INVESTMENT POTENTIAL AND OPPORTUNITIES IN PENAJAM
PASER UTARA REGENCY
PENAJAM PASER UTARA PROFILE
Penajam Paser Utara Regency is an integral part of East Kalimantan Province, which
was established in 2002 as the extension of Paser Regency. The Regency has competitiveness
due to its geographic location. The Regency borders on Kutai Kartanegara Regency in the
North, on Balikpapan City and Makassar Straits in the east, on Paser Regency and Makassar
Straits in the south, and on West Kutai and Paser Regency in the west. Position of the
regency is in the cross line connecting East Kalimantan and South and Central Kalimantan. Its
closeness to Balikpapan City and Banjarmasin City (South Kalimantan Province) gives added
value for the marketing of competitive commodities of the region.
Administratively, the area of Penajam Paser Utara Regency that covers 3.333,06 sq
km is divided into 4 sub districts that cover 24 urban villages and 23 villages. In 2009, total
population of the regency reached 137.165 people with average population growth of 2,3%
per year.
Achievement of Penajam Paser Utara Regency can be said to be phenomenal,
especially after entering regional autonomy era. Economic indicator of the regency is
reflected, among others, from the development of GRDP upon current price that increase
significantly. In 2000 the GRDP only reached Rp. 1.220.315 millions, but in 2009 the amount
has increased excitingly to become Rp. 1.847.702 millions with economic growth reached
5,02%. Four most important sectors that play significant roles in encouraging economic
growth are mining and energy; trading, hotel and restaurants, agriculture; and processing
industry.
Penajam Paser Utara Regency has various regional potential,which are prospective
enough to develop. This new regency is also a very attractive region to invest in various
sectors, due to the availability of appropriate infrastructure and high area accessibility like
trans Kalimantan road, land transportation facilities that has reached almost all sub districts in
the region as well as seaport which is still possible to be developed further, both as cargo as
well as passenger seaport.
Nevertheless, the Government of Penajam Paser Utara Regency that have a vision
realizing Penajam Paser Utara Regency as the center of agribusiness and agro-industry base
on community economy, fully realized, that in realizing this vision there are obstacles,
especially the problem of funding. To address these funding issues, in line with the spirit of
regional autonomy for the sake of advancing Penajam Paser Utara Regency, local
governments are inviting investors to invest their funds in various sectors which have the
potential to be developed.
INVESTMENT OPPORTUNITIES
A. Infrastructure
In infrastructure, Government of Penajam Paser Utara Regency offers investment
development of the bridge construction Penajam-Balikpapan. The bridge that connects
Penajam Paser Utara Regency and Balikpapan City, providing easy access to ground
transportation for people who require mobilization between the two regions. Based on
geography side of Penajam Paser Utara Regency, this bridge also improve access to
ground transportation from East Kalimantan to South Kalimantan.
Construstion of Penajam-Balikpapan Bridge have 4,4 km long with construction
cost about more and less Rp. 3,7 triliun. This bridge will have connection road about 2,5
km long with construction cost about Rp. 12,5 miliar. And cost of maintenance is 1,0%
from the total of investation.
Bridge construction plans will have a positive impact for Penajam Paser Utara
Regency to accelerate development of the region. In terms of economic feasibility study,
the construction of the Bridge has a EIRR of 9,25% for time of analys in 50 years.
B. Plantation
Total plantation area in Penajam Paser Utara Regency reaches 25,678.19 Ha. Oil
palm, coconut, rubber, cocoa, pepper and coffee are among main commodities developed
in the region. Oil palm has the widest area, namely reaching 14,744.44 Ha with
production reached 218.018,9 tons in 2008.
Investment opportunities offered include intensification and extension of plantation
area including castor plantation, development of processing industry of plantation
products, as well as development of plantation-based agro tourism. Besides, Penajam
Paser Utara Regency also needs processing industry for little capacity for self-managed
oil palm plantation with production capacity of 10,000 tons / hour. This could be take
place in two location, in Sotek Urban Village, Sepaku Sub District, with the intend target
is palm farmer.
C. Animal Husbandry
The government of Penajam Paser Utara Regency plans to make the region as one
of leading livestock center in Indonesia by giving incentive for development efforts of
livestock in the region. In Sepaku, TRUNEN meat cow fattening business venture has
been established in cooperation with cooperative. Meanwhile, various kinds of livestock
like cow, goat, broiler, and purebred chicken. Animal husbandry cultivation in the region
is supported by the availability of cultivation land, appropriate shepherding area and
natural animal food as well as the increasing demand for livestock products like meat and
egg.
The most prospective investment opportunities that can be developed include cow
fattening, improvement and development of meat and chicken egg production,
development of animal food industry, meat processing industry, animal medicine and
animal food, as well as development of center of animal and meat market. These products
can be said to have had market in Balikpapan, given the high level of consumption in the
city.
D. Forestry
Penajam Paser Utara regency has secondary forest area of 188,182 Ha and other
kinds of forest area of 65,328 Ha. Products of forestry of the regency include ulin wood,
sawn timber, sirap ulin, rattan, honey, bird nest, gaharu wood, kemendangan wood,
semambu wood, resin, mahang and galam.
Commodity of log wood, rattan, and sirap wood has been exported to fulfill
international market demand. Investment opportunities that can be developed by investors
include seedling of forest plant, forest replanting, wooden and rattan handicraft industry,
natural conservation tourism, and forest tourism as well as education forest.
E. Fishery
Penajam Pasir Utara Regency with its 272.24 Km-long coastal line, has huge
potential for development of marine fishery. In 2008, production of marine fishery
reached 4.621,5 ton which is increased 0,68% from 2007 that reached 4.590,4 ton, where
the larger part of the products were distributed to Balikpapan, Banjarmasin, and Central
Kalimantan regions. Besides capture fishery, there is also potential of culture fishery of
grouper and seaweed. There are also many people who cultivate shrimp pond in 1,5002,000 Ha are with average monthly production reaches 10-25 ton. Penajam Paser Utara
also has potential for development of freshwater fishery and public waters. Production of
fish from freshwater fishery cultivation during 2008 was 4.875,4 ton.
Investment opportunities promising to tap include development of fishpond
cultivation, floating net/rumpon fish cultivation, ship building industry, ice factory and
cold storage, fish processing industry, fish landing site and fishermen port, warehousing,
fish canning industry and supply of fishing equipments.
F. Food Crops and Horticulture
Generally, all sub districts in Penajam Paser Utara Regency has potential for
development of food crops and horticulture commodities. Wet land paddy is developed
widely in Sepaku and Panajam Sub Districts, while up land paddy is developed in Sepaku,
Penajam and Waru Sub Districts.
In 2008, harvested area of paddy fields increased by 4,05% and harvested area
paddy fields increased by 3,35% compared to 2007. Along with the increase in area
harvested, production also increased. Production of wet land paddy during 2008 reached
76,301 tons which was increase 5,13% from 2007 that reached 72,578 tons, while
production of upland paddy also rose from 3,146 tons in 2007 to 3,425 tons in 2008 or
increased by 8.87%. Districts that have the biggest share of rice production that is Sub
District Babulu that contributed 49.61% of total production and Sub District Waru has
contributed amounted to 32.62%, while for rice production fields, Sub District Sepaku is
the biggest contributor that is 44.03% and 23.94% of Sub District Babulu of total
upland rice production.
Such production is adequate to fulfill the need of the people, and some of the
production is distributed to other regions. This condition makes Penajam Paser Utara
Regency known as one of rice barn in East Kalimantan.
Besides paddy, other competitive commodities of food crops sub sector include
corn, and soybeans. Meanwhile, in horticulture crops, competitive commodities of the
region include cabbage, chilly, onion, orange, banana, durian, zallaca, cempedak, and
others. All of those commodities are potential to develop. This condition is only
appropriate as Penajam Paser Utara Regency has fertile and suitable land for cultivation
of food crops commodities, as the regency is included in Meratus mountain chains.
Meanwhile, investment opportunities that can be develop in the region include
procurement of agriculture machinery and equipments, procurement of production
facilities (seed, fertilizer and pesticides), processing industry of agriculture products,
seedling, warehousing, working capital procurement, trading and cultivation of
competitive commodities.
G. Mining and Energy
Oil and Gas
Penajam Paser Utara Regency has abundant oil and gas potential. Up until at
present, there have been 3 companies involving in oil and gas exploitation activities.
Those companies are Chevron Indonesia Company, PT Pertamina and Perusda Benuo
Taka–Oil and Gas Division. Production of gas of Regionally owned companies of Benuo
Taka Migas reaches 2.8-3 mmbtu. Investment opportunities offered include development
of new oil field, optimization of the existing oil and gas field, and utilization of
production of Wailawi gas field for local electricity power plant.
Non Oil and Gas Mining Mineral
The area of Penajam Paser Utara Regency also has abundant non-oil and gas
mineral potential. A number of mineral such as coal, mountain stone, marble, clay,
limestone, quartz sand, electricity and development of processing industry.
H. Industry, Trade and Service
Industry that develops in Penajam Paser Utara Regency consists of large, medium
and small and handicraft industries. Large and medium scale industry are still
concentrated in Penajam and Sepaku sub districts, comprising sawn timber, plywood,
household appliances, leather, fishing boat, cake, and tile industries. Products of the
industries are marketed to Balikpapan City and for export market. Meanwhile, small scale
and handicraft industry are scattered in all sub districts producing, among others, tempeh,
tofu, brown sugar, rattan, wooden craft, palm sugar, and window frame.
Industries in the region are still potential to develop further due to the availability of
land, raw material as well as market share. For trading and services, investment
opportunities possible to develop include development of Central Market that sell
primary and tertiary needs. Further, along with the development of animal husbandry and
agriculture sector, opportunities are also open for development of trading center for
products of animal husbandry and agriculture.

Tourism
Penajam Paser Utara Regency has tourism potential of mangrove forest, beach and
underwater park which is still natural and very attractive. A number of tourism objects
which are potential to develop are, among others:
■ Deer Wildlife conservation area in Waru Sub District
■ Cow Fattening agro tourism in Trumen, Sepaku Sub District
■ Marine Tourism such as Sipakario Beach, Buluminung Beach and Tanjung Jumlai
beach.
After identified, those potential still needs huge investment. Therefore, investment
opportunities are still widely open or development of hotels, villas, shopping centers, and
tourism transportation services.

• PDRB meningkat signifikan dari Rp. 1.220.315 juta pada tahun 2000,
menjadi Rp. 1.847.702 juta pada tahun 2009 dengan pertumbuhan

Penajam Paser Utara, Pemerintah Daerah mengundang
investor untuk menanamkan dananya di berbagai sektor

PELUANG INVESTASI
1. INFRASTUKTUR : PEMBANGUNAN JEMBATAN PENAJAM-BALIKPAPAN
• Pada bidang infrastruktur, Pemerintah Penajam Paser Utara menawarkan
investasi pembangunan konstruksi jembatan Penajam-Balikpapan.
Jembatan yang menghubungkan Kabupaten Penajam Paser Utara dan
Kota Balikpapan, menyediakan akses transportasi yang lebih mudah bagi
orang-orang yang membutuhkan mobilisasi antara kedua daerah
tersebut. Berdasarkan letak geografis, Jembatan ini juga meningkatkan
akses transportasi darat dari Kalimantan Timur ke Kalimantan Selatan.
• Jembatan Penajam-Balikpapan akan memberikan dampak positif bagi
Kabupaten Penajam Paser Utara untuk mempercepat pembangunan di
daerah tersebut. Dari sisi kelayakan ekonomi, pembangunan konstruksi
jembatan tersebut memiliki EIRR senilai 9,25% untuk waktu analisis
selama 50 tahun.

Pembangunan Jembatan Penajam Paser Utara akan memberikan
dampak positif bagi Kabupaten Penajam Paser Utara untuk
mempercepat pertumbuhan daerah mengikuti perkembangan Kota
Balikpapan
Dari sisi kelayakan ekonomi, pembangunan jembatan memiliki EIRR
dibawah 10% (untuk periode analisis 50 tahun)
- Dengan pertimbangan umur layanan jembatan lebih dari 100 tahun, maka
kelayakan ekonomi akan lebih baik

• Pemerintah Kabupaten Penajam Paser Utara
memiliki rencana untuk menjadi penghasil
ternak utama di Indonesia dengan memberikan
insentif bagi pengembangan ternak di daerah
ini.
• Di Sepaku, TRUNEN penggemukan sapi telah
dikembangkan.
• Peluang investasi yang dapat dikembangkan :
penggemukan
sapi,
improvisasi
dan
pengembangan produksi daging dan telur ayam,
pengembangan industri makanan ternak,
industri pengolahan daging, obat-obatan bagi
ternak, dan pembangunan pasar daging dan
hasil ternak lainnya. Produk yang dihasilkan
tersebut telah memiliki target pasar yang sudah
pasti, yakni Kota Balikpapan. Mengingat selama
ini, Kota Balikpapan memiliki tingkat konsumsi
tinggi sehingga memerlukan pasokan dari
daerah lain untuk memenuhi kebutuhannya.

4. Kehutanan
• Areal hutan produksi seluas 188.182 Ha dan hutan lainnya seluas 65.328 Ha.
• Produk hasil hutan antara lain, kayu ulin, sawn timber, sirap ulin, rotan, madu, sarang burung, kayu
gaharu, kayu kemendangan, kayu semambu, resin, mahang dan galam. Komoditas dari kayu setengah
jadi, rotan dan sirap ulin telah diekspor untuk memenuhi permintaan pasar luar negeri.
• Peluang investasi yang dapat dikembangan oleh investor meliputi pembibitan tanaman hutan,
penanaman hutan kembali, industri kerajinan kayu dan rotan, pariwisata alam, hutan wisata dan hutan
pendidikan.

5. Perikanan
• Pada tahun 2008, produksi perikanan laut mencapai
4.621,5 ton yang meningkat 0,68% dari tahun 2007
sebanyak 4.590,4 ton, dimana sebagian besar
hasilnya didistribusikan ke Balikpapan, Banjarmasin
dan daerah Kalimantan Tengah.
•Daerah ini juga berpotensi untuk perikanan tambak
dan rumput laut. Ada pula masyarakat yang
mengembangkan tambak udang luas areal sekitar
1.500 – 2.000 Ha dengan rata-rata produksi
mencapai 10-25 ton per bulan.
•Produksi ikan air tawar pada tahun 2008 mencapai
4.875,4 ton.
•Peluang investasi meliputi pengembangan ikan
tambak, keramba apung, pembangunan industri
kapal, pabrik es dan gudang penyimpanan ikan beku,
industri pengolahan ikan, tempat pendaratan ikan
dan dermaga nelayan, pergudangan, industri
pengalengan ikan dan penyediaan perlengkapan
tangkap ikan.

6. Tanaman Pangan dan Hortikultura
• Pada tahun 2008, luas areal padi sawah meningkat 4,05% dan
padi ladang meningkat 3,35% dibandingkan 2007.
•Produksi padi sawah pada tahun 2008 mencapai 76.301 ton,
meningkat 5,13% dari tahun 2007 sebanyak 72.578 ton, disisi
lain produksi padi sawah juga mengalami kenaikan dari 3.146
ton pada tahun 2007 menjadi 3.425 ton pada tahun 2008 atau
meningkat 8,87%.
•Produksi padi yang dihasilkan cukup untuk memenuhi
kebutuhan penduduk di Kabupaten Penajam Paser Utara, dan
sebagian dari hasil produksi didistribusikan ke daerah-daerah
lain. Kondisi ini menjadikan Kabupaten Penajam Paser Utara
terkenal sebagai lumbung padi Kalimantan Timur.
• Peluang investasi yang dapat dikembangkan meliputi
pengadaan perlengkapan dan mesin-mesin pertanian,
pengadaan fasilitas pendukung produksi pertanian (bibit, pupuk
dan pestisida), pengadaan industri produk hasil pertanian,
pembibitan, pergudangan, pengadaan modal kerja, perdagangan
komoditas pertanian.

7. Pertambangan dan Energi
Gas dan Minyak Bumi
• Kabupaten Penajam Paser Utara memiliki potensi gas dan
minyak bumi yang berlimpah.
•Terdapat 3 perusahaan yang terlibat dalam eksploitasi gas dan
minyak bumi. Perusahaan tersebut adalah Chevron Indonesia
Company, PT Pertamina dan Perusda Benuo Taka – Divisi Gas dan
Minyak Bumi.
•Produksi gas yang dihasilkan Perusda mencapai 2.8-3 mmbtu.
•Peluang investasi yang ditawarkan mencakup pengembangan
ladang minyak baru, optimalisasi ladang gas dan minyak yang
ada, dan pemanfaatan produksi dari lapangan gas Wailawi untuk
penyediaan listrik bagi pembangkit listrik lokal.
Pertambangan dan Energi selain Gas dan Minyak Bumi
•Kabupaten Penajam Paser Utara juga memiliki potensi hasil
tambang selain gas dan minyak bumi yang berlimpah. Seperti
batu bara, batu gunung, marmer, lempung, tanah liat, pasir
kuarsa, listrik, dan pengembangan industri pengolahan mineral.

8. Industri, Perdagangan, dan Jasa
•Industri besar dan industri medium masih terkonsentrasi di
Kecamatan Penajam dan Kecamatan Sepaku, seperti
pengkompresan sawn timber, kayu lapis, peralatan rumah
tangga, kulit, pembuatan kapal, kue dan industri keramik.
•Produk hasil industri tersebut dipasarkan ke Balikpapan dan
pasar luar negeri.
•Industri kecil dan industri rumah tangga yang tersebar di
seluruh kecamatan tersebut, memproduksi tempe, tahu, gula
merah, rotan, kerajinan dari kayu, gula kelapa dan kusen.
•Untuk perdagangan dan jasa, peluang investasi yang
memungkinkan untuk dikembangkan seperti Pasar Induk yang
memasarkan kebutuhan primer dan tersier. Kedepannya,
bersinergi dengan pengembangan hewan ternak dan sektor
pertanian, membuka peluang untuk pusat perdagangan hasil
ternak dan pertanian.

Kabupaten Penajam Paser Utara memiliki pariwisata yang potensial seperti hutan bakau, pantai dan
