TITLE: Agreement with Pyro Spectaculars in the Amount of $21,525.00 for Production of the 2016
Fourth of July Fireworks Show
OBJECTIVE: To enter into a contract with Pyro Spectaculars for the production and implementation of
the 2015 Fourth of July Fireworks Show in Library Park
BACKGROUND: The City of Monrovia has offered a fireworks show on the Fourth of July since 2002.
The show was held on Myrtle Avenue from 2002 to 2008, and was contracted with Fireworks America.
The 2009 show was replaced by a concert in Recreation Park due to construction in old town, and the
construction of the new Library in Library Park. Based on community feedback requesting the return of
the fireworks show, Staff investigated a contractor, venue, location and logistical options for the 2010
event. Staff recommended and the City Council approved at the April 20, 2010, City Council meeting,
funding, award of contract with Pyro Spectaculars and location (Library Park) for the 2010 fireworks
show. The success of the 2010, 2011, 2012, 2013, 2014, and 2015 events, and positive feedback from
viewers on the quality of the fireworks production, reinforced the need for Staff to continue to utilize
Pyro Spectaculars for future fireworks shows for the community.
ANALYSIS: The 2016 fireworks show is scheduled for Monday, July 4, at 9:00 p.m., in Library Park.
The cost of the fireworks show is $21,525.00 for an 18 minute Pyro Spectaulars production. The event
is a collaborative effort between the Fire, Police, Public Works and Community Services Departments
with the assistance of California Sound. Pyro Spectaculars will provide all pyrotechnic equipment,
trained pyrotechnicians, permits and insurance to launch the fireworks show (see attached proposal).
ENVIRONMENTAL IMPACT: Pyro Spectaculars will be responsible for clean-up of all equipment and
live pyrotechnic debris located within the launch zone. City Staff will be responsible for all other
environmental clean-up including the collection of discharged fireworks debris, trash removal and the
protection of storm drains in the area surrounding Library Park. The following provisions will be required
as part of the contract with Pyro Spectaculars:






Roofing material and metal drip pans will be placed on the surface of the Library roof as
protection from fireworks.
All fireworks material and debris will be removed by Pyro Spectaculars.
All pyrotechnic equipment will be placed on the roof via a mechanical lift placed in an exterior
location adjacent to the Library.
All Library interior carpet will be covered for protection from foot traffic.
A communication sound check will take place with the sound and the fireworks operator one
hour prior to launch.
Approved fireworks operators will be the only personnel allowed in the fallout zone and on the
roof.

FISCAL IMPACT: The cost for contracting with Pyro Spectaculars is $21,525.00. The entire cost of
the fireworks show is offset by sponsorships and City funds. A $10,762.50.00 non-refundable deposit
is required before April 1, 2016, to secure Pyro Spectaculars for the 2016 fireworks show.
OPTIONS: The City Council has the following options to consider:
1. Approve an agreement with Pyro Spectaculars for the 2016 Fourth of July Fireworks Show.
2. Reject the agreement with Pyro Spectaculars and direct Staff to explore other options for
production of the 2016 Fourth of July Fireworks Show.
RECOMMENDATION: Staff recommends approving an agreement with Pyro Spectaculars for the
production of the 2016 Fourth of July fireworks show.
COUNCIL ACTION REQUIRED: If the City Council concurs, the appropriate action would be a motion
to approve an agreement with Pyro Spectaculars for production of the 2016 Fourth of July fireworks
show in the amount of $21,525.00, and authorize the City Manager to execute the necessary
documents in a form approved by the City Attorney.
