Successful building is done TOGETHER. This
might seem logical, but the fragmented
approach of the building process and the
putting out to tender process, in which the
sole criteria is the lowest price, are not ideal
starting points for achieving a successful
collaboration.
Innovation in building does not only arise on
the technical front, but also in the socioorganisational field. We want to move away
from mere "problem solving" and go more in
the direction of "problem prevention".
In this edition, therefore, special attention is
given to "collaboration" and to associated
"forms of collaborative working".
Our positive experiences and the accumulated
knowledge resulting from these, can be seen
in concrete realisations.
A healthy mind in a healthy body. On the basis
of this principle, we focus on innovation,
creativity and maximum development of
employee potential in a stimulating
environment. Our training programme is called
"Building with people" and is based on our
KOERS values.
And finally, the Van Roey Projectontwikkeling
Nederland comes into the picture. We are
working together towards maximum
integration of collaboration working
knowledge, both within the group and in

Successful building

In a sector such as building,
which at first sight would seem
to be traditional, the trend is
moving more and more towards
innovative collaborative working.
Van Roey is moving further and
further away from the timehonoured concept of "clientcontractor-subcontractor"
towards collaborative projects.
With our experience in tender
requests, competitive bidding
processes, "open-book working",
…we are now carrying out large
scale projects via building team
formulas and related formulas
such as public-private
collaborations (P.P.C. for short).
More about this further on.

Parc de L’Alliance,
Eurostation and
Interbrew
More and more clients are choosing to involve the contractor
in the project right from the development phase. This means
that optimal building methods are taken into account from the
very beginning, ensuring that no time is lost in the start up
phase, and that exact budgets can be fixed.
The building team contract sets out a reciprocal commitment.
Van Roey undertakes to contribute practical technical
knowledge to ensure optimisation. The principal commits
himself to signing a building contract should the initially stated
ceiling price be respected.
In the past Van Roey has already worked on this basis with
Cofinimmo and Eurinpro, amongst others. At the
moment we are undertaking extensive projects
as a building team
for Fortis Lease/Interbrew and
Eurostation, and a new office building
is being built at the Parc de l’Alliance in
Braine-l’Alleud, commissioned by
Bernheim Real Estate/AXA-Royale
Belge.

Having already completed 2 office
buildings on the Parc de l’Alliance site,
AXA and Bernheim Real Estate
Development asked us to work with
them as a building team on office
buildings for Bristol-Myers Squibb. The
project comprises a surface area of
16.724 m2 above ground office space
and a 3-level underground car park for
467 cars. The work followed a rigid
planning schedule:
- 26th October 2001: building team
agreement
- 21st November 2001: building
permission requested
- 18th February 2002: building
permission granted
- 1st March 2002: work started
- 11th July 2003: work ended.
The optimal collaboration and
professional approach of the different
building team partners made it
possible to stick to this schedule and
lead to a successful outcome for the
project.
At Brussels Midi station, right next to
the main entrance and on top of an
underground car park that is in service
with a capacity of 2,500 cars, a
stunning office project (Block II)
commissioned by Eurostation is being
undertaken in collaboration with 4
building colleagues. The building is 45
m high, 225 m long, 65 m wide and
has a total surface area of 100.000 m2
(11 floors). The ground floor will be

used for commercial outlets and the
upper floors will be office space, built
around 4 hubs. Thanks to the wellorganised smooth running of the
building site, the main structural work
was completed in a record time of 16
months.
For the Interbrew headquarters, a keyin-the-door project (14,000 m2
underground and 17,500 m2 above
ground) including financing, Van Roey
concluded a team building agreement
with Fortis Lease. Once the project
had been optimised a ceiling budget
was fixed by all parties that is not to be
exceeded, except in the case of
modifications. The various building
team partners worked together to
ensure that quality and planning would
be respected by finding economic and
technical solutions within the three
budget areas (main structural work,
external joinery and technical
elements, finishings).
The work began after the official
building holidays in 2002 and will be
completed by the end of August 2004.

Participative P.P.P.
The abolition of military service lead to many
military premises being abandoned. One of
these is the Blairon barracks in Turnhout: a
vast 5 ha domain on the edge of the city
centre, with some 45,000 m2 of existing
buildings. These very soon took on a new
purpose as an enterprise campus for
businesses, research and development,
training and teaching.
In order to develop the campus a
collaborative agreement was drawn up

the Vlaams Innovatiecentrum voor Grafische
Communicatie (Flemish Innovation Centre
for Graphic Communication).
The objective of the private partners was to
reduce the project risk and to obtain building
rights for the campus.
In November 2001 a public-private
consensus was drawn up for a mixed capital
company in which Blairon would have a
49% stake and the building groups Van Roey
and Vanhout would each have a 25.5%
stake.
The Europeïon building lies opposite the
parade ground, and in some ways this forms
the heart of the campus with a conference
centre, a restaurant, accommodation for
various support organisations and communal
facilities. Van Roey built the Europeïon
during 2000-2001 under commission from
Blairon bv.
In the meantime, half of the Pieter
Corbeelsgebouw (formerly C Block) had a
change of use. The new city offices would
also be delivered by the end of this year.
These offices take up approximately 5,500
m2 of the Paul Janssengebouw (formerly B
Block) and house the municipal
administration for the town of Turnhout.
The Blairon Campus is made up of the
Entrance building, Business buildings B and
C and the Europeïon building.
For the development of the buildings to the
left and right of the parade ground (each
with a gross floor area of 10,000 m2), a
public-private collaboration was drawn up

Conscious of the real need for information on public-private
partnership, Van Roey organised a conference on this theme
followed by a debate. The initiative was undertaken in
collaboration with the Vlaams Kenniscentrum P.P.S. (Flemish
Centre for P.P.P.), the V.V.S.G. (Union of Flemish towns and
communes), the town of Turnhout & Campus Blairon and
took place in the Blairon Campus on the 23rd October 2002.
The session was chaired by Johan Op de Beeck and focused
on a number of actual cases of P.P.P. in Flanders. A summary
was then drawn up of factors that constitute the basis of
good public-private Partnership. Speakers from both the
private and the public sectors presented their experiences.
Given the large number of people present it would seem that
project developers, financiers, estate agents, architects,
mayors and social service chair people were extremely
interested in the theme of the conference.
In short: a successful project.

Collaboration! Public – Private?
The future?
Town centre renewal, social housing projects, road
infrastructures, large public buildings … the possibilities
for public-private partnership would seem to be multiple?
In order to tackle urban black spots or the redevelopment/
transformation of industrial areas, local administrations
are increasingly abandoning traditional routes and are
turning to the private sector for help in public-private
partnership projects. P.P.P. is steaming ahead! Or so it
would seem from the large number of publications of
candidate propositions in the last few months.
Apart from Turnhout and Leuven, where we are in the
realisation phase, partnership agreements have been
finalised in Overpelt, Brasschaat and Schoten,
Maasmechelen and Courtrai.
We are working with a large number of other Flemish
towns and communes on specific projects, and we are
working together to find "partners".
Sportplaza: Sports complex Leuven
Contractual P.P.P.
SPORTPLAZA Leuven is the name of the
dazzling oval sports complex being built by
the temporary commercial company
Sportavan on the Philips site.
In October 2001 the city of Leuven
launched a request for prices for a public
works concession for the design, building
and operation of a sports complex on the
Philips site in Leuven.
After a very intensive preparatory period
during which the basis for the
collaborative agreement were set
out with our current partners,
we submitted a
comprehensive offer on
the 19th February 2002.
The administration,
backed by PPI, compared
our offer with those of
the other candidates and
decided that our offer
was the most
advantageous.
Technical, financial and juridical working
groups set to work to find suitable
solutions for each element of the
concession and also to meet all the
requirements set out by the town of
Leuven.
This preparation required a great deal of
time and energy: no less than ten months
of intensive work in order to present
everything in the correct way in the
precise context. This resulted in the
signing of the concession contract and the
granting of building rights on Tuesday 29th
April 2003.
In the meantime the building
work is in full swing, and all
the parties are on
schedule so that the
opening of the sports
complex can take
place in December
2004.

In our management policy - set down
on paper in the nineteen seventies –
we already stated that one of the tasks
of our company was to create an
environment in which all participants in
the economic and social processes
should be able to develop their
potential to a maximum.
Anyone making a first contact with the
Van Roey environment, which is so
familiar to us, is struck by the works of
art that are so evident around us.
It would be almost impossible to give a
complete overview of this facet of the
Van Roey company culture and of the
interest shown in both confirmed and
new artistic talents over the last
twenty-five years.
In addition to the general sponsorship
of "institutes" such as "De Warande",
the Cultural centre and meeting place
in Turnhout, MUHKA in Antwerp, and
outside manifestations (the "Inside –
Outside" exhibition at MUHKA, the Van
Roey celebration 1740 – 1990 in the
Palais des Beaux Arts in Brussels with
the creation of "Horizon 2000", and also
the premiere of a piece of music within
the framework of "Antwerp ‘93" at the
Central Station in Antwerp, we have
also undertaken projects, and this is
generally on an ongoing basis, that
have greater connections to the
company itself.

In the field of visual arts, André Proost
(a Kempen sculptor) was asked in 1974
if he could undertake a statue in bronze
of a building worker. In 1979 began the
annual tradition of asking one or more,
usually young, artists to create an
original graphic work as a New Year
present for our business contacts. This
initiative, which celebrated its twentyfifth anniversary at the end of last year,
offers these artists the possibility of

Van Roey also purchases large pieces
of work from a variety of these artists
with which to decorate the walls of our
offices and public rooms.
The fact that our chairman is a genuine
music lover must surely have
influenced our annual concert tradition,
with top performers on the Belgian and
the European classical music scene
such as the prizewinners of the Queen
Elisabeth competition. This year Henri
Raudales and Levente Kende will
guarantee a memorable musical
experience.
This aspect of our company culture
contributes greatly to the unique
position that Van Roey has earned for
itself in the Belgian business world.

Building
with people
This is the name of the training
programme launched by Van Roey in
the autumn of 2002 for some 80 staff
(from managers to site supervisors).
This programme originated in the
growing belief that it is our staff that
determine the satisfaction of our
clients. This concerns not only the
technical knowledge of the staff, but
also their communication skills, how
they communicate with their
colleagues, clients and suppliers.
The consultancy and training bureau

were called in to work on the content
and actual development of the
programme.
The programme is based on the VAN
ROEY KOERS values. The acronym
KOERS stands for the 5 values that
really describe our company philosophy:
Kwaliteit (Quality), Openheid
(Openness), Engagement
(Commitment), Respect (Respect) and
Samenwerking (Collaboration).
The project starts with a presentation
and explanation of the KOERS values to
some six small groups. The course is
then split into two. One the one hand
there are a number of pratical and
theoretical training sessions on
communication, personal development
and leadership, with the KOERS values
as the underlying leitmotif of each
session. On the other hand a number of
action plans are set in motion that
should lead to an even better
experience and interpretation of these
values. Examples include an explanation
of the internal regulations and an
improvement of mutual collaboration,
both between people and departments.
In addition to this, the KOERS values
are also integrated into the appraisal
system; for management this appraisal
has grown into a 360° feedback
system.
In this way the KOERS values become
an inseparable part of the daily running
of the business and thus also constitute
the KOERS that Van Roey will be
defining with its collaborators for the
future.

Well thought out business strategies and flashy marketing are
most certainly not the only way of ensuring the future. The
most important thing for a business is to invest in its human
potential:
- to support staff in their own (personal) development
- to build on the communication skills of staff vis-à-vis each
other, their superiors and the client
- to support managers as they face management challenges in
ever changing environments and circumstances
… through a "push forward", by inculcating a culture of
"learning" amongst staff and in the company culture.

The publication date (22nd May
2001) of the law regarding employee
participation was the signal for Van
Roey and Allen & Overy to organise
a conference on the subject.
Following intense collaboration
between the two parties, an
employee participation scheme had
already been introduced at Van Roey
in 1999, well in advance of the law.
On October 15th 2001 Van Roey and
Allen & Overy then organised a
conference entitled "Employee
participation today and tomorrow" in
the "De Kegel" Auditorium, part of
Technopolis in Mechelen, built by
Van Roey.
Our quest for efficiency and good
collaborative links at all levels has
also lead to the introduction of flat
organisation structures. Motivated
staff are happy staff!
The participation of our employees
both at management level and at a
profit and capital level is all part of
our quest for more and more
"partners" in our business strategy
and business processes.

Wednesday August 20th will be an important date for
those writing the Van Roey history. It is also a
memorable date for those who are actually creating
the history. The take-over discussions between the
Turnhout based construction company Vanhout & Sons
and our Van Roey nv, which began tentatively some
years ago, took definite form with the signing of the
purchase agreement in the impressive ‘closing’
chamber of our Brussels lawyers. In the first phase,
which is entirely self-financed, Van Roey purchases
80% of the shares in Vanhout & Sons from the current
owners. In the coming years Van Roey will have an
exclusive purchase option, whilst André Vanhout will
have an exclusive sales option.
The successful outcome of these discussions is mainly
thanks to the mutual trust that the two companies
have built up over the past years. Vanhout & Sons, like
Van Roey, is still a family company, and this is slowly
becoming a rarity within the building sector. Likewise
the Vanhout company culture, in which exceptionally
skilled craftsmen are proud of their work, has a great
deal in common with our own culture. Each company
has come to know and value each other through
working together in temporary partnerships on various
projects.
With this purchase the Van Roey Group has created in
the North Kempen region one of the biggest building
groups in Belgium. Our companies employ more than
500 people in the region, and together will have an
annual turnover of nearly 100 million euros. The scale
of our activities is all inclusive, from delivering to other
building companies in the field of steel reinforcements,
including pre-welded reinforcements, prefabricated
concrete sections, metal joinery through "Staalbeton",
the management and maintenance of an extensive tool
and site equipment pool via "Varomat", to the general

public-private collaboration structures, thus developing
a unique position in the commercial field.
This new purchase is without any doubt a major
source of added value for all the companies in our
group. The resulting synergies will in no way detract
from the individual character of each of the group
members. In this way Vanhout & Sons will continue to
use their own name, working in their own market
sector, from their own premises in Turnhout, with their
own workforce.
In addition, André Vanhout will remain as Chairman of
the Board of Directors in the company that he started
in 1960, with the
motivated staff that
have brought the
company to its
current level of
success. He is as
enthusiastic and
prominent as ever in
the company, and
will continue to
contribute his
technical knowledge
and commercial
skills. André will be
joined by a
Onsite section strengthened Board
of Directors, which,
in the policy-making
area will be reinforced by Victor Van Roey, Lu Fockaert
and Marc Bernaerts, well-known key people in the Van
Roey organisation. Marc Bernaerts, as Managing
Director, will take on the daily management of Vanhout
& Sons. In addition to this new challenge, Marc, in as
far as his new job allows, will continue to look after his
valued Van Roey customers.
We are convinced that Vanhout & Sons is one more
jewel in the already sparkling Van Roey crown.
