OPERATIONAL CONSIDERATIONS

• What is the information exchange capability
gap that requires filling?
• Is there an endorsed and funded requirement
for this new capability?
• If so, then….
• Develop CONEMP early
• Migrate to CONUSE as capability matures
• MOD Architecture Framework
• Develop OV-1, SV-1, etc
• Accurately capture IERs
• Use iSMART methodology
• Now produce URD then SRD
• Can’t stress enough the importance of:
• Good early concepts to work with
• Good MODAF views
• Accurately captured IERs
• Clearly defined unambiguous requirements
• Understanding platform constraints
• Understanding the network implications
• Now we can look at what TDL or TDLs may
meet some of the IERs
• Each TDL has strengths and weaknesses,
even Link 16
• VMF is no different!
