No guests permitted.
Certified Fitness trainers permitted.
Basketball Court - 2 guests per resident or
6 guests per household, if the owner is present.
If problems arise we will ask the child to leave. If necessary, ID cards may be revoked and privileges suspended.
Volleyball Court - 2 guests per resident or
6 guests per household, if the owner is present.
Pools - Children under 14, no guests without an
adult present. 14 years of age and older, 2 guests
per resident or 6 guests per household, if owner is
present.
Swim Diapers
All children who are not toilet trained need to wear
swim diapers at all times while in the water.
Defecation/pool contamination causing the closure of a
pool will be billed back to the responsible Homeowner
at a minimum cost of $125.00. Staff members will be
checking children. If they do not have swim diapers
they will not be allowed to enter the water.
8-13 years of age may swim without an adult if they
have passed a swim test, have a parent waiver on
file and a lifeguard is on duty.
Boating - 2 guests per resident, of up to a maximum
boat capacity.
Fishing - Ages 8-17 must have a signed Fishing Rules
Acknowledgement on file. Ages 8-13, 2 guests per
resident. 14 years of age and older, 4 guests per resident or 6 guests per household, if owner is present.
Digital ID Cards Required!
Please stop by the main Clubhouse any day between 9am-5pm to obtain an ID card. You will
need to bring photo ID and proof of residency.
Homeowner may not exceed a maximum of
6 guests per household.
There is a $10 replacement fee for lost cards.
ID cards are REQUIRED for use of any of the facilities and lake.

Monday and Friday consists of strength, anaerobic,
and interval training. Wednesday is dedicated to
hiking, walking, or running (whatever you are capable
of) on the beautiful trails of Yorba Linda.
Campers should bring – mat, 5 or 8 lb. weights, water
and a towel.

MAH JONGG PLAYERS WANTED
Hand and Foot Card Club!
Existing Mah Jongg group would like additional players.
Both experienced and beginning players are welcome.
Mah Jongg is an ancient Chinese tile game which requires
skill as well as luck. If you don’t know how to play, we will
teach you in one-on-one sessions until you can comfortably play in a group setting. We play on Wednesday evenings from 6pm-9pm at the Clubhouse. We are a friendly
and fun group and you are welcome to come by any
Wednesday during play time and check us out!
We meet the second and fourth Tuesday of the month
from 1 PM to 4 PM. Hand and Foot is a card game that
requires a partner, so if you’re interested in playing, grab
a partner and join us. Currently, we have 3 teams that
have signed up.
It’s a very easy game to learn, so even if you don’t know
how to play, we’ll show up early to give you a quick lesson your first time out.

Craft & Color
Craft and Color is a fun group that provides children of
preschool age and under with a safe place to play. We
will be meeting at the Wader Pool at the Clubhouse on
August 6, 14, 20, and 28 from 10am-12pm. We will be
meeting at the Heritage pool on Friday August 24 from
10am-12pm.
Ladies' Bunco Night
New Members Are Welcome!!
Come play Bunco with a great group of women!
We meet on the 3rd Tuesday of every month at 7pm at the
Clubhouse. The next meeting will be on
Tuesday, August 21.
It's also an excellent opportunity to talk to other parents
and learn more about our MOMS Club. We will provide a
different craft/activity at each Craft and Color (holiday
crafts, coloring, play-doh, etc.). Bring your little ones and
join us for some fun!

Swim Club News
The East Lake Eagle Rays Swim Team has been busy
participating in swim meets, hosting fundraisers and of
course practicing! The team is always accepting new
members, beginner to experienced, and we would love
you to join us.
The Team held its annual swim-along at RCII on Thursday, July 12. A total of 29 participants swam 2,749 laps!
This is the teams’ biggest and most important fundraiser
of the year. Proceeds from this fundraiser are used to
pay the heat for the RCII pool from November to March for the swim club and any East Lake resident who would like to swim in the winter. Last year the swim club paid $18,000 in heating bills to
keep RCII pool opened and heated from 3-7pm for November though March. We are still collecting from our sponsors, and we will report back next month. Thanks to parent volunteers Susi
Kahn and Carrie Walker for coordinating this fundraiser.
Summer is the busiest season for swim meets and the Rays swimmers have done well in their
competitions. The Rays finished 5th overall at Orange County Swim Conference Pentathlon
meet. Congratulations to the following swimmers who
earned a top ten finish in their age group!








It is very difficult to make the cut to qualify for this meet. We would like to congratulate our swimmers for working so hard and our wonderful coaches for their commitment to our team!

The chartered bus leaves the Clubhouse at 3:30pm. Show starts at 8:30pm and ends at 10:30pm. There is
plenty of time before the Pageant starts to have dinner, walk around Laguna Beach and enjoy the Festival

Bingo Etiquette
Bingo is a well-known game that involves chance and good luck. The basic premise of the game involves the
random selection of numbers for the opportunity to win prizes. As with any kind of activity, it is smart to be
aware of the proper etiquette and protocol before you play the game.
Respect
Please show respect and common courtesy towards bingo callers, as they exert absolutely no control or
influence over the winning numbers. The only time it is acceptable to make a comment is when the caller is
simply inaudible or speaking too rapidly and you cannot understand him.
Stay Quiet
Most people concentrate very deeply on bingo, especially during the calling out of numbers. Please show
respect for the other callers by staying quiet for the entire game. Abstain from chatting with your friends or
people sitting near you. Turn your cell phone off or keep it on "vibrate." Some players may be hard of hearing
and if you talk over the numbers you may cause someone to miss out on winning
Personality
Show your personable side at bingo games. After all, bingo is an interactive activity that involves being
around a lot of other people. Bingo is not solely a game for winning -- it can be a fun and rewarding
experience that helps you to make a lot of new friends that have similar interests to you, as well.
Calling “Bingo”
If you are so lucky that you have winning numbers, make sure to say "Bingo" in a clear and loud manner. If
you mumble "Bingo," people may not hear you. Also, if you are going to call out "Bingo," double check to
make sure you really have it.
