We pledge to nurture our students as future leaders who are competent to face challenges and committed to the betterment of their local, national and global communities. School Mission 1) To promote the spirit of the school motto – Climb High See Wide; 2) To aim at academic excellence by providing a lively and enjoyable learning environment; 3) To enhance students’ generic skills such as creative thinking and independent learning skills conducive to lifelong learning; 4) To provide a balanced curriculum for students to attain all-round development according to their own attributes in the domains of ethics, intellect, physique, social skills and aesthetics; 5) To foster students’ belief in core and universal values and a willingness to serve mankind; 6) To maintain a team of professional and dedicated staff committed to the shared vision of education in the 21st century. 3 Belilios Public School Annual School Report 2012-2013 B PS OUR SCHOOL History In 1890, the Hong Kong Government set up the Central School for Girls. When Mr. E.R. Belilios, a Jewish philanthropist, donated $25,000 for a new building for the Central School for Girls in 1893, a 3-storey building was erected in Hollywood Road and named after Mr. Belilios. In April 1965, the school was relocated to its present premises in Tin Hau Temple Road. To mark the occasion, a new school motto – “Climb High, See Wide”, a school song and a new school badge were created. School Management Committee (SMC) Since the implementation of school-based management in 1989, school has been given more autonomy in personnel, financial and other day-to-day administrative matters. Under the leadership of Ms LI Mei-fun PEO(HK), the SMC met three times during the school year. Members took an active part at the meetings, demonstrating excellent collaboration and partnership among all stakeholders. Regular meetings were conducted in an open and harmonious atmosphere. Matters discussed included school self-evaluation, school development, academic promotion, student affairs and staff concerns. The SDC has proved to be an effective channel of communication between the management and staff. Shared decision-making has fostered a greater sense of ownership and team spirit. School Facilities In the past few years, renovation projects have been under way in order to enhance the school environment and to meet the needs of the NSS. The upgrade of laboratory and special rooms, the creation of extra classrooms, the resurfacing of playgrounds and the provision of additional storage space all bear witness to our conviction in creating a facilitative environment for learning and teaching. Staff attended training courses, workshops, conferences and symposiums organised by the EDB and other tertiary institutions. There were three sessions in which teachers were invited to share their good quality assignment designs, their experience as HKDSE markers and oral examiners and their insightful visits with Mainland educators with fellow teachers. In the afternoon session, a lesson observation workshop was conducted through which teachers shared in groups the strengths and areas for improvement of a pre-taped lesson. Through this trial lesson observation exercise, teachers acquired skills in conducting peer lesson observation which they have to do during the school term. A very harmonious and appreciative atmosphere was established during the in-house sharing sessions. Teachers showed appreciation to the sharing of colleagues and they found it very inspiring to their teaching. In the Second Staff Development Day, guest speakers were invited to share the topic “Campus Crisis Prevention – Teachers’ Liability & Negligence” with us. Teachers were more alert about their duty of care and legal responsibility through discussion of various case studies. In the afternoon, teachers were touched by the live sharing of Mr. Billy Yau, the first SEN English teacher in Hong Kong. His drive and determination to overcome every difficulty in his learning and career path inspired teachers on the value to cater for the special education needs of diverse learners. Finally, in the Third Staff Development, teachers were gathered to review and to plan ahead. Based on the findings from Stakeholders Survey, the APASO and SDC meetings, teachers were divided into groups to reflect on our strengths and weaknesses and to make suggestions for the next annual school plan. Their exemplary academic performance does not come as a coincidence but rather the hard work of a team of dedicated and professional staff who unceasingly learn to excel and teach to inspire. Aware of the huge impact of teachers on young people and how values and attitudes could be inculcated through classroom interactions, our teachers collaborate to deliver the kind of education we pledge to offer through the following strategies: To promote the spirit of the school motto – Climb High See Wide; To create opportunities for life-wide learning whereby students acquire knowledge and skills through experiences and observations; To develop students as self-directed and life-long learners; To encourage students to share knowledge through peer learning; To foster a reflective culture among students; and To train students to be critical thinkers with enhanced problem solving skills. Language Education and English Speaking Leagues Our school has made an important stride forward in Language Education. To cater for the diverse interests and abilities of our students, we have been offering modern language courses since 2008, which would eventually align with the NSS. With the partnership and full support of the Department of Modern Languages and Culture of the University of Hong Kong, we are able to offer modern language courses at S.1 and eventually leading up to NSS. To develop our students’ global perspectives, we continue to offer courses in French, Spanish and Japanese. In 2010-2011 a program called the English Speaking Leagues was introduced to the school. Thanks to the Chairlady of the BOGF, Mrs. Nellie Fong, seven very successful and renowned native English speakers agreed to be volunteers in this program. Their role was to act as Captains and conduct conversation classes with small groups of students after school. They included Sir David Akers Jones, KBE, CMG, GBM, J.P., former Chief Secretary of Hong Kong; Mr. Stephen Selby, J.P., Associate Professor at Hong Kong Polytechnic University; Mr. James Blake, OBE, J.P., former Chief Officer of the KCR; Mrs. Rachel Cartland, retired Government Servant; Mrs. Anthea Strickland, Chairperson of the Minerology Society; Ms Laura Dodwell-Groves and Mrs. Sally Bunker. 150 students were involved from Forms 1 to 6. The yearly program culminated in a certificate ceremony where all of the students and their Captains were able to share their experiences and mingle over a cup of tea. 12 Belilios Public School Annual School Report 2012-2013 B PS Learning Outside of Hong Kong Apart from offering a broad and balanced curriculum, BPS is also committed to widening students’ exposure and extending their learning arena outside of the classroom. Pastoral services encompassing Careers Guidance, Cross-curricular Programmes, Discipline, ECA, Community Services, Environmental Education, Guidance & Counselling and Moral, Civic and National Education echoed the school’s genuine commitment in fostering student development. Three periods of Life-wide Learning in Day 5 afternoon was structured in the timetable which facilitated the implementation of a rich variety of student-centred activities. To help students with financial difficulties, funding from the School-based After-school Learning and Support Programme and the Jockey Club Life-wide Learning Fund was fully utilized to ensure that every student could have the opportunity to broaden their exposure, explore new frontiers and develop global perspectives which are essential for young people in the era of changes. Our school has been most fortunate to have parents and alumni with shared vision and commitment. The Parents-Teachers’ Association (PTA) Education Fund made generous donations of prizes and scholarships, subsidized ECA activities, upgraded school facilities as well as provided immediate relief to students with unexpected financial difficulties. Measures to Cater for Learning Diversity The diversity of students’ learning ability is addressed through the following ways: Provision of a broad and balanced curriculum with a wide range of subject choices Curriculum planning, tailoring and adaptation to cater for diverse abilities Adoption of collaborative learning strategies to promote peer learning and support Adaptations to assessment to recognize different abilities Enhancement and enrichment programmes for the gifted and the less abled students Deployment of various grants to employ extra teachers and supporting staff Ethos building to recognize diversity and individual differences 13 Belilios Public School Annual School Report 2012-2013 B PS SUPPORT FOR STUDENT DEVELOPMENT Life-wide Learning (2012-2013) With the support of teachers, parents and alumnae, the Life-wide Learning (LWL) Committee organized a wide range of activities to develop students’ life-long learning capabilities that are essential in our ever-changing society. In the 2012-2013 school year, all S.1 to S.6 students participated in 190 LWL activities held on 22 afternoons. These LWL afternoons (i.e. Day 7, 1:30 to 3:30 pm) were incorporated into the school calendar and timetable in each level to facilitate the implementation of the LWL Curriculum both inside and outside the school. Multicultural Fun Day 16 Belilios Public School Annual School Report 2012-2013 B PS MAJOR AREAS OF CONCERN Major Concern 1: To enhance the effectiveness of Learning and Teaching In Major Concern 1, the following measures were implemented to enhance the effectiveness of learning and teaching in school. The first aim was to motivate students to learn better and achieve higher goals by stretching their abilities further and to recognize their effort and achievements. To achieve this, bonus questions of a more challenging nature were set in assessments so as to motivate students to achieve higher goals in learning. Through setting bonus questions in uniform tests or assignments, students were encouraged to make attempts and stretch their potentials. Since this was the second year of implementation, there was an obvious rise in the quality of the questions. Besides, higher attempting rate and scores also reflected that students were keener in trying more challenging questions. In the realm of gifted education, more capable students were nominated by school to participate in various interschool competition and scholarships. Moreover, measures were taken to ameliorate students’ learning drive through positive reinforcements. Twenty-eight Active Learning Awards were given out to recognize students with best learning attitude and active participation during lesson throughout the whole academic year. Apart from regular displays of students’ good work by each subject department, this year S1 and S2 Students presented their cross- curricular projects in the hall during the school Open Days. Their confident presentation and systematic displays won the high appreciation from guests and visitors. Feedback from students was also positive and they showed appreciation to their fellow schoolmates’ achievements. The second aim was to equip students and teachers with updated pedagogy in order to optimize the learning outcome. In maximizing teaching effectiveness, teachers were encouraged to enroll for various professional training programmes so as to equip them with the update trend of development in their specialized subject areas. Furthermore, several teachers were invited to share their designs of quality assignments, their experience as markers and oral examiners in HKDSE and how they equipped students with examination skills. In addition, two teachers who had joined the study visits to China organized by EDB also shared their insights gained from Mainland educators. In the afternoon session, a trial lesson observation workshop was run by the Assistant Principals to consolidate teachers’ knowledge on the rationales and techniques behind peer lesson observation exercise. As a whole, a more interactive and student-centered classroom teaching culture was established and thus the learning capacity of students was boosted. Through lesson observations, it was found that more teachers could motivate students effectively by engaging them in multifarious meaningful learning tasks. In a nutshell, through the above measures in Major Concern 1, the learning and teaching capacity was optimized and a collaborative sharing culture was established. 17 Belilios Public School Annual School Report 2012-2013 B PS Major Concern 2: To cultivate in students a set of core and sustaining values with respect to their roles in School, Community, Country and The World. Achievement and Reflections: Coordinated with various functional teams, the steering committee closely monitored the progress of the programmes and encouraged greater collaboration among them. The programmes organized aimed at cultivating in students a set of core values to their roles in school, community, country and the world. To cultivate in students the core values of BPS, a number of programmes including talks, sharing sessions, campaign, workshops and visits were organized. Measures such as class teacher period, life forum, inter-class video and drama competition were adopted to reinforce good manners as the mark of an educated person. Different types of environmental protection ambassador schemes and programmes, e.g. School Cleanliness Campaign and Carbon Auditing, enhanced students’ awareness in personal grooming and hygiene and helped them form environmental-friendly habits. Leadership training, workshops and award scheme on responsibility as well as self-management skills and time-management workshops were organized to train students to be responsible and considerate members of the school and society. To cultivate the core value of compassion and care, the Community Services Unit arranged a wide spectrum of community services for students. The tailor-made voluntary service programme for all S4 students and the workshops conducted by Oxfam Cyber School and Outstanding Youth Volunteers’ Association and HK Federation of Handicapped Youth for senior forms have broadened students’ perspectives and sharpened their awareness of the needs of society. A number of services outside Hong Kong were also arranged. With the help of our SMC independent member, Mr. Stephen Wong, 28 students took part in the service programme to Qingyuen in which they conducted courses and set up study room in the school. International Understanding Trips to Macau and Korea were also arranged under the sponsorship of Rotary Club. The visits were very well-received by students as they had a taste of the life of the needy. To arouse students’ social awareness, there were Courtesy Movement, Moral Drama Competition, Visit to the Resource Centre, ICAC Interactive Drama, Commentaries on Current Affairs and Sharing after Flag-hoisting Ceremony. MCNE focused on how to optimize the existing programmes to promote moral, civic and national education. The National Educational Day camp for S1 was held as scheduled with parent volunteers. The camp was successful as positive comments were received. The Western Cultural Day, Service Programmes outside Hong Kong, Local Attachment and exchange Programmes, Singapore Exchange Programme and Summer Immersion Course (Britain) all provided opportunities for our students to think from global perspectives and understand the world as a global village. Another useful platform for values education is the Life-wide Learning lessons, during which a large variety of activities would be arranged to nurture them to be global citizens and passionate future leaders. 18 Belilios Public School Annual School Report 2012-2013 B PS Major Concern 3: To help students develop healthy habits and lifestyles, constructive attitudes and positive outlook on life and values, thereby enhancing their resilience to adversity. Launch of Healthy School Programme The Narcotics Division of the Security Bureau and the Beating Drugs Fund Association confirmed to continue providing funding to launch the Healthy School Programme with a drug testing component (HSP (DT)) for the 2012-2015 school years. BPS conjoined seven Government schools in Eastern, Wan Chai, Central & Western and Islands districts and collaborated with an NGO to continue implement HSP (DT) in School Year 2012/13. (HSP (DT)) is a school-based programme comprising both diversified personal growth programmes and a drug testing component. Participation in the drug testing component was voluntary. To foster a healthy school environment, a Whole School Approach was adopted. We solicited the support of parents and the community in creating an environment conducive to the healthy development of students. The school called on collaboration with NGOs, and gained support from social service organizations, which successfully facilitated building an anti-drug culture at school. Preventive and complementary anti-drug education for students To provide opportunities for students to participate in HSP activities and promote the personal wellness of young people, a wide variety of activities were designed to cater for our school’s circumstances and students’ needs. All activities were conducted by Tung Wah Group of Hospitals – Cross Centre. A Healthy Living Expo consisting of a healthy life info-exhibition and a SMART TRUCK getting students to experience the virtual world of drugs aiming at raising students’ awareness of health-related matters was held. Students displayed great zeal for the activities. A series of skills development courses such as leadership training camp, workshops on emotion management, peer counsellors training programmes, talent development programmes like beat box, magic, vaudeville etc. were organized for students to join. There was a visit to a primary school mainly serving South Asia students in Yaumatei to broaden our students’ perspectives of the outside world. A visit to Christian Zheng Sheng College (基督教正生書院) for rehabilitating problematic students with drug addiction was jointly held with King’s College and Clementi Secondary School. Real life education was used to enhance our students’ resilience to temptations. This valuable learning experience positively widened their exposure. In addition to the activities for students, effective parenting-skills seminar and interactive parenting-experience sharing workshop were held to educate parents about nurturing children with love and care, About 35 parents attended the events. To administer voluntary drug tests and to promote health and civic responsiveness To convey the idea of the drug test as a civic responsibility and a health concern to stakeholders, the school clearly expounded objectives and guidelines to relevant parties about the policy and detailed arrangements of school drug testing. This year over 20% of (195) students signed up for the drug test scheme, and they were randomly selected for the test. Testing mode adopted was hair. Three school visits were performed and the testing results were all negative. To assist the NGO in carrying out drug tests, a School Project Assistant (SPA) was in charge of the whole scheme to ensure the smooth flow of the testing process, security and confidentiality of participants’ personal data. The provisions delivered in the HSP agreement were completely fulfilled. In the past year, students were enthusiastically immerged in an anti-drug atmosphere; parents were assured of the healthy development of their daughters. Details (2) Period Evaluation 1. To enhance the abilities of the academically low achievers in learning Mathematics (S1 and S3) 2. To stretch further the Late September potentials of the high 2012 – May 2013 achievers in Mathematics (S1 –S3) To buy service for running the Intermediate Olympiad for one group of S1 & S3 students for 15 hours/term To buy service for the enrichment programme on thinking skills for S1 & S2 students for 15 hours 3. To cope with special leaning needs of low achievers in English (S1 and S2) September 2012 – May 2013 To employ an experienced part-time temporary English teacher for 1 year to conduct remedial lessons to 2 groups of students at S1 and S2 levels (3 hours per week per group for 21 weeks). 4. To enhance students’ proficiency in speech (Chinese and English) September 2012 – February 2013 (6/4 weeks in the first term and 5/4 weeks in the second term) To hire 4 - 6 part-time temporary teachers in Chinese and English for 11/8 weeks (12/6 hours/week) to provide individual/ group training on speech 5. To enhance students’ proficiency in debate (Chinese and English) September 2012 – August 2013 To employ part-time coaches to organize debating courses for S1-S3 students and the Debating Teams. Late September 2012 – May 2013 To hire one part-time temporary Mathematics teacher for 1 year to teach the low achievers at S1 to S3 levels (2 groups for 21 weeks), to conduct remedial lessons Senior Secondary Curriculum Support Grant (SSCSG) The fund was used for the procurement of learning and teaching resources, equipments, etc. relating to the implementation of the NSS curriculum. Computer Technician April 2013 – August 2013 Two computer technicians providing technical support to teachers and the office 5. Teaching Assistant April 2013 – August 2013 One teaching assistant taking care of students with special education need 6. Post Supply Teachers (4) Period September 2012 – August 2013 Evaluation Supply teachers were employed to substitute for teachers who took sick leave for 3 or more days to ensure that student learning was not affected. Funding for School-based After-school Learning and Support Programme The fund was used for organizing programmes to build up the capacity and self-esteem of the disadvantaged students, providing with after-school remedial learning support and other activities conducive to the improvement of life skills.
