WELCOME
Little more than 45 minutes from the bustle of St Louis is the Madison County Fair, looking like something
right out the film State Fair. Brimming with livestock exhibits, a wide variety of competitions and arena events,
there is more than enough to do for everyone.
If you enjoy livestock and 4-H shows, check the schedule for the times to see goats, dogs, swine, beef, cats,
sheep, rabbits, poultry, and dairy. Plan to stay for the 4-H auction on Friday evening. Judging will go on throughout
the length of the fair.
Interesting contests taking place at the fair include the Miss Pigtail Contest and the Pedal Tractor Pull for
youngsters. The evenings continue the excitement with arena events like the Tractor-Truck Pull and Combine
Demolition Derby. Musical entertainment is offered each night with a different performer under the pavilion.
Madison County Fair Association board members welcome both exhibitors and spectators to the 2016 Fair.
Whether you come for a day or stay for the week, the Madison County Fair is a summertime must.

To get driving directions, use 2025 Park Hill Drive, Highland, IL 62249 as the destination.
From 70 over the Poplar St Bridge - Take exit 17 at the St. Jacob/Highland exit. Follow Rte 40 into Highland.
Go through the stop light to the roundabout. Take the 1st right that says Poplar St. Go straight through the second
roundabout. At the first stop sign, turn left onto Lindenthal Ave. Park on the ball diamonds and walk onto the
fairgrounds.
From Rte 160 south of Highland - At the T in Highland, turn right onto Broadway. At the roundabout, turn right
onto Poplar St. At the first stop sign, turn left onto Lindenthal Ave. Turn left at the second street and park on the
ball diamonds and walk onto the fairgrounds.
From Rte 160 north of Highland – Continue south through the first stop light at Rte 160 and Troxler Ave. Rte 160
will turn into Poplar St after entering city limits. Go straight through the first and second roundabouts on Poplar St.
At the first stop sign, turn left onto Lindenthal Ave. Park on the ball diamonds and walk onto the fairgrounds.
From 270 heading east, take the Marine/Highland exit. Turn right onto Rte 143. Follow Rte 143 into Highland.
At the third stop light, turn left onto Rte 40. At the roundabout, take the 1st right that says Poplar St. Follow Poplar
St, going straight through the second roundabout. At the first stop sign, turn left onto Lindenthal Ave. Park on the
ball diamonds and walk onto the fairgrounds.

ST. ROSE FIRE DEPARTMENT COMBINE DEMOLITION DERBY RULES
Rules and regulations for Combine Demolition Derby to be held at the Madison County Fairgrounds are as follows.
1. ALL DRIVERS MUST ATTEND DRIVER’S MEETING.
2. Insurance forms must be signed upon entering the pit area. Entry fee $35.00 includes insurance and pit pass for driver. Combines must be removed from fairgrounds before 1:00 p.m. on Friday.
Pit Passes $20.00.
3. Combines are limited to Massey Ferguson 510 or John Deere 4400. All combines must be comparable in size to these two models.
4. Driver must wear seat belt that has been attached to the seat. Spring-loaded seat must be chained to the floorboard at the rear.
5. Driver must wear crash helmet.
6. If combine has cab, all glass must be removed, along with mirrors. Driver must have sufficient bracing around cab.
7. No driving or backing into driver’s area of opponent’s combine.
8. Contestants must stay within designated official derby area or they will be disqualified.
9. If the gas tank is in exposed area, it must be removed. Gas tank must be on top of combine or in hopper and securely mounted. (Clean out original tank, or small tank or gas can may be used.)
Maximum ten (10) gallons gas in tank.
10.Unloading auger must be removed to within ten (10) inches of hopper.
11.Header must be on combine maintained at 12 to 16 inches above ground with grain reel or pickup attachment removed. (No corn or sunflower headers allowed.) Header must be braced, chained,or cylinder
welded solid in order to maintain correct header height. No moving header with hydraulics during derby, hoses must be unhooked. Bracing allowed on header may be no more than 2” round stock, 2” angle
iron, or 2” square tubing by 1/4” thick. Header throat must be accessible for inspection. Total of all bracing on header cannot exceed 40 linear feet. If header is knocked off, combine is disqualified. If throat
remains intact on combine, it will be up to the officials’ discretion to allow participant to continue.
12.Rub Bars:
a. Rub bars may be installed around side-mounted radiators. If outside shroud is on, rub bar must be flush. If shroud is not on, rub bars will be allowed no more than 4 inches away from radiator, limited
to radiator only. Rub bars may be no more than 2” round stock, 2” angle iron, or 2” square tubing by 1/4” thick. No sharp edges. Radiators may be moved to the top of the combine, securely mounted
and at a safe distance from the driver. A 30 gal. maximum tank may be used in place of radiator if desired.
b. On side-mounted engines, rub bar may be used to protect carburetor, limited to carburetor protection only.
c. If drive belt is exposed on top-mounted engines, two (2) rub bars may be used, no more than 4” from belt. Same rub bar specs as for radiator must be used.
13.Stock carburetor with governor hooked up and operational must be used.
14.Straw walker area should have no more than 40’ of bracing - 2-1/2 x 2-1/2 x 1/4” thick. No cross bracing.
15.Rear axle can be shortened, no braces between rear axle and frame. No bracing allowed around rear wheels. One 1” angle iron allowed on steering arm.
16. Any type of log skidder or combine tires will be allowed. Any kind of material will be allowed inside of tires. Tires must be mounted on stock rims, front and rear. No more than two (2) wheels and tires per
front axle and two (2) wheels and tires per rear axle.
17. Safety inspector may require any unsafe item to be removed. Straw choppers must be removed.
18. 3 minute time limit -- no hit in that minute, you are disqualified.
19.All combines will be inspected before event.
20.All safety rules will be left to the discretion of the management.
21. Holes may be cut in grain tanks to help rear visibility.
22. Combine should be at fairgrounds at least three (3) hours before show.
23. No alcoholic beverages allowed in pits. Any driver who is intoxicated will be disqualified. Anyone found with beer in the pits shall be asked to leave with no refund.
24. Driver protest allowed between heats if suspect driver is not participating in heat entered, officials’ decision final.
25. Demolition combines must be removed from the fairground premises before 1:00 p.m. Friday.
Lawn Mower Demolition Derby
GENERAL RULES - SNAP RING TIRES ONLY
1. Must be 18 years of age or parental consent form signed with Parent
present.
2. HELMET, PROTECTIVE EYEWEAR, AND SEAT BELT REQUIRED.
3. Must have protection bracing around feet and legs - NO OTHER bracing
allowed on lawn mower. *Allowed up to 15’ of steel to brace for legs and
mower. *15’ of 1 ½” x 1 ½” x 1/8” (square or round tubing and/or angle
iron). *No Motor Cages.
4. RPMs, transmission, deck and governor must be stock.
5. No engines over 20 horsepower.
6. No wheel weights.
7. No chains.
8. Deck under lawn mower must be factory mounted (unless broke in
previous derby, will allow 4” x 1/2” all thread bolts, must not be welded).
9. Battery must be covered with Rubber.
10. Deck belt must be removed or cut.
11. No PTO
12. No 3-point hitch
13. Must have standard hood, fender, etc.
14. Driver must make contact every 60 seconds or will be disqualified.
15. Any lawn mower that starts fire or loses deck will be disqualified.
16. Any lawn mower that loses gas cap will be disqualified.
17. If you roll anyone over, you will be disqualified.
18. If you remove seatbelt, you will be disqualified.
19. Must be able to open hood for pre-derby inspections.
20. Must meet all rules to compete.
21. NO OUTLAW CLASSES.
22. ALL JUDGES RULINGS ARE FINAL.
23. NO ALCOHOL PERMITTED IN THE PIT AREA.
24. NO ZERO TURN LAWN MOWERS.

2016 MADISON COUNTY FAIR STOCK CLASS RULES
**A LATE FEE OF $20.00 WILL BE CHARGED ONE HOUR PRIOR TO ADVERTISED START TIME**
The stock class demolition derby shall be open to people who have a valid driver’s license or picture i.d. and 18 years of age, if 16 or 17 years of age; you must have notarized
consent from both parents/guardians present. All drivers will adhere to all rules and regulations.
Towing and transporting demolition derby cars to and from demo location must meet highway safety codes.
Madison County Fair will not be held liable.
1. DRIVER’S ENTRY & FEES – Drivers must be sixteen (16) years of age or older. Entries will be accepted up to one (1) hour prior to the advertised start of the race then a
late fee of $20.00 will be charged.
2. Any year car – no imperials, no trucks, vans, hearses, El Caminos,’03 or newer, etc.
All glass / plastic / fiberglass / interior must be removed and cars swept clean.
3. You must put a minimum 12” x 18” sign with your number on it on top of the car. This is mandatory.
4. IF IT DOES NOT SAY YOU CAN DO IT, THEN YOU CANNOT DO IT. If it is questionable then call first. Judges decision is final.
5. NO WELDING OF ANY KIND ANYWHERE ON THE CAR other than where stated in the rules. No Exceptions!!! 9 wire can only go around frame in 4 spots. Up to 3
wraps in one location OK. No more than 3 loops Otherwise unlimited.
6. DRIVER SAFETY – Driver safety is our priority, any car not deemed to be safe by the officials will not run. Must have wire, chain or bar from roof to dash in front to keep
the hood from coming into the driver compartment. This cannot be more than 3” past window opening.
You may also have one on back window but may not go more than 3” past window opening.
7. CAGE – You may have a 6 point cage. This is two side bars and three cross bars. The cross bars must be one in dash area and one DIRECTLY behind driver seat. And one
no father than beginning of rear fender wells - nothing any further back. You may have 4 down tubes attached to the frame, no farther forward than front fender seam and no
farther back than the beginning of rear fender wells. A halo bar is recommended. If halo is attached to frame that counts as two down tubes. Down tubes may only be four by
four and attached to top of frame only
8. BODY MOUNTS – Original body mounts/spacers must remain in car (No changing or adding mounts). If body mount bolt is broken or missing, you may replace with 1/2”
bolt.
9. HOOD – May be chained or wired shut. You may use 6 all thread no bigger than 3/4” with washers. No bigger than 6” outside diameter (two may go to or through frame but
not in front of radiator). Must have 2 holes a minimum of 6” diameter on each side of carburetor. You may use a total of 20 bolts no bigger than 3/8” with washers no bigger
than 1” in hood. No extra body bolts.
10. Trunk – May be chained or wired shut. At least half the trunk lid must remain in stock location unless it is completely removed. Trunk lid must remain on factory hinges.
You may use 2 all thread no bigger than 3/4” with washers no bigger than 6” outside diameter. All thread may go to or through frame in trunk. Must go through factory body
mount holes. May weld five on five only in factory location – no welding to trunk pan.
11. DOORS – Must be chained, wired or welded. You may weld solid with straps no bigger than 3 inches wide and 1/8th inch thick, on outside only. Wagon gates may be chained
or wired in four spots. No welding wagon gates.
12. FIREWALL – Firewall may be cut.
13. FENDERS – May be trimmed and pre-bent. You may use 10 bolts no bigger than 3/8” with washers no bigger than 1” per fender. Rear quarters will be considered fenders.
Rear quarters may be pre-bent but must remain vertical, No wedged cars.
14. DRIVETRAIN – You may use any motor and any transmission in car. Motor mounts may be welded. You may use an aftermarket motor cradle for mounting purpose only –
must have a rubber bushing not mounted solid. The motor cradle may be attached to the stock motor cradle but may not be attached to the frame or support the frame in any
way. Headers through the hood are OK. No distributor/motor or tranny protectors. You may use an aftermarket gas pedal. You may use one chain per side to secure motor and
one chain on transmission. Shifter/linkage may be modified to prevent binding. Slip driveshaft allowed. OEM car rear-ends allowed. You may use an 8 lug rear end. If the car
was coiled spring, it MUST stay coiled spring. If it is leaf spring car, it MUST stay leaf spring with factory set of springs. May be welded posi. You may brace rear end – must
be factory mounting. No bracing of mounts, pinion breaks allowed no axle savers.
15. TIRES – Any tire except what is stated. Valve stem protectors allowed. Tire inside tire allowed. No fluid in tires, no tractor tires, no paddle tires, etc. You may weld in 7”
centers – no bigger.
16. BUMPERS – Bumper swaps ok. You may trim bumpers. You may weld bumpers and bumper brackets on. Loaded bumpers are allowed, no homemade bumpers. You may
push shock canisters in and weld. You may use 2 chains 3/8 or smaller to hold bumper on. Bumper brackets most be for that model car. Chains may only overlap frame by 12”.
17. FRAME – Notching/dimpling the frame is ok. Chain (no bigger than 5/16) or nine wire (no more than three loops) from one side to the other in the rear is ok. This will not
count towards the wire around frame in 4 spots. You may restub but only with a factory stub. Butt weld with a 2” wide strap two sides of frame. Anything else done to the
frame is not permitted.
18. STEERING AND SUSPENSION – You may change out steering column. You may shorten or lengthen trailing arms with no more than 1 inch of overlap (no reinforcing).
You may reinforce tie rods – must keep factory ends.
19. GAS TANK/BATTERY – Stock gas tank must be removed. Tank must be located in the rear seat area, securely fastened and covered. All fuel lines must be ran in a safe
manner. Battery must be moved into the passenger compartment and safely secured. No factory tanks and all fuel connection must be double clamped.
20. FLOOR PANS – Floor pans may be patched with flat stock no thicker than 1/8”. Only patch bad spots – not the hole floor pans.
21. BODY – No seam welding. No patching.
22. Safety belt and DOT approved helmets are required. All helmets must be securely fastened. You are required to wear long pants and shirt. It is recommended that you wear
a long-sleeve shirt or fire suit.
23. If anything is changed on your car after inspection to make your car illegal, you will be automatically disqualified and will not receive a refund of entry.
24. Unsportsmanlike conduct will not be tolerated and will be grounds for disqualification.
MANAGEMENT HAS THE RIGHT TO DISQUALIFY A CAR/DRIVER AT ANY TIME!
Any person in pit or track area causing trouble and not obeying the rules will be asked to leave the area immediately. We can and will have police escort you out and/or have you
arrested.
You may also be banned from running in any future fair events. The officials have the right to re-inspect a car at any time including after the race. If anything is found to be illegal,
you will forfeit all prizes which will then go to the next person in line. Any protest made by a driver on another car must be made within 5 minutes of that cars final heat, including
the feature only along with a $200.00 fee. If any mechanical work needs to be done to prove your complaint, you will complete such work and put the car back the way it was. If
the complaint is proven you will receive all your money back. If the complaint is not proven you will lose all your money.

Queen & Junior Miss Eligibility Requirements:
1. Contestants must have been a legal resident of Madison County, Illinois for six months prior to the pageant date or attend a high school or college or
work (full-time or part-time) in Madison County.
2. Contestants participating in the Miss Madison County Fair Queen Pageant must be at least 16 years of age by the pageant date (July 30th, 2016) and
not have reached their 22nd birthday by January 1st of the following year (2017). Junior Miss County Fair Queen Contestants must be between the
ages of 12-15 years of age. Contestants must be 12 years of age by the pageant date (July 30th, 2016) and not have reached their 16th birthday by the
pageant due date (July 30th, 2016)
3. Contestants must be a single female; never have been married or had a marriage annulled.
4. Contestant can never have been pregnant and is not the adoptive parent of a child.
5. Contestants must be a U.S. Citizen.
6. Contestants can never have been convicted of a felony offense.
7. Was born female and has always been female.
8. Contestants cannot have held a county fair queen title in Illinois or competed for the title of Miss Illinois County Fair at the state pageant.
9. Is of good moral character. Has never performed any act or engaged in any activity or employment that is or could be characterized as immoral or
indecent. Attests that any and all online depictions associated with the contestant’s name or likeness including but not limited to all social media pages
are consistent with the standards and dignity of the Miss Illinois Fair Queen Pageant and the Miss Madison County Fair Queen Pageant.
10. Contestants will limit themselves to two holes/piercings in each ear lobe. All other piercings must be removed or covered. All tattoos must be covered.
11. Contestants are required to have a “Sponsor” (business or family) who accepts responsibility for their $75.00 entry fee. Jr. Miss must pay $50 entry fee.
12. Contestants must attend all practices and rehearsals unless excused, in advance, by the Director. No exceptions!

ENTRIES – All Departments
1. Entries in all classes, except poultry, rabbits and pigeons, will be accepted at the
Madison County Exposition Building, Lindendale Park, phone 654-6656. The office
will be open Saturday, July 16 from 8-12 p.m., Sunday, July 17 from 1-4 p.m.,
Wednesday, July 20 from 4-8 p.m., Saturday, July 23 from 8-12 p.m. OFFICE
HOURS ARE NOT NECESSARILY ENTRY CLOSE TIMES — SEE RULES
FOR EACH INDIVIDUAL DEPARTMENT LISTED. NO PHONE ENTRIES. THE
FAIRBOOK IS AVAILABLE ONLINE at madcofair.com.
2. Entries may also be mailed in as long as entry fees accompany entries. This
includes stall or pen fee, bedding fee and the $10.00 exhibitor’s sticker for livestock
entries. Stalls and pens will not be reserved unless all fees are received with the
entry. Mail entries to: Madison County Fair Association, P.O. Box 111, Highland, IL
62249.
3. Livestock entries close Wednesday, July 20 at 8:00 p.m. The deadline for 4-H
members to enter the Open Swine Show is immediately following the 4-H swine
show. No changes may be made in these departments after closing.
4. Poultry and pigeon entries must be postmarked by Wednesday, July 13. All
entries must be mailed with fees included. Rabbit entries must be postmarked by
Wednesday, July 20. No changes may be made after closing.
5. All animals and other exhibits must be entered in the name of the owner.
6. Exhibits that have been erroneously entered will be transferred to their proper class
prior to judging. If such classes have been judged — they will not be rejudged.
7. Social security numbers are required when necessary.
8. The 2016 fair is open to all competitors. With the exception of Department
HA-junior beef, junior shows in Madison County are only open to exhibitors whose
home county allows Madison County Jr. exhibitors to show in their Junior Show.
4-H shows are open to members of Madison County 4-H Clubs only.
9. An exhibitor who shows more than two entries on one premium number will be
allowed only two monies.
10. The time and date to have exhibits in place are listed with each individual
department listed. Release information can be found on those pages also. All
non-livestock exhibits will be released and must be picked up on Sunday, July
31 between 4:00 and 6:00 p.m. Exhibitors moving exhibits or livestock before the
release time without the consent of the Executive Board will forfeit all premiums
won.
11. Rules and regulations specific to each department are listed under the department
headings.
LIVESTOCK – Open and Junior Classes
1. Livestock premium checks should be picked up the day entries are released (computer permitting).
2. All exhibits will be assigned stalls or pens by the superintendent of the department
and may not be changed without permission.
3. All pens are to be cleaned each day before 8 a.m.
4. Exhibitors must show or drive all animals before the judges, even though there is
no competition.
5. Bulls over 1 year must be secured with rings in their noses.
6. All trucks will be permitted to unload feed and straw before 10 a.m. and from 4 to 6
p.m. At all other times they must be returned to their parking areas.
7. Receptacles will be placed in the barns for wire, paper cups, aluminum cans, twine,
etc. Anyone seen or reported throwing these items into the straw will be issued a
fine of $2.00 per head on livestock entered.
8. NO MORE THAN 5 BALES OF STRAW IN PENS FOR STORAGE AT A TIME.
9. Wheelbarrows are be furnished by the exhibitor.
10. Manure must be deposited at designated areas.
11. Tie-outs must be made in allocated areas. Neck ropes and halters must be double
tied.
12. All winners of first premiums in class are eligible for championship of the same
breed without entering.
13. Anyone showing animals must be 8 years old or in third grade prior to January 1 of
the year in which they will show.
14. Anyone under the age of 19 must furnish date of birth.
15. Junior livestock shows in Madison County are only open to exhibitors whose
home county allows Madison County Jr. exhibitors to show in their Junior Show.
Department HA (junior beef) is excluded from this rule. Junior exhibitors must be
8 years old or in third grade prior to January 1 of the year in which they will show,
or will not be 20 years of age until after December 31 of the year in which they will
show.
16. All animals exhibited must be the property of and registered in the name of the
exhibitors.
17. Livestock registration papers on all purebred stock will be checked before
show day, and will be required on grounds day of show. NO PAPERS - NO
SHOW. Original papers required, no photo copies allowed.
18. Animals must be shown in the same name in Junior Show and Open Show.
19. Market animals in junior classes (wethers and steers) need not be registered, but
must meet all health requirements as in open class.
20. Any exhibitor who is guilty of Acts of Indecency, Profanity, Misconduct, or failure to
keep pens, livestock and equipment clean and neat must forfeit all premiums in this
class.
21. Two premiums may be paid under each premium number, with the exception of

GENERAL RULES AND REGULATIONS
1. The Executive Board reserves the right to cancel any and all events and premiums
in case of a calamity or any unavoidable circumstances which make such action
advisable in the opinion of the Executive Board.
2. The Executive Board reserves the final and absolute right to interpret the foregoing
rules and regulations and arbitrarily settle and determine all matters, questions or
differences which may arise therefrom.
3. No 4-wheelers, scooters, skateboards or bicycles allowed on fairgrounds.
4. NO ENTRIES MAY BE CHANGED AFTER THEY ARE IN THE HANDS OF THE
SECRETARY.
5. The sale or possession of illegal drugs is a criminal offense in the State of Illinois.
Those persons found to be selling or in possession of any illegal drugs will be
arrested by police and prosecuted to the fullest extent of the law.
6. The Department of Agriculture shall use its best efforts to secure sufficient
appropriations to fund premiums. In any year in which the General Assembly
of the State of Illinois fails to make an appropriation sufficient to pay such
premiums, premium amounts may not be accurately reflected in the premium
book.

7. The Madison County Fair Association will not be responsible to any person, individual,
corporation or association for any loss by either fire, theft, damage or personal injury
sustained by anyone through the negligence of any person or group of persons. We will,
however, give adequate protection as is consistent in operation of the fair.
8. In all cases, the decision of the judge shall be final.
9. Fans must meet National Electrical Code and be properly grounded.
10. The Fair Association reserves the right to reject an exhibit without explanation and
assumes no liability whatever for animals which may die or be killed, or injured in any
way, nor for the exhibits which may be damaged or lost.
11. All premiums will be payable on the last day of the fair, if time permits. ALL PREMIUM
CHECKS MUST BE CASHED WITHIN 90 DAYS.
12. All livestock exhibitors must purchase a $10.00 livestock sticker.
13. A protest of an award must be made in writing accompanied by an affidavit setting
forth the grounds for protesting the award and a deposit of $100.00. In the event of the
protest being sustained, the $100.00 will be refunded to the complainant. If the protest is
not sustained, the $100.00 shall be forfeited to the Association.
14. Superintendents reserve the right to hold open or close entries in any department when
they deem it necessary.
PERMITS & PRIVILEGES
1. Persons desiring permits or privileges of any kind should apply to Madison County Fair
Assn.
2. All permits and privileges will be sold in the order of application.
3. Gambling devices and immoral shows will not be permitted.
4. Payments for space and privileges must be made half at the time of contracting and the
balance on the first day of the Fair.
5. All concessionaires must confine themselves to the space that has been allotted them.
6. Concessionaires must abide by the state sanitary, pure food and morals regulations or
forfeit their privileges. Those failing to comply will be excluded from the ground without
recourse. All food must be prepared on grounds.
7. Commercial exhibits will be released on Sunday at 7:00 p.m.
8. Campers will be charged $75.00 per week or $20.00 per night. You must call to reserve
your space during office hours or when making entries. Upon arrival, report to the office
for a permit to camp and receive a designated spot. Camping fee may be paid when
making entries or upon arrival.

2016 EXHIBITION LIVESTOCK HEALTH REQUIREMENTS
GENERAL REQUIREMENTS
1. Exhibitors are required to familiarize themselves with all rules applicable to their
exhibits.
All out-of-state animals shall require an entry permit. Entry permit numbers are available
by calling the Illinois Department of Agriculture, Monday through Friday from 8:00 AM to
4:30 PM, at 217/782-4944. Permits may also be obtained online at:

2. All animals, except as noted, shall be accompanied by a Certificate of Veterinary
Inspection (CVI) which shows that the animal meets all health requirements for the
State of Illinois. CVI's shall be made available to Bureau of Animal Health Personnel
on request. CVI means a legible record made on an official form from the state of
origin which has been issued, signed and dated by an accredited veterinarian and
which shows the name and address of the animal's owner or exhibitor and the results
of all required tests or vaccinations. A CVI shall list only one animal identification per
line; shall be presented on the form on which it was initially issued; and shall not be
corrected, changed or altered in any manner.
3. All animals shall be officially identified. The animal(s) official identification shall be
recorded on the CVI.
4. If animals are from tuberculosis accredited, brucellosis certified, pseudorabies
qualified, or brucellosis validated herds, the identifying herd number(s) along with the
date of the last herd test(s) shall appear on the CVI.
5. CVI for out-of-state livestock shall be void thirty (30) days after issuance.
6. CVI for Illinois-origin livestock shall be void ninety (90) days after issuance.
7. All livestock shall be subject to examination upon entry to any Illinois Fair or
exhibition. Any animal showing evidence of infectious, contagious or communicable
diseases shall be immediately withdrawn and held in quarantine at the owner's risk
and expense until properly treated and recovered, or until the animal is released to
return to the owner's premise. Any livestock infected with scabies, mange, active
lesions of ringworm, soremouth, or multiple warts which are easily visible without
close examination shall not be permitted to exhibit and are subject to quarantine
or removal from the fairgrounds. Sheep and goats with caseous lymphadenitis as
evidenced by draining abscesses shall not be exhibited and are subject to immediate
quarantine or removal from the fairgrounds.
8. Illinois Department of Agriculture personnel or designee may collect blood, tissue,
milk or urine samples from any animal being exhibited and/or raced at any Illinois
fair to test for the presence of illegal drugs or banned substances. New examination
techniques, such as ultrasound, may also be used at anytime while the animals are
on the grounds of any Illinois fair or exhibit. The Illinois Department of Agriculture or
designee may collect urine, blood, tissue or other test samples from exhibition animals
at the time of slaughter.
9. All exhibitors of animals at any Illinois fair or exhibition shall comply with the
provisions of the Illinois Humane Care for Animals Act. If violations are observed,
the animal(s) will be excused from exhibition and ordered removed from the grounds
with all awards being forfeited. Any practice or deviation from normal, accepted care,
including physical, medical or mechanical application, shall constitute a violation
of show rules and may result in the animal(s) disqualification and removal from the
fairgrounds.
10. Any Illinois cattle, bison, cervidae or goats being exhibited in non-accredited free
state must be isolated from the remainder of the herd/flock upon return to Illinois and
retested for tuberculosis 60-120 days post-entry.
CATTLE
Identification
Individual identification of each animal shall be either a fully healed and legible tattoo,
approved official metal ear tag, registration number (can only be used if the tattoo is
recorded on the registration certificate or for breeds where pictures are acceptable), or
individual brands, if brand is recorded on the registration certificate.
Illinois Cattle
Brucellosis - Illinois is a Bovine Brucellosis Class-Free State. Brucellosis testing is not
required for Illinois cattle.
Tuberculosis - Illinois is an Accredited Tuberculosis-Free State. Tuberculin testing is not
required for Illinois cattle.
Please note: Illinois calves under 6 months of age and Illinois steers are not
required to have a Certificate of Veterinary Inspection.
Out-of-State Cattle
All out-of-state cattle are to be accompanied by an entry permit. Entry permit numbers are
available by calling the Illinois Department of Agriculture, Monday through Friday from 8:00

Brucellosis
1. Female cattle six (6) months of age and older and bulls eighteen (18) months of
age and older shall be negative to an official test for brucellosis within thirty (30)
days prior to entry, unless exempt by one (1) of the following:
A. Originate directly from a certified brucellosis-free herd.
B. Official vaccinates of dairy breeds under twenty (20) months of age or
official vaccinates of beef breeds under twenty-four (24) months of age.
C. Animal originated from a "Class Free" state (if entire state is so
classified)
D. Steers and spayed heifers are not required to be tested for brucellosis.
2. The negative brucellosis test shall be conducted at a state or federal laboratory
within 30 days prior to exhibition.
Tuberculosis
1. Accredited Tuberculosis Free States
A. No tuberculin test required. All cattle, including steers, originating from
an Accredited Tuberculosis Free State, may enter Illinois for exhibition
when accompanied by a CVI issued by an accredited veterinarian
within 30 days.
2. Non-Accredited Tuberculosis Free Areas or States (Not TB Free)
A. Cattle must originate from a herd where a complete herd test was
conducted within the past year.
B. The individual animals entering Illinois must be negative to an additional
tuberculin test conducted within 30 days prior to exhibition.
C. Cattle that enter Illinois for exhibition and remain in Illinois (animal does
not return to the state of origin within 30 days) must be isolated and
retested for TB 60-120 days from the last official TB test date.
SWINE
Illinois Swine
Identification
1. Swine shall be identified by an official ear tag, tattoo or recognized breed ear
notch.
2. Ear notch identification is acceptable for barrows, crossbred gilts and breeding
swine. (Note: Ear notch identification of crossbred swine does not satisfy
USDA identification requirements for interstate movement or official testing.)

2. Swine originating from a Pseudorabies Stage III state shall be negative to an
official test for pseudorabies conducted within thirty (30) days prior to entry or
originate immediately and directly from a qualified pseudorabies negative herd.
3. Swine originating from a Pseudorabies Stage I or II state shall be negative to an
official test for pseudorabies conducted within the 10 days prior to entry.
4. Barrows and females in market classes must meet the same requirements as
breeding swine.
SHEEP
Identification
Individual identification of each animal shall be by an ear tattoo or official metal or plastic
tag. A micro chip ID is acceptable if the owner provides the reader. Ear tattoos may be
used when a registration certificate, listing the tattoo number, accompanies the animal.
When using ear tags, the tag must indicate the premises ID and state of origin. The tag
number must be assigned by a state or APHIS representative and recorded in the Scrapie
Record Database.
Market Lambs
All wethers must be slick shorn (show ring ready) before weigh-in so that show lamb
fungus can be identified.
Illinois Sheep
1. Sheep originating from a flock that has previously been classified as either
an infected or source flock can be exhibited in Illinois upon the completion of an
approved flock plan.
2. For any animal born after 1/1/2002, the CVI must include the flock of birth and
the flock of origin; if different.
Out-of-State Sheep

POULTRY
1. All entries (except waterfowl, i.e. domesticated fowl that normally swim, such as
ducks and geese) in a show or exhibition shall have originated from a U.S.
Pullorum-Typhoid Clean or equivalent hatchery or flock OR have a negative
pullorum-typhoid test within 90 days prior to exhibition. Exhibitor shall show
proper identification as to name and address of owner or exhibitor, name and
address of the authorized testing agent, date of the testing and the number,
breed, and species of those tested.
2 . Prior to being used to transport poultry to a show, all crates, boxes, containers
and vehicles shall be thoroughly cleaned and disinfected.
3. Any poultry vaccinations must be performed at least 4 weeks prior to delivery to
the show.
4. Upon admission to a show, all entries shall be examined by the official county
fair veterinarian or qualified state personnel who shall also receive and examine
all certificates necessary for admission of birds to a show. Birds not in show
condition will be excused from exhibition and removed from the premises.
Any fowl showing signs of illness during the fair will be removed from the
exhibition grounds.
5. All out-of-state turkeys must originate from flocks that are officially classified
as U.S. Mycoplasma Gallisepticum Clean in accordance with the provisions
of the National Poultry Improvement Plan or be negative to a test for Mycoplasma
gallisepticum within 30 days prior to entry.
6. A permit is also required for out-of-state poultry. A permit may be obtained by
calling (217) 782-4944.
Please Note: These poultry exhibition requirements do not apply to 4-H and FFA
1-day poultry shows where the entries are taken to the show and returned home the
same day. However, a permit is required for out-of-state poultry.
PIGEONS
There are no requirements governing the movement of pigeons within or into Illinois.
RABBITS
There are no requirements governing the movement of rabbits within or into Illinois.

allowed. Superintendent reserves the right to limit the number of fans per exhibitor.
5. Health regulations are in front of book.
6. All bulls over one year must be secured with rings in their noses.
7. Only one entry per exhibitor in each group class. Tie-outs to be maintained in 2 long single rows for easier cleanup.
Rinsing of cattle anywhere but on the wash rack will not be permitted.
8. All Breed Steers must be from registered parentage or be from parents who are eligible to be registered. 4-H steers
will be weighed on Thursday evening at 4:00 p.m. Open steers will be weighed on Friday evening at 6:00 p.m. A
Breed steer cannot show in breed classes and in market steer class also.
9. Rinsing of cattle anywhere but on the wash rack will not be permitted.
10. No entries may be changed after they are in the hands of the secretary.

Each bird must be entered in the name of the bonafide owner.
Entries will be limited to a total of 175 birds PER FAMILY.
There is a limit of 2 entries per lot number by one owner.
The Madison County Fair Association will not be responsible for loss or injury to stock due to fire, theft, or
providential destruction. Every precaution will be taken to prevent any harm to stock entered. An experienced poultry
breeder will be in charge of the care of the stock at all times.
TERMS — Cock - 12 months of age and over. Hen - 12 months of age and over. Cockerel – under 12 months. Pullet –under
12 months.
American Poultry Association and the American Bantam Association rules will govern this show.

$10.00 for exhibitor sticker MUST accompany entries in order to be processed.
Under Bantams, in order to win the “Trio” Awards, you must enter an actual Trio consisting of one cock and two hens, or one
cockerel and two pullets. Trios will receive special cooping. LIMIT OF ONE TRIO PER EXHIBITOR, PLEASE. Entry fee for
your trio will be $3.00. Any questions, call 462-5410.
Birds shown out of class will be disqualified.
Birds not deserving of a 1st place award will not be awarded one, even if it is the only bird in the class.

SHOW RULES
1. All entries must be mailed to Madison County Fair Assoc., P.O. Box 111, Highland, IL 62249 and received no later
than the date listed above.
2. Make all checks and money orders payable to the Madison County Fair Association.
3. The Madison County Fair Association will not be responsible for loss or injury to stock due to fire, theft, or
providential destruction. Every precaution will be taken to prevent any harm to stock entered. The Madison County
Fair Association reserves the right to substitute other judges in case the first named judge is unable to officiate.
4. Show management reserves the right to refuse any entries, which in its opinion should not be shown or exhibited.
5. Absolutely no substitutions will be allowed except in the same breed, sex, and class.
6. Rabbits can be sold. Anyone under 21 years of age must have a parent present and parent’s signature.
7. An exhibitor winning will be paid only 2 monies in each class.
8. Each exhibitor is responsible for feeding and providing feed and water for their animals the week of the fair.
The Department of Agriculture shall use its best efforts to secure sufficient appropriations to fund premiums. In any year in
which the General Assembly of the State of Illinois fails to make an appropriation sufficient to pay such premiums, premium
amounts may not be accurately reflected in the premium book.

4. THE FAIR ASSOCIATION IS NOT RESPONSIBLE FOR ANY DAMAGE TO PLANTS, VASES, ARRANGEMENTS, ETC.
5. Under Potted Plants, the inches described for “over and under” is for the height of the plant, excluding pot or container.
6. NO HANGING PLANTS PERMITTED.
7. Please bring your own flower vases, as containers are not provided.
8. Collections must be displayed on a tray of some form so that specimens may be readily kept together.
9. Arrangements using more than a single vase should be securely anchored on a single base of some kind.

6.CANNED FOODS a) Must be processed according to USDA recommendations. All canned items must be
canned in clear glass standard pint, quart or jelly jars with new self-sealing lids. Paraffin is not permitted
on jams and jellies. b) All canned items must have been processed within the last year. c) Entries will be
disqualified if: 1) Jars are unsealed. 2) Rust is present on rings and/or flats. 3) Deterioration is present (off
-color, breakdown of product, etc.).
7.Attach exhibitor tag to the entry by punching a hole in the plate or pie tin and tying the tag to the plate or tin.

1. Junior shows in Madison County are only open to exhibitors whose home county allows Madison County Junior
exhibitors to show in their Junior Show. They must be 8 years old or in third grade prior to Jan. 1 of the year in which
they will show or will not be 20 years of age until after Dec. 31 of the year in which they will show.
2. Phone entries will NOT be accepted in this department.
3. An exhibitor may make two entries under each lot number.
4. Exhibits are limited to 24 inches by 24 inches at the base by any height.
5. The Fair Association will not be responsible for any articles lost or damaged in this department.
6. Clothing may be removed from the exhibit area for modeling in 4-H Style Show with advance permission from the
Secretary’s office.
7. All entries must be the handwork of the exhibitor and must have been made WITHIN THE PAST 2 YEARS. The
Superintendent has the right to disqualify any exhibit. No commercial exhibitors accepted. ANY ARTICLE THAT HAS
RECEIVED A RIBBON WITHIN THE PAST 2 YEARS IS NOT ELIGIBLE TO BE SHOWN AGAIN.
8. Entry tags will be given to you when you make entries. Place them on your exhibit before bringing it to the exposition
hall.
9. No premiums will be awarded on exhibits which have been purchased or borrowed for exhibition purposes.
10. Present entry slips for release of exhibit.
11. All clothing entries should be brought with a plastic cover.

as clay or plastic pots.
2. All entries must be the handwork of the exhibitor.
3. Fair Association is not responsible for watering the plants.
4. Fair Association is not responsible for any damage to
plants,vases, arrangements, etc.
5. Silk flowers in an arrangement are not acceptable & will be
disqualified, UNLESS otherwise stated.
6. All arrangements must be completed before you enter as there
is not room to do the arrangement in the Exposition Building.
7. Phone entries will not be accepted in this department.

9. All flowers, flower arrangements and potted plants will be
judged on Sunday, July 24 after 4:30 p.m.

12. Any display or part of a display removed before the end of the
Fair will result in loss of prize money and loss of ribbon.
13. Any display not picked up will result in loss of prize money
and loss of ribbon unless arrangements are made with
Superintendent Only. The Fair Association is not responsible
for any display not picked up by 6:00 p.m. on Sunday, July 31,
unless prior arrangements are made with Superintendent.
