Lilia “Baby” Pineda has urged mayors to use a Material Recovery Facility (MRF) similar to solid waste management project here, saying it had been proven effective in other areas in the country. Pineda said the P15million MRF in Barangay Suclaban will begin to operate this month after the installation of three-phase electricity. The governor expressed confidence that a “modern MRF such as this project” would solve the problem on waste management in every town. “The technology to be used in Mexico is environment-friendly,” said Pineda in the dialect. The MRF uses a composite technology which will turn biodegradable materials into fertilizer. Luzon Correct survey to settle land dispute cases ENVIRONMENT OFFICIALS here are set to establish additional land monuments in a bid to help settle land dispute cases and help local governments in their land valuation and taxation efforts. About 280 land monuments called geodetic control points (GCPs) or “mojons” shall be established this year under the Philippine Reference System of 1992 (PRS92), reported deputy director Romeo Verzosa of the Land Management Service of the regional Department of Environment and Natural Resources (DENR) here. “The establishment of these mojons shall be guided by Global Positioning System (GPS) technology using satellite-fed information. Land surveys have never been as accurate and precise as they are now,” said Verzosa, adding that correct survey is the key to settling bitter boundary disputes and land conflict cases that clog the local courts each year. For this year alone, the DENR is set to settle at least 120 land claims and conflict cases as part of its land administration mandate, records showed. Verzosa said part of the PRS92 activities is the recovery of 480 old control points that have been established as early as the 1930s, mostly found inside titled properties and isolated farmlands. “These old control points must be recovered and converted into PRS92 format so that they can still be used as reference and tie points for land surveys,” said Engr. Artemio Almazan of the Regional Composite Survey Team (RCST) tasked with the implementation of PRS92 activities. Recovery of old monuments involved re-establishing or restoring those that have been destroyed or moved to another place as a result of being overtaken by development. “What is important now is for local governments, corporate organizations, and ordinary citizens to take an active part in the effort to protect these land monuments so they remain to be accurate tie points in land surveys,” Almazan said. Last year, the DENR entered into a Tripartite Memorandum of Agreement with President Benigno Ricafort of Clark Development Corporation (CDC), and President Victor Jose Luciano of Clark International Airport Corporation (CIAC), for the “Adopt-amojon” program to preserve at least 62 “mojons” within the 28,000-hectare Clark Freeport and Clark Special Economic Zone. A total of 29 local government units of Pampanga, Bataan, and Aurora have also signed a memorandum of agreement with the DENR under the “Adopt-a-mojon” program since 2008, placing under adoption 102 GCPs in these areas. Mayor Teddy Tumang over the weekend toured Gov. Lilia “Baby” Pineda and other mayors at the composite MRF facility in Barangay Suclaban, as the governor pushed for the segregation of waste and use of MRF facility in every town to solve the province-wide problem on garbage. Tumang said the MRF facility copied the ones used in Bulacan province and Tagaytay City. This, he said, could “easily handle” the garbage disposed by the 43 barangays in this first class municipality. He added the MRF facility uses conveyor to separate biodegradable from the non-biodegradable materials. “We will use the composite MRF which was the first to be used in the country. It proved effective as we have seen through the years,” said Tumang in the dialect. He disclosed that the installation of three-pace electricity at the .9-hectare facility will allow them to begin operating the MRF. “We have to tighten our expenses and save some funds to raise P12 million for the realization of a modern MRF facility in Mexico. The last we have to budget is the electric connection set to be installed in a few days,” said Tumang. He disclosed that the funds used for the project were locally generated. Tumang thanked then President and now Pampanga 2nd District Rep. Gloria Macapagal-Arroyo for giving P3 million to the town’s waste management facility project. “They say many things about Tumang but one thing is certain: He makes things happen and not mere talking about it,” said one of the mayors who accompanied Pineda in the ocular inspection. –Joey Pavia METRO’S DONATE A BOOK CAMPAIGN. Ngunit sa pagmamadaling masolusyunan ang nasabing basurahan ay nagbunga ng ilang pagkakamali. Kaugnay nito, si Cruz ang itinuro ng mga opisyal ng Lungsod ng Malolos na nakipag-ugnayan sa kanila sa pagtatapon ng basura sa Material Recovery Facility (MRF) ng lungsod ilang araw matapos mabulgar ang operasyon ng basurahan ng BMC. Inamin naman ito ni Cruz na minsan ay nagsilbi ring bise alkalde ng lungsod bago nahalal na Bokal noong 2007 ngunit natalo nitong Mayo. Gayunpaman, pinabulaanan niya sa isang panayam sa telepono na mga hospital waste o basura ng ospital ang kanilang itinapon sa MRF ng Malolos. Sinabi naman ni Bernardo na bukod sa tumawag sa kanya si Cruz at nagtungo sa pa sa kanyang tanggapan ang anak nitong si Vince na siyang kapitan ng Barangay Canalate, kaya’t sa buong akala niya ay basura ng Barangay Canalate ang itatapon. Batay sa kanyang ulat na isinumite sa Cenro, sinabi ni Fernandez na ang basura sa unang truck na nagtapon sa MRF ay nasa ilalim at natatabunan ng buhangin, at ang ibabaw ay mga putol na sanga ng kahoy. Ang ikalawang pagtatapon ay hindi nila napigilan, ngunit ayon sa ulat ng CENRO, kalahating dumptruck lamang daw iyon, ngunit pawang hospital waste. “Kaya nung ikatlo, hinarang na sila at yung ikalawang delivery ay ibinalik namin sa kanila,” ani Bernardo. She asked the mayors for a meeting with them every Tuesday to address the problem on garbage which reportedly derails her priority project on health. Mayor Joselito “Jun” Naquit disclosed that their garbage in Sto. Tomas is manageable considering they “only have seven barangays.” He disclosed that they have an MRF in Barangay Poblacion run by the municipal government and the Parish Pastoral Council (PPC). Naquit also said he will put up another MRF similar to the one in Mexico because of the technology used. “We are preparing for a bigger population creating more waste. We also want to effectively handle garbage with two MRF,” Naquit said. Apalit Mayor Jun Tetangco, for his part, said he wants to see Tumang’s MRF operate first before using it. ”I just want to make sure, but this MRF looks effective,” said Tetangco in the dialect. The MRF in Mexico will operate once the three-phase electricity is done. It will operate by August, said Tumang. Inc. posted $106 million output for the same period. Still, the top individual net income earner in the Clark Freeport is neither one of the two locators but the president of the Clark Development Corp. himself. Published reports from the Commission on Audit showed that in 2009, CDC President-CEO Benigno N. Ricafort earned P2.078 million in salary; P832,400 in per diem for sitting on the boards of CDC and Clark International Airport Corp.; P606,056 in representation and transportation allowance; and P396,344 in bonus and incentives or a total compensation of P3.912 million. Over and above that, Ricafort – the COA report furthered – also received P10 million in extraordinary and miscellaneous expenses and P497,441 in “other expenses.” A whopping P14.4 million, or P1.2 million a month. By contrast, the President of the Philippines’ gross monthly salary is a measly P95,000. In a recent media release, Ricafort hailed the “hard work” of the CDC workers, thus: “Had it not been for the unrelenting commitment and strong resolve of the CDC workers to implement our EightPoint Agenda, Clark would not have become what it is today — an economic haven in the Asia Pacific region.” He identified the components of the agenda which he initiated upon his assumption of the CDC presidency two years ago as: International Standard Business Center, Parallel Development Program, Pro-active Coordination with DMIA, Clark-Subic Synergy, Tourism Development, Strengthening of After Sales Support Services to Investors, and Corporate Social Responsibility. Lacson NOT ONLY head, but even heels, over his peers is Mexico Mayor Teddy Tumang. While other local government units agonize over the disposal of garbage and wastes, faced as they are with the prospect of legal entanglement arising from continued use of uncontrolled and open dumpsites, Tumang has marshaled enough resources within his municipality and gathered the necessary know-how to put up his own materials recovery facility (MRF). “We adhere to the environmentalist view that even sanitary landfills have adverse effect in the long run, with the ever-present danger of leeching, hence Mexico went the MRF way,” Tumang enthused over his initiative to clean up his town. Not your usual partitioned shed where deposited and sorted recyclables, Mexico’s MRF sits on a 9,000-square-meter lot in Barangay Balas, amid a sugarcane field. Enough to address the garbage problem of the whole town – Tumang assures. It has two large conveyor belts where the waste is sorted by hand, the recyclable and reusable is separated from the biodegradables that proceed to shredders and “ovens” to be heated before taken to a composting area. The MRF has its own greenhouse and nursery that will make use of the organic fertilizer from the composted wastes. Scavengers that once thrived in the town’s dumpsite will be tapped to do the sorting. “There will be a continuity to their livelihood, with the recyclable given to them to be sold to the junk dealers and recycling companies. Plus, we intend to give them some transportation allowances,” Tumang said. So impressed was Gov. Lilia “Nanay Baby” Pineda of Mexico’s MRF that she has enjoined all Pampanga mayors to set it as a model for their own MRFs. It did not escape the governor’s notice too that Tumang has already established his own MRF without any call for assistance from the provincial government while the other mayors are already crying for their Nanay’s support even when they have yet to conceptualize their MRFs. Doing things on his own, never waiting for outside help. That is Tumang’s signature administrative style. Tumang’s empty braggadocio – so the naysayers labeled the mayor’s promise a year or so ago that he would put up a community hospital using locally-sourced funds. Indeed, a tall order if not a seeming impossibility there, given that no local municipality in the province, not even the resource-rich, financially able City of San Fernando has done it. Today, the Mexico Community Hospital stands tall and ready in Barangay San Carlos, shaming not only Tumang’s critics but even Pampanga’s own patched-up provincial and dilapidated district hospitals. With three operating rooms, a separate delivery room, nursery and neo-natal intensive care unit, three emergency rooms, a dialysis center with 10 machines, x-ray room, laboratory and diagnostics center, and a garden square at its foyer, the Mexico Community Hospital takes its place alongside the best private medical centers in the province. The hospital is worth every cent of its cost of P45 million for its main building and another P12 million for its doctors’ and diagnostics’ wing. Medical equipment and supplies, including medicines, Tumang sourced from various nongovernmental organizations and foundations, notably the Michigan-based World Medical Relief Mission of compatriot George Samson. The structure finished, the equipment and facilities being set in place – so far solely borne by the Mexico local government – it is now time for Tumang to call “Nanay!” For the hospital’s water pump and storage tank. Friday last week, visibly impressed by Tumang’s initiative in the field that is closest to her heart – health – Nanay may well be obliged to grant Tumang’s wish. TODAY IN HISTORY Atomic bomb dropped on Nagasaki ON AUGUST 9, 1945, a second atom bomb is dropped on Japan by the United States, at Nagasaki, resulting finally in Japan's unconditional surrender. The devastation wrought at Hiroshima was not sufficient to convince the Japanese War Council to accept the Potsdam Conference's demand for unconditional surrender. The United States had already planned to drop their second atom bomb, nicknamed "Fat Man," on August 11 in the event of such recalcitrance, but bad weather expected for that day pushed the date up to August 9th. So at 1:56 a.m., a specially adapted B-29 bomber, called "Bock's Car," after its usual commander, Frederick Bock, took off from Tinian Island under the command of Maj. Charles W. Sweeney. Nagasaki was a shipbuilding center, the very industry intended for destruction. The bomb was dropped at 11:02 a.m., 1,650 feet above the city. The explosion unleashed the equivalent force of 22,000 tons of TNT. The hills that surrounded the city did a better job of containing the destructive force, but the number killed is estimated at anywhere between 60,000 and 80,000 (exact figures are impossible, the blast having obliterated bodies and disintegrated records). General Leslie R. Groves, the man responsible for organizing the Manhattan Project, which solved the problem of producing and delivering the nuclear explosion, estimated that another atom bomb would be ready to use against Japan by August 17 or 18-but it was not necessary. Even though the War Council still remained divided ("It is far too early to say that the war is lost," opined the Minister of War), Emperor Hirohito, by request of two War Council members eager to end the war, met with the Council and declared that "continuing the war can only result in the annihilation of the Japanese people...." (Bristeel) told Punto Central Luzon his firm wants the government-owned Clark International Airport Corp. (CIAC) to “drop” its decision to hold “detailed negotiations” with the Koreanbacked local consortium Philco Aero Inc. in the construction of the new passenger terminal known as Terminal 2. “How can the Philippines attract foreign investors if it will continue to violate its own rules and regulations?” asked Chee, amid allegations that Philco Aero failed to comply with the guidelines issued by CIAC’s Joint Venture-Special Committee (JVSC) for companies interested in the terminal project. The Malaysian ambassador, in his speech during Bristeel’s “presentation and manifestation” forum held here yesterday, echoed this sentiment by noting that Bristeel is determined to follow all laws and legal requirements in its plan to put huge investments in this freeport. “I understand you have rules and regulations here and Bristeel is determined to follow them,” Saad said, adding that the new administration of Pres. Aquino has built up the confidence of foreign investors. “This (Bristeel proposal) is an endorsement of Malaysian investors in the stability of the Philippines under Pres. Aquino,” he said. Chee said Bristeel has made arrangements for meeting with presidential spokesperson Edwin Lacierda, Vice Pres. Jejomar Binay and Transportation and Communications Sec. Jose de Jesus so that they would cite the irregularities in the CIAC favoring Philco Aero. Meawhile, Bristeel’s architect Ron Gaudiel said during the forum that the $150-million terminal project is only one of the investments planned by his company at Clark. He presented a master plan that included a “global city” that could cost as much as $`1.5 billion within the aviation complex here. While Bristeel can still “challenge” Philco Aero’s standing under the guidelines of the CIAC’s JVSC, Chee said his firm wants Philco Aero “dropped” for its failure to comply with several requirements. Chee said his firm is ready to finance the $150 million for the new terminal which he referred to as a mere extension of the present passenger terminal. The proposal is for a joint venture with Bristeel owning 70 percent of shares and CIAC having 30 percent. In a document citing these violations, Bristeel noted that “when the CIAC board accepted Philco Aero’s proposal on May 17, 2010, there was no resolution from the JVSC that recommended such acceptance.” Bristeel also noted that Philco Aero’s consortium “had ceased to exist at the time the CIAC board accepted the proposal” as indicated by a document signed by consortium members. They said that their consortium would dissolve should the terminal project not be awarded to it by March 31, 2010, unless the deadline was extended. “Based on the report submitted by JVSC, Philco Aero did not submit such an extension as of May 17, 2010,” Bristeel said. It noted that “this is in contrast with the memorandum of agreement dated March 25, 2010 submitted by Bristeel indicating the membership of their consortium as UM Construction SDN BHD, Temokin Holdings SDN BHD and Bristeel Development SDN BHD was valid for three months.” Bristeel also noted that the “financial capability of Philco Aero to undertake the project and its track record and experience to undertake and operate the project were not established. Chee noted that the CIAC’s decision to shelve Bristeel and opt for Philco Aero for “detailed negotiations’ was made when there was even no talk that San Miguel Corp. and Metro Pacific Investments Corp. were interested in the passenger terminal project. Morales said the government should now look into the development of the Clark airport because “it had been proven several times that it can accommodate the entry of wide commercial aircraft plus the fact that it will bring in more development to the countryside.” Morales said the country cannot do with only one airport and that it must have several airports just like those in neighboring Asean countries such as Hong Kong, which is a leader in the logistics and services industry. Morales said the full operationalization of the Clark airport will bring in limitless opportunities not only to Pampanga province but to the entire country particularly Central and Northern Luzon. Earlier, the Department of Transportation and Communication (DOTC) and the Department of Tourism (DOT have both signified their support to the full development of DMIA. Neighboring Asian countries such as Singapore and Hong Kong had built their new airports in vast tracts of reclaimed land. Both countries are now the leaders in airport and logistics services in Asia. The Clark International Airport Corporation (CIAC), the operating arm of DMIA has already infused P338 million on the expansion of the existing DMIA Terminal 1 increasing passenger capacity to 2.7 million annually. The new two-storey DMIA Terminal 1 will have two Aero Bridges, Flight Information Display, Close Circuit Television, Background Music, Public Address System, X-Ray Machines, Escalators and Elevators. The RTC, presided by Judge Philip Iturralde, finished yesterday its pre-trial and pave the way for the trial of the multiple murder case as well as theft against Dizon. This is in connection with the killing of the Mitchell couple, together with their househelps Isabel Fajardo, Marissa Prado, and Yulberto Catli in their home in Hensonville Court subdivision in Barangay Malabanias here last July 22. The cases were filed last July 28. Chief Inspector Luisito Tan, chief of police Station 4 in this city, told Punto Central Luzon that last Friday, his investi- gators also filed double murder case against Dizon. This after enough evidences were gathered to pin him on the murders of British James Bolton Porter, 51, and his live-in partner, Melissa Madarang, 22, in their house at 4-11A Nicolas St. in Sta. Maria subdivision in Barangay Balibago here last July 16. Dizon arrived on time for his trial at 8:30 a.m. at the RTC Branch 58 with 10 fully armed security men from the Bureau of Jail Management and Penology (BJMP) from the Angeles detention center. We stayed handcuffed during the trial and complained to his lawyers from the Public Attorney’s Office (PAO) about red marks caused by bed bugs on his arms and legs. Czarina, clad in black shirt and denims, arrived with two police security men at about 10:30 a.m. and set behind the bench occupied by Dizon. She looked reserved and angry but never looked at Dizon. Pasamonte told the court that Czarina and Dizon reportedly had romantic relationship way back in 2002 and that, citing Czarina, their relationship ended in the same year. Although Dizon continued to visit the Mitchell’s house to repair computers. Czarina was staying in the US at the time of the murder and went home for her parents’ wake and burial last Friday. While Czarina was one of the 12 witnesses of the prosecution, she was not able to testify yesterday due to lack of time. Pasamonte, however, presented two witnesses, namely Olivia Vergara-Catli, wife of victim Yulberto Catli, and Joner Adraneda, brother of Janet Mitchell. Mrs. Catli and Adreneda were asked by the court to point to the suspected killers of their relatives, and both pointed to Dizon. Defense lawyer Leila Navarette Angulo, chief of the Public Attorney’s Office in this city, dismissed their testimonies as hearsay, noting they did not actually witness the crime. While Pasamonte said he would present at least 12 witnesses, Angulo said she would present seven including Dizon’s parents Troadio and Ether, and brother Mario, one Dexter Supan as well as persons she identified only as Cris and Au. Iturralde ordered a speedy but fair trial of Dizon as he cited the “seriousness and international impact” of the case. Earlier, Mayor Edgardo Pamintuan turned over the P100,000 reward to the local citizens’ anti crime group volunteer Rey Malig for his role in the arrest of Dizon in San Fernando, La Union last Tuesday. The mayor handed out the cash reward to Malig during the morning flag ceremony at city hall here. The amount was reportedly raised by the local expatriate community, but Pamintuan did not cite any name. During his arraignment last week on the case of the Mitchells, Dizon pleaded not guilty. Pasamonte said in an interview that Dizon could no longer use insanity as part of his defense since he did not cite this during his arraignment. There had been reports that Dizon’s relatives claimed the suspect was mentally unstable and had been taking anti-depressants for years. According to Dr. Eloisa Aquino, city health officer, the project is an example of the “holistic services” given by the city to its constituents. Aside from the livelihood program, the beneficiaries also received lectures on health awareness including proper nutrition, importance of breast feeding, responsible parenthood, and family planning.
