Supporters say New York has not realized
the full potential of the databank because
only 48 percent of those convicted under
the Penal Law are required to submit
samples.
“Today s shoplifter may be tomorrow s
murderer,” said state police
Superintendent Joseph D Amico, who
attended the Westchester chiefs meeting.
He said DNA technology “transformed the

meeting at the Doral Arrowood that
expanding the state databank would
“greatly enhance our ability to solve crimes,

The chief association s support comes after
the state Senate voted 50-10 for the
measure on Tuesday. Current state law
requires those convicted of nontraffic
felonies and 36 specific misdemeanors to
submit DNA samples for the databank,
which has been expanded four times since
it was established in 1994. State officials
say it currently holds samples from
386,234 people. If Cuomo s proposal is
enacted, an estimated 46,000 more would
be added each year.
