From ambulance driver to truck driver with a
bit of help from TIR Training
An ambulance worker has retrained as a truck driver after almost 33 years in the health service.
Grandfather John Phillips, 56, initially wondered whether he was too old to get behind the
wheel of a truck, even though he had driven ambulances and fast-response cars, but is now
looking forward to changing career lanes. John had started his career in the ambulance service
in 1982 before qualifying as a paramedic in 1985. With changes in the NHS, he later became an
Emergency Care Practitioner, working for the City Health Care Partnership (CHCP) based in Hull.
Driving LGVs runs in the family – his dad was a truck driver and his son also recently passed his test. John,
who lives in Hull, plans to retire in October before looking for an LGV driving job.
He declared: “I’ve fulfilled all of the goals I wanted to achieve in the ambulance service and it’s time for
me to move on to something else. I’ve always fancied going into logistics and heavy goods driving. My
dad was a Class 1 HGV driver for decades, so it’s in the family.
“It’s a big decision after being in the health service all those years. But I’m not frightened of hard work,
and I’ve always worked shifts. I worked 12-hour days and night shifts for years.
“I’ve been driving for 36 years and have a clean licence, so I have a really good record on the road. My
driving has always been top standard, because we were checked on a regular basis.

“The training at TIR was excellent. Ian, my instructor, made me feel safe and comfortable, and that
helped me to take it all in. Driving is second nature to me. But driving something bigger is a little bit
daunting.
“After a day or so, I felt really confident behind the wheel. Some jobs ask for
experience in driving HGVs. But if someone doesn’t give you that chance in
the first place, you won’t get it.”

able to do it straight away.
“People I have had in the past, who have been driving for more than 30
years, have struggled to pick up new skills. But John didn’t. He really enjoys

increased its workforce by 20%. As a result
of this increase in staff, Bullwell has invested £50,000 into its offices at its
Lichfield headquarters and has spent £750,000 on improving and updating
its fleet of 60 vans.

Following the article on Page 41 of our December 2014 Issue, DFDS
Seaways and Forth Ports will now be investing over six million Euros in
the future of the Rosyth-Zeebrugge freight route, as per their meeting
in July with the First Minister of Scotland to discuss the investment
plan. This includes new environmental technology, a fuel optimisation
programme and infrastructure adjustments at the terminal in Scotland.
The importance of a continuation of the only ro-ro freight route connecting
Scotland to the Continent has been highlighted at the meeting between the
First Minister of Scotland, Nicola Sturgeon, the CEO of Forth Ports Charles
Hammond and CEO of DFDS Niels Smedegaard. They discussed route
developments and the concrete investment plan, for which the basis was
laid in November 2014 when the three parties published a joint statement
to secure the route’s future.

The van racking service, based at TruckEast’s Wellingborough Depot, begins
with experienced personnel discussing and understanding the customer’s
requirements. Then a plan is developed to show the customer which units
are suitable for their workflow and vehicle. After the customer has decided
upon a vehicle equipment system, TruckEast will professionally install it.

But also Goldhofer will be presenting a complete product portfolio
comprising its latest generation of innovative tow tractors – for aircraft in
all weight categories and for every possible working situation on the apron.
Goldhofer’s towbarless AST-1 aircraft tractor, for

Resilient disaster recovery platform

New daily routes to Germany strengthen
Europa Worldwide’s services
At this year’s Carbon Reduction Conference
initiated by the FTA, PTV was the official
sponsor of the Smaller Fleet Operator of
the Year Award. The winning company,
Longcliffe Quarries Ltd of Matlock, Derbys
(www.longcliffe.co.uk), set a core objective
to improve fuel consumption per mile
by 4% in 12 months. The company was
selected by the Logistics Carbon Reduction
Scheme (LCRS) judges, since its far-sighted
initiatives can encourage other, similarly
sized fleet operators to reduce carbon
emissions too.
Active in express freight services between the UK and Europe for almost
half-a-century, the Europa Worldwide Group employs more than 500
people across 12 sites in the UK and Hong Kong and is represented in
100 countries. Now Europa Road, a division of the Group, has launched
two new daily services between the UK and Röthlein (Bavaria), and the
UK and Ense (North Rhine-Westphalia), as part of its programme of
investment to enhance its new European groupage hub at Dartford.
Each operating five times per week, the new routes to Röthlein and Ense
were implemented in response to growing volumes to and from of Germany.
Year-on-year, Europa has seen an 11.3% increase in German export
consignments and a 7% increase in imports already in 2015.
Europa has invested in its routes to Germany more than in any other
destination, with successful daily routes already established, connecting
Stuttgart, Frankfurt and Düsseldorf. The new routes are the latest of a
number of improved European service offerings being developed throughout
the year with new strategic independent partners.
Accordingly, Europa’s new route to Ense has been launched in partnership
with the Nordic Transport Group (NTG), comprising over 30 Danish and
European transport companies.
Schäflein Spedition GmbH, a transport business established for more than
75 years, is Europa’s partner of choice for its Röthlein route. Both new routes
will be serviced by double-manned trucks operating on a round-trip basis
between Europa’s big Dartford hub and the partner terminals in Ense and
Röthlein.

Portable analyser for roadside diesel testing
laundering techniques known to be used by
criminal gangs and significantly improves
HMRC’s capability to detect fraud.
Launderers primarily target red or green diesel,
filtering it through chemicals including acids to
remove the marker. These remain in the fuel and
damage fuel pumps in diesel cars.
Although red diesel is predominantly targeted,
launderers may also seek to remove the marker
from other rebated fuels – especially kerosene
primarily used for heating oil.
For UK red diesel, excise duty is charged at 11.14
pence per litre instead of the full rate of 57.95
ppl. Excise duty on kerosene used for heating,
which will also have the marker added to it, has
a zero duty rate. Rebated fuel is marked with
dye and chemical markers, so that its use for any
other purpose or illegal sale can be identified.
Previously the test for the new marker was
conducted at a laboratory, leading to a delay
in identifying illicit fuel and action being taken
against offenders. The new equipment will now
be installed in 49 HMRC Road Fuel Testing Unit
(RFTU) vehicles throughout the UK and used to
analyse fuel samples taken at the roadside and at
retail premises, starting in Northern Ireland.
MAXIMISE PROFIT BY CUTTING CARBON,
FUEL AND TRANSPORT COSTS
Illicit diesel is estimated to make up as much as
13% of the market share of diesel in Northern
Ireland and costs the taxpayer around £80
million each year in lost taxes. The Government
will monitor the success of the marker during
the first six months, to make sure it is delivering
results in the fight against fuel fraud. Meanwhile
HMRC will publish an evaluation in the Autumn.

Bevan Group drives into new markets
with acquisition of Stag Bodies

The West Midlands-based Bevan Group has
entered the tipper and traffic management

bodybuilder with a well-founded reputation
for build quality. New business Bevan
Specialist Products is now trading from the
factory in Stone, Staffs, occupied previously by
Stag Bodies.
Bevan has taken on all 18 of the former company’s
employees – they were turning out in the region
of 500 vehicles a year. But, having already won
several orders, the new owner now plans to step
up production quickly.

Pentalver boosts fleet with 52
R-Series Scanias from Keltruck
The inland container service operator Pentalver has announced the latest
phase in its strategic investment programme – the purchase of 52 Scania
R450SCR trucks. 45 of the 52 new vehicles are based out of Pentalver’s
state-of-the-art Cannock depot and the remaining seven are located at its
Felixstowe operation. The fleet purchase was made through independent
Scania dealer Keltruck Ltd.

As well as being arguably the UK’s leading dairy company by turnover
and milk pool, Arla Foods is the largest supplier of butter, spreads and
cheese in the country. Underpinning its business is a highly sophisticated
logistics operation making deliveries to stores and regional distribution
centres each day.
On the supply side, Arla manages the UK dairy industry’s largest milk pool,
comprising 3,200 farmers spread geographically throughout the country.
The organisation is supported by a regional network of milk processing
plants, each of which has its own logistics operation covering inbound –
collecting raw milk from the farms as well as outbound – delivering finished
products into the wholesale chain.
Arla UK has an ambitious growth strategy, and its most recent development
is a new, one billion litre, fresh milk dairy at Aylesbury, Bucks, which
commenced operations in October 2013.
The transport fleet at Aylesbury comprises tankers and delivery vehicles,
operated by Arla in conjunction with a number of third-party logistics
partners. Fuel is provided by an in-house filling station, located within a
service area alongside vehicle cleaning facilities.
“Next to wages, fuel is a significant oncost to our business,” explains
Outbound General Manager Mark Newman, “so that keeping absolute
control of this resource is our first priority.”
Merridale fuel management systems have been in service with the Arla
Foods Group for more than a decade. The system was introduced initially
as an upgrade, offering better support than the previous set-up, a decision
which has resulted in Merridale now becoming the preferred solution across
the Group.
Mark Newman, who joined the Arla Group ten years ago, is familiar with
the Merridale fuel management solution, and there was no question
about whether or not it would be implemented at the new fuelling point at
Aylesbury.
“The Merridale software is very user-friendly and generally accepted as part
of our administration,” Newman emphasises. “We did have a look at the
online version, but decided to stay with the traditional server-based system,
as this better suited our operational requirements.”
Every vehicle authorised to draw fuel at Aylesbury is provided with a smart
key giving access to the fuel pumps. Each transaction is authenticated by

TruTac for tachograph
management
Storage and distribution firm John Hackling (Transport) Ltd, based at
Bourton-on-the-Water in the Cotswolds, has recently selected TruTac
to manage its tachograph analysis. The firm, which is a member of both
Palletline and the Hazchem Network, wanted a system that would
provide peace-of-mind and reduce many of the cumbersome, daily
manual processes involved in tachograph management.
Upon realising their existing system needed bringing up-to-date, Hacklings
embarked upon a significant due diligence and comparison exercise, to
ensure that they got just the right fit for their operation.
They selected TruTac’s TruControl system for a number of reasons, including
its usability and robust functionality. TruControl delivers over 80 reports
which can be automatically emailed and dashboards to highlight key data,
which is critical for efficient compliance management.
Mark Salf, the Transport Manager of Hacklings, was keen to highlight not
only how impressed he was with the system, but also the time savings it
has delivered: “We pride ourselves on meeting customers’ needs with full
logistics and distribution support in a highly efficient manner, and we need
our systems to be equally efficient.
“We’ve been highly impressed with the results, and it’s already providing
a competitive edge, as we’ve freed up resources doing routine tasks and
redeployed them into more productive areas.”
As Hacklings recently announced a 12% rise in turnover and profit before
tax, it is clear that the company is going from strength to strength, and
systems such as TruControl are supporting the business in achieving those
goals.
TruTac worked with Salf and his team to ensure that they provided support
at every stage and were always on hand to help. From the initial meeting
to “going live”, Hacklings found that TruTac went above and beyond their
expectations in delivering a system that provided more than just tachograph
management.

Turbo retarder clutch is key factor as two Arocs work
in tandem with 350t, 6-axle Liebherr crane

based in March, Cambs, explained: “Force One
has operated within the utilities industry as a
subcontractor since 2004 and has established
a reputation for a willingness to adopt new
technologies.
The latest additions to the truck fleet of Southern Cranes & Access are a pair of 150-tonne
Mercedes-Benz Arocs tractor units, which work in tandem with a new Liebherr self-propelled
crane worth £2 million. The trucks pull five-axled Nooteboom low-loader trailers which are
also new – taken together, the two truck and trailer combinations represent an additional
spend of more than £½ million.
“We were one of the first companies in the
country to invest in ‘Safe-DigTechnology’
or suction excavation, and we had hired an
excavator on a MAN TGS 26.480 chassis.
“The feedback from the drivers was very
positive. They loved the drive compared to our
existing machines, and they reported that it
was comfortable – and that is very important, as
the vehicles work all over Europe and are often
travelling long distances.
Each rig transports loads weighing around 80 tonnes. Most of this is accounted for by the steel
ballast that serves as counterweights to stabilise the 350-tonne crane during operation, although
the trucks also carry winches, hook blocks and other equipment.
Southern Cranes & Access operates from depots in Horsham, West Sussex, and Croydon, Surrey.
Supplied by dealer Rossetts Commercials, its heavy haulage tractors are both Arocs 2563 models
with flat-floored BigSpace cabs and high-torque, 460 kW (625 HP) in-line six-cylinder engines.
“When we started compiling the spec for our
latest machine, we knew that we had to invite
MAN to the process. The involvement of their
knowledgeable sales staff has made the whole
process straightforward and has helped us.”
The r&m contract also attracted Pat Burke to the
deal: “The contract helped convince us we were
making the right choice: after all, who better to
look after a MAN than MAN?”

use of a vacuum excavator to operate and excavate material around
buried services or utilities including gas, electric, water, telecomms and
fibre-optics by removing the soil, earth or other material covering the
services by means of high-volume air flow. This technique avoids the
requirement for invasive digging methods such as hand-digging or the
use of traditional mechanical excavators, thereby virtually eliminating
possible cable or service damage.
Key to the operator’s decision to purchase its first Mercedes-Benz trucks for operation with the six-axle
crane was the availability of the new, wear-free and fuel-efficient turbo retarder clutch, which works in
conjunction with the 16-speed Mercedes PowerShift 3 automated transmission.

This is capable of handling and delivering some 3,000 Nm of torque, significantly more than a traditional
torque converter. It also offers fine control characteristics and has its own, powerful integrated primary
retarder, negating the need for the separate retarder that would otherwise be required to assist the
high performance engine brake in bringing a fully loaded rig of up to 250 tonnes GCW safely to a halt.
Southern Cranes & Access Director Clive Sadler recalled: “We were looking for a truck with a bit
more power and liked what we’d heard and read about the new turbo clutch. Rossetts offered us a
demonstration unit for a week, so we gave it a go, and the driver came back singing its praises.”
Sadler continued: “The fuel efficiency was at least equal to, if not better than, the less powerful trucks
we’d been using, and he really liked the all-round quality and feel of the Arocs.
“The automatic transmission and turbo clutch certainly lived up to their billing too – some of the
locations we have to access are very tight, which is why we specify our trailers and other equipment
with high steering angles, but even fully loaded the truck was very easy to manoeuvre at low speeds.”

The first vehicles from a £3.4 million order for 34 Mercedes-Benz
eight-wheelers are already hard at work for the civil engineering and
construction company Owen Pugh in the North-East of England. The
prestigious deal represents the operator’s biggest single investment in
its fleet, and is a major coup for Mercedes-Benz and its supplying dealer
Bell Truck and Van.
Most of Owen Pugh’s new Arocs 3240Ks are being fitted with steel tipping
bodies by Lancashire Tippers of Bolton. However the company has ordered
three alloy-bodied tippers for delivery towards the end of the year, and will
also be taking a hook loader and a tipper grab, as well as two trucks with
cheese wedge plant bodies.
The Arocs is purpose-designed and built for construction-related
applications. Owen Pugh’s vehicles have M ClassicSpace cabs and are
powered by 290 kW (394 HP) straight-six engines driving through Mercedes
PowerShift automated transmissions.
The firm, which has its headquarters in North Tyneside, undertook a
comprehensive evaluation exercise involving five other OEMs, prior to
deciding upon the offering from Bell Truck and Van.
“We were running only three Mercedes-Benz trucks on the fleet previously,
so we had no special loyalty to the brand,” explained Paul Cockburn, the
General Manager of Owen Pugh & Co Ltd, which is responsible for the
company’s plant hire and haulage businesses.
“But Bell’s Arocs demonstrator performed particularly strongly, outshining
the competition by a margin. It was half-a-mile per gallon more fuel-efficient
than anything else we tried – and was well received by our drivers, who liked
the cab layout and high seating position, and preferred the Mercedes-Benz
auto transmission to others.
“The Arocs also offers a highly competitive payload. We will get a whisker
over 18-and-a-half tonnes on the majority of our tippers, which is excellent
given their heavy-duty steel bodies.”

The latest additions to the fleet include a 3.5t Sprinter 313 CDI chassis cab
with dropside body, also by Body & Trailer Services, which is now on general
materials- and tool-carrying duties. It is the first time Tripod Crest has
purchased a new dropsider, the company having preferred previously to buy
pre-owned examples of this type of vehicle.
Other recent arrivals include another five Sprinter 313 CDI crew vans fitted
out to Tripod Crest’s latest welfare specification. Each has two beds, a kitchen
and storage area with sink and microwave oven, and a drying cupboard for
wet clothes. In April the company took delivery of seven Citan 109 CDI small
vans, for use primarily on tarmac sites.
All of these welfare vehicles are additionally equipped with aircon and night
heaters, as well as extra ventilation, interior lighting and electrical sockets.
Tripod Crest maintains its commercial vehicles in-house – Workshop
Manager Craig Baker is also responsible for specifying and ordering its vans.
He reports: “Our lads can potentially be out on site all week, so we endeavour
to make life as comfortable as possible for them.
“We choose Mercedes-Benz vans for their all-round quality and outstanding
reliability, while the fuel economy is pretty good too – we’re getting up to 40
mpg from the Citans.
“Safety is another key priority, as we’re very aware of our duty-of-care
obligations – not only to our own employees, but also to other road-users.
We take great comfort, therefore, from knowing they’re equipped with a
market-leading array of standard-fit active and passive features, to which
we add cameras, proximity sensors and audible reversing warnings.”
Baker declares: “Intercounty Truck & Van’s sales service is very good, as is its
aftercare back-up. Although we maintain the vehicles in our own workshop,
the dealer will make two parts deliveries per day if we need them, and will
get them here very quickly if we’ve an urgent requirement.”

Independent recycling and waste management specialist Weir
Waste has commissioned a new fleet of Mercedes-Benz Antos refuse
trucks. The Birmingham-based company operates material recovery
facilities in the city’s Bordesley Green district and at Oldbury, serving
commercial customers throughout the West Midlands, Warwickshire
and Worcestershire.
Weir Waste’s Antos have short ClassicSpace (S) day cabs and state-of-the art,
7.7-litre, six-cylinder BlueEfficiency Power engines. The six-wheelers have
outputs of 220 kW (300 HP), while the 18t vehicle produces 175 kW (240
HP). All drive through smooth-changing Mercedes PowerShift 3 automated
transmissions.
“Given the nature of the work, with heavy traffic and a lot of stopping and
starting, the auto gearbox was a ‘must’,” insisted Malcolm Gregory of Weir
Waste. “The drivers are really pleased with the comfort and easy driveability
of these new trucks and, if they’re happy, so are we.”
It is now running five 26t 2530s and a single 18t 1824 from the Antos heavy
distribution range. Supplied by dealer Midlands Truck & Van, all have Dennis
Eagle Olympus rear-end loader bodies.
Weir Waste provides a comprehensive range of skips and containers and
operates seven days a week. The company offers free site audits for prospective
customers, while its waste vehicles are also fitted with sophisticated Moba
bin weighing and identification systems made in Germany that enable it to
charge by bin weight. Not only does this technology prevent overfilling, it
also helps customers to achieve their environmental goals by minimising
the amount of waste they produce and send to landfill.
Between them Weir Waste’s two operations can process some 500,000t

The new DAF XF Super Space cabs are the first deliveries for the fruit
merchanting and pallet network member since the mid-1980s and coincide
with an imminent move to a new £5.5 million facility in Aylsham adjacent to
Channel Commercials, with funds generated through the sale of Salvatori’s
current site and additional medium- and long-term borrowing.
Channel Commercials will undertake regular servicing and maintenance
work under a two-year r&m contract, although Salvatori will utilise its own
workshops for minor repair work. Salvatori has depots in Rochester and
Calais too.

Euro VI DAF XF
averaging 9.6 mpg
Kent-based haulier and logistics provider Salvatori has reported
outstanding fuel economy from its latest Euro VI DAF XF 460 FTG 6x2
tractor units. In service since March, the new units are already returning,
on average, an impressive 9.6 mpg at 44t gcw and – the company says –
after having been worked hard on day-and-night trunking work.
The fuel economy figures mark a significant improvement in productivity
for Salvatori set against existing models in its 64-truck fleet. Though
instrumental in the final decision to select DAF XF, Salvatori also said that
it had received a “cracking good deal” through local DAF dealer Channel
Commercials.

“The Euro VI DAF demonstrator turned in some really impressive fuel
figures,” enthused Salvatori’s Transport Manager Phill Macey. “So you can
imagine my delight when the new DAF deliveries hit the high-nines, too –
and I would expect this figure perhaps to rise after they’ve bedded in. What
has surprised me, however, is that we’ve been working them hard from day 1
on day-and-night trunking operations.”
Macey was quick to include his drivers as crucial, not only to the success
of the Salvatori operation, but also in helping to alleviate the wider driver
shortage problem in the UK. “Our drivers absolutely love their new DAF XFs,”
he emphasised, “and I think that’s important for productivity. But it also
means we’ll hang on to them.
“Our drivers recognise that our investment in top quality vehicles is an
investment in them, too. This, I believe, goes a long way to addressing the
driver shortage problem. Giving drivers the right tool for the job provides an
incentive for them to commit to a long-term career.”
With fruit merchanting providing an historical foundation for the Salvatori
name, the company today provides a general haulage service specialising in
building materials, soon to be operating out of its new location at Aylsham,
Kent. Moreover a pallet distribution service is provided from Rochester via
the Palletways network. The Salvatori depot at Calais facilitates work in
France and the Benelux countries.

The latest Mercedes-Benz Actros has made a flying start in the colours
of fast-growing retailer Heron Foods. Commissioned in March, the
company’s first two Euro VI Actros tractors have quickly established
themselves as its new mpg champions, while also offering the allimportant manoeuvrability needed for high-street deliveries.

Heron Foods has just taken delivery from dealer Northside Truck & Van of
another five units which, like its first two, will be inspected and serviced
under five-year Mercedes-Benz r&m contracts. Family-owned Heron
Foods opened its first store in Hull in 1979. It now serves customers with
“top quality products at the lowest possible prices” from 240 locations
throughout the North of England and the Midlands, and is proposing to open
up to 30 more in the next 12 months.
The retailer’s new 4x2 Actros 1840s are based at the purpose-built HQ in
Melton, East Yorkshire, which it opened in 2009. They typically operate at
38t gcw and pull temperature-controlled 13.6m and short, urban trailers by
Gray & Adams.

Head of Logistics Karl Dawson is responsible for a fleet of 40 trucks: most
are tractor units, although the line-up also includes a number of 26t rigids,
which are gradually being phased out.
He explained to Truck & Track: “We deliver round-the-clock to our network
of stores, many of which are located in busy town centres, so we need a lowimpact tractor unit which is small and highly manoeuvrable.
“Having traditionally been a Mercedes-Benz operator, three years ago we
started buying vehicles by a Swedish manufacturer because we felt their cab
size was better suited to our type of work.
“However, we took a good look at the latest Actros towards the end of last
year and realised that the 2.3m ClassicSpace cab with flat roof is no wider
or higher than the vehicles we’d been using, while if anything it’s marginally
shorter.”
Dawson continued: “The drivers have certainly taken to their new Actros.
Not only do they offer the manoeuvrability we need, but we’ve also specified
their cabs with extra side glass which makes for excellent all-round vision.
“We’re very happy with their economy too. Last month our first two Euro VI
units averaged 9.67 mpg and 9.49 mpg respectively, and these are figures
which compare very favourably with our non-Mercedes-Benz trucks.”

New Volvo FH-500 tractor goes to
Neil Dowson’s long-serving driver
Dyce Carriers Ltd is a family owned and run
business established in 1973 by David and Jean
Moir with a very humble Morris Minor Van. It has
since grown into a company that boasts three
depots in Scotland (Aberdeen, Cowdenbeath and
a new one at Ivergordon in the Highlands) as well
as one in Poole. Its Head Office is in Aberdeen, and
Dyce Carriers serves the many oil and gas service
providers in the area.
Aberdeen-based general haulier Dyce Carriers
has taken delivery of two new 44t Renault
Range T460 6x2 midlift tractor units, the first
to join the company’s 68-strong DAF, Volvo,
Mercedes and Scania dominated fleet over
7.5t. The Range Ts will be used for trunking
to the company’s central Scotland depot in
Cowdenbeath, pulling oil and gas trailers.
The vehicles are on a two-year contract hire
through BRS which includes road tax and
tyres, with servicing through local Renault
Trucks dealer Alex Aiken and Son of Aberdeen.
Owner Jason Moir explains why he opted for
Renault: “Our business is doing really well in
Scotland, Poole and beyond. Fuel economy is
always a key factor for Dyce Carriers, and we
knew that the new Range T had been specifically
designed to deliver fuel savings. It’s early days,
but initial figures are very promising. We are
also taking full advantage of Renault Truck’s
Fuel Eco package that includes the Optifleet
telematics system. This allows us to monitor both
the vehicles and drivers in real time in order to
control our main areas of expenditure.”

Shipping, Dyce Carriers offers an overnight
service between Middlesbrough and Aberdeen,
as well as opening up to worldwide cargo. The
company’s Poole depot was set up in 1996 to
cater for the local BP Wytch Farm facility and

first load as an owner-driver. That consignment of wheat was delivered

To celebrate the company’s 25th anniversary, C. Neil Dowson Ltd has purchased a new Volvo
FH-500 6x2 tractor unit from Crossroads of Stallingborough. In recognition of his 19-year
service with Dowson, the 25th anniversary Volvo FH has been allocated to driver Allan Welch.
The owner of the firm, Neil Dowson, had been driving trucks for a living for
eight years before he became an owner-operator. For several years he was
engaged primarily in bulk grain transport, before moving to concentrate
on container haulage out of Immingham. The business now focuses on
container haulage, including refrigerated and tank containers. The new FH
is expected to cover around 140,000km a year.

Allison automatic transmissions ordered
to reduce driveline maintenance costs
Go Plant Ltd, one of the UK’s principal suppliers of operated and selfdrive specialty vehicles, recently selected the Allison 3000 Series™ fully
automatic transmission for 15 new roadsweepers. “We’ve upgraded
to Allison transmissions because of the reduced lifecycle costs and the
improved vehicle driveline – something which inevitably suffers a high
level of wear-and-tear during roadsweeping activities,” remarks Aiden
Garvey, Regional Manager for Go Plant.
Manufactured by longstanding bodybuilder Johnston Sweepers, the
vehicles are based on the Euro VI DAF LF 220 chassis supplied by DAF dealer
Greenhous.
Go Plant specified Allison fully automatic transmissions to reduce driveline
maintenance expenses previously experienced with
automated manual transmissions (AMTs). The order is
just part of a major investment by Go Plant, which has
ordered 48 new vehicles in the first quarter of 2015
alone.

Spirits haulage specialist McPherson Ltd has raised a toast to its first
Mercedes-Benz truck for more than five years. Based at Aberlour on
Speyside in the heart of Scotch whisky country, the company runs a
fleet of over 200 tractor units which are a common sight on the region’s
roads, pulling a range of polished steel tankers, hydraulic doubledeckers and bulk tipping trailers.
In recent years the firm has purchased vehicles from two other OEMs
but, said Managing Director David McPherson, the determination of
dealer Mercedes-Benz Commercial Vehicles Aberdeen to win a slice of the
company’s business eventually paid off.
“Truck Sales Manager Andrew Rennie’s perseverance and professionalism
eventually won the day,” he recalled. “Meanwhile the vehicle has won
instant respect for its blend of driver appeal, fuel economy and performance,
so we’re delighted with this latest addition to our fleet.”
The Actros 2545 has an aerodynamic StreamSpace cab and is powered by a
state-of-the-art 330 kW (449 HP) straight-six engine, which drives through
a smooth Mercedes PowerShift 3 automated transmission. It will be joined
in October by a second Actros, this time a 375 kW (510 HP) 2551 BigSpace
model.
“We are very impressed by the excellent ergonomics of the cab,” enthused
Fleet Engineering Director Ian Jamieson, pictured here. “The Actros is a real
driver’s delight, with a fantastic standard specification.
“We’d also heard very good things about the model’s fuel efficiency and,
since the opening last year of the Mercedes-Benz Commercial Vehicle
Highland workshop in Nairn, we now have something that’s been lacking
in the past – a dependable dealer who is within easy reach and provides
excellent back-up.”
He declared: “In its first three months on the road the Actros has performed
faultlessly in what is a demanding role, negotiating the narrow and
undulating roads of Speyside and accessing distillery sites which can be very
tight. The truck is also well liked by its driver and is showing improved fuel
efficiency against our current fleet results.”
Like its other trucks, the company’s new Actros is specified to ADR standards
for the carriage of Class 3 flammable liquids. The safety-conscious operator
has also fitted the unit with a catwalk and large grab handles to the rear of
the cab, and a Brigade camera system giving the driver views from the front,
sides, rear of trailer and fifth wheel, making the job of coupling much easier
and safer. The Brigade system also records up to 60 hours of video.
The truck is additionally equipped with the optional Predictive Powertrain
Control system – PPC is a clever cruise control that employs 3D GPS mapping
to read three kilometres of topography ahead and then responds by
controlling speed, braking and the transmission to maximise fuel efficiency.
Mercedes-Benz says the system can cut fuel costs by up to 5%, although
some operators have reported significantly higher savings.
McPherson Ltd provides a range of services to its whisky-producing
customers, carrying raw materials including grain to distilleries, as well as
bulk whisky in tanks, and casks in its hydraulic-floored double-deck trailers.
Meanwhile other vehicles based at depots across Scotland, the North-East
and North-West of England undertake a wider range of haulage tasks.

25 years in the UK
With three well-attended gala Open Days in July at its Technology
Centre at Shepshed, Leicestershire, Groeneveld has been celebrating
its 25 successful years in the UK, 1990–2015, providing technological
solutions for operational efficiency in transport. Since the economic
crisis of 2009 the company has grown, and 2015 will see the company
achieve the best sales in its 25-year history. It is bigger and stronger,
with a larger and more diversified customer base than ever.
The business in the UK began by providing speed limiters for trucks and
coaches, with a clear focus on improving road safety and reducing fuel
usage and emissions. In more recent years Groeneveld has expanded into
the supply of automatic lubrication, greasing and oil management systems
to OEMs and aftermarket end-users.
On display at the Open Days were a number of fascinating applications
including construction machinery, forklift trucks and municipal vehicles,
and a fun element with an F1 Simulator Challenge with prizes for the fastest
laps.

time for straight talking!
In recent years a number of manufacturers have brought out
impressive computerised alignment systems claiming alignment times
of just a few minutes. These systems use technology such as vision
systems, scanning lasers or electronic gyroscopes to take the critical
measurements, and there is no doubt that these systems are a fast and
efficient way of taking a wheel alignment measurement. However, it
should be remembered that such systems are merely a measurement
tool, and prospective users should not lose sight of the fact that those
machines do not undertake the mechanical diagnosis and cannot make
any wheel alignment adjustments. They do not tell you how to set the
vehicle based on the operator’s needs, and they do not tell you about
tyre issues.
Measurement and adjustment are two very different things. For instance,
we all know a computer diagnostic system can tell you within a couple
of minutes that you have an engine
management fault or need new injectors:
yet the time to perform the actual repair still
takes many hours. The same is true for wheel
alignment, where obtaining the initial wheel
alignment measurement is only the first step
in resolving a wheel alignment problem that
could take hours.
Shingeo Shingo
There is an interesting parallel with the work
of Shingeo Shingo, the Japanese industrialist
famed for revolutionising worldwide
manufacturing practices, and machine setup and maintenance procedures.
Shingo spoke about the philosophy of
allowing a machine to “talk to you” when it
has a problem. He said the closer you can get
to any mechanical system to see it in action,
to listen to it, to feel it, “to hear its breath and
take its pulse,” the more likely it is to reveal
its problems to you. Experience shows that
any system that puts distance between the
technician and the vehicle being checked
means that vital clues about the underlying
problem will get missed.
Wheel alignment issues are not always how
they first appear. When drivers bring you a
vehicle with a so-called wheel alignment
problem, what they actually have in fact is
a vehicle with either poor tyre wear or poor
handling, and they have jumped to the
conclusion that it is a wheel alignment issue.
However, many vehicles showing the signs
of incorrect wheel alignment have an
underlying mechanical issue such as stiff
kingpins, worn wheel bearings, worn ball
joints, bent track bars, broken suspension
and steering box timing issues and, unless
the technician performing the wheel
alignment is able to correctly diagnose these
issues, just performing a wheel alignment
measurement on its own is not going to solve
the problem.
One important factor in the accuracy of any
good wheel alignment system is the ability
to find the true running centre of each axle stub, and not to just hang a gauge
off the rim or even worse the tyre. Therefore the wheel mounting gauges
have to be able to compensate for irregularities in the wheel rim through a
process called “run-out compensation”.
Even if there are small time savings, there is
potentially a bigger drawback owing to the
remoteness of the measurement process.
Using a remote computer terminal to
perform all of the alignment measurements
can lead to a false sense of security, and the
underlying mechanical problems or tyre
issues can be missed.
The product is a patented, unique, wishboneshaped vortex generator. It is designed to
increase vehicle aerodynamic performance and
fuel economy by reducing aerodynamic pressure
drag scientifically, targeting the two main drag
areas. These are the large flat area at the back of
the vehicle and, for tractor-trailer combinations,
the gap between the tractor and the trailer.
In addition to the fuel-saving benefits which
Airtabs provide, they also offer several other
advantages. They improve vehicle stability by
altering the airflow at the vehicle’s rear – and the
majority of users readily comment on improved
vehicle handling performance, especially in
windy conditions or when passing (or being
passed) by other vehicles. This vastly increases
drivers’ safety margins by reducing wandering
and sudden adjacent lane incursions. Not
only does the product save fuel and increase
driver safety, but it also enhances users’ “green
credentials”. The reduction in fuel used is in direct
relationship with reductions in carbon emissions.
For example, a 3% fuel saving is equivalent to a
3% reduction in carbon.
The Airtab component produces two vortices
of air, each approximately four to five times the
height of the Airtab and several feet in length.
These tight swirls of air “bridge the gap” between
tractor and trailer, and make the airflow exit
at the rear of the vehicle in a smoother, more
controlled way.
With fuel costs continuing to soar, reducing

two- step measurement: the wheels are rolled 180° in between the
measurement. But this issue goes to heart of the contradiction inherent
in many of the latest computerised systems because, in order to make the
necessary pre-alignment mechanical checks on the steering to ensure there
are no underlying issues, you still have to jack the wheels off the ground.
So, if you look at the totality of the wheel alignment process from initial
set-up, mechanical checks, initial wheel alignment measurement, repair,
adjustments and final wheel alignment checks, then the overall time saving
from using the current fully automated systems is less clear.

spun on the wheel to make the compensating adjustments. Jacking each
wheel on a heavy vehicle obviously takes time. Nevertheless one area where
the new computerised systems claim to save time is by avoiding the need to
jack each wheel to perform run-out compensation.

During this time my father became a very active member of the local IRTE
organisation. I can recall seeing him depart for meetings wearing the chain
of office of Chairman, a post he held for a while. During his time with the
IRTE, since he was an electronics development engineer, he was asked to
investigate a problem that some members were starting to experience. This
was truck overloading, and the fact that vehicles were increasingly being
stopped and weighed by Traffic Police.

mounted on the dash of a truck to indicate its loading status. It meant that

without overloading and without having to go to a weighbridge. So the
Axalert™ was born. The first Axalert™ was installed in 1983 on a Midlands
Electricity Board vehicle.

increase its capacity at the Port by almost a quarter (23%). The new slot,
GB Railfreight’s seventh at the Port, was awarded after a competitive
bidding process. It marks an important milestone in GB Railfreight’s
operations at the Port.
Eurotunnel Le Shuttle – the vital trading
link between mainland Europe & the UK
This slot allows trains to run from Felixstowe to Birmingham Intermodal
Freight Terminal (BIFT) at Birch Coppice in the West Midlands, a major
intermodal freight terminal owned by Maritime Transport. It is the first
train to serve this route out of the Port, meaning it will be actively switching
freight from road to rail.
Eurotunnel presents a progress report to interest and inform the readers of Truck and Track
Trains will run to and from the Port once a day, five days a week (Monday to
Friday) over the next five years. The first train was locomotive 66761, leaving
the Port for Maritime Transport’s Birmingham Intermodal Freight Terminal.
Maritime Transport is one of the UK’s foremost transport and logistics
companies and a market leader in the container transport sector. The
company operates two Railports, at BIFT and Tilbury (London), providing
fast and efficient handling and interchange between rail and road. Both are
common-user terminals and Channel Tunnel approved.
To begin with, the trains will consist of 33 wagons. However, GBRf has placed
an order for a further 15 Ecofret triple-platform wagons, which will make the
train 45 wagons in length. This will allow the freight operator to continue to
serve the demand for 40ft containers and increases GBRf’s capacity at the
Port by 23%.
John Smith, Managing Director of GB Railfreight, declared: “We have worked
extremely hard to identify opportunities to increase our capacity to and
from the Port. As a result, we now run the longest intermodal freight trains
on the network, with wagons that can accommodate 40ft containers.

from our customers and support the growth of the intermodal rail freight
market and its potential to take freight off the roads.”

Investment incentive scheme expands cluster
of international railway suppliers in Doncaster
With bases in Switzerland and Germany, international railtrack
technology company Schwihag is the latest in a string of companies to
expand its operations in Doncaster. Schwihag, which received backing
from Doncaster Council’s Inward Investment Incentive Scheme, has
decided to develop its manufacturing capabilities there in preference
to any other site in Europe.
The company is investing £2 million at a site in Thorne after securing a
council inward investment grant. Schwihag now plans to renovate and
extend one of the buildings at the site. This will safeguard the current
25-strong workforce and create four new jobs.

developments, since Schwihag is one of the few companies in the world
with the cushioning technology required for the new ballast-free, slab-track
technology of High-Speed Rail, potentially creating more jobs.

The summer of 2015 will be remembered by Eurotunnel for

owned freight yard at Calais-Frethun, which includes the construction of
high security fences and the deployment of additional security personnel to
protect freight train departures.

Eurotunnel has invested a sum of more than €160 million in security
measures since the turn of the century, including €13 million in the first
six months of 2015. The 650 hectare terminal in Coquelles has a 23km
periphery and sees 21 million passengers pass through each year. These
considerable investments have already been followed in the second
half of the year with supplementary new fencing around the platforms
and perimeter, and security patrol staff have been doubled to reach 250
employees.
In Coquelles, the new secure Truck Park is nearing completion, with a
capacity of 340 secure spaces off the motorway, prior to check-in. This will
consist of a secure, fenced and guarded parking area for trucks, a rest area,
many facilities, a restaurant and a petrol station for drivers to use before
proceeding to check in. The works will also increase the number of allocation

Plan ahead for the new satellite-based
toll system in Belgium from April 2016
The mainland of Europe has a well-known, extensive and largely
automated toll system in place. For haulage companies working
overseas, it can be difficult to cope with the many different types of
levies.
In the last two decades most European countries have introduced electronic
road toll systems. But these systems were, and generally still are, noninteroperable. This means that the cabs of trucks need to be festooned with
a myriad of electronic tags and onboard units. However, European service
providers do offer solutions which relieve international transport companies
from the burdens related to the many different, non-interoperable road toll
systems.
Their services combine payment systems of multiple road toll systems into
one box with online toll calculation. They also provide solutions for the
centralised, monthly invoicing of road tolls paid, usually including payments
for additional services such as ferries, fuel and VAT refunds. It ensures
continuity and saves time and costs.
The latest addition to the automated toll systems is in Belgium. This country
is to introduce a satellite-based toll system on 1st April 2016. Basically
this new Belgian toll system will include the existing Belgian Eurovignette
road network (motorways and national roads in the Flanders, Wallonia
and Brussels regions) and supersede the current time-based Eurovignette
system.
The Eurovignette is a road user charge applicable to heavy goods vehicles
with a gross vehicle weight of at least 12 tonnes. The vignette is registered
by licence plate, and the price depends on axle class and emission class, but
averages out at around €1250 per vehicle per year. Besides the Eurovignette,
tolls on several bridges and tunnels are applicable in these countries.
It is also possible to utilise a Eurovignette for a day, a week or a month,
the cost of these being derived from the annual cost. Eurovignettes can be
ordered online or purchased at the entry points
to the road system of countries which continue
to use the prepaid vignette system. They include
the Netherlands, Belgium, Luxembourg, Denmark
and Sweden. However, the use of the Eurovignette
on Belgian roads will come to an end next year.
The registration phase for the new toll in Belgium
starts on 1st October 2015, and will apply to all
vehicles over 3.5 tonnes permissible total weight
– to Belgian and foreign trucks alike. The level
of the toll will depend on the permissible total
weight, the Euro class of the truck and the road
category. Toll-related data will be collected via an
onboard unit or OBU, which can be ordered after
online registration or purchased from a service
point in Belgium. Further sales points will be
established near the country’s border crossings.
The use of an OBU is one of the big advantages of
this kind of automated toll system. With an OBU,
transport and logistics companies can save time
en route, reduce their administrative costs and
combine all payments conveniently onto one
invoice.

DFDS achieves vital agreement on
Dover-Calais ferries
DFDS has announced that an agreement was reached on August
31st, with the assistance of the French Transport Minister, between
representatives of SCOP-SeaFrance, Eurotunnel and DFDS concerning
the release of the Channel ferries Rodin and Berlioz. As part of the
agreement, DFDS is committing to the employment of up to 202 former
SCOP-Seafrance employees in its French organisation.
Depending on when Eurotunnel is able to deliver the ships to DFDS Seaways,
the Berlioz and Rodin are expected to be deployed during the fourth
quarter of 2015 on Dover–Calais, together with the Calais Seaways. This
means that DFDS Seaways will operate three ferries on the Calais route,
instead of two ferries which are in service today. Malo Seaways, which
currently sails alongside Calais Seaways, will be deployed elsewhere in the
DFDS network.
Carsten Jensen, Senior Vice-President of DFDS Seaways, comments: “This
ends a long period of uncertainty for both our employees and our customers
on the Channel, as this agreement gives us the platform needed to create
a sustainable ferry service on the Channel. It also means that we have an
equal number of French and UK flagged ships on the Channel, making the
service a truly Anglo-French partnership, which we believe is in everyone’s
best interests.”
Wayne Bullen, Freight Sales Director of DFDS Seaways, emphasises: “The
introduction of the Berlioz and Rodin to the DFDS Dover/Calais service will
offer a considerable increase in capacity for freight traffic on this route,
together with new and improved facilities for freight drivers.”
In addition to the planned increased capacity and frequency on the Calais
service, plans are also well under way for DFDS, in conjunction with
Dunkerque Port, to expand and improve the Port facilities at Dunkerque.
The multi-million Euro investment is expected to be completed by the end
of December 2015.
Port parking capacity is to be increased to 250 driver-accompanied
trucks, 60 unaccompanied trailers and 500 cars. Extra freight lanes and
the introduction of a dedicated hazardous lane, together with a new and
improved freight office, will enhance the service already offered to drivers.
This will also speed up border and security controls, and improve the security
arrangements at the site.
Other benefits will include improved access to the terminal from the
highways and motorways, and faster ship loading and discharge times.

“The explosions took place at a warehouse at the port which contained
hazardous and flammable chemicals, including calcium carbide, sodium
cyanide, potassium nitrate, ammonium nitrate and sodium nitrate.
“Officials insist it is not yet clear what triggered the blasts and say they
are still investigating. Chinese media said that at least one member of staff
from Tianjin Dongjiang Port Rui Hai International Logistics, which owns the
warehouse, has been arrested.
“Before the explosions several firefighters were already at the scene trying
to control a blaze. There have been suggestions that water sprayed on some
of the chemicals could have led to the blasts.
“Calcium carbide, known to be at the site, reacts with water to create the
highly explosive acetylene.
With the recent tragedy at the Tianjin Dongjiang Port Rui Hai International
Logistics warehouse fresh in our minds, our Dangerous Goods columnist Ali Karim
FRSC, FCILT, Managing Director of Hazchem Network Ltd, provides our readers
with an insight into the considerations for managing risk in the warehousing and
storage of chemicals and Dangerous Goods.
Karim draws upon his experiences as a young industrial chemist at London
& Coastal Oil Wharves Ltd of Canvey Island, and then Terminal Manager at
TDG Pinnacle Storage of Dagenham, where he was involved in the storage and
warehousing of bulk liquids and gases as well as packaged Dangerous Goods.
Devastating blasts at Tianjin chemical warehouse
Many people have been wondering whether the tragic chain of explosions in
the Tianjin chemical warehouse in mid-August could also occur in the UK?
Almost 1000 people were killed or injured in that port city in the north-east
of mainland China.
I am not in a position to speak for Chinese regulations pertaining to the carriage
of Dangerous Goods. However, as the chemical / Dangerous Goods supply
chain is truly international, the Hazchem Network hosted a trade delegation
visit, organised by the DfT and RHA, from China’s Zhejiang province in 2009.
This province is heavily involved in chemical manufacture and shipping,
with much of its production being exported to the USA, UK and Continental
Europe.
In previous Dangerous Goods columns in Truck and Track, I have featured
information on the regulatory framework that people and organisations in
Europe have to comply with when working in the Dangerous Goods supply
chain, including ADR/RID regulations for road, IATA/CAA for air and IMO/
IMDG for sea – in terms of carriage.
Following the Seveso chemical disaster north of Milan on 10th July
1976, strict regulations for the storage of chemicals / Dangerous Goods
came into effect. Referred to as the “Seveso Directives” in Europe, they
are implemented in Great Britain through the Control of Major Accident
Hazards (COMAH) Regulations. These Directives are in place to regulate
the storage, warehousing and associated activities for those involved with
Dangerous Goods.

Incompatible products stored together
From these initial, unconfirmed reports, there is concern, first relating to
the compatibility of the products stored – since you have oxidising agents
stored in apparently relatively close proximity to organic material including
flammable material. Further concern centres around the actions of
firefighters, apparently unaware of the calcium carbide present.
Whilst our own operation, the Hazchem Network, is not under COMAH aegis
since we are not a warehousing operation, but a trans-shipment site, we
do work closely with the local authorities and conducted a major exercise
with Warwickshire Fire and Rescue in 2014, previously described in Truck
and Track. That whole exercise can now be viewed in a ten-part video on

Never mix ADR Class 3 or 4 red with Class 5 yellow
Product knowledge and segregation are also critical. From these early reports
I am perplexed by having oxidising agents such as nitrates of potassium,
sodium and ammonium in close proximity to flammable chemicals. If you
know a little about the dark side of chemistry, in the right configuration
these products form the basis of a powerful explosive, and the sheer quantity
of them at Tianjin port would make any detonation absolutely devastating.
I have a simple rule “red and yellow do not mix”, i.e. one must keep Class 3
[Flammable Liquids] and Class 4 [Flammable / Reactive Solids] – which are
characterised by red ADR diamonds away from Class 5.1 [Oxidising Agents]
and 5.2 [Organic Peroxides] – signified by yellow ADR diamonds.
Even with basic warehousing guidelines – below COMAH thresholds –
issued by the Health and Safety Executive, there are restrictions on what
can be warehoused with what. For instance, Class 5.2 Organic Peroxides
are not permitted to be stored in the same warehousing facility as Class
3 [Flammable Liquids] and Class 4 [Flammable Solids], on top of other
restrictions.

logistics of gases, mentioning that acetylene gas is produced by the addition

Where quantities and type of products are below the thresholds outlined
under the COMAH regulations, but even in this case, risk management
protocols have to be deployed where specific regulations apply, such as
the 1974 Health and Safety at Work Act and others specific to the site and
activity.
Local fire crews were reported to have sprayed water over the fire and onto
the calcium carbide, releasing acetylene gas, and hence explosive potential
could have been unleashed.
In fact these initial reports perplex anyone with an understanding of the
storage of chemicals. However we have as yet to hear a formal report, so we
can only comment in the most general terms.
One of the many protocols of the Seveso Directives / COMAH Regulations
includes the availability of accurate information about a given site and
its permitted storage areas for local authorities and emergency response

Like all effective Regulations, they are reviewed and updated on a regular
basis. New and updated COMAH Regulations came into force in Great
Britain on 1st June 2015. The principal COMAH requirements will stay the
same as now, but there are some important changes, particularly on how
dangerous substances are classified and information that has to be made
available to the public.

information about their site and its hazards. Both Top Tier (now referred to as
Upper Tier) and Lower Tier operators will need to provide public information

Risk assessment
At the top of the list is what we term the Risk Assessment, which examines
the hazards posed, and then the associated risks for which countermeasures
need to be put into place to manage them. When working with Dangerous
Goods, you must formally determine and document the risk involved, in a
written and periodically reviewed assessment.

and aerosols have posed severe hazards, gas cylinders and aerosols must be
stored outside for ventilation and caged for security. If aerosols are stored
within a warehouse, they must be kept in a cage, so that, in the event of a fire
in which they explode, they do so within the confines of the cage. Liquefied
petroleum gases such as propane must be securely stored outside in a
ventilated cage, and away from site perimeters and combustible material.

The Dangerous Substances and Explosive Atmospheres Regulations 2002
(DSEAR) are concerned with preventing or limiting the harmful effects
of fires, explosions and similar energy-releasing events and corrosion of
metals. DSEAR are goal-setting Regulations supported by an Approved Code
of Practice (ACOP) which provides practical advice on how to comply with
them.

In order to produce a robust risk assessment, it should be carried out by a
qualified and experienced team, first understanding the product’s chemical
and physical properties, and should cover quantities, managing leakage,
spillage, training, environmental issues, personal protective equipment
[PPE], managing an incident, and other aspects. Expert input from your
Dangerous Goods Safety Consultant [DGSA] is vital here.
What is change control?
Many people do not understand the concept of the “law of unintended
consequences.” When you work in the chemical, pharmaceutical or nuclear
industries, robust management of change control is vital. But just what is
“change control”?
All industries make changes in process and operation for a variety of reasons
– but when you do make a change, you have to be mindful of unintended
consequences. All people and departments need to be consulted, so that in
highly regulated industries there is a formal and documented process to
manage change.
Before any change in an approved process or operation is sanctioned,
it needs consultation and sign-off by all involved – the stakeholders. So
collectively the whole team can have input, to effectively reduce the “law of
unintended consequences” when the changes are implemented.

companies will need to change the way that they
print their supply labels.
For example, GHS does not allow for blank red
diamonds to be displayed. This could pose a
problem for those who have, up to now, used
a monochrome printer to generate their labels
on pre-printed background media. Although
templates with the pictogram outline may be used
in the same way, any empty red diamonds must
be totally blanked out – which usually results in an
unsightly black box on the supply label.
If you print your own labels, can they
withstand hostile conditions?
A simple solution could be to use a colour printer
and blank background labels. This will offer
the flexibility to adapt the design of the labels
to accommodate the new regulations for each
product line.
However, many inkjet or laser printers are not
suitable for generating a resilient finish that
will withstand the environment that the labels
will be exposed to during transport and in use.
Furthermore, the finish and adhesive qualities of
the labels need to be considered, especially when
they are applied to drums, IBCs and so forth, and
particularly if you are transporting by sea.
The BS5609 Standard for printing labels used
in marine environments
British Standard BS5609 is a specification for
printed pressure-sensitive, adhesive-coated
labels for marine use, including requirements for
label base material. It sets out various durability
criteria, including adhesive performance, print
permanence and abrasion resistance, stipulating
minimum standards for labels to be used in
marine environments.

For some products the label is the only
identification on a container. It contains important
health-and-safety information that can be critical
at the time of an incident, whether it occurs in
transit or in use. Nevertheless that label is of little
use if it becomes detached or damaged, or the
text has been rendered unreadable.
Moreover, a good quality label that can withstand
the rigours of distribution, storage, handling and
product usage will reflect well on the company
whose name and/or logo is displayed. BS5609
accredited labels are much more likely to survive
intact and thereby help to protect the supplier’s

For shipments covered by IMDG, it is a requirement
(under IMDG 5.2.2.2.1.7 and 5.3.1.1.1) that all
hazard identification labels and placards must be
durable and still be identifiable on packages after
three months’ immersion in seawater. BS5609 is
a Standard which was devised to demonstrate
that a label has these properties. So there are

migrants out of your trailers

Once locked, the Basteel can only be opened by
using an angle grinder, or other heavy cutting
equipment unlikely to be carried by migrants.
It is worth stating that, although marking
and numbering is possible, the Basteel is not
a security seal but a simple, low-tech, barrier
device. Unisto recommends combining it with
either a 5mm diameter Unicable seal or a HiGenius bolt seal. Both these sealing devices are
ISO 17712 compliant and carry tamper-evident
features and unique serial numbering for control
and management.
What a Summer it’s been! Over the past few
months Unisto has assisted many firms in
preventing desperate migrants in Calais and
elsewhere breaking into and stowing away
in HGVs bound for the UK. The cost to drivers,
transport companies and firms whose goods
are being transported is very high – with
fines of £2,000 for each apprehended illegal
immigrant, and goods often damaged or
needing to be completely destroyed. Costs
are running into tens of millions of pounds for
industry in general and the transport sector in
particular.
When Unisto talks to hauliers affected by the
chaos at Calais, it becomes clear that the primary
aim of operators is to protect their vehicles
rear view, manoeuvring
and recording systems
sufficiently, so that migrants will decide to attack
a less well-defended vehicle.
Yet there are a limited number of options for
achieving this objective. High-security padlocks
and steel lock rod clamps are the most effective,
in combination with a high-specification bolt or
cable barrier security seal such as Hi-Genius or
Unicable.

The challenge with using traditional security
seals – whether indicative or barrier type – is
that migrants do not care about leaving evidence
when they break into a vehicle. Even conventional
bolt and cable seals are insufficient to secure a
vehicle against such determined attacks.

For an artic we would also use the Quadplexer – though fitted on the trailer –
and connect this to an in-cab monitor through a shortwave microwave link
or hard-wired susi lead.
For additional security Vision UK can provide the same capability as
described above yet integrated with a DVR, so that the video feed is
continuously recorded. This system can record hundreds of hours of video
onto a hard disk drive before the oldest footage is overwritten.
A DVR offers a number of additional benefits. If for example vehicles have
been left unattended or are being loaded, drivers can review the footage to
check that no one has secreted himself on vehicles whilst they have been
absent or distracted doing other things.

to thwart stowaways

Calais crisis
With illegal immigrants, whether economic migrants or asylum seekers,
using force to try to enter the UK in huge numbers through Calais this
Summer, Vision UK has seen a surge of enquiries from haulage and
logistics companies looking to use CCTV to prevent clandestines from
stowing away on their vehicles.
With fines running at £2000 per illegal stowaway, the risk of the vehicle and
load being impounded and the potential costs and disruption of defending
a prosecution, the consequences of being caught with an illegal stowaway
are significant. Then loads are frequently contaminated by illegal incursions
and need to be destroyed in their entirety.
The Home Office and Border Force guidelines put the responsibility for
preventing stowaways squarely on the haulier and driver. As the introduction
to the Guidelines on their website spells out, “How road transport companies
and their drivers must secure their vehicles to stop people using them to
enter the UK illegally and to avoid being fined.”
Even for those drivers who diligently follow the guidelines, it can be very
difficult for the driver to check every aspect of the vehicle for concealed
migrants. There are safety considerations in having to climb onto a roof and
getting inside the load area to check every nook and cranny. Moreover, as
the driver is often a sole worker, a risk assessment may prevent him from
carrying out some of those checks on Health and Safety grounds.
An obvious solution to this is to use a CCTV system, since cameras can be
used to view areas that drivers cannot easily and safely check themselves.
Furthermore, if the driver can see a stowaway on the cameras, he will not
need to perform a manual search and thereby put himself at risk of assault.
It is frankly surprising that CCTV is not more widely deployed on vehicles
regularly crossing the Channel.
A really good camera for use in these situations is the Vision UK DN-10
camera. It is a surface-mounted camera that has night vision LEDs, is fully
waterproof and is only 22mm high, and so can be discretely mounted
without being easily knocked off, damaged or tampered with. This versatile
camera can be mounted externally or internally – on the roof or walls or
under the floor.
An installation for monitoring an HGV for detection of stowaways would
commonly consist of four cameras. One camera would be mounted
externally on the roof, two cameras inside the body – typically mounted
on the underside of the roof looking down into the load area – and one
underneath the body looking for anyone hanging onto the chassis.
Although in the vast majority of cases the driver will be the victim, there will
always be some drivers who are willing to take the chance of illegally bringing
immigrants into the UK for financial gain. By recording the video footage, the
haulage company will deter drivers from considering this path and, should
there be any suspicion that a driver is doing something untoward, the
employer can review the recorded footage to look for suspicious behaviour.
The Vision DVR systems can also be connected to motion detection sensors
– or door or bodyheat sensors – which will alert the driver and record a video
file associated with the alert, so that the event can be easily and quickly
investigated.
As an aside, a completely separate benefit of recording the video in the load
area is that the video footage can be used to monitor loading and unloading
procedures. This helps ensure that the driver and other staff are following
safe working practices and using the correct manual handling equipment –
and can also identify training requirements. Manual handling injuries and
damage to goods through mishandling have become quite significant costs
for some hauliers!
For those hauliers keen to offer the maximum protection to their drivers and
vehicles, the Vision DVR system can be equipped with live view capability
which enables the transport office to monitor a vehicle remotely.
If a vehicle is parked up and unattended, the transport office can keep a
close eye on it. If, for example, motion detection sensors are fitted and detect
movement, the DVR can automatically send an alarm and live video feed
to the transport office. The office is then immediately alerted to a potential
issue and can see what is happening in real time on the vehicle. If a stowaway
is spotted, they can then call the police authorities to deal with the situation,
without the driver ever needing to be put at risk.
As we mentioned previously, drivers are often lone workers and, if they
are climbing around their vehicle, they are at risk of slipping, tripping and
injuring themselves unbeknown to anyone. What is more, if a driver does
find stowaways and is assaulted, there may be no one around to assist or
raise the alarm.
For rigid commercial vehicles, Vision UK would suggest fitting the M-725Q
touchscreen monitor in the cab. This will normally show the four cameras in
a quad window format, although the driver can select a full-screen image
from any camera by touching the screen. In addition to the security cameras,
we would also recommend integrating a reverse camera into the system for
additional safety. For little added cost this offers significant safety benefits.

the monitor and supply our Quadplexer module to interface between the
cameras and monitor. Triggers are provided, so that we can connect a switch
to allow the driver still to select individual cameras if required.

carrying out his vehicle checks and, if something untoward should happen,
can organise assistance for him at once.
To sum up, there are a range of CCTV solutions available to hauliers that

June 2015
The UK pallet sector is still experiencing
significant growth as we move through
2015, with total pallet volumes
increasing by 8.5% from those seen in
the same period of 2014. Although this
represents a slight slowdown in the
rate of expansion, the UK pallet sector
is confident that 2015 will prove to be a
record-breaking year.
Now in its ninth year of operation, APN
members delivered more that 5.6 million
pallets in the second quarter of 2015,
bringing half-year volumes to more than
10.8 million pallets.
50% of all pallets shipped come under the Full Pallet category.
Service levels in the pallet networks are consistently reported to be exceeding
96% across all members. After a tough few years in the road transport sector,
hauliers recognise the benefits of network membership and are reaping the
significant operational and financial rewards.

With growth of more than 10% in Next Day services, the sector continues to
deliver high-quality services to business in the UK and Europe: in fact more
than 66% of all pallets are now shipped using Next Day services.
The image of pallet networks has changed in recent years. Confidence in the
services offered by the networks has improved, and we are seeing a change
in the type of freight being handled in pallet networks, with increasing
volumes of high-technology, high-value products being transported.
Growth is consistently more than 8% across all pallet sizes, with Quarter
Pallets showing the largest rise in the first half of the year of 12.0%. Almost

vehicle movements. In an industry often criticised for its under-utilisation
and empty running, the APN reports that members’ trunk trailers are
consistently more than 75% full – an enviable statistic that has been

The APN will continue to support the FairFuel UK campaign both financially
and operationally into 2015, reflecting the importance of fuel pricing to its
members.
High on APN’s list of priorities are the health-and-safety aspects of taillift
operation. Accordingly, work continues with other industry bodies, as well as
the HSE, to examine the operational challenges, which include e-commerce
deliveries – mainly to residential postcodes. The APN is analysing the sector’s
delivery postcode data to quantify what proportion of deliveries go to
residential addresses. The sector is looking at the methods and alternatives
available for handling pallet weights on taillift vehicles. This is currently no.1
on our agenda.

predecessors, the latest additions to the 2015 Scottish European
Haulier of the Year’s fleet of nearly 100 semi-trailers are on regular
runs between its headquarters in Lerwick and depots in Aberdeen and
Coatbridge, near Glasgow.
The 13.6m Gray & Adams trailers were all built at the manufacturer’s
production facility at Newtownabbey, Northern Ireland. They are equipped
with low-emission Thermo King SLX-e 400 refrigeration units, while heavyduty insulated curtains ensure temperature integrity, as well as providing
the all-important side access loading capability that the Shetland Transport
founder and Managing Director Hamish Balfour values so highly.
“Prior to taking delivery of our first two Gray & Adams insulated and
refrigerated curtainsiders in 2014, it had been some 15 years since we’d last

the parts return to position when the pressure is

between 1.5in to 2.5in whilst the brackets will
move up to 2in.

Cartwright Acclaro curtainsider attracts major order
Cartwright’s new Acclaro curtainsider trailer is now running off the
company’s purpose-built production line on a daily basis. The first of
these curtainsiders are destined for Ryder, which has ordered over 300
new trailers from Cartwright, including 200 standard 4.2m postless
curtainsiders and an additional 50 curtainsiders with taillifts. A further
nine curtainsiders with Manitou forklift carriers have also been ordered.
The dedicated production line for the Acclaro Curtainsider will help to
enhance production and pricing efficiencies on components which can now
be ordered in advance at even more competitive prices.
The company has launched the Acclaro Curtainsider in order to meet
growing industry demand for a standard curtainsider trailer which will be
particularly attractive for the general haulage market. It will continue to
provide a bespoke service for customers who have particular requirements.
In addition to the 4.2-metre postless specification, other major features of
the Acclaro include a new floor design with set panel dimensions and a very
strong flush floor. The extra-strength floor design is certified to ISO1496
accreditation, which provides a load-bearing capability for fork-lifted pallets
to run inside the curtainsider. The certification is stated to be the first of its
kind for a UK manufacturer.

TIP acquires
Bell Trailers

TIP Trailer Services UK Ltd has acquired the entire share capital of Bell
Trailers (Rental) Ltd, with the deal being successfully concluded on
August 21st. Bell Trailers has a rental fleet of 1,400 trailers comprising
mainly curtainsiders, although there are also refrigerated, box van and
skeletal trailers within the existing fleet. Bell Trailers will continue to
operate from its existing site at Nelson, Lancs, and will retain its existing
management team.
Commenting on the decision to sell the business to TIP, Bell Trailers’

disc skimming
Brake disc profiling can reduce maintenance costs, prolong disc life and enhance braking performance.
Truck and Track spoke to the owner of Dynastat, Guy Carter, who explains that more fleets and independent
workshops are adopting the technique as part of their standard maintenance procedures.
Q: Why should CV workshops invest
in brake lathes?
A: Simply put – to save time and money. To replace
discs is both costly and time-consuming. A pair
of discs will take four hours to change at a cost
of around £350 including discs, seals, bolts, etc.
Skimming truck discs reduces downtime, as the
disc can be skimmed in situ in just 20 minutes.
The cost to skim is around £100 per axle, saving
75% per axle.
Q: Are some discs too thin to
machine?
A: No – skimming does not make the disc any
thinner. It just takes all of the disc to its narrowest
point to create a flat surface. Only 0.2mm is
removed during the process and, as most new
discs start out at 45mm thickness, this is a very
small percentage. Discs can be machined down
to 39mm, and replaced at 37mm, so all discs can
be skimmed at least once and sometimes twice.
Mercedes, BPW, MAN and most leading OEMs
recommend machining of discs, because
it creates an optimal braking surface and
eliminates the need for bedding in. The customer
does not need to be warned that his brakes have
to be bedded in. The driver can immediately drive
safely on the road again. As long as the disc is
thick enough, machining will also get rid of any
corrosion.
Q: Will skimming improve brake
performance?
A: Often it can. Discs can become distorted in
service for a variety of reasons, resulting in judder
and brake efficiency issues. That is when brake
disc and brake pads are not in line. If a disc is
distorted, then simply fitting new pads without
profiling the disc will not cure the problem and
may shorten the life of the new pad.
A rusty brake disc before machining
surface, while generating extra work for
themselves! Leasing offers are available. A typical
return-on-investment (ROI) of six months is
typical for Dynastat customers.
Steering wheel vibration can result from runout, or oscillation of the brake disc. This may
be caused by tolerances in the disc or hub or by
distortion from shock loads. Run-out, variations
in materials and environmental conditions can
all lead to variation in disc thickness, which
will be felt in the brake pedal. If the disc surface
becomes rough, it will result in excessive brake
noise.
The only correct method to eliminate these brake
problems is to realign the brake disc on the truck,
bus or trailer: just replacing the disc may simply
perpetuate the problem. However, it is vital that
the alignment is carried out absolutely parallel to
the mounting surface of the brake caliper, which
is why it should be done in situ on the vehicle
trailer, using a machine such as the DA9000 ontruck lathe.
The lathe is mounted on the caliper ears rather
than the hub, ensuring absolute parallelism
between the pads and the discs and eliminating
run-out, to an accuracy of always better than
0.02mm and normally around 0.01mm.
Q: Can the lathe handle all sizes and
types of brakes?
A: It depends on the machine. The COMEC TD502
top-of-the-range brake lathe will accommodate
all vehicles from a Ford Transit to a 44t tractor.

too, including the Ford Transit kit.”

reduces downtime.
Brakes on parked-up trailers and vehicles can
suffer corrosion. For example, the gritters used
by Warwickshire County Council are not of
course used during the Summer. The Council
commented: “They just sit and corrode. It costs
around £800 per truck in brakes to get them
ready for the Winter. The break-even point was
just eight trucks, and we will now save thousands
of pounds every year for years to come.”

Onboard data recorder pioneer joins MiX Telematics
Former police officer Robert Peel, a key
member of a project team which pioneered
the use of onboard data recorders at

Robert Peel joined the then Surrey Constabulary (it later became Surrey
Police) in January 1971 and was there until 2002. During that time
he specialised in the more technical side of traffic policing, collision
investigation, vehicle and tachograph examination.
When Surrey decided to set up a single Collision Investigation unit at the end
of 1998, he became one of the first members to join. He remained on that
unit until retiring in 2002. During his time there he assisted in a trial to see

what effect the fitting of data recorders would have on the number of police
vehicle incidents.
In conjunction with the fleet department a number of divisional vehicles
were fitted with Incident Data Recorders (IDR) and an early form of MiX
Telematics’ Journey Data Recorder (JDR). The trial was successful in all
respects – in both reducing the number of incidents and making those that
did occur easier to investigate.
In 2004 Peel was approached by the head of the Surrey Police Collision Unit
and asked to go back to help set up a project to fit all Surrey Police Vehicles
with data recorders. As part of this program Surrey Police set up a Police
Vehicle Incident Unit, which is responsible for overseeing the investigation
into each incident, and Peel carried out the data analysis for the unit.
During this period Peel and Surrey Police started to work with MiX Telematics
to fit a number of vehicles with FM Communicators which were linked to
the IDR units. Over a period of time Surrey worked very closely with MiX
Telematics to ensure the device parameters were relevant to the vehicle
users’ and the force’s needs.
The units provided very useful information in relation to vehicle usage and
driver behaviour. The data was also used to show vehicle attendance at and
time spent in local hot-spot or complaint areas. Over a fairly short period of
time the incident rate for that division was reduced.

SMEG UK is currently working with smartphone-based fleet
management providers Truckcom to replace its primarily manual,
paper-based fleet management system with Truckcom’s cloud-based
office software and driver smartphone app.
SMEG’s haulage fleet performs complex delivery operations from depot to
depot and also direct to customers, often in multi-drop trips. In a recent
review of its fleet management operation, the company was advised that
Truckcom would be an ideal solution. SMEG then embarked on trialling
Truckcom for its tracking and vehicle checks.
The cloud-based office system also allows the transport management team
at SMEG to use the maps and postcode searches in Truckcom to enable them
to allocate daily jobs in the most effective way – and then send those jobs
automatically to the driver smartphone app, eliminating the need for drivers
to receive a run-sheet in paper form.
All of these functions were previously being carried out manually, resulting
in a primarily paper-based and less efficient system. The system had data
coming in from various sources, and Truckcom has enabled SMEG to unify
the process. Driver walkaround checks are also improving efficiency and
saving paper by being entered directly into the smartphone app and then
sent electronically back to the office. Truckcom can still provide the familiar
paper reports, but in time these are likely to be used less and less.
SMEG takes advantage of Truckcom’s pay-as-you-go billing system, which
means that the company only pays for the parts of the system that it is
actually using.
SMEG’s Commercial Director Rob Ponting asserts: “We are finding our
planning and tracking much easier and more efficient with Truckcom, and
the paperless vehicle checks are an added bonus for us.”

SEA Transport aim to provide a complete
logistics solution in the maritime container
and UK distribution markets. They have
been using Truckcom since June 2013 and in
December 2014 moved over to Truckcom ST,
Truckcom’s new cloud-based office system.
SEA Transport have been using every aspect of
Truckcom, including its fully featured transport
management System, electronic POD, tracking
and vehicle checks for over two years. Their
Managing Director Frazer Smith enthuses:

SEA Transport have recently procured TomTom’s
Webfleet system for over-the-air tacho, driver
behaviour and fuel economy information and
additional built-in tracking. They approached

Truckcom have been able to modify their system
to link effectively with Webfleet. Frazer Smith

and has now ordered its first urban version
A ground-breaking, lifting-deck urban semi-trailer was presented by
Gray & Adams on TCS&D Stand D28. The 11m tri-axle has been specially
built to service a Morrisons store in Norfolk which has restricted access.
The extra carrying capacity offered by the second deck will allow the
retailer to eliminate one delivery per day, saving the fuel and associated
costs of a 250-mile round trip, as well as reducing carbon emissions.
Underlining the increasing popularity of shorter semi-trailers for urban
distribution, visitors to the Gray & Adams Stand were also able to check out a
10.5m, single-deck variant with command steer axle, ThermoKing Spectrum
multi-temperature refrigeration and Dhollandia power closure taillift, in
Iceland livery.
Coolertech Ltd of Hailsham, East Sussex, designs and
manufactures high-quality insulated vehicles for the
temperature-controlled industry, from fine art carrying
vehicles, through to supermarket home shopping

Morrisons’ Head of Engineering John Ward explains: “Access to this location
is severely restricted. It’s on a busy road, so we can’t reverse out, and there
isn’t enough room in the yard to turn round a tractor and 13.6m trailer.
“We project that, through fuel savings, we’ll recoup the extra cost of the
lifting deck in just nine months, while this radical new trailer will also help
to improve our environmental profile.”
Also on display was the company’s TranScan Pharma temperature data
logger, which has been developed specifically for the pharmaceutical
industry. TranScan temperature data loggers play a vital role in ensuring
that pharmaceuticals stay in pristine condition during transport.

The new trailer will enter service immediately after the Show, fulfilling
daily runs from the retailer’s RDC at Latimer Park, Kettering, to its store at
Gorleston, Great Yarmouth, 125 miles away.
Positioned at the entrance to the Arena, meanwhile, were two more pieces of
equipment built by Gray & Adams:
Seven Telematics combines the trusted format of TranScan recorders with
state-of-the-art technology through its SevenEye® telematics system,
providing standard vehicle tracking for dry freight vehicles and refrigerated
transport via live satellite links to its range of EN12830 verified temperature
loggers.
Seven Telematics is a manufacturer of temperature data loggers as
well as remote monitoring and vehicle tracking solutions for road
transport and cold storage applications. On Stand F2 at TCS&D 2015 the
company showcased its range of TranScan® temperature data loggers,

Mercedes makes grand entrance
at TCS&D with 6 show-stoppers
Amongst the biggest display of refrigerated
vehicles in the UK at TCS&D, MercedesBenz made its first appearance at the
event. Recognising the TCS&D Show’s high
profile in an important industry sector, the
manufacturer presented three vehicles on
its Stand D6 in the exhibition hall, whilst
making another three available outside for
demonstration rides.
The three trucks on the Stand were a 13.5t Atego
1318 and 18t Antos 1824 – both with Mercedes
PowerShift 3 automated transmissions – and a
7.5t Fuso Canter Eco Hybrid, complete with its
innovative diesel-electric hybrid drive system, as
pictured here in operation. All three were fitted
with insulated and refrigerated bodies from
the refrigerated vehicle conversion specialists
Solomon Commercials of Rossendale, Lancs:
indeed those on the Atego and Canter featured
dual compartments.
Meanwhile visitors wishing to experience trucks
in action could take a ride in the trio of vehicles
in the outdoor section of the event. Those
comprised another 7.5t Canter Eco Hybrid, a 12t
Atego 1221 and an Actros 2548 with luxurious
BigSpace sleeper cab, hitched to a refrigerated
trailer.
