Registration
Colonial School District Information
Parents registering children should call the Colonial
School District (CSD) Central Registration Office at
610-834-1670, ext. 2150, to make an appointment. They
will need a photo ID; their child’s original birth certificate;
immunization records; proof of residency (see registration
packet for acceptable proof of residency) within the CSD and
proof of guardianship if applicable. By Colonial School Board
policy, children entering kindergarten must be five years old by
September 15 of the new school year.

School Age Child Care
Montgomery Early Learning Centers (MELC), in
conjunction with the CSD, offers quality state-licensed
childcare before and after school for the 2015-2016 school
year. To register, contact MELC at 610-828-1785. Parents
must fill out registration forms. A fee scale is provided. All
information should be obtained from MELC. MELC childcare
programs offer a semi-structured curriculum with appropriate
activities to meet the developmental needs of children.

Colonial Instructional Television (CITV)

Emergency Notification
The CSD employs the Connect™5 service, a school-to-parent
communications vehicle. Connect™5 enables schools to send
periodic and personalized voice, email and text messages to
parents within minutes of a school closing or other situation
that would require prompt notification. The Connect™5
service complements other communication practices including
announcements on local radio and TV stations, CITV
(Channel 28), the CSD email news list, phone message and
website (www.colonialsd.org). The CSD’s radio identification
number for school closings is 305. The emergency closing
number for the Central Montco Technical High School is 329.
In the event of an emergency closing, parents should explain
to their children where they should go if no one will be home.

Senior Citizens
Services provided for Colonial’s senior citizens include a
Gold Card which allows free admittance to one adult evening
school class per semester and free access to regular season
home athletic events, concerts, and musicals and invitations to
special senior citizens events.

Colonial students may attend the Central Montco Technical
High School (CMTHS).

Colonial Neighborhood Council Food Drive
One month each year, each Colonial school is designated
as the collection point for Colonial Neighborhood Council
(CNC) Food Drive donations for which the CNC is extremely
grateful. All items are appreciated, but specific needs include
spaghetti sauce; peanut butter; jelly; meals in a can such as
stew, ravioli, chili, soups, etc.; cereal; toilet paper and hand soap.
Plymouth Whitemarsh Scholarship Fund
This fund helps Plymouth Whitemarsh High School (PWHS)
graduates realize their dreams of attaining a higher education.
Scholarships are awarded to students attending technical
schools, two and four-year colleges and other post-secondary
institutions. Awards are outright grants, payable directly to
the student. Tax deductible contributions may be sent to the
PWHS Scholarship Fund, 201 E. Germantown Pike, Plymouth
Meeting, PA 19462. Checks should be made payable to “PWHS
Scholarship Fund.”

The mission of the Colonial School District Education
Foundation (CSDEF) is to enhance the quality of education
and educational opportunities and generate and distribute
financial and other resources to and for the students of CSD.

Adult Evening School
District Information Continued
The Plymouth Whitemarsh Adult Evening School (AES)
is a non-profit organization sponsored by the Colonial Board
of School Directors. Courses are designed mainly for the
self-improvement and enjoyment of the students. No high
school or college credit is given. All classes are held in the
high school unless otherwise stated. Senior citizens, age 65 or
older, residing within the Colonial School District may attend
one AES course free of charge, or as stated, per semester
providing the quota for the course is met. Ten-week sessions
are held in the fall and spring with classes held Monday
through Wednesday. A five-week mini-session is held on
Wednesday nights in January. For more information, call 610834-1671, ext. 2115.
Distinguished Graduates Organization
The Plymouth Whitemarsh High School (PWHS)
Distinguished Graduates Organization (DGO) was created
in 1985 to recognize distinguished PWHS graduates in the
areas of Academics, Arts, Athletics, Business, Humanities
and Public Service who serve as examples of excellence for
current PWHS students. A maximum of six alumni may
be selected for induction into the DGO in any one year.

Special Education Programs for Eligible or Protected Handicapped Students
The U.S. Congress enacted the Individuals with
Disabilities Education Act (IDEA) to assure that all children
with disabilities receive a free appropriate public education
designed to meet their unique needs in the least restrictive
environment. In accordance with this law and Pennsylvania
School Code (Chapter 14), Colonial School District
provides, without cost to parents, screenings and evaluations,
appropriate programs and services to all students thought to
be exceptional and in need of specially designed instruction
and related services. Services are provided for the full range
of disabilities listed below:
• Autism (including Pervasive Developmental
Disorder)
• Deaf-Blindness
• Deafness/Hearing Impaired
• Emotional Disturbance
• Hearing Impairment
• Mental Retardation
• Multiple Disabilities
• Orthopedic Impairment
• Other Health Impairments

Every effort is made to serve students at their home
schools using an inclusive approach toward instructional
delivery. For those children whose educational needs
cannot be met in a District program, placements are made
in Montgomery County Intermediate Unit classes or
alternative/approved private schools.
Special education instruction is aligned with the
Pennsylvania Academic Standards, and students fully
participate, with testing accommodations when appropriate,
in all District and state-wide assessment programs. A guiding
principle in the delivery of instruction to students with
special needs is that standards-based instruction provides
a solid foundation for all students to master the academic
content, skills and competencies for lifelong learning,
independence and professional growth. Students participate
in all school activities including vocational education
programs which may be provided through the Central
Montgomery Technical High School, community based
programs or through the Montgomery County Intermediate
Unit.
Eligibility for Special Education Services
The Colonial School District conducts ongoing ChildFind activities for the purpose of identifying students who
may be in need of special education and related services.
Additionally, teachers who suspect a child may need services
can make a referral to the Student Support or Child Study
Team to explore regular education supports and classroom
modifications. Multidisciplinary evaluations (MDE) follow
for those not making sufficient progress with those supports.
All information gathered under this process is confidential
and may be available to the parent on request.
Parents can also request an evaluation regardless of
whether their child attends public, private or parochial
school. Parents who have concerns about the development
of their three to five year old child can call the Montgomery
County Intermediate Unit Early Intervention Office at 610539-8500 to request a screening or an evaluation.
For further information on the screening, evaluation
procedures and provision of services to exceptional students,
parents can contact the Supervisors of Special Education at
610-834-1670.
Gifted Services
In compliance with Pennsylvania School Code (Chapter
16), services designed to meet the unique needs of gifted
students are provided. Students are identified individually
based on guidelines and regulations embodied in state
law under Chapter 16. Students who possess superior
intelligence scores or who meet the multiple eligibility criteria
indicating gifted ability by the Gifted Multidisciplinary
Team are provided with a program of specially designed
instruction to meet the outstanding intellectual and creative
abilities of the student. Gifted instructional services for
eligible students are delineated on a Gifted Individualized

District Information
Student Records - Directory Information Notice
The Family Educational Rights and Privacy Act (FERPA), a
federal law, requires that the Colonial School District (CSD),
with certain exceptions, obtain your written consent prior to
the disclosure of personally identifiable information from your
child’s education records. However, the CSD may disclose
appropriately designated “directory information” without
written consent, unless you have advised the District to the
contrary in accordance with District procedures. The primary
purpose of directory information is to allow the CSD to include
this type of information from your child’s education records in
certain school publications. Examples include:
• A playbill, showing your child’s role in a drama
production;
• The annual yearbook;
• Honor roll or other recognition lists;
• Graduation programs and
• Sports activity sheets, such as for wrestling,
showing weight and height of team members.
Directory information, which is information that is generally
not considered harmful or an invasion of privacy if released,
can also be disclosed to outside organizations without a parent’s
prior written consent. Outside organizations include, but are not
limited to, companies that manufacture class rings or publish
yearbooks. In addition, two federal laws require local educational
agencies (LEAs) receiving assistance under the Elementary and
Secondary Education Act of 1965 (ESEA) to provide military
recruiters, upon request, with three directory information
categories – names, addresses and telephone listings – unless
parents have advised the LEA that they do not want their child’s
information disclosed without their prior written consent.1
If you do not want the CSD to disclose directory
information from your child’s education records without your
prior written consent, you must notify the principal of your
child’s school in writing by September 30, 2012 or
within 10 days of entry into the District. The CSD has
designated the following information as directory information:
• Student’s name.
• Participation in officially recognized activities and sports.
• Address.
• Telephone listing.
• Weight and height of members of athletic teams.
• Electronic mail address.
• Photograph.
• Degrees, honors and awards received.
• Date and place of birth.
• Major field of study.
• Dates of attendance.

in Pennsylvania and 1,136th nationally. Nearly 20,000 high
schools nationwide were considered for the ranking.

where to live and what schools and colleges to attend.
Niche bases its rating on performance results, student
outcomes and surveys of parents, students and professionals.
Of the 2,395 public elementary schools in Pennsylvania, all
five CSD elementary schools are rated in the top five percent
by Niche. Niche rates Colonial Middle School 27th in the state
and PWHS 45th.
Three hundred, fifty-eight Plymouth Whitemarsh High School
(PWHS) seniors received their diplomas at commencement
ceremonies on June 10. Almost 36 percent, or 128 of the
seniors, graduated with a cumulative grade point average of
4.0 or higher. Ninety percent are continuing their education,
68 percent at a four-year school and 22 percent at a two-year
school. Five students plan to join the military. The PWHS
class of 2015 also includes 12 National Merit/Achievement
Scholars, including five finalists. Members of the Class of
2015 will receive scholarships totaling more than $10 million
over four years.
During the 2013-2014 school year, PWHS had more Advanced
Placement (AP) scholars, 101, than ever before.
Colonial students traditionally fare well in state and national
competitions. Since 2013, District students have won seven
first-place trophies at the Technology Student Association
National Conference.
Accountability
The CSD’s nationally recognized Master Teacher Program that
provides leadership and career ladder opportunities is now
in its second decade. Colonial currently has 21 active Master
Teachers.

a multi-part symposium to more than two dozens students in grades 9-12. The symposium’s goal was to cultivate the leadership skills and

Gold Card Program benefits Colonial’s senior citizens
All residents of the Colonial School District who are
65 years of age or over are eligible for membership in the
Gold Card program. A Gold Card grants
the holder free access to all regularseason home athletic events, concerts,
musicals and other District activities.
Gold Card members also may take one
course per semester free of charge
through the Plymouth Whitemarsh
High School Adult Evening School.
(Note: a few classes do charge a small senior citizen fee.)
Gold Card members are also invited to specials events
for seniors only, including the annual senior citizen
luncheon and matinee performance of
the Colonial Players’ spring musical. This
year’s senior matinee and luncheon will
be held on Saturday, March 12, 2016.

Education Plan and address areas of demonstrated gifted
achievement. The Colonial School District conducts
screenings and evaluations to identify students who are
gifted and in need of specially designed instruction.
Universal screening of all students takes place in second
grade. For older students, teachers may make individual
recommendations for screening of students showing
high academic potential and a need for enrichment
instruction. Parents may also make requests to their
child’s guidance counselor for an individual screening or
evaluation.

students, parents can contact the Supervisors of Special

Services for Protected
Handicapped Students
In compliance with state law (Chapter 15) and
federal law (Section 504), Colonial School District
provides services, related aids and/or reasonable
accommodations needed to provide equal opportunity
to participate in and benefit from the school program
and extracurricular activities. In order to qualify, a
student must have a physical or mental disability which
substantially limits a major life activity. If an evaluation
and subsequent parent/school team determine that a
child is eligible, a service agreement noting reasonable
accommodations in regular education is developed.
These services are distinct from those applicable to
students in special education.

child is subject to the confidentiality provisions contained
in federal and state law. The District has policies
