William Harlow was arrested in Ocoee,
by Orange County Sheriffs, in January 1983.
Charged with a single count of Lewd and
Lascivious Act Upon a Child, Harlow was
accused of fondling a twelve year-old girl. He
told police he had been assaulting the child
since she was age eight. He also told police
he had been assaulting another girl for approximately four years since she was age
nine. He was sentenced to serve fifteen years
on probation. In 1988 he moved to Illinois.
One year later, he was arrested for exposing
himself multiple times to a girl under the age
of twelve. He was sentenced to serve one
year in jail for violating the terms of his probation. Harlow is not listed on the Florida
Sex Offender Registry since his offense occurred prior to the enactment of the law. There
are no restrictions on his ability to live near
schools or other places where children congregate. He is no longer on probation.

Garland Bryant was arrested by
Melbourne Police in February 2003. Charged
with a single count of Lewd Molestation, police said the forty-five, year-old Bryant fondled
a fifteen year-old girl. The teen said she was
touched sexually more than twenty times over
a six-week period. He served five years in
prison on one count of Lewd Conduct on a
Minor. Bryant is not on probation.

When the very young are being hurt in subtle and discrete ways,
Patience and Courage wait nervously together for Justice to arrive.
It began at bath time on an evening nearly
four years ago:
“ Daddy puts crayons in my poo-poo...”
Pauline looked down at her three year-old
son, shivering in his towel. “...and he puts crayons in baby’s poo-poo.”
The boy was speaking about his biological
father and baby brother - age two.
Months later, Pauline saw another troubling
thing at bath time. The two boys naked and
giggling, touched the tips of their genitals together yelling “Connect...connect!”
Pauline asked where they had learned that
game. Both boys answered “Daddy”
She made arrangements for the boys to visit
a child psychologist. After interviewing them
both, the therapist filed a report with the Department of Children and Families. He asserted
that the children were being sexually abused
by their father.
The children began to report occasional
touching. Tickling sessions would include a
touch to the child’s genitals, seemingly innocent father-son wrestling matches would find
the children held in such a way that dad’s privates would rub against their buttocks.
More than two years after the first suspicions
arose, police advised Pauline to remove the
children from the house. They warned her that
she could be arrested for failing to protect the
kids.
The father volunteered to take a lie-detector
test. The results showed that he was deceptive when he denied touching his children sexually. The examiner said the test showed “deep
failure.”

“I couldn’t believe nothing was happening,”
she explained, “I thought the cops would come
and take him away!”
Police made a video interview with the older
boy to use as evidence for a criminal case. But,
the child, barely three, only cried.
Pauline scowls and shakes her head: “He
just couldn’t say it the way he did with the therapist.”
The battle for custody had begun in court.
The judge ordered a restricted form of visitation
for the father. An adult supervisor had to be
present whenever he visited his children. But
the judge allowed the father to take the boys to
church on Sundays without a chaperone.
The children reported being touched in the
father’s vehicle while parked in the church lot
prior to the mass. They also reported being
touched in the crotch and buttocks during the
church services.
The mother nods her head as she speaks:
“He distracts them with some activity like following along in the song book while singing a
hymn. Then, using the book to cover his hand
he makes his move. He makes the touch. Each
child gets it during the service. He plans it meticulously.”
Pauline enrolled in a training program for families experiencing incest.
“We learned about grooming and the kind of
touching my kids were reporting.”
“Pedophiles will touch children repeatedly in
their private areas in order to desensitize them.”
says Donna Davis of Protect Our Children,
“They are trying to condition the child to accept
this kind of contact...preparing them for the day
when the full blown abuse begins.”
Pauline contacted the children’s charity
shortly after her husband failed his polygraph
test. She enrolled in a program called: Parenting
the Victimized Child.”
“It’s a kind of informal coaching,” Pauline explains, “They help me make decisions based
upon sixteen years of experience with cases like
this.”
She is now in her third year of participation
with the group. The unsupervised church visits
have stopped, but the supervised visits continue.
Six months ago, police were called by a
teacher at the boys’ elementary school. He saw
drawings in the child’s notebook which seemed
to depict abuse. Police made a second, recorded interview. To date, no arrest has been
made.
Police must make a case involving the most
serious crime short of murder. Their job is to
paint a clear picture of abuse rendered through
the perceptions of children: the oldest of whom
wants to be a fireman when he grows up, the
youngest...a fire truck.
If law-enforcement can accomplish this, they
will hand the picture to prosecutors. Attorneys
for the state now have the task of hanging one of
the largest paintings in the gallery on these two,
tiny nails.
The boys are now five and seven years of
age. Protect Our Children continues to support
the mother in her quest to make them safe.
“She got the abduction lecture,” Says Davis,
a long-time Director with the group:
“No one ever admits they plan to run with the
kids. But, what protective parent would not consider such a thing? We tell them the perpetrator would likely wind up with full custody.”
In court, the legal storm rages. She is on her
second attorney, he is on his third. Multiple
judges have presided over the case. The father
has filed for divorce and the issue of custody
remains pending.
The man who is now Pauline’s ex-husband
continues to deny the sexual touching. His attorneys have painted her as a vindictive and ruthless ex-spouse, prompting the children to make
false allegations.
She has been characterized by case workers as “hypervigilant” and “overprotective”. At
one point, she was asked to sign a “contract”,
promising to relax her protective grip.
The children often balk at the prospect of
spending time with their father, refusing to go
along when he arrives to take them for his biweekly visits. Pauline makes video recordings
of them, crying and whining at these moments.
This local mother has learned to document
and record. She is determined to give her sons
a voice even in the vernacular of children. Pauline
reaches out to professionals, and keeps close,
the friends and family who stand with her.
She fights.

Adrienne LaFlamme was arrested by
Palm Bay Police in June 2008. She was
charged with 24 various counts involving
sexual activity with minors. Police said
LaFlamme had sex with two males ages
17 and 14, while employed as a classroom teacher at Brevard Juvenile Detention Center. According to victim statements, LaFlamme also provided the juvenile inmate with drugs, and allowed the
older boy use of her vehicle after his release from the center. A telephone conversation between LaFlamme and the older
victim, corroborated the charges against
the 22-year, veteran instructor. The call
was secretly recorded by police.She
pleaded “Guilty” to three counts of Unlawful Sex With Minors, and served two years
in prison, followed by thirteen years of probation.

Trevor Isom was arrested by Brevard
County Sheriffs in March 2011. Isom was
charged with six counts of committing
lewd acts upon three girls. The offenses
occurred between December 2009 and
February 2011. The victms were 12, 13
and 15 years of age, at the time of the
assaults. The girls described being
fondled and groped by Isom, who was a
high school student at the time. One girl
said Isom attempted to rape her. Isom
pleaded guilty to four counts and received
a sentence of six years on probation.

Robert Carroll was arrested by Palm
Bay Police in January 1997. Charged
with a single count of Lewd or Lascivious Act in the Presence of a
Child, he was accused of exposing
himself to a 12 year-old girl. The
Child told police Carroll came to his
front door and masturbated as he
smiled and waived at her. He was
convicted in a jury trial and was sentenced to serve two years in jail.
Phillip Dufresne was arrested in
Logan Bult was arrested by Palm
Bay Police in August 2005. Police
said Bult had sexual contact with a
fourteen year-old girl after climbing
through her bedroom window. Bult
said he was aware of the victim’s age
at the time. He was sentenced on
one count of Lewd Battery on a Minor. He served one year in jail followed by two years of probation.
January 1992. Charged with ten
counts of Lewd Acts in the Presence
of a Child, Dufresne was accused of
molesting two boys, ages: twelve and
thirteen. The children told police
Dufresne enticed them to remove
their clothes and perform sex acts in
order play with toys and video games
in his apartment. He served fifteen
years on probation.

Battery on a Child. Police said
Wortman raped a ten year-old girl.
The child said Wortman threatened
to kill the child if she revealed the
abuse. He pleaded “No Contest”

Yahn Gray was arrested by
Brevard County Sheriffs in March
2001. Charged with two counts of
Lewd and Lascivious Battery, Gray
was accused of assaulting a five
year-old girl. The child told police
that Gray touched her vagina on two
ocasions. Gray was a high school
student at the time of the offense.
The child’s allegations were supported by statements made to police by the suspect himself. Gray is
not under supervision.

Donnaann Dambro was arrested
in April 2003 by police in Danbury,
Connecticut. They were acting on
a complaint from Dambro’s fifteen
year-old daughter who said Dambro
and her boyfriend had been sexually assaulting her since she was
thirteen years of age. When police
searched the boyfriend’s residence,
they found video tapes produced by
Dambro, depicting the sexual abuse
of the child. She served six years in
prison for a variety of charges including Prostitution of a Child, and Sexual
Battery. She is currently under supervision by D.O.C., Florida.

Kevin Taggart Lane was arrested by
Brevard County Sheriffs in November
2011. Police said he tried to lure a fourteen year-old girl for sex after soliciting her
via the internet. Agents acting on a complaint from the teen’s parents, posed as
the victim and set up a meeting at the
Merritt Island Library. He was arrested
there and charged with 27 counts of Using a Computer to Lure a Child, as well as
one count of Travelling to Meet a Child for
Sex. He pleaded “Guilty” to three counts,
and was sentenced to serve fifteen years
on probation.
Robert Alan Balderson Jr was arrested by Maryland State Police in September 2008. Charged with rape, and various sexual offenses, police said he
abused two girls ages 13 and 14. The offenses occurred on separate occasions,
in Federalsburg, MD., nearly three years
prior to his arrest. Balderson was 23
years-old when he committed the
assaults.He was sentenced to serve three
years on probation for a single charge of
Lewd Molestation. He relocated to
Brevard County, and will be under supervision until July 2013.

They siezed his computer, and analyzed his hard drive. Five images
detrmined to be child pornography
were found. He was sentenced to
five years of probation.
Stephen Soukup was arrested by
Sheriffs in Indian River County on one
count of Sexual Battery and Four
counts of Lewd Act on a Minor. The
assaults were committed on two
girls, ages 15 and 16. Police said
he provided alcohol to the teens.
Found guilty in a jury trial, he served
two years in jail followed by fifteen
years of probation.
Buck Clark was arrested by
Brevard Sheriffs in May 1988.
Charged with one count of Sexual
Battery and one count of Lewd Act
on a Child, Clark was accused of assaulting an eight year-old girl. Clark
enticed the child to perform an act
of fellatio upon him. He was sentenced to serve two years of probation.
Richard C. Handy was arrested by
Brevard Sheriff’s S.O.R.T. unit in
April 2000. He was charged with
ten counts of Promoting the Sexual
Performance of a Child and four
counts of Possession of Child Pornography. He was sentenced in
January 2009, and is currently under Federal supervision.
