The Conservatory context…
Música 100x35 was created as an initiative of
the Puerto Rico Conservatory of Music based
on the model of Venezuela’s El Sistema
program.
In 2010 the Puerto Rico Conservatory of
Music signed a collaborative agreement with
the Venezuelan El Sistema, to model Música
100x35 after this very successful program
The same year the Conservatory launched
Música 100x35 with 125 children.

The Governor of Puerto Rico in his
2010 state address to the
Puerto Rican Legislature stated:
“we have been reaching a consensus in
Puerto Rico that, beyond the drug-related
criminal incidence, the very alarming
violent death rate is caused by a worsening
social structure, and as such, we need to
address the fundamental roots of the
problem.”
The Governor´s major response to this problem is its
Social Transformation and Improvement Model.
Música 100x35 was included in the model as a decisive
community social transformation effort and a major
strategy to advance this Model, specifically addressing
one of its four emphasis areas:

“Emphasis on prevention, through the procurement of
healthy life styles for our youth. Through different means,
[the Model’s] programs must support the development of an
improved self-esteem, as well as the personal values that are
so much in need among our children”

Música 100x35 is an island wide, systemic
prevention, social transformation and music
education initiative targeting high-poverty
communities and public housing projects
which aims to make music education
available to socially and economically
disadvantaged children and youth.

The PRCM is unique in that it is the only
institution of its kind that supports under one
organizational umbrella the three areas and
levels/areas of music education:
Higher education- undergraduate and graduate music
programs
ƒ Preparatory School- elementary, intermediate and precollege programs
ƒ Música 100x35- social music program
ƒ
The setting of a social music education program within
an traditional conservatory structure is an different and
Innovative vision that the PRCM has put forward.

Currently Música 100x35 operates as a
program under the umbrella of the PRCM.
In just a few months it will be permanently
created by legislation as a public corporation
adscribed to the PRCM to perpetually
guarantee its continuation and existence.

Children and youth in Public Housing Projects:
In terms of public housing, Puerto Rico is the
second largest jurisdiction in the United States,
with over 300 public housing projects and over
65,000 housing units. Approximately 14
percent of their residents are children and
youth. By definition, all public housing project
residents are low-income
Research conducted in 2004 found that the most
pervasive levels of poverty were concentrated in
the more than 600 government-designated “special
communities” of Puerto Rico. Among residents,
unemployment was one of the most critical
concerns, along with drug use, lack of safety, and a
high incidence of crime. Over 90 percent of
residents surveyed in the sample expressed the
need for cultural activities, as one of their five top
priorities, alongside with the need for more drug
prevention programs for children and youth.

The Puerto Rico Conservatory of Music was
able to articulate a collaborative agreement to
use ALL public schools in the island as facilities
for the implementation of Música 100x35

Funding has been possible by the alignment of Música
100x35 with governmental funding agencies and
priorities such as:

The objectives of PL 90-135 (Omnibus Crime Control and Safe
Streets Act) and the concurring purposes of the U.S. Law
Enforcement Assistance Administration, since it delivers new
and innovative methods to prevent and reduce crime.
It also addresses Prevention and Education, one of the six key
prevention emphases of the Puerto Rico Justice Department.

The Puerto Rico Housing Administration´s PHA
5-Year and Annual Plan (2009) to the U.S.
Department of Housing and Urban Development
(HUD) and specifically advances its 4th Goal by
promoting quality of life and economic vitality
through precise strategies to reduce crime
through prevention activities that effectively
engage both the public and the private sectors;
and its 8th Goal, by enacting cooperative
agreements between the private and the public
sectors to establish social and educational
programs for residents of public housing
projects.
Also targets the purposes and priorities of the
Puerto Rico Family Affairs Department. For
one, it addresses the mission of its Family
Socioeconomic Development Administration
by “facilitating development opportunities
for persons with social and economic
disadvantage, so they can achieve selfsufficiency, a better and more productive
integration to the social system, and a better
family and community life.

Children and youth in low-income
communities, identified and designated as
“Special Communities” by the Puerto Rican
government. Música 100x35 also targets PR
Law 1 (2001), by promoting and stimulating
Special Communities´ residents, and those of
other low-income marginal communities, to
participate and become actively engaged in the
solution of the problems and situations that
affect them, in order to deliver quality of life
improvements in their communities
Educational philosophy: Students learn music
through daily group sessions in instrument and
ensemble playing in a learning by doing
constructivist educational approach using
instrumental ensemble and choral formats using
repertoires of the classical, popular and folkloric
Puerto Rican and latin american music genres.
Despertar Musical- a music education pedagogy for
children created by the PRCM is used as the platform
for the development of music skills

The program is a 40-week, 6 days a week after-school
and Saturday offering organized in regional training
centers (núcleos) located in the islands cities
Ages: the program attends children and youth in four
age groups: (2-4 years) (4-7 years), (8-13 years) and
(14-17 years).
Faculty: Música 100x35 is offered by qualified
teachers and specifically trained in the educational
philosophy and the aspects of social responsibility.
PRCM are finding a new source of employment in
the program
Psychological and Social support: a full time
psychologist and a network of health professionals
support student and family needs
Mind, Body and Spirit: daily quite
time (meditation) and discussion of
moral and spiritual values are part
of the daily routine of the behavior
modification aspect of the program

When we play an instrument we are creating a pleasant and
positive experience. The melody you create turns into a
pleasant experience for yourself and others. Being in a
pleasant, happy state is a benefit you create by playing your
instrument and by this effort you make, others are happy as
well. What about if all the things you do bring a pleasant,
happy experience for others? What about if what you do
plants a positive seed for the happiness of others? By doing
so, you create a different world. We all hace the potential to
change our reality and that of others when we think of
bringing enjoyment to other people and not think about
yourself. Today make a list of how many simple things you
can make to create happiness for others….Decide to bring
happiness and love to others and see how powerful you can
be…Think… what can you do today to bring happiness to
others?
“My accions live in harmony with my thoughts . If
I can control my mind and thoughts I can better
manage my actions and my own life. When I think
of a song or a piece in my mind I can sing it. At
that moment my mouth and mind are connected
and synchronized. Every action I do has a thought
and purpose behind it and will have a result. If I
think positive I can voice positive actions, if I
think negatively and selfishly my actions will be
negative. I bring joy to others by having control of
my thoughts and emotions through putting my
positive thoughts into action.

…is a far encompassing initiative, aligned with
the top public policy purposes, that
concurrently addresses several local and
federal priorities through an innovative and
effective strategy to achieve social
transformation, deliver quality of life
improvements, prevent and reduce crime, drug
use, and violence at many of the most
economically and socially disadvantaged
communities in Puerto Rico.

RESULTS
Música 100x35 is a proven
model that delivers multiple
and concurrent outcomes for
social transformation, and
particularly for crime and
violence prevention. These
include:
Positive and constructive use
of leisure time, through predetermined after-school
contact hours that engage
students in music education
and collective performances,
and prevent idleness and other
negative high-risk and
marginal activities, some of
which directly lead to drug
use, crime and violence.
RESULTS

children and youth
participants to share their
talents with audiences
within and beyond their
communities, in activities
that earn them recognition,
approval and applause,
exposes them to new social
and behavioral standards
that transcend the vicious
circle of poverty and the
limitations of their dailylife social environments.

Integration and identity: through
children and youth active
participation in formal and organized
groups they can contribute their
particular talents and efforts for a
greater good, and for which they are
required to execute specific tasks,
behaviors that imply compliance with
set standards and team-based
responsibilities. In exchange, they will
benefit from a supportive
environment, which rewards their
self-improvement efforts, and
promotes their sense of identity and
self-worth, and prevents their social
isolation, their disengagement from
their vital community support
network, and their participation in
negative groups and crime-related
gangs.
Goal setting: given the progressive nature
of the musical education and social
transformation purposes of Música
100x35, that demands constant selfimprovement and strong commitment to
prospective goals and objectives, and that
helps students in setting other future
long-term academic and occupational
goals and objectives, that require the same
type of concentration and commitment.
Recognition and feedback: since their
improved musical performance leads to
constant positive reinforcement and
wide recognition in multiple social,
cultural and community environments,
in contrast to their actual environments,
where the lack of recognition and
positive feedback is often a source of
confusion as to what constitutes positive
achievements among low-income
children and youth.

RESULTS
Modeling: through the
constant exposure to
teachers, tutors and other
music education
professionals, many of which
have transcended their own
low-income backgrounds,
and that provide positive
modeling and motivation as
to what can be achieved
through committed efforts
and perseverance, which
contrasts the lack of positive
models in their low-income
environments, and the
negative, and false quick-rich
and dangerous violent
modeling of the drug and
crime subculture.

Con relación a Elisabet, puedo decirte que desde que entró al programa de 100 x 35 ha
sido una bendición. El programa le ha ayudado a tener mayor confianza en ella, más
seguridad. Se ha desarrollado más como líder. Se ha motivado de tal forma que ha
compuesto sus propias canciones y en el violín hizo una canción. Realmente el
programa aunque ha sido sacrificado ha sido una experiencia gratificante, donde he
podido ver el progreso, no sólo en la parte musical, sino como ser humano.
Cuando ella comenzó, estaba pasando por un problema de bullying en su Colegio, y el
llevarla todos los días a los ensayos la fortaleció a tal grado que ella me decía, mamí, no
quiero faltar al Conservatorio. Prefería no ir a la escuela, pero esas dos horas la
ayudaron a lidiar con circunstancias difíciles. Su autoestima subió y se dio cuenta que
no todos los niños eras iguales. La experiencia fue restauradora. Sus notas mejoraron
que se pudo graduar con honores.
Le doy las gracias a Dios, por la oportunidad que le han brindado y le brindan día a día,
no sólo a ella, sino a todos los que componen el programa, y por supuesto a ustedes que
con tanto amor y dedicación dan el todo por ellos.

Tengo tres hijos en el programa de música 100 x 35. Cada uno de ellos son un mundo con sus intereses y
personalidades bien definidas, los une la música. A los tres les gustan los muñequitos, los juegos electrónicos
en tiempo ilimitado y ver películas. Mas la música gano la competencia tengo veces que vamos en el carro y
ellos están hablando de música, de las notas musicales y de como va cada letra con su instrumento.
Bomani toca el FAGOT, es un chico muy competitivo asi que ese sentimiento de ser el mejor lo esta
canalizando al esforzarse por ser cada día mejor en su instrumento, cuidarlo y controlar su genio explosivo
cuando las cosas le van no también para que su instrumento no se rompa. El 9 de abril el Programa le presto el
fagot y esa noche en mi casa se reunieron los vecinos y estuvieron tocando otros instrumentos armonizando
con el fagot. Al preguntarle que es lo mas que le gusta del Programa el dice que se siente importante al tocar en
la tarima con la Orquesta.
Aswad toca TROMBON, a el le gusta mucho su instrumento por que lo puede tocar con todo tipo de música.
Le gusta mucho escuchar y luego practicar. Se esmera por ser el mejor y le ha ayudado mucho el programa en
su concentración y en su coordinación motora. El esta bien contento. Para su autoestima estar en 100x35 ha
sido una herramienta de cambio, se siente importante y padre de un grupo.
Tayma, mi hija de 7 años le encanta la clase de lenguaje musical. Es un mundo nuevo para ella y siempre me
esta recordando llegar a tiempo. Dice mi hija que la hace feliz tocar el instrumento.
Mis hijos, los tres, son hijos de un músico y están asociados con practicas, shows y presentaciones de su papá.
Pero su experiencia es completamente diferente al ellos estar practicando para hacer sus presentaciones. Se
sienten mas responsables de sus deberes académicos, ya que a veces tienen que faltar para tocar. También son
responsables de su ropa, zapatos limpios etc. antes de tocar.
En fin el programa ha unido a mi familia porque todos participan de las actividades de mis hij@s y se
ocupan de que cumplan con 100x35 en excelencia. En la vida de mis hij@s ha servido instrumento de cambio y
parte de las actividades de modificación de conducta. Creo en el Programa como herramienta de cambio y de
impacto a la juventud y a los niños al darles la posibilidad a ellos y a sus padres y madres de verse y de verlos
en otros escenarios sociales y culturales.
