previously impregnable safety protections. What is worse
is that all line personnel agree the series of holes were
obvious before the accident. At NASA, we recognized this
cycle and found that a safety campaign was not enough,
that an SMS was not enough, that safety cultures could
drift, and that meetings were not responsive enough to
fix the problem. What followed was an effort that would
eventually lead us to a self-correcting, data-driven process
that took us away from excessive risk towards a safer path
to achieve our mission.

The new FAA Compliance Policy, what
it means for the FAA inspectors and
what it means for certificate holders.
The June announcement of the new
FAA Compliance Policy has been 10 years in the making
through vibrant internal debate within the FAA. With the
new policy comes an evolution of the relationship between
the regulator and regulated. This policy advocates for the
use of training, counseling and other safety improvement
tools and use enforcement when the other tools are
inappropriate. This Compliance Policy is needed to enable
SMS to succeed with its requirement of transparency for
certificate holders in the identification of risks and hazards.

CHARLES R. JUSTIZ, PH.D.
Managing Director/Corporate Aviation
Charles R. Justiz, Ph.D. is a compliance
and risk management consultant to senior
management and directors of Fortune 100
companies and their flight departments.
Dr. Justiz follows and researches relevant
news and reports regarding ignored warnings that lead
to bad business outcomes, along with the social
psychology theories that explain why these warnings
were ignored.
Dr. Justiz is a US Air Force Academy graduate, former
USAF officer, and retired from NASA where he was Chief
of Aviation Safety and rated as both an instructor pilot
and an examiner pilot in the Astronaut T-38, the Shuttle
Training Aircraft (with more than 25 years of experience
and 15,000+ Shuttle approaches), the C-9 and in the
747 Shuttle Carrier. A first generation Cuban-American,
Justiz holds a PhD in Engineering.
DR. CURT LEWIS
Dr. Curt Lewis is currently President/Owner
of Curt Lewis & Associates, LLC. The
consulting firm specializes in: Aviation/
Airline Safety, Accident Investigation and
Reconstruction, Industrial Safety, Forensic
Investigation, Product Safety, System
Safety, Automotive Crash Worthiness, Railroad Crossing
Collision Investigations and Reconstruction, & Airport
and Aircraft Security.
He has in excess of forty years of safety experience as
a professional pilot, safety engineer/director, and air
safety investigator. Mr. Lewis holds an Airline Transport
Pilot License (ATPL), Certified Flight Instructor Certificate
(Airplane Single, Multiengine & Instrument); with over
10,000 hours of flight experience. In addition, he has
earned technical Bachelor’s degrees in Aeronautical
Engineering and Physics, a Master’s degree in Aviation,
System Safety & Human Factors, and a Ph.D. in Business
Administration
DANN J. RUNIK
Dann J. Runik attended Northrop
University of Los Angeles, CA and
graduated with a Bachelor’s Degree in
Engineering Technology/Aircraft
Maintenance and an A&P Mechanic
License. Dann later served as a DC-8 and
B-747 pilot for Flying Tigers, then as an engineer for
Rockwell International on the Space Shuttle program.
Dann joined Northwest Airlines (now Delta) in 1983
where he currently serves as a B-747-400 Captain. Dann
joined FlightSafety International in 2004 where he

currently serves as the Executive Director of Advanced
Training Programs. In this role, Dann works closely with
the major aircraft manufacturers and FlightSafety training
facilities to oversee and create the next generation of
training programs. These advanced programs are
targeted toward providing solutions to the challenges
seen in aviation safety. Dann maintains qualification as a
GV Series pilot instructor and G650 pilot, continues to fly
line trips in various Gulfstream and Boeing aircraft, and
has accumulated over 23,000 hours of flight time. Dann
also consults with flight departments and aircraft
manufacturers on the topics of post-accident/incident
recovery, departmental restructuring strategies, and
customized training solutions.
TROY SMITH
Supervisory Special Agent Troy Smith has
served the FBI since 1997. He started his
FBI career in the San Francisco Field
Office working Organized Crime violations
and flew FBI aircraft in support of the
agencies law enforcement mission. SSA
Smith is a Certified Flight Instructor and has a multiengine Airline Transport Pilot certificate. In 2006, SSA
Smith accepted a position as the FBI’s National Aviation
Safety Program Manager at FBIHQ. As the FBI’s Aviation
Safety Manager, he provides oversight for all
components of the agencies SMS which includes:
national and regional safety stand downs, International
Standards for Business Aircraft Operations (IS-BAO)
audits, maintains a “Gold Standard” flight operation as
administered by the U.S. Government - General Services
Administration, conducts Line Operations Safety Audits
(LOSA), developed an agency specific CRM training and
evaluation program, and conducts aircraft safety
investigations involving FBI aircraft. In 2012, SSA Smith
was awarded the Captain Eugene Cernan Aviation Safety
Award presented by Bombardier Safety Stand down.
SSA Smith has earned a certificate in Aviation Safety and
Security from the University of Southern California, and a
Master Degree in Technology Management from
Brigham Young University. Currently, SSA Smith is
pursuing graduate studies in Human Factors from
Embry-Riddle Aeronautical University.
BRIAN WYNNE
Brian Wynne is the President and CEO of
the Association for Unmanned Vehicle
Systems International (AUVSI), the largest
association representing the unmanned
systems and robotics industries. Brian
assumed his position on January 12, 2015
having previously led the Electric Drive Transportation
Association (EDTA), a post he held since April 2004. The
SPEAKER BIOS:
EDTA promotes battery, hybrid, plug-in hybrid, and fuel
cell electric vehicles and infrastructure.
The Association for Unmanned Vehicle Systems
International is the world’s largest nonprofit organization
dedicated to the advancement of unmanned systems.
AUVSI represents more than 7,500 members from over
60 allied countries and 2,700 organizations involved in
the fields of government, industry and academia.
Mr. Wynne brings in-depth experience in transportation
and technology applications gained in leadership roles
with trade associations and public-private partnerships.
He has previously served as Senior Vice President for
business and trade at the Intelligent Transportation
Society of America (ITSA). Prior to that role, he led a
global technology association as CEO of Association
for Automatic Identification and Mobility (AIM). Mr.
Wynne started his career as a legislative assistant to U.S.
Senator Charles Percy and has served on several not-forprofit boards.
He holds a bachelor’s degree from the University
of Scranton, a master’s degree from the School of
Advanced International Studies at Johns Hopkins
University, and was a Fulbright Scholar at the University
of Cologne in Germany. Mr. Wynne is an instrumentrated pilot who flies a Socata Trinidad.
RUSS LAWTON
Russell Lawton is Director of Safety, and
Aviation Safety Action Program (ASAP)
Manager for the Air Charter Safety
Foundation. He is responsible for the Air
Charter Safety Foundation’s ASAP
program for participating FAR 91 and 135
companies, as well as the ACSF Industry Audit Standard
for charter operators and fractional aircraft ownership
companies.
He is also responsible for developing and implementing
SMS programs for member companies of the National
Air Transportation Association (NATA), and has served
on the FAA SMS aviation rulemaking committee.
Lawton has held key safety roles during 38 years in
aviation and system safety. Prior to joining the Air
Charter Safety Foundation, he served as Director of
Operations at Wyvern Consulting and was Wyvern’s lead
safety auditor. He was in the first group of accredited
auditors for the International Standard for Business
Aircraft Operations (IS-BAO).
He has assisted the National Transportation Safety Board
and the Federal Aviation Administration on various
safety initiatives.
He has served as an active member of the NBAA Safety
Committee for more than 12 years. He has also served as
editorial consultant to the Flight Safety Foundation and
Editor-in-Chief of IFR Refresher Magazine.
Lawton holds a master’s degree in safety from the
University of Southern California and a bachelor’s degree
in air commerce from the Florida Institute of Technology.
Lawton is an active ATP and flight instructor.
NICKY ARMOUR
Nicky Armour has over 15 years’
experience in aviation and aviation safety.
This knowledge of and familiarity with the
FAA’s requirements, standards,
procedures, and project goals enables her
to assist carriers in effectively utilizing
WBAT for the management and operation of their Safety
Programs.
Ms. Armour’s synergistic knowledge of best practices
in aviation safety and voluntary safety programs and
her operational experience allows her to work with
over 120 Operators to uniquely customize WBAT based
on their requirements. She also collaborates with the
participating carriers to support a standardized process
for the complete life cycle of voluntary safety programs
based on FAA guidance, best practices, and lessons
learned.
She has worked closely with FAA to ensure that SMS
for Air Operators is effectively administered in WBAT.
Recently she has been involved in ensuring that WBAT
is current with SMS VP/Part 5 for both mandatory and
voluntary SMS programs.
Nicky has a MS in Aviation Safety from Central Missouri
State University and a BS in Aircraft Maintenance
Management from Parks-­St. Louis University.
She holds both Commercial Aircraft and Rotorcraft
ratings, CFI, CFII, Multi and Instrument Ratings. She also
holds an FAA Airframe and Powerplant certificate.
Her flight experience as a Part 91 pilot, Part 135 and Part
121 Regional Airline Pilot has proven affective to assist
all user types in promoting safety.
DANIEL M. MCCUNE
Daniel M. McCune is currently the
Associate Vice President for safety for
Embry-Riddle Aeronautical University. Mr.
McCune retired from the United States
Army after serving 27 years. Mr. McCune
was the senior System Safety Engineer/
Safety Director for many aviation organizations. He was
instrumental in designing the Army’s Crew Coordination
Program. He was stationed all over the world. Mr.
McCune spent three tours in Korea, four years in Japan,
three years in Germany. At every location, his one major
goal has always been accident prevention through
Safety Culture enhancement.

SPEAKER BIOS:
Mr. McCune has a Bachelor of Arts in Business from
New York University and a Master of Science in Human
Resource Management from Chapman University. Mr.
McCune’s ratings include U.S Army Command Pilot; ATP
Commercial Pilot (Single/Multi-engine, Instrument); and
CRM instructor pilot.
From 1973 until joining the Board in 1990, Member Hart
held a series of legal positions, mostly in the private
sector. He holds a law degree from Harvard University
and Master’s and Bachelor’s degrees in Aerospace
Engineering from Princeton University. He is a member
of the District of Columbia Bar and the Lawyer-Pilots Bar
Association. Hart is a licensed pilot with commercial,
multi-engine, and instrument ratings.
HONORABLE CHRISTOPHER A. HART
Member Christopher A. Hart was sworn in
as Chairman of the National
Transportation Safety Board on March 17,
2015. He was originally sworn in as a
Member of the Board on August 12, 2009
and designated by the President as Vice
Chairman on August 18, 2009. In August 2013, President
Obama nominated him for a second term as Board
Member and after Senate confirmation of his
nomination, the President, in October 2013, designated
him for a third term as Vice Chairman. He has served as
Acting NTSB Chairman since April 26, 2014.
Hart joined the Board after a long career in
transportation safety, including a previous term as a
Member of the NTSB. Immediately before returning to
the Board in 2009, Member Hart was Deputy Director
for Air Traffic Safety Oversight at the Federal Aviation
Administration (FAA). He was previously the FAA
Assistant Administrator for System Safety.
He served as a Member of the NTSB from 1990 to
1993. After leaving the Board, he served as Deputy
Administrator of the National Highway Traffic Safety
Administration, before moving to the FAA in 1995.
JOHN ALLEN
John Allen joined JetBlue Airways in
September 2013 as the Vice President,
Safety. In this role, John is responsible for
maintaining JetBlue’s focus and practice
of safe operations, both in the air and on
the ground. John’s long history in aviation
greatly serves JetBlue’s 18,000 safety-focused
crewmembers and customers.
On August 31, 2013, John retired from the FAA after 22
years with the agency in a variety of roles of increasing
responsibility, culminating as Director of Flight Safety
Standards. In this role, John was responsible for
promoting the safety of flight for civil aircraft by setting
regulations and standards for air carriers, air agencies,
general aviation, airmen and designees. John retired
from the Air Force Reserves in 2009 as a Brigadier
General, after 31 years of active-duty and reserve service.
Currently, John has over 5,000 flying hours and flies the
A320 as a JetBlue management pilot. He also flew the
Citation Excel at the FAA, the C-141B and C models for
20 years as well as the T-37 as an Air Force instructor
pilot in the military.
