The past couple of years have been challenging for all businesses in the Cork region
but there are strong foundations for stabilisation and growth for 2013 and beyond.
The Chamber is committed to providing our members with a full range of business
development services as well as continuing to strengthen our activities in lobbying,
representation and policy development. We are confident that with your continued
support and all of Cork organisations working together that the business outlook will
continue to improve through the year.

2013 sees the launch The Gathering an opportunity for us to celebrate the best of
Ireland: our culture, our music, our sport, our heritage and of course our business
success. The initiative is fully supported by Fáilte Ireland and Tourism Ireland but it has
many stakeholders, partners and supporters. As such we are delighted to be involved
in two of Cork’s largest economic initiatives – the first of which is the ITLG event taking
place on 21st/22nd January and CorkMeet in April. We encourage you to book your

The Chamber Annual Dinner is fast approaching on February 1st with almost 1000
people attending, we are confident that this will be a success once again. With our

Cork City Council and Cork County Council announced their
budgets for 2013 in December. Cork Chamber is disappointed at
the decision by both councils not to reduce commercial rates for
businesses in their budgets.
The Chamber recognises the hard decisions facing both Councils
in preparing budgets given the ongoing fiscal difficulties,
but believes that the absence of any reduction in commercial
rates represents an on-going threat to the competitiveness of
businesses. This threat is further compounded in Cork City by
increases in water charges which present further challenges for
companies who are especially reliant on this resource.
The ever increasing reliance of local authorities on commercial
rates income to fund city and county council operational costs
is worrying. Rates revenue continues to account for a growing
proportion of the overall local authority budget, while the local
government fund continues to steadily decline. Commercial
rates now account for 33.6% of Cork County Council’s total
income while government funding accounts for just 11.1%. In
Cork City Council, the situation is even more serious where
commercial rates account for 40% of total income.
While acknowledging the efforts of both councils to improve
efficiencies through reduced personnel costs, the Chamber
believes that more needs to be done to improve local
government efficiencies. Services could be effectively provided
by merging both councils into one strong local authority to cover
half a million people. The Chamber also continues to call for
strong independent local authority funding to be put in place to
reduce local government’s growing dependence on commercial
rates.
The decision by both Councils to continue to ring-fence 1% of
rates income for the Economic development fund is welcome.
This fund has supported a number of initiatives which have
directly contributed to economic activity at regional level
and has been commended nationally as a unique model of
innovation at local government level.

In December, Cork Chamber and Chambers Ireland made
a submission to the Department of Jobs, Enterprise and
Innovation’s consultation on the Reform of National Micro
and Small Business Support Infrastructure. Part of this process
involves the development of Local Enterprise Offices (LEOs) which
will replace existing City and County Enterprise Boards (CCEBs).
ARUP/MVA Consultancy alongside Cork City Council will hold a
public exhibition outlining its proposals for the Cork City Centre
Movement Strategy. The strategy proposes improvements for
general vehicular access, public transport movement, pedestrian
movement and cycling access in the city centre. The exhibition
will be held on 16th January 2013 in the Millennium Hall at
City Hall between 3pm – 8pm. Representatives from Cork City
Council, ARUP and MVA Consultancy will be available to assist in
explaining the proposals.
The Chamber Network made a number of recommendations
to Government in its submission, and called for the roles and
functions of LEOs to be clearly defined and not to duplicate the
services that are already provided for by those in the private
sector. Key recommendations included:

Core remit of LEOs must be exclusively to support start-up
companies of 1-9 staff only, as was the remit of CCEBs
LEOs should offer a limited range of business support
services on site, thus avoiding ‘mission creep’ into areas
already provided by support services in the private sector.
Small and micro enterprises should be able to use LEOs to
receive information on enterprise supports already available
The LEO should become a ‘hub’ of information on state and
private sector supports and services
LEO structures must be clear, coherent and user friendly with
clearly defined support services
LEOs must be marketed and branded in such a way that
distinguishes them from local authorities given that
many businesses perceive them to primarily exist as ‘rates
collectors.’
In our view, if LEOs are provided with strong objectives, distinct
functions and clear structures then they can have a significant
impact on job creation that will benefit Irish business, the Irish
economy and Irish society. Further discussion on this submission

The Chamber has begun working on a new EU funded
partnership project on ‘Resource Efficient Maritime Capacity’
(REMCap). The Chamber will participate in the project as part of a
regional cluster for the South-West of Ireland. Each cluster forms a
triple helix with representatives from government bodies, higher
education/research institutes and the business community. The
Chamber will represent the business community and will work
alongside the South-West Regional Authority (SWRA) and Irish
Maritime and Energy Resource Cluster (IMERC) the research
institute representative.
The South-West Ireland Marine Cluster feeds into a larger project
group with clusters from 5 other European countries including
France, Lithuania, Portugal, Sweden and the United Kingdom.
The project aims to harness growth in the global maritime market
for Europe to generate economic and employment benefits.
Maritime resource efficiency is becoming increasingly important
but improvements are required in order to achieve this efficiency.
Cork Chamber is currently preparing a submission and welcomes

The €5 million upgrade works on the Jack Lynch Tunnel will be
completed in a final period of nightly closures commencing on
January 19th, finishing on 8th February 2013. The tunnel will
close from 9.15pm to 7am every night during this period with
the exception of Fridays. The works, which are taking part as
part of an EU directive for additional fire protection, are destined
to enhance public safety and route protection. Road users can
sign up to an email or SMS notification service, free of charge,
by visiting www.jacklynchtunnel.ie. Users can also subscribe to
the SMS service, by texting TUNEL to 51444 or simply follow @
jacklynchtunnel on Twitter for all the latest updates

Iarnród Éireann has announced that it will provide free parking
at Midleton Line and Cobh Line Commuter Railway stations until
31st December 2013. Following on from the “Free Parking” offer
over Christmas 2012, a decision was made to extend free parking
to commuters for a year.
Iarnród Éireann encourages employers to examine the Iarnród
Éireann Taxsaver scheme to save up to 10.75% in PRSI payments,
while employees can save between 31% -52% in tax, PRSI and
USC. The Taxsaver scheme has proven to be a huge success with
over 3,500 companies now purchasing monthly and annual
commuter tickets for their employees. Further details can be

Lunch Series for Future Entrepreneurs
At the recent InBusiness InCork inaugural showcase, CIT and
UCC launched the Brown Bag Lunchtime Lecture Series which
will see both third level educational providers deliver a series of
lunchtime workshops with the aim of giving students, staff and
the general public an insight into being an entrepreneur and
showing enterprise start-up as a viable option for students after
graduation.
Gavin Duffy kicked off the “Brown Bag Lunchtime Lecture Series
” sharing his own entrepreneurial journey with 100 students
from both CIT and UCC. The interactive workshop allowed the
group to ask questions helping them understand their own
entrepreneurial mind-set and potential. The series will rotate
between each campus and will cover topics such as Creating a
Job for Life; Being the Entrepreneur; Future Trends; Spotting the

Opportunity; Undertaking Market Research, Getting Started;
Accessing Feasibility; Building the Team, The Importance
of Networks; Attracting Finance; Branding and Marketing,
Developing a Business Plan; Hitting the Growth Wall, Harvest and
Exit Strategies.
An added bonus for student participants is a free lunch and
an insight into the entrepreneurial programmes offered in CIT
and UCC. E.g. New Frontiers and PINC in CIT and IGNITE in UCC.

Energy Cork, the new industry cluster for the energy sector in Cork, continues to
seek new members following its launch last month by Minister Pat Rabbitte TD.
The initiative is supported by Cork City Council and Cork County Council through
their Economic Development Funds and was initially conceived by Cork Chamber.
Energy Cork is pursuing a range of coordinated actions to strengthen job
enterprise and promote job creation. Organisations active in any area of the
energy sector are encouraged to join and contribute to the work of the cluster.

An entrepreneur, salesman, marketeer and scientist all rolled into one
Cork Chamber is delighted to announce Dr Pearse Lyons as
the keynote speaker for this year’s Annual Dinner on Friday, 1st
February at City Hall, Cork. Dr Lyons is the founder and president
of Alltech, a global animal health and nutrition company that has
grown from a $10K investment in 1980 to an organisation valued
at $400million in just three decades.
Alltech’s global headquarters is in Lexington, Kentucky; however
it also has a state-of-the-art European bioscience centre located
in Dunboyne, Co Meath as well as a presence in 120 countries
throughout the world.
A native of Dundalk, Co Louth, Lyons graduated from UCD with
a first-class honours degree in biochemistry in 1967, Lyons
completed a PhD in yeast biochemistry at the University of
Birmingham. His connections with Cork were at the start of
his working career where he was involved in the design of the
Jameson facility in Midleton, Co Cork. Four years later, he got his
first taste of American business when he was headhunted by an
ingredients supplier for the brewing industry.
By October 1980, Lyons decided to set out on his own, exploiting
his talents as a salesman and his in-depth knowledge of yeast
culture. He began to supply special strains of yeast to the then
newly emerging fuel alcohol industry but he quickly turned his
attention to animal feed - the cornerstone of Alltech's success.
Over the years Pearse has focused on innovation, research and
development to expand the product offering and market reach
and in 2009, Alltech launched a new equine-specific brand,
Lifeforce Formula.
It is Lyons combined skills of scientist and business man that
have led to his success and he accredits his decision to sponsor
the Alltech FEI World Equestrian Games for $10 million as
‘the single best decision we have ever made because it has
catapulted us to a new level.’ He is also a philanthropist and
has created a joint charitable fund, the Alltech-Muhammad Ali
Centre Global Education and Charitable Fund which culminating
in a visit to Muhammad Ali's ancestral home in Ennis, Co Clare on
September 1st, 2009.
Alltech completed significant expansion in 2009, opening new
offices in the US as well as a state-of-the-art co-generation and
energy plant for its yeast facility in Serbia. It also expanded its
production facilities in China and Belgium. In March, Alltech
announced a new venture with Mitsui and Asahi Breweries to
produce speciality food grade yeast extracts. In January this
year, Alltech opened its first office in Spain and intends to build
a production and research facility for the Iberian areas and the
Mediterranean region.
Lyons has authored more than 20 books and many research
papers for scientific journals. He has recently been awarded
honorary doctorates from University College Dublin (on its 150th
anniversary), the University of Plymouth and the Herriot-Watt
University in Edinburgh for his contributions to science.
Mr. John Mullins, President of Cork Chamber commented, “It

business event of the year. We look forward to welcoming Dr
Lyons back to Cork, and gaining insight into his significant global

Cork Chamber and the Marketing Institute of Ireland will co-host this seminar on “How Twitter Brings the
World closer” which will feature Don O’Leary, Senior Sales Manager at Twitter.
Don started in Twitter Ireland 6 months ago to launch the Twitter advertising products across Europe.
Before Twitter, he worked in Google's International HQ first as an engineering manager and later as a senior
sales manager. Before the world of online advertising, Don developed software for a number of startup
companies in San Francisco, but also worked as a mechanical design engineer in the aerospace industry in
Los Angeles.

The official launch of Cork’s programme of events for The
Gathering 2013 took place at Cork Airport recently with Cllr.
Barbara Murray, County Mayor and Cllr. John Buttimer, Lord
Mayor of Cork and Cork Gathering Ambassador, Darina Allen
joined by a host of celebrities with a proud Cork heritage. Over
220 spectacular events are planned to take place across Cork City
and County during 2013.
Cork’s key Gathering initiative 'Rebel Week’ will showcase a
week-long series of specially commissioned events running from
October 14th-20th 2013. Among the diverse events scheduled
for ‘Rebel Week’ include a commemoration of the birth of
revolutionary leader and Cork’s first son, Michael Collins, on
October 16th; a Cork Global Economic Forum; and a novel ‘Cork
Passport’ scheme where those wishing to get their hands on
this coveted document must be willing to prove their Cork
credentials.
Commenting on The Gathering’s ‘Rebel Week’, Padraic O’Kane,
CEO of Corporate.ie (event promoters of ‘Rebel Week’) said “Rebel
Week seeks to embody the spirit of The Gathering in an engaging
and, above all, lasting way. We are striving to ensure that through
its activities, the week becomes a catalyst for Cork’s economic
rejuvenation in the short and longer-term. With a target of
attracting 5,000 international visitors, the week is geared towards
fostering a sense of inclusivity and ‘family’ among citizens,
businesses and all sectors of Cork society that translates into civic
and commercial renewal.”
From the 22nd to the 25th of August 2013, Cork will also play host
to the World Mini Games. The multi-sport event, focused on
reduced format versions of sport such as five-a-side football and
rugby sevens, will take place at the Mardyke Sports Grounds and
various locations around the city and county. Up to 30 different
sports will be on offer for adults of all sporting abilities.
The Gathering is about reconnecting families and communities
and extending the invitation to the diaspora to come home and
join in the celebration. One community embracing this is Allihies
village which, from September 12th to 15th 2013, is welcoming
the copper-mining diaspora home to trace their ancestral roots.
During the 1800’s, Allihies was a flourishing community due the
abundance of copper in the area, but when the mines became
exhausted many workers emigrated across the world, particularly
to Butte Montana, a city that is also known today as ‘Shamrock
City’! The celebrations will culminate in a choir singing deep
within the mines of Allihies.
From the Cork Stout Festival to the Spike Island Triathlon to the
Cork City Marathon taking place on Bank Holiday Monday, June
3rd, and the numerous clan gatherings in between, The Gathering
2013 will see Cork opening its arms with a ‘Céad Míle Fáilte’ to
welcome friends and family home from all over the world to be
part of a fun-filled year of celebration and great craic!
Significant investment has been made by key stakeholders Cork
County Council, Cork City Council, Fáilte Ireland, IPB and Cork
Airport to the tune of approximately €1 million to ensure that
Cork has The Gathering of all Gatherings in 2013.

A number of international investors will convene in Cork for the
Global Technology Leaders Summit on 21 and 22 January 2013.
An integral part of the Irish Technology Leadership Group (ITLG)
summit, the first and largest business Gathering event, will see
venture capitalists and investors from the USA, China and Russia
reviewing Irish start-ups and early stage companies in Dragons’
Den-style pitch sessions.
CorkMeet 2013 is a 3-day International Business Networking
Forum taking place in Cork from 10th-12th April at the Rochestown
Park Hotel.
Indigenous companies in the fields of mobile technologies, cloud,
biotech and convergent pharma, nanotechnology and renewable
energies among others are invited to pitch their business ideas
to the international delegation of investors and seasoned
entrepreneurs.
Each business will be offered up to 16 pre-scheduled one-to-one
meetings with companies of their choice. These meeting will
be pre-selected by delegates from the CorkMeet 2013 business
catalogue available online.
“There is a great opportunity for indigenous industry to meet and
engage with international investors and business leaders at this
international summit, being held in Cork in January 2013,” said

In advance of the Irish EU Presidency 2013, the Chamber led a
Cork delegation to Brussels last November to meet with highlevel representatives of the European Commission and other
organisations.
Much of the discussion centred around )PSJ[PO. Running
from 2014 to 2020 with an €80 billion budget, the EU’s new
programme for research and innovation is part of the drive to
create new growth and jobs in Europe.
The group, which comprised delegates from Cork Chamber, Cork
City and County Councils, UCC, CIT and CorkInnovates, was in
Brussels to promote Cork as an Entrepreneurial and Innovative
region, to benchmark our successes against other regions, and to
learn how the region could take advantage of EU supports and
funding for relevant initiatives related to these themes.
The proposed support for research and innovation under Horizon
2020 will:

Horizon 2020 will tackle societal challenges by helping to bridge
the gap between research and the market by, for example,
helping innovative enterprises to develop their technological
breakthroughs into viable products with real commercial
potential. This market-driven approach will include creating
partnerships with the private sector and Member States to bring
together the resources needed.
International cooperation will be an important crosscutting priority of Horizon 2020 and the programme will be
complemented by further measures to complete and further
develop the European Research Area by 2014. These measures

future growth through the Digital Agenda which will enable

national borders through better regulation, and with high-speed
internet available to all.

Over the last decade, the European Commission has recognised
the importance of investing in R&D to support the EU
Bioeconomy. It is expected that new bio-processing technologies
and approaches will deliver a sustainable and vast array of
renewable, value-added bio-based products from biological
waste streams including agro-food and forestry residues. The
production of these bio-based products will contribute to
economic growth and jobs within the EU – whilst at the same
time limiting any negative impacts on the environment and
reducing our dependency on fossil resources.
In 2012 the European Commission approved a document on
"Innovating for Sustainable Growth: a Bioeconomy for Europe".
This Communication introduced a Strategy and Action Plan to
develop a strong Bioeconomy which will help Europe live within
its limits ensuring sustainable exploitation of biological resources
thus allowing the production of more from less. This Conference
will ensure that the development of the bioeconomy remains
high on Europe's agenda as well as evaluating the progress
achieved to date in relation to the proposed Action Plan.
Responsible Research & Innovation (Atomium Culture)

This conference will focus on the role of the media in responsible
research and innovation, including a focus on the use of social
media. The conference will facilitate knowledge sharing between
the participants (e.g. researchers, business, journalists, civil
society, policy makers) and will attract up to 300 participants. The
aim of the conference is to start a structured European reflection
on the role and responsibilities of the media, at the science and
society interface. It will give inputs for shaping the European
Research Area and will prepare for participation in Horizon 2020.
It will raise the quality standards of responsible reporting on
science, technology, research and innovation in the media.
Joint Programming Conference

This two day conference is expected to attract between 300500 participants and it is expected to play a crucial role in the
integration of the results and experience coming from joint
programming activities to date, which will strengthen the
integration of the European Research Area. Joint Programming is
a voluntary partnership between Member States and associated
countries that aims to tackle major but common European
societal challenges by combining national research programmes
and thereby making better use of Europe's limited public research
and development resources. Joint Programming is also one of the
initiatives of the European Research Area and developments at EU
level will have a significant impact on the structure and content
of the next Framework Programme (Horizon 2020).

Cork City Lord Mayor John Buttimer has taken delivery of a new
Ford Mondeo with the registration number 131-C-1 the car is one
of the first vehicles in the country to sport the new format. Eddie

Big Fish Clean-up participants ready for action.

by An Taisce for its commitment to Cork’s local environment.
The Coastcare Initiative of the Year Award was presented at an
awards ceremony in the Royal College of Physicians in Dublin
in recognition of the clean-up carried out by Big Fish and the
Inchydoney Island Residents Association last May. In addition
to removing litter and improving the overall appearance of the
beach, volunteers planted Marram Grass in a bid to combat
coastal erosion. Big Fish organises beach clean-ups four times per
year – not only on Inchydoney Beach, but also on Dutchman’s
Cove, which was adopted by Big Fish in 2011. This engagement
is a result of a strong culture of environmental awareness in
which employees are encouraged to volunteer within the local
community in Cork. Such work is carried out by employees in
their own time.

school children for the 2nd year running. Sixth class primary
students from eight Cork schools were introduced to the world
of science and technology through hands-on experiments and
interactive workshops hosted at UCC. Science Forward aims to
instill an interest in science and technology among participating
students and encourage them to seriously consider science
when making their secondary school subject choices. Without
any knowledge of science and its importance in modern life and
industry, it is unlikely that students will have an appreciation for
or an interest in science. This ultimately impacts subject choice at
second level which then has a significant influence on third level
course choice and ultimately, their career path. The participating
students mainly attend schools that are part of the DEIS initiative
(Delivering Equality of Opportunity to Schools). Programme
delivery is facilitated by Junior Achievement Ireland and trained
staff volunteers from Bord Gáis Networks.
The Port of Cork has launched their Schools Initiative for 2013
and is calling on all 5th class primary school teachers to get their
class involved. This year’s theme ‘The Gathering 2013 – Cork
Harbour – Ireland’s Maritime Gateway to the World’ is celebrating
The Gathering and Cork Harbour’s strong links with Irish diaspora,
both as a tourism hub today and as a departure point for Irish
emigrants in the past. All participating 5th classes who take part
in will be treated to a boat trip around Cork harbour, compliments
of the Port of Cork and each class will also receive a certificate of
participation. In addition to the overall prize, awards will also be
given for the best artwork piece and best photograph. Projects
are to be presented in artwork format using paintings, models
or photographs. Submitted projects will go on public display in
Customs House before the winner is announced in April 2013.

Johnson & Perrott Motor Group has just
announced the appointment of a new
Chairman of its Board of Directors. The
Company, which was founded in 1810, has
appointed Mr Harry Lorton as a Non-executive
Director and he will become Chairman on the
retirement of the group’s current Chairman,
Mr Seamus Scally, in June. Harry will bring a
wealth of experience and knowledge to the
Board. He is the former CEO of Cork & Limerick
Savings Bank and of TSB Bank. He managed the
merger and integration of TSB into the banking
arm of Irish Life & Permanent plc, developing
Permanent TSB into one of Ireland’s top three
banks. Internationally, Harry served on the
Board of Royal Liver Assurance in Liverpool
for five and a half years. He served as Deputy
Chairman for two years and now chairs the
Royal Liver Assurance Sub-fund with the Royal
London Group. He serves as a Non-executive
Director of ICS Building Society (part of Bank of
Ireland Group) and is a member of the National
Competitiveness Council.

Business Expo to cut through red tape and challenges facing SMEs

business concepts to market and domestic companies looking to
export markets. Ireland is no exception to the rule, with redundancy
being the making of many former employees - it could be seen as the
positive flipside of recession.

It was announced that a first National Business Expo is to take place
on Friday, 8th March and Saturday 9th March 2013 in the RDS – The
expo will be partnered by Grant Thornton and Bank of Ireland with
Vodafone Ireland as digital partner and the Irish Times and RTE Radio
One as media partners. The National Business Expo will support
Irish entrepreneurs in accelerating their businesses and will feature
prac-tical advice with an emphasis on start-ups, small to medium
businesses and companies looking to export.
Bank of Ireland is to provide support and guidance by providing
one-to-one advice to help borrowers. Gerry Prizemen, Head of Small
Business and Agriculture, Bank of Ireland comments, “Entrepreneurs
and business start-ups will receive specific finance advice to help
them meet their business objectives. We have a relationship with one
in three busi-nesses in Ireland and we want to support our customers
to grow in their respective sec-tors. Economic recovery starts locally
and we encourage all attendees, whether start-ups, or established
businesses, to come and talk to us openly about their banking needs
as we are keen to provide credit to meet growth ambitions”. Bank of
Ireland will host a range of seminars including Credit Clinics, work
shops for women entrepreneurs, seminars on in-ternational trade and
currency management and a workshop focussed on senior entrepreneurs.
2011 saw 2,200 Irish people start their own business each month1
and while the country needs to embrace entrepreneurship and
innovation, accessing help can be a challenge for small businesses.
According to Miriam O’Connor, National Business Expo, “As a startup ourselves we have experienced first-hand the challenges new
businesses face in terms of funding, advice and getting face-time
with the right people. We understand the practical difficulties that
Irish businesses need to overcome and have used this experience to
de-velop the Expo as a practical, solution based event for businesses.”
Encouraging figures last week from Enterprise Ireland report a
net jobs gain of 3,804 for exporting companies last year mainly in
the software, internationally traded services, food, machinery and
equipment businesses. With more expanding Irish companies looking
to foreign markets to survive or thrive, the National Business Expo will
help companies exam-ine their approach to foreign markets through
best advice on overseas marketing, brand localisation, overseas
tendering and grant information. The Expo will have four main
busi-ness centres to include professional advice; business support,
business services and most importantly finance covering seed capital,
venture capital, loan capital, grant funding and regional based funds.

SMEs achieve their goals, comments, “This Expo is all about business
practicality – it’s not about talk, it’s about doing. We will be on hand
