ADJOURNMENT: Next meeting: October 14, 2015 at City Council Chambers (unless otherwise established) City of Healdsburg PARKSAND RECREATION COMISSION 2015 GOALS (Adopted 2/11/15) The Parks and Recreation Commission shall have the duty of serving as an advisory capacity to the City Council and the Director of Parks and Recreation on policies and programs pertaining to public parks and recreation. (Ordinance 1033, Sec.2-86) For 2015 the Commission’s work will continue to focus on oversight of City parks, recreation facilities, athletic fields and Open Space to insure maintenance at the existing service level or higher and to support recreation programming for residents of all ages. Specific 2015 Goals: 1. Support and participate in a public outreach campaign to educate the community on what Transient Occupancy Tax (TOT) is and how it benefits the Parks & Recreation Department and the community. 2. Participate in the Parks Master plan update process and advocate for developing a prioritized list of park improvements for future planning to include a capital improvement plan. 3. Explore alternate funding mechanisms for Parks & Recreation such as the formation of a park district or foundation. 4. Evaluate and consider further development of Badger Park as a Russian River access park. 5. Support Parks staff, County Open Space and LandPaths in transition of Healdsburg Ridge and Fitch Mountain properties to City. CITY OF HEALDSBURG PARKS AND RECREATION COMMISSION REGULAR MEETING MINUTES July 8, 2015 Healdsburg City Hall Council Chamber 401 Grove Street, Healdsburg, CA 95448 The Parks and Recreation Commission met in regular session. 1. CALL TO ORDER Chairperson Mitchell called the meeting to order at 6:00P.M. 1.a Roll Call: Present Commissioners: Birdsong, Bugarske, Hyde, Mota, Tripathi, Widick and Chairperson Mitchell Absent Commissioners: None Staff Present: Community Services Director Themig, Recreation Manager Drown, Recreation Supervisor Haskell, Parks Superintendent Licea, Office Assistant Salas 1.b Pledge of Allegiance 1.c Changes (deletions) from Agenda 1.d Approval of Minutes On a motion by Commissioner Tripathi, Seconded by Commissioner Bugarske, approved the June 10th, 2015, regular meeting minutes as submitted. The motion carried on a voice vote. (Ayes -7, Noes - 0, Absent- None) 2. ANNOUNCEMENTS/PRESENTATIONS 2.a Chairperson Mitchell commented on Recreation Manager Drown’s retirement from the City of Healdsburg. Commissioner Bugarske presented a proclamation to Manager Drown for her accomplishment since 2005 to the present. The proclamation highlighted several of her accomplishments with the Parks and Recreation Department and the Senior Center. She was presented with flowers and a plaque. Drown addressed Commission and spoke about her accomplishments and her appreciation to the department staff as well as Commission. Chairperson Mitchell commented she will be missed and thanked her for all of her work with the City of Healdsburg. 3. SPECIAL EVENT APPLICATION REVIEW 4.a Request to serve Alcohol at Plaza Park for Pinot on the River Wine Tasting Festival, Sunday, October 25, 2015; Applicant: Boys and Girls Club of Central Sonoma County Supervisor Haskell presented a request to serve alcohol at Plaza Park for the Pinot on the River Wine Tasting Festival which is a fundraiser for the Boys and Girls Club of Central Sonoma County, it will be held from 11-4pm, on October 25th, 2015. It is a major event; the organization will pay the event fee of $1,491 and an additional fee of $240 for staff working the event. Haskell commented that it will be the 12th year the event is taking place. Commissioners inquired about previous history of the event, use of alcohol, the venue and how long this event has taken place. On a motion by Commissioner Bugarske, seconded by Commissioner Widick, recommended that City Council approved the Request to Serve Alcohol at Plaza Park for the Pinot on the River Wine Tasting Festival. The motion carried on a voice vote. (Ayes -7, Noes - 0, Absent - None) 5. PRESENTATIONS 5.a Lew Sbrana: Performing Arts Facility Lew Sbrana a former band teacher at the Healdsburg High School and Director of the Healdsburg Community Band addressed Commissioners in regards to a Performing Arts Center Facility. Mr. Sbrana’s opinion was that the City is lacking an adequate Performing Arts Center. He commented that he has used several halls, gyms and venues for performances; however none of the venues are adequate due to capacity, lighting, acoustics, seating, etc. He further added that the center could be used by: Healdsburg Community Band, New Horizons, Healdsburg Chorus, Healdsburg Ballet, and Healdsburg Jazz Festival among others. The ideal venue and venue possibilities was discussed. Mr. Sbrana mentioned that the Healdsburg Unified School District (HUSD) has spoken about building an auditorium, and that one has been proposed for 2016. He suggested that the City and HUSD may want to consider this as a joint project or collaboration between both parties. Among the venues that were discussed were the Cerri Site being a center for performing arts, or other possibilities such as the Community Center. 5.b Tayman Park (Aaron Bugarske and Becca Hughes): Villa Chanticleer Operations Update Aaron Bugarske and Becca Hughes presented Commission an update on Villa Chanticleer operations since the transfer between the City of Healdsburg and the Tayman Park Golf Group in September of 2014. The group has upgraded or made repair work in the following areas: • Upgraded BBQ area Parks and Recreation Commission Meeting Minutes July 8, 2015 Page 3 • • • • • • • Revamped wedding garden/Gazebo General repairs Audio/Visual system Refrigeration Numerous enhancements City upgraded the ice machine, dishwasher, Annex doors and bathrooms, etc. Increase in bookings Ms. Hughes presented images of some of the enhancements as well as general information on the daily operations of the Villa Chanticleer. Since the transfer they have seen a 50% increase in weddings, proms and regular user group bookings. Staff is onsite 24/7 which allows for more site visits, as a result in more bookings. Staff has increased their marketing efforts to include: The Knot and Here comes the Bride, Wedding Expos, use of social media, as well as styled photos shoot with local vendors to promote the venue. Commissioners inquired about issues such as parking, finances, liquor licenses, resident discounts, etc. Staff commented that there have been no major issues. Aaron Bugarske commented that the Villa has two liquor licenses one for the Tayman Park Golf Group and the Healdsburg Legion has their own. The group has been investing in the property and enhancing it, they see future opportunity. Jimmy Stewart commented that it has been a smooth transition, and thanked Supervisor Haskell for her assistance during the changeover. Chairperson Mitchell commented that the Villa was managed under the City of Healdsburg for about 20 years. Commissioners commended the work that was done to enhance the Villa Chanticleer. 6. OLD BUSINESS 6.a Director Themig reported that he met with Mr. Wilcox and a group of individual from the baseball community after the June meeting to talk about replacing turf at Recreation Park and the Healdsburg Little League (HLL) fields. The project sponsor would be Healdsburg Little League; the project would be performed by Delta Blue Grass which would be placing Bermuda Grass on the outfield of Recreation Park. The meeting was to talk about specific questions which included: • The scope of work at Recreation Park would include; the area behind the backstop and the infield area, as well as some area around the infield that borders the outfield for dust control. • Delta Blue Grass would be doing most of the work to include turf replacement, prepare the site, and irrigation work. Parks and Recreation Commission Meeting Minutes July 8, 2015 Page 4 • Delta Blue grass presented three turf options: The one that was recommended was the Celebration Grass which has a shorter dormancy (late fall to early spring), seeded with rye grass. • Healdsburg Little League would be required to coordinate the use of reclaimed water, which is currently not permitted by the water board. The city does anticipate being able to use reclaimed water as long as it does not go into the storm drains. It must be hand watered. • It would need to meet city standards and the proposal does, the council would grant HLL the right of entry to do the work. • Would the project require prevailing wages? If HLL holds the contract it would not be required. • The project would be granted entirely by donations; donors would not be able to receive any benefits, it would be a goodwill donation. Commissioner Tripathi had reservations about the project which included: turf being used, maintenance, additional work for the limited parks staff. Other items that were discussed were the timing of the project and the fact that the city is in a drought, the use of reclaimed water was emphasized. He suggested that a prototype be done first. Superintendent Licea mentioned that it would require more maintenance work and that there would be a 30-40% water savings. Director Themig clarified that the only action to be taken was toward the Recreation Park field since the Little League fields are under the jurisdiction of the HUSD. Commission opened the discussion to public comment. Mr. Wilcox addressed Commission and told them that the money was ready to be used. He further commented that the user groups are doing a lot of the maintenance work already, where the city is not maintaining the park properly. On a motion by Commissioner Bugarske, seconded by Commissioner Widick, recommended to the City Council approval of Request to Grant Healdsburg Little League the Right of Entry to Recreation Park to replace the Infield Turf, Make Irrigation System Modifications, and Other Related Work. The motion carried on a roll call vote with Commissioners Hyde and Tripathi opposing. (Ayes 5, Noes 2, Absent 0) 6.b Plaza Sign Request Parks and Recreation Commission Meeting Minutes July 8, 2015 Page 5 Director Themig presented the request to place a sign at Plaza Park which was proposal from Council Member Mansell. At the last meeting, there were questions about the design and the purpose. Themig shared several of the concepts for design, information on content and the location which was discussed with the Commissioners. Commissioners came to consensus in support of the sign. After discussing location possibilities, one of the ideas was to mount the sign on the Plaza Park shed, additional information is needed. At public comment Ray Holley remarked that he was opposed to the concept of the sign. He believes it will become an issue. On a motion by Commissioner Widick, seconded by Commissioner Bugarske, approved to table the Plaza Sign Request until the next meeting. The motion carried on a voice vote. (Ayes - 7, Noes - 0, Absent-None) 6.c 2015-2020 Project List and Work Plan Commissioner Birdsong left the meeting at 7:47 P.M. Director Themig talked about the 2015-2020 Project List and Work Plan List. He talked about the work plan projects and assigning a proposed timeline based on the next five years. The Parks and Open Space would not be initiated until 2016. City Council approved about $5,000 HVAC and roof work at the Community Center. i. Parks and Recreation Commission Tour Follow-up Items on the Parks and Recreation Commission Parks tour have no funding for improvements; this would be incorporated in a Capital Investment Plan. Some of the items from the parks tour were discussed between the Commissioners. Commissioner Hyde suggested that they take the current list revisit the parks and prioritize the list. Director Themig voiced that there are no funds for the in the capital budget or operating budget, he added that the Commission could make a recommendation to City Council. Commissioners agreed to revisit the parks and prioritize the items. Themig suggested a workshop with Council to seek opportunities to move forward with items, suggested that a conversation take place to learn about the Commission’s priorities. Commissioner Tripathi suggested they prioritize as a Commission as and see if there are any points of alignment with what the City Manager’s priorities are, and others items on the list. Item requested to be kept on the agenda. ii. Community Center Improvements Parks and Recreation Commission Meeting Minutes July 8, 2015 Page 6 Themig commented that HVAC work has been approved. Second, there is interim work for customer enhancements and safety issues that will be done as Measure V work, and third is to have an improvement funding plan for the overall vision of the Community Center in 2017. 7. NEW BUSINESS 7.a Cerri Site Adaptive Reuse Design Process On June 15th, Themig presented a proposal to City Council to move ahead on the schematic design for the Cerri Site. There are three options: • • • 1st Option- move forward with the Cohen Warren Plan 2nd Option- take the Cohen Warren plan and look at all possibilities 3rd Option- start all over and start a new process Direction was given from City Council to do a hybrid and take the Cohen Warren Plan and have the public engage in the process. On Monday night, they would like more discussion with public engagement. At the meeting there were other questions that arose about the project such as what other purposes besides the Farmer’s Market can it serve, will it need parking, etc. Themig reported that Council has already taken action to engage the public and would like to listen to suggestions since it has been 8 years since it was discussed. There was a plan to have a joint meeting between Planning and Parks and Recreation Commission which has now been delayed. Commissioner Widick commented that he would like more direction from Council. 7.b Plaza Concert Series Discussion Supervisor Haskell gave some history in regards to the concert series. She reported that in 2006 funding was done thru the Redevelopment Agency and was given $18,500 for the performers. In addition to the performance fees, bands expect meals, alcohol, marketing, and other additional benefits. Haskell mentioned that when selecting bands for the Tuesday in the Plaza Concert Series budgetary consideration is very important. Haskell gave examples of how other cities budget for their concerts, some of them are support by groups, fundraised, and others budgeted. Windsor has a $69,000 budget for seven concert and the Windsor Farmer’s Market underwrites four concerts for a total of eleven, Cloverdale’s concerts are 100% supported by the Arts Alliance, the Parks and Recreation Commission Meeting Minutes July 8, 2015 Page 7 City of Healdsburg has 14 concerts and $18,500 budget, staff is tasked with fundraising for all the concerts, as well as the marketing and staff costs. When the Redevelopment Agency funds were pulled, the direction from staff was to fundraise for all 14 concerts. Haskell commented that with Dan Zastrow’s assistance they are able to bring bands due to his connections with the entertainment industry. Direction was given that staff was not to bring in big name bands, such as an episode that happened in 2006 with the Tommy Castro Band. The concerts are not to be advertised outside of Healdsburg, are not to draw big crowds that exceed plaza capacity. The size of Plaza Park limits the bands that are able to perform because of the capacity, parking issues, security, etc. Staff is tasked with finding bands that will attract large enough crowds, but at the same time should not exceed capacity, which makes it difficult for selection. Some of the higher caliber bands cost approximately $3000 per concert which is not something that can be done throughout the summer series, therefore local bands are selected and this allows for a diverse array of bands. 8. REPORT OF COMMUNITY SERVICES ACTIVITIES Director Themig reported the department has two vacancies; a Recreation Supervisor, and Recreation Coordinator position. Manager Drown gave an update on where the department is with the soccer program which starts in August. It will start two weeks later than the proposed time and will be prolonged the same period of time. 9. ANNOUNCEMENTS/PRESENTATIONS 2.a Introduction of Katie Gauntlett, Recreation Supervisor Director Themig presented Katie Gauntlett as the Recreation Supervisor for the department. Katie comes from Novato, she attended Chico where she received a degree in Recreation, Hospitality, and Parks Management with a double emphasis in Community Recreation and Special Events. Katie is the President of CPRS District 1. Mark commented what some of the duties will be field use, afterschool, youth programs, etc. 2.b Carson Warner Skate Park Committee Contribution and Next Steps Themig announced that the Skate Park Committee presented a check for over $26,000 to City Council at the last meeting. They are closing the books on the committee, which was in existence for over 10 years, it had raised over $350,000 to build the skate park. At the meeting Carson’s parents gave a presentation and shared Carson’s dreams and what he wanted, they shared they are happy other children get to experience the park. Commissioner Bugarske inquired about the funding that goes to pay for the skate park caretaker, to which Themig replied that it comes out of the operating budget. The Committee has asked that those funds be used toward: • additional seating Parks and Recreation Commission Meeting Minutes August 12, 2015 • • • • • 3. secondary shade structure with picnic tables improvements on the North Side of the park drought tolerant landscaping grind rail signage upgrade PUBLIC COMMENTS Richard Bugarske presented an idea for a program called Kids Play Free, which he requested the item be agendized for the next meeting. He commented on the challenges that some of the families in the community are facing. He would like to find ways so that the families can be supported for the children to participate in programs. Commissioner Birdsong asked if numbers could be supplied with the costs from the different organizations. Greg Wilcox addressed commission about the turf replacement project, and he informed that the community came up with $90,000. He commended Director Themig for his help with the project. He further commented that Recreation Park is overused, and requested that the City finish the outfield work at the park. He would like to see attention given to the park, and he commented that the City should match what the citizen has raised. He added that $1.5 million is being spent on capital items, but was not able to figure out where it is being spent. He added that it seems like there is plenty of money for the City to spend on Recreation Park. Joe Collins addressed Commission and mentioned he is in support of the Kids Play Free idea. He commented that they would like to have more practice fields, his group has 5 football teams and 5 cheer teams, which all use different fields. Mr. Collins informed the group that he had submitted an application for an All Star game for the Healdsburg Bulldogs Football, on November 21st and 22nd which was denied. He told Commissioners that the park was closed for reconditioning on November 16th and would like to have the idea considered because it brings revenue to the Bulldogs as well as Healdsburg in general. Mr. Wilcox stated that he would like discussion regarding financial and budgets of Parks and Rec. He added that there are a couple of items that are pulling away from TOT funding, and it seems to be running into a deficit. There is no explanation of budget numbers. 4. SPECIAL EVENT APPLICATION REVIEW 4.a. Request to Serve Alcohol at Plaza Park from the Healdsburg Chamber of Commerce at the 3rd Annual Business Showcase and Community Resource Fair in Plaza Park on Wednesday, September 16, 2015 (Community Services Director Themig) Director Themig presented the request and informed that the event would be in partnership with the City of Healdsburg. Wine will be sold in the gazebo area and the streets. He added that there have not been any issues with this in the past. Parks and Recreation Commission Meeting Minutes August 12, 2015 Commissioner Widick inquired about where the profit would go, to which Commissioner Hyde responded that it would be in part for the Visitor’s Center and other Chamber of Commerce activities in the City. Mr. Wilcox added that he is on the Chamber Board and it is a fundraiser for the organization. On a motion by Commissioner Bugarske, seconded by Commissioner Widick, recommend to the City Council approve the Request to Serve Alcohol at Plaza Park for the Healdsburg Chamber of Commerce at the 3rd Annual Business Showcase and Resource Fair event on Wednesday, September 16th, 2015. The motion carried on a voice vote. (Ayes 6, Noes - 0, Absent – Mitchell) 5. PRESENTATIONS No Presentations 6. OLD BUSINESS 6.a Plaza Sign Request (Community Services Director Themig) Themig spoke about the request to place a sign at Plaza park which was a request from Council Member Mansell. It would be a controlled sign which would be enclosed with a glass casing. Themig commented that he has met with Healdsburg Signs and there are two different options that they have presented. He was told that the cost for the sign would be about $3,000. If the sign is to be place on the shed at the plaza, they may need to move an electrical panel which would add about $1,000 to $2,000 for the project. One of the questions that arose was if the electrical panel work could be done by the City’s Electric Department, which will be looked into. Commissioner Tripathi suggested that maybe it is a project the Healdsburg High CASA program may be able to do. On a motion by Commissioner Bugarske, seconded by Commissioner Widick, recommend to table the item for the Plaza Sign Request, until next meeting. Commissioners Tripathi and Hyde oppose the item be tabled. The motion carried on a voice vote. (Ayes 4, Noes - Tripathi and Hyde, Absent – Mitchell) 6.b Commission Park Tour Dates (Community Services Director Themig) Commission has asked that a parks tour take place to look at improvements that need to be made in all parks. Discussion led to how the group would like to take the approach, Commissioners agreed to look at the parks as a group starting with the five active parks that were visited last June, but would look at all the parks. Themig will schedule the tour and Commission was in agreement that if the majority of the Commission was present they would move ahead. 7. NEW BUSINESS None. 8. REPORTS OF COMMUNITY SERVICES ACTIVITIES (Staff, Information Only) Parks and Recreation Commission Meeting Minutes August 12, 2015 8.a. Recreation Park Turf Replacement Plan Themig presented photos of the work being done to the Recreation Park fields. He talked about the water that will be brought in by a company in Windsor which is very inexpensive. Commissioner Bugarske commented that there are irrigation upgrades, leveling and other things besides the turf being done. Chairperson Mitchell arrived to the meeting at 6:55 P.M. 8.b. Cerri Site Adaptive Reuse Design Process Themig commented that the design is with the architects, it will take from now to December to get thru the schematic process. Additional information will be provided in the September meeting, hopes to have a contract in place by August 28th. An Environmental Site Assessment will be done in two phases: Phase I will be historical information and research of the site, Phase II will be actual testing, which shall be done in September. There have been concerns from the Farmer’s Market community to get these tests done. Council has approved the City to enter into an agreement with the architect which will take us to schematic design. Construction would probably start in late Summer of 2016. Commissioner Tripathi inquired about funding for the project, Themig responded that there is $1.6 million funded for the project. 8.c. Business Showcase and Community Resource Fair/Commission Participation Themig invited the Commission to participate in the Business Showcase and Community Resource Fair on September 16th, 2015 at Plaza Park. 8.d. Swim Center/Aquatics Program Status Themig informed that there was a change in personnel at the Swim Center. The city has exclusive rights to use the pool during summer, and during the school year. The plan is to continue to operate for lap swim, 9-1 and then 5-8pm, Lap swim will also be available. This will continue thru September 12th. It is still uncertain what will happen due to staffing and other pool compliances. 8.e. • • • Other September 19th is Foss Creek Clean-up at Bear Republic 8:00 A.M., at the West Plaza Park. Community Center is starting the first phase of improvements; restrooms will be demolished, roof repairs, and HVAC will be repaired. An updated work plan was presented. Commissioner Mota inquired about issues that happen at the parks, specifically about a syringe being found at a park and the police were called. He asked if they could be notified, and whether the police could alert the Commissioners of when similar things like this happen. Field Use Based on our analysis, the High School, Recreation Park, and Community Center fields have the most user groups and appear to have the most use. As you know from prior conversations, these fields also experience the most wear from this use. Fees In researching use policies and fees, there was a subcommittee of the Commission who worked to develop the existing guidelines in 2013. It appears that these were used administratively and not formally adopted by the City Council. However, the fees are set by City Council each year as part of the Master Fee Schedule. They are based on a cost recovery study that the City commissioned in 2010. Improvements At this point, there isn’t a short or long-term plan for improvements to fields throughout the system. However, there are two different strategies included in the 2015-2020 Community Services Work Plan: 1. Park Commission Tour and Park/Open Space Plan Update: This work will identify issues that need to be addressed in a Capital Improvement Program 2. Development of a Capital Investment Program: This work will establish a timeline and funding for making improvements 3. Community Center Synthetic Turf Project: This work is an outcome of the needs assessment and Community Center visioning; staff has been directed to initiate the schematic design process for this project and we will be issuing an Request for Qualifications (RFQ) for a consultant this fall. Staff will present an overview of this information at your September 9 meeting. RECOMMENDED ACTION(S): Informational only. The City, through its City Council, Commissions, and staff is first obligated to preserving its parks and recreation assets for the benefit of its citizens, now and in the future. Secondary to these principals is the accommodation of requests for use of facilities by qualified user organizations (user groups). Use of facilities by such organizations is permissive and at the discretion of the City and its representatives. The purpose of these field use guidelines is to establish policies and procedures that will preserve City athletic fields and facilities; ensure equitable allocation of facilities for use by organizations/individuals; and to provide safe and playable fields. These guidelines also include the Healdsburg Unified School District (HUSD) fields as the City schedules and maintain the HUSD fields as per a joint use agreement. The guidelines provide rules and procedures for field scheduling and for facility operations and maintenance. In order to accomplish the stated goals, the Community Services Director, or his/her designee, will be responsible for field scheduling and operations in accordance with these guidelines while encouraging optimum cooperation among all user groups. The policy will outline the responsibilities of users from the initiation of an athletic field reservation with the Parks & Recreation Department through post event activities. Under all circumstances, permitted user groups assume full responsibility for the actions of any groups/individuals using fields in accordance with their permitted use. This document supersedes all previous athletic field use policies. ATHLETIC FIELD USE APPLICATIONS / FIELD SCHEDULING Athletic field use permits are issued through the Parks & Recreation Department. Field use requests are made by application (attached) and must be submitted and approved prior to field use. Applications are accepted beginning November 15th for the following calendar year. Only complete applications will be accepted. Submission of complete application does not constitute a permit. If more than one organization applies for the same day and time the City will encourage the parties to collaborate to come up with a mutually agreeable compromise. If the parties involved are not able to do so City staff will use the priority order outlined below when allocating fields.* 1. Field maintenance 2. BI-ANNUAL MEETINGS Bi-annual meetings will be held to discuss field specific issues such as maintenance schedules and expectations, league schedules, tournaments, special events, facility issues, and overall timelines for use. The meetings will coincide with the start of the scheduling period for spring/summer usage and again just prior to the spring program field usage. Meetings will be initiated by City and will include representatives from the field user groups. Each user group requesting athletic field reservations is required to assign a representative to attend the meetings. PARK RULES & REGULATIONS All park user groups/visitors are required to abide by the park and field use rules and City ordinances outlined in this handbook and in the application attached. Applicant is responsible for insuring that the rules and conditions for use are communicated to all coaches, players, volunteers and others associated with the organization’s use of the field(s). PREVENTION & MAINTENANCE Mid-November through January are reserved for field renovation and maintenance. The City’s budget cycle is July 1 – June 30. Starting early in the calendar year, the City begins assembling the following year’s budget. City Council typically holds workshops on the budget beginning in May, and the budget is formally adopted in June. The City’s budget contains a General Fund budget that covers basic services like Administration, Finance, Public Works, Planning, and Public Safety. There are also a number of budgets for other enterprise operations like Electric and Community Services. I’ve included the City’s budget overview document. The FY15-16 Community Services is attached. Our budget identifies 5,108,810 in revenue, and 5,274,544 in expenditures. In addition to day-to-day operations, there are a number of project specific line items that are included in the budget: • $1,527,405 in revenue and expenditures for the Cerri Site Adaptive Reuse Project • $196,837 in expenditures for internal services like vehicles, information technology, and building maintenance • $151,100 to fund work LandPaths work at Fitch Mountain and Healdsburg Ridge open spaces • $150,000 for the Fitch Mountain Open Space management plan • $436,474 for City administrative overhead (Administration, Finance, etc.) Community Services and Finance staffs are working on a financial breakdown by service area for the TOT brochure. Community Center Improvement Funding Options MEETING DATE: September 9, 2015 PREPARED BY: Mark Themig, Community Services Director BACKGROUND: The Parks and Recreation Commission has indicated a strong interest in moving forward discussions around potential improvements at the Community Center. In response, staff has incorporated a proposed project timeline into the 2015-2020 Community Services Work Plan for the Community Center improvements. At this point, there appear to be major phases in the improvement process: Phase 1, HVAC and Roofing Replacement: This work is underway and addresses failing HVAC equipment and needed roof repairs. The work also includes remodeling the elementary school age designed restrooms so they are more suitable for public use. Phase 2, Customer Experience and Safety Enhancements: This work would address operational and safety issues related to the concrete areas that have shifted due to the overgrown trees, repair and replacement of deteriorating siding material, lighting modifications, and exterior repainting. Additional work would include an evaluation of office space and installation of WiFi for staff and guests. City Council has awarded a contract for the design and cost estimating for this work. Phase 3, Community Center Vision Implementation: This work implements the vision that was an outcome of the Community Needs Assessment. One of the major outcomes of the vision includes installation of a multi-purpose artificial turf area on the south side of the building that would replace the existing grass fields and some of the asphalt slab. The City will be issuing a Request for Qualifications (RFQ) for schematic design and cost estimates for this work this fall. As we look at future improvements, funding will need to be secured to move these improvements forward. Department staff met with Finance staff to brainstorm different funding options. This activity involved identifying all the different potential funding options that could be considered regardless of feasibility.
