On NSO’s 71st Anniversary
Administrator Ericta recounts NSO achievements,
urges employees to strive harder
NSO Administrator Carmelita N. Ericta called on all NSO
employees and personnel to continue striving for excellence
in the provision of quality public service.
In her message during the celebration of the NSO’s 71st
Anniversary last August 19 at the NSO-East Avenue,
Administrator Ericta attributed the most significant realizations
and milestones of the agency to its workforce. Among these
achievements were the enjoyment of a good corporate image,
provision of more accessible frontline services, continuous
generation and dissemination of quality statistics, exploration
of strategic information and communication technology
initiatives in producing statistical and civil registration services
and internal processes, enhanced process management,

Solemnizing officers converge
in Laoag City for the 7NCSO
A total of 1,379 participants converged
at Plaza del Norte, Laoag City for the
three-day 7th National Convention of
Solemnizing Officers (7NCSO) last
August 2 to 4. Among them were 628
local civil registrars, 271 priests, pastors,
imams and other solemnizing officers
from various religious sects and
denominations, 156 mayors, and 11
judges.
This year ’s theme, “Quality Civil
Registration in Support of National
Development Goals,” guided presenters
and participants alike in the continuous
clamor to improve civil registration
through exchange of ideas and shared
experiences. Various topics and
discussions on marriage laws and
updates on civil registration procedures
were included in the sessions.

Laoag City Mayor Michael Fariñas
during the opening ceremony. She

Representatives of Top 15 Provinces attend capability building
Twenty-nine (29) selected employees
representing the Top 15 Provinces in the
2010 Field Awards attended the Training
Course on Indices and Indicators held
at the Robbinsdale Residences on
September 19 to 30. It was the sixth
time that a two-week training program
for the top 15 provinces was facilitated
by the NSO Central Office (CO).
The capability building course was
conceptualized to enhance the
knowledge and skills of the participants
to effectively and efficiently carry out
the mandate of the NSO. Specifically,
this year’s training aimed to: (1) present
the different indices and indicators
derived from the various censuses and
surveys; (2) broaden the awareness of
the participants on the importance of the

promotion of employees’ welfare,
continuous capability building, and
strengthened partnerships and linkages.
With the theme “70 Plus 1 na Tayo”, the
anniversary celebration started with a
Thanksgiving Mass officiated by Rev. Fr.
Alfredo Guerrero. Director Estela T. de
Guzman of the host department, Industry
and Trade Statistics Department (ITSD),
delivered the opening remarks. An
inspirational message was likewise
imparted by Socio-Economic Planning
Secretary and Director-General of the
National Economic and Development
Authority (NEDA) Cayetano W.
Paderanga Jr. wherein he commended
the NSO for its continuing effort to
provide improved public services both
in the production of statistics and in the
provision of civil registration services.
NSO Deputy Administrator Paula Monina
G. Collado likewise extended her
greetings to the NSO personnel for their
commitment to help NSO attain its goals.
The event, meanwhile, paved the way
for recognition of employees. Among the
citations given were Ulirang Magulang
Award, Sariling Sikap Award, and Best
in Attendance.
The crowd which included special guests
from NSO’s partner institutions, was
entertained by Talentadong Pinoy’s
acrobatic couple “The Zion Show”, FilAm singer Vanessa Bayot, and Eric
Santos of the Information Resources
Department (IRD). Games and raffles
also added spice to the celebration.
Before the program ended, Director de
Guzman handed over the symbolic key
to Director Lourdes J. Hufana of the Civil
Registration Department which will host
next year’s anniversary celebration.

said as he graced the agency’s treeplanting activity last August 17 at Nangka
High School in Marikina City.

service showcases the quality of service
an agency portrays and that NSO was
many notches up.

Marikina Mayor Del de Guzman, on his
part, expressed his gratitude to the
officials and employees in choosing the
city for its activity. He said, in NSO he
found an ally in his advocacy for the
environment. Emphasizing the relevance
of tree-planting activity for the city, he
echoed the need for 10,000 new trees.
Meanwhile, Administrator Carmelita
Ericta thanked the local government
officials in gracing the activity as the
agency celebrated its 71st anniversary.
She led in planting 71 new trees together
with Deputy Administrator Paula Monina
Collado, Directors Estela De Guzman,
Val Abuan, and Ludy Hufana, division
chiefs and OICs, and other employees.
CPOD steps up preparations for the 2012 CAF and RSBSA
The HSD-Census Planning and
Operations Division (CPOD) continued
its series of pretests for the 2012 Census
of Agriculture and Fisheries (2012 CAF)
and the Registry System for Basic
Sectors in Agriculture (RSBSA). The 2nd
Pretest for the 2012 CAF was conducted
in the City of Navotas and in the
provinces of Laguna, and Rizal last
August 11 to 12. The 3rd Pretest,
meanwhile, was done in the province of
Bulacan last September 22 to 23.
The 2012 CAF is a nationwide
undertaking geared towards the
collection and compilation of statistics
on the nation’s agriculture and fishery
sectors. It is the sixth of a series of
decennial agriculture census in the
country and the fifth of the decennial
census of fisheries.
The 1st Pretest for the RSBSA was
conducted simultaneously with the 3rd
Pretest of the 2012 CAF in Bulacan. It
utilized newly designed questionnaires.
As in the previous prestests, the
selection of pretest areas for both the
2012 CAF and RSBSA was based on
the predominance of farming and fishing
activities among the residents in the
barangay.
The creation of the RSBSA database
requires a registration of such workers
in all barangays nationwide. Through this
system, government planners and
policymakers could effectively formulate
policies and programs for agricultural
development.
The RSBSA is a joint activity of the
Department of Budget and Management,
Department of the Interior and Local
Government, Department of Agriculture,
Department of Agrarian Reform, and the
NSO. The NSO is tapped to provide
technical assistance for the project. The
local government units are the focal units
that will implement the RSBSA in the
barangays.

The RSBSA is an electronic compilation
of basic information on farmers, farm
laborers, and fishermen, the target
beneficiaries of agriculture-related
programs and services. This will be
piloted in 20 provinces in January 2012.
ITSD disseminates 2009 STEP results
and CPI Rebasing
As part of the anniversary celebration
of the office, the ITSD conducted data
dissemination for the preliminary results
of the 2009 Survey of Tourism
Establishments of the Philippines
(STEP) and the Rebasing of the
Consumer Price Index (CPI) on August
16 at the NSO Training Room .It was
participated in by staffs from different
divisions.

Mr. Apolinar Oblea of the BSSD
presented the survey background and
the preliminary results of the 2009 STEP
while Ms Rosie Sta. Ana of the EIID
presented the CPI Rebasing (
2006=100). Participants were also given
opportunity to ask questions through an
open forum held after the presentations.
The CPI,( an indicator of the change in
the average retail prices of a fixed basket
of goods and services commonly
purchased by households relative to a
base year), is updated every five years
and uses the results of the Family
Income and Expenditure Survey in
updating the market basket.)
The 2009 STEP covers establishments
engaged in providing products and
services important to tourism activities
in the country. It is the first survey of its

Filipino families.
Data generated from the survey will be
used as inputs in the compilation of the
Philippine Tourism Satellite Account and
assessing the tourism sector of the
country.
Updates on 2010 SECE
The 2010 Survey of Energy
Consumption of Establishments
(SECE), the counterpart of
Household Consumption Energy
Survey (HECS) for households, is
the first ever survey of its kind for
establishments. It aims to collect and
generate information on the
country’s energy utilization patterns
of industries through data on
quantity of fuel and electricity
purchased and consumed. Results
are expected to be disseminated in
November 2013.
As of end of September, 80 percent
of total 10,295 questionnaires were
already distributed to sample
establishments and 177 or 1.7
percent were submitted to the
central office. Collection of
questionnaires will run until
November 29, 2011 and expected
to be submitted until December 15,
2011.

Registrar General Tomas P. Africa
discussed the characteristics of servant
leaders dealing with the traits of a good
leader for effective governance in the
office.
An open forum was conducted after
every presentation for clarification and
exchange of insights. (See the complete

of this article.)
At the closing ceremony, NSO
Administrator and Civil Registrar
General Carmelita N. Ericta expressed
her appreciation for the continuing
support of all solemnizing officers in
strengthening marriage registration. She
likewise mentioned actions to be taken
for the years to come such as issuance
of memorandums and circulars related
to marriage registration, possible
preparation of an instruction manual or
handbook for solemnizing officers,
continuous update of the solemnizing
officers electronic directory and website,
and review of policies on marriage
registration and procedures.
The three-day activity culminated with
the group singing of “Hand in Hand.”

The course consisted of eight (8)
modules and included lecture
discussions, practical applications/
exercises, individual/group presentation
of outputs, and sharing of experiences.
Topics included administrative matters
(human resource and financial policies);
millennium development goals; gender
statistics; demographic, poverty, and
social indicators; industrial indices and
indicators; preparation of tables and
charts; press release writing; and
creation of public use files.
The participants also joined the NSOCO celebration of the Filipino Family Day
at Star City, Pasay City last September
24.The event was described as a funfilled day with the variety of carnival rides
offered. The following day, they went on
duty-free shopping and tour at the Subic
Bay Freeport Zone. Selected participants
guested in the NSO’s weekly program
Census Serbilis sa Radyo, hosted by
Mr. Francis Cansino, at DZRB-Radyo
ng Bayan, Quezon City on October 1.

(DOE).
The 2011 HECS is a stand-alone
nationwide survey conducted by the
NSO, with funding support from the
DOE. This survey aims to gather
information on the households’ utilization
of fuels, supply systems, pattern of
energy use, and other variables that may
be useful in assessing the current energy
profiles of households and communities
in the country. Such data shall provide
the DOE with updated and reliable bases
for an effective household energy
strategy for the Philippines. The results
of the 2011 HECS shall update the HECS
data gathered by the NSO in 2004.
The survey will cover about 24,000
sample households nationwide. This
sample size is deemed sufficient to come
up with reliable estimates at the national
level. The conduct of Task Force Training
will be followed by the 2nd Level Training
from September 5 to 8 at the NSO
Regional Offices and the 3rd Level
Training at the NSO Provincial Offices
from September 12 to 15. Enumeration
period is scheduled to last for 20 days,
from September 16 to October 8.
2011 FHS Task Force Training
sets off in two batches
The HSD-Demographic and Social
Statistics Division (DSSD) conducted the
Task Force Training for the 2011 Family
Health Survey (FHS) in two separate
batches last July.
The 1st Batch, which was attended by
officials and staff from the HSD-DSSD
and Information Resources DepartmentInformation Technology Systems and
Research Division (IRD-ITSRD) and
field office personnel from NSO Regions
1, 2, 7 to 12, and Caraga was held at
the El Cielito Inn in the City of Makati
last July 11 to 15. The 2nd Batch was
conducted at the New Horizons Hotel in
the City of Mandaluyong last July 18 to
22. It was attended by participants from
the HSD-DSSD, IRD-ITSRD, and the
National Capital Region, Cordillera
Administrative Region, and Regions 3
to 6. Morever, a special training for the
supervisors and enumerators from the
Autonomous Region in Muslim Mindanao
was held last July 25 to 29, also at the
New Horizons Hotel.
The 2011 FHS is a nationwide survey
designed to provide information on
maternal and child health, family
planning, and other health-related
concerns which shall assist policymakers
and program managers in evaluating and
designing strategies for improving health,
nutrition, and family planning services
in the country. This survey will update
the findings from the series of Family
Planning Surveys conducted from 1995
to 2006, and various rounds of the
National Demographic and Health
Survey.
A stand-alone survey, the 2011 FHS will
involve interviewing all female members
of the household aged 15 to 49 years,
regardless of marital status.
The survey will cover about 51,000
sample households, which are deemed
sufficient to come up with reliable
estimates at the regional level. Funding
assistance came mainly from the United
States Agency for International
Development.
On the other hand, the World Bank,
through the Women’s Health and Safe
Motherhood Project 2 of the Department
of Health, provided the fund for the
Maternal Mortality Module of the survey.
Except for ARMM, the 2nd Level Training
for the 2011 FHS is scheduled from July
25 to 30. Enumeration is expected to
last for 20 days, from August 1 to 26.

Editorial
On celebrating anniversaries
Anniversaries are special to most people. It is an opportunity to take time to
ponder on the significance of a particular person or an event in one’s life.
Anniversary like birthday is oftentimes remembered with joy and a celebration.
There are those who really exert extra effort to reunite and to celebrate.
The NSO commemorated its 71st anniversary last August 19, 2011 and the
event was attended by Central Office officials and personnel, including invited
retirees and guests. The anniversary celebration at East avenue provided
employees a time to ponder, remember, assess and value what have been
accomplished and achieved by the agency over the years.
There are many good reasons for the celebration. The NSO has come a long,
long way in terms of its structure, policies, strategies, performance including
its human resources. It continues to fulfill its mandate and keeps on innovating
to improve on its services since its very first anniversary celebration as the
then Bureau of Census and Statistics.
In addition to the seven realizations and milestones mentioned in her
anniversary message, the Administrator also noted the very successful
partnerships and linkages by the NSO with related agencies in the statistical
and civil registration systems as well as the civil service network and, its
active participation in the Philippine Statistical System (PSS) thru the provision
of most of the designated statistics and in sharing its human and physical
resources with other organizations.
Indeed, these are more than enough good reasons for us to celebrate our
anniversary. Our cooperation and shared commitment to public service have
bore fruits. Our achievements and accomplishments only further strengthened
our indispensability in the PSS.
Let us weight all things and take the new development on the PSS merging not
as a threat but rather as another challenge that together we can overcome
Let each and everyone of us study and examine our individual strengths and
capabilities, be ready, maximize the opportunities the restructuring may offer
and hope for the best.

excess in anything, including
brainobics, tends towards
more harm than good and just
remember to take things slowly
and more importantly, breathe
deeply!.

One of the highlights of the NSO 71 Anniversary Celebration
was the recognition of employees who were exceptional in
terms of length of service, punctuality, parental roles and
personal development in the past year. (See the list of the
recipients of the the awards below.)
Ulirang Magulang Award was given to 37 employees for having
been able to sent in their children to college despite the
hardships they faced. Sariling Sikap Award was given to an
employee for finishing his graduate studies on his own. Four
employees received Best in Attendance Award.

FACTS:
An Australian national named “Matthew”
(not his real name) married a Filipina
named “Corazon” (not her real name)
in Quezon City in 1993. Their marriage
did not last long and ended in July of
1998 through a decision rendered by a
Family Court in Melbourne, Australia.
The divorce decree order was issued
since the Judge of the foreign court
found that, “...the ground for the
application for a divorce was proven that the marriage has broken down
irretrievably.”
Corazon and her children live in Australia
while Matthew resides and is currently
working in the Philippines.
QUESTION/S:
1. What is the procedure to be done to
have the divorce decree obtained by
Matthew from the Family Court in
Australia be recognized in the
Philippines?
2. After completion of the procedure, will
Matthew be able to marry again in
the Philippines?
ANSWER:
Matthew has to file for a petition for
recognition or validation of the divorce
decree obtained abroad under a
Philippine court. The foreign divorce
must be validated first by a Philippine
court.
Hence, before Matthew can validly
contract a second marriage, the effects
of the validated decree of divorce should
be annotated in the first marriage
certificate.

Tuwing Agosto ay ating pinagdiriwang
ang buwan ng Wikang Pambansa ayon

1041 na nilagdaan noong Hulyo 15,

ipinagdiriwang sa pangunguna ng mga
pinuno at kawani sa sektor ng
pamahalaan, mga pinuno at miyembro
ng iba’t-ibang organisasyon na
pangwika, pang-edukasyon, pangkultura
at sibiko, at mga organisasyong di
pampamahalaan o NGOs.
Ang paksang-diwa ng ika-75 taong
anibersaryo ng Komisyon sa Wikang
Filipino (KWF) ay “Ang Filipino ay
wikang panlahat, ilaw at lakas sa tuwid
na landas.”
Ngayong taon, ipinagdiwang ng KWF
ang Buwan ng Wikang Pambansa sa
pamamagitan ng isang palatuntunan na
pinamagatang “Araw ng Gawad.” Ito ay
ginanap sa Bayview Park Hotel sa
Ermita, Maynila noong Agosto 31.
Itinampok sa palatuntunang ito ang
pagkakaloob ng gantimpala sa mga
nanalo sa timpalak sa pagsulat ng
sanaysay, paggawad ng parangal sa
mga institusyon at indibidwal na
nakapag-ambag sa pagpapalaganap,
pagpapaunlad at preserbasyon ng
Wikang Filipino at iba pang mga wika
sa Pilipinas. Kaalinsabay nito ang
paglulunsad at pamamahagi ng aklat
tungkol sa 75 taong kasaysayan ng
KWF. Ang Punong Komisyoner Jose
Laderas Santos ang naghatid ng
mensahe.
Ang mga kasapi sa KWF NSO Tsapter
ay inanyayahang dumalo sa
pagdiriwang. Isa si Bb. Evelyn F.
Ogbinar sa nakadalo sa pagtitipon
ganoon din ang dating Pangulo sa KWF
NSO na si Gng. Adoracion Valenzuela.
Ang Komisyon ng Serbisyong Sibil (Civil

NSO conducts web
development training
As NSO prepares for a more dynamic
NSO website, the Information Resources
Department (IRD) led by the Databank
and Information Services Division (DISD)
commenced a ten-day web development
training on new content management
system (CMS) within September 19 and
October 2011 at the NSO Training Room.
DISD OIC-Chief Vincent D. Olaivar
welcomed the participants and discussed
the NSO web policy and web team
composition and their respective terms of
reference. Some members of the technical
group also provided an overview of the
NSO website transformation. The Drupal,
which will eventually facilitate the new
publishing paradigm of the NSO website
was introduced. The salient features,
basic installation, and appreciation of how
Drupal works were explained by Robert
Joseph T. Coronado, Information
Technology Officer I of the IRDInformation Technology Systems and
Research Division, group leader of the
technical group.
Among the modules included in the
course outline are the following: crash
course on internet and hypertext markup
language (HTML), workflow of website
publishing, migration of old content to
Drupal-based publishing platform, and
actual migration and testing.
Prior to the training, five web content
groups representing the five departments,

for Family Day celebration
More than a thousand NSO employees
brought with them their family members
to Star City in Pasay City last September
24 in the early celebration of the Filipino
Family Day. Originally scheduled every
fourth Monday of September as provided
by Presidential Proclamation 1895
issued on September 30, 2009, the event
hopes to enable employees to take a
break from their work and spend some
quality time with their family and friends.
Registration started at 11a.m. Upon
registration, each employee was given
a raffle coupon, food allowance of P120
per head, and a VIP tag which entitles
the holder to avail of the ride-all-youcan facilities. Food allowances and free
ride-all-you-can tickets were likewise
given to a maximum of two companions
per employee.
Every employee was also given a raffle
coupon. Corresponding prizes including
mobile phones, enumeration bags, postit kits, and cash can be immediately
claimed at a nearby booth.
The venue was made available
exclusively for NSO employees from 12
noon to 2pm. However, they were allowed
to stay from 2pm onwards if they still
wanted to. The employees enjoyed a
stimulating array of indoor and outdoor
attractions that captivate both the young
and the young at heart.
The Demographic and Social Statistics
Division took charge in the various
activities lined up for the event.
including the Office of the Administrator,
were organized to assist primarily in
identifying and preparing relevant web
contents in accordance with the approved
web content standards, templates, and
style guide. On the other hand, the
technical group will develop website
components and determine
the overall technical
requirements for web
infrastructure and technical
procedures. Meanwhile,
the NSO Web Team, which
will be comprised of team
leaders and assistant team
leaders of each of the web
content groups and a
technical group, shall
oversee the overall
management
and
maintenance of the NSO website. The
DISD shall serve as the home base of the
NSO website activities.
The website transformation and migration
of contents is expected to be completed
in February 2012.
