A Message from your President ...

As you will note from reading the other articles in this edition of InterFACE, the Board has moved several items forward over the course of the past year: We have become more technologically efficient; our finances are solvent; our membership is growing again; our voice in Tallahassee is growing; our records have been digitized; and, our certification program keeps getting better. These advances take place thanks to the tireless efforts of your volunteer Board of Directors and committee members. They dedicate hours of their time every year to move our Association forward.
Many people have announced their candidacy for the 2015-­‐16 F.A.C.E. Board of Directors. Please take the time to review their biographies in this edition of the InterFACE and approach them with your questions at conference. In order to vote, each jurisdiction must have a delegate. You can find a delegate form in this newsletter or pick one up at the Legislative Committee table at conference. Be certain to fill one out and to participate. This is your Association, your vote matters!
Want to get involved but don’t have the time for the demands of a board position? There is always a great need for energetic and dedicated code officers on the Association’s various committees. Thank you to all who voted on the recent by-­‐law amendment. By a vote of 64-­‐5, the creation of Article V-­‐2-­‐e was approved by the membership. This will enhance board continuity in the case of a vacancy caused by a lack of candidate. Thank you for taking the time to participate in our Association’s future.
You will notice that there is a new section in the InterFACE. In an effort to incorporate more from the Association, we now have a “News from Our Members” section. Have a colleague who reached a milestone or did something spectacular? Let us know by notifying the Third Vice President for inclusion in the next issue! May!!! May??? How did it get to be May already!? The 26th Annual Conference “Make Every Connection Matter” at the Naples Grande Beach Resort June 23-­‐26, 2015 is upon us.
The Program Committee has been working diligently to provide an enjoyable conference experience. Our theme, Make Every Connection Matter, will be reflected in our audience and our curriculum. Sessions will focus on reinforcing and enhancing professional knowledge as well as furthering personal development.
A decorating theme of Sunsets in Paradise has been chosen to celebrate our host, The Paradise Coast. What does YOUR Sunset in Paradise look like? Submit a photo of your Sunset in Paradise noting your name and where the photo was taken. The photos will be used in a special way throughout the conference.
The awards banquet on Thursday June 25th will feature local talent Deb and the Dynamics. Wear your favorite tropical print outfit and join us for a delicious meal, presentation of some special awards, fun and relaxation. This is a conference you don’t want to miss! The resort features a spa, a relaxing pool area and is a short walk or tram ride to the beautiful waters of the Gulf of Mexico. The Paradise Coast region has many attractions you’ll want to explore. Make plans to bring the family and consider taking advantage of the resort’s offer of rooms at the conference rate of $105 per night for 3 days before and 3 days after the conference.
The Program Committee will continue to work to provide everything you need for an enjoyable conference experience. Looking forward to seeing everyone in June!

2nd Vice President

The Education and Certification Committee was tasked with identifying future courses to offer all F.A.C.E. members for additional training opportunities and Continuous Educational Hours (CEH). The Committee assembled a survey that had listed 16 different topics and it was distributed to all Chapter Presidents to vote on during their area meetings in March and April. The survey allowed all attendee’s to vote for their favorite courses and their least favorite courses. The support from the Chapters was exceptional, every President responded back within a few hours and e-­‐mailed a copy of each survey that was filled out. Thanks to every Chapter for allowing the Committee a few minutes of your time out of your full agendas. I also want to thank the Education and Certification Committee members that volunteered to attend at least one meeting on the membership’s behalf to discuss the importance of voting and having your voice heard. By an overwhelming number, the favorite course that was offered was the Meth Lab and Site Decontamination requirement class, which received approximately 30% of the votes. A close second was an Arbor Training course (including plant identification, ability to discern if diseased, dead, ect.), Plan Review/Maintenance of Improvements (ability to read and interpret plans), Minimum Housing/
Unsafe Structures and Social Media (PIO – use of social media to promote Code Enforcement).
Now that the Committee has heard from so many and we have an ideas of areas that YOU have an interest in, the hard work will begin to assemble classes and knowledgeable instructors to spread the information to YOU. Speaking of Local Chapters, I had the privilege to meet a couple of Chapter Presidents in person, a couple through phone conversations and many via e-­‐mails during the attempt to rollout the survey. I want to invite every member of F.A.C.E. to attend a Chapter meeting and get involved, network with other Officers and earn CEH’s at the same time. Remember the Chapter Board members are all volunteering their time and they always love to see a large turn out, so please make every attempt to attend the next Chapter meeting for your area and get to know your neighboring Officers!
Also get involved by volunteering to join one of the F.A.C.E. committees, the interest form is always on the website, so fill it out and get involved.
I want to thank every F.A.C.E. member for their continued interest in our organization and hope to meet many of you at the Conference, so please don’t hesitate to stop by and say Hello!

I would like to thank you the members for allowing me to serve on the Board for the past 2 years. My committee and I have made many connections and gained lots of NEW members to this awesome organization called F.A.C.E. Have you ever stopped to think about how you fit into this organization? How active are you as a member? Do you stay up on the Board and its actions? Take a minute and think about it. Because we as members are F.A.C.E.; without each and every one of you we would not be an organization. We Are F.A.C.E.; I encourage you to get involved, if you are wondering how you can do that, there are many committees or possibly a board position that you might be interested in. First of all let me thank you all for the opportunity to serve on the board as you sergeant at arms for the past two years. As I look back over the nearly fourteen years as a member of this organization I counted 10 years of service starting in 2004 on the membership committee. It is amazing to see all of the changes that have taken place. My first year on the membership committee we handed out printed a membership list then progressed to CD’s and now it’s a click of the mouse. The past five years have been a real learning experience serving on the legislative committee. I think that every year I have learned something about our state government. I didn’t realize how difficult it is to get legislation passed and to the governor for his approval. With that I will give my last update on the education bill that we had on the table this year. The house committee came back to our sponsor and said that our bill was unconstitutional, with that it was never heard in committee. The reason given by the legal counsel for the house was (a non-­‐governmental agency cannot mandate training to government agencies.) So with the house not going forward the senate bill also died.
Unless the upcoming board stops it, the legislative committee will continue to look for a way to get our state government to recognize the importance of having a minimum standards training in place for code enforcement officers in the State of Florida.
I am looking forward to seeing everyone next month at our annual training conference in Naples. Don’t forget your delegate form!

Conference is a little over a month away and I am excited that we have two nominations for Secretary, and I want to personally wish them luck during the election process. All my projects are completed or near completed for one of these lovely ladies to take over and move us into the next level of excellence!
As this is my final InterFace Article of my term as Secretary, all I am going to do now is take the time to thank you all for the opportunity to serve you for the last two years; it has been both a pleasure and an honor. I look forward to being a contributing member of this Association for many years to come. I enjoy my profession, working with the public, and I want to continue working with fellow members to see our profession taken to the next level not only for ourselves but for the communities we serve.

As the immediate Past President this year it is my honor, duty and pleasure to chair the Nomination Committee and it’s never too early to start preparing for the elections.
Speaking of elections... Every year 6 of our 8 board of director positions are up for election. For 2015, 3 of those 6 positions will be available without incumbents as they are term limited. This is a great opportunity to get involved. I encourage you to email me at [email protected] or call my office at (239) 321-­‐7950 if you are interested or want more information. It is best to get your name out early. Candidates may also want to consider attending our Board of Director meetings as a way to get up to speed on current goals, projects and issues. Our F.A.C.E. The position of President is not open as Cindy Drake, our current 1st Vice President, will become the president at the June 2015 annual meeting in Naples. How many hours have I submitted?
When am I due to Re-Certify?
Is there anything else I need to do to be ready to re-certify?
These are three common questions asked by our membership. The answers are available 24/7/365 on
the web. From our website www.face-online.org click “Login” in the upper right hand corner of the
webpage, or, in the “Join or Renew Here” sidebar, click “FACE Members Portal”. Both selections will
take you to the Members Portal login screen. Once there enter your email address and password to
access the members portal. If you forgot your password, there is an option on the login screen to help
you reset it.
Once in the membership portal, I suggest your first stop is to select the My Info tab in the main menu
and do a quick review of your contact information to ensure that all of the information is correct. THIS
IS IMPORTANT. This is how we communicate with you about several things to include your Certification.
If your information needs any corrections, click on “Edit My Info” and make the needed corrections.
Don’t for get to Save when you are done with corrections. If you have not already upgraded your
password to 8 characters (numbers or letters only) you will be required to do so anytime you make
changes.
Now that your info is verified or corrected, select the Recertification Status tab in the main menu. Once
there you can see a snapshot of your recertification statue, and it might look like this:

note at the bottom of the box, next year’s membership fee can’t be paid until after July 1.
If you are late for getting items submitted or paid for recertification you may also have an Outstanding
Assessment in the recertification Status that looks like this:

Code Enforcement Officer Association of Palm Beach County (CEOAPBC) The CEOA of Palm Beach County holds bimonthly luncheon meetings (at a nominal cost to attendees) and bi-monthly training (no cost to attendees) which are usually
approved for F.A.C.E. credits. All are welcome to attend these meetings/trainings. Contact Ken Jackson at

Northeast Association of Code Enforcement (NEACE) Northeast Association of Code Enforcement (NEACE) - NEACE invites
you all to join us in our upcoming training lunches for F.A.C.E. approved CEH’s, Information, and Networking opportunities.
NEACE meets for training on a bi-monthly schedule. Our schedule is updated and posted on our face-online.org chapter page

Tampa Bay Association of Code Enforcement (TBACE) meetings are held the first Tuesday of even-numbered months;
location varies. We are still looking for locations for our TBACE meetings for the months of August, October and December
2015. Please consider having your municipality host one of these meetings. If the cost of a light lunch is an issue for your agency
TBACE can help with the cost. Tuesday June 2, 2015 11:30a.m.
The board has regretfully accepted the resignation of Liz Nichols as president of T.B.A.C.E.. Liz will still be involved in our
meetings and there to offer a guiding hand when we need it. With her resignation, Mark Runnals will now assume the role of
President, which means there will be an opening for Vice President. We will need someone to step up and take over this
position. Please contact Mark Runnals at [email protected] or 941-932-9418 should you be willing to take on
this position for the remaining term.
Gold Coast Association of Code Enforcement (GCACE) is dedicated to empowering and providing code enforcement officers
with the tools and information needed to advance their training. Membership includes, but is not limited to, state and local code
enforcement professionals, law enforcement, community development, planning, and other interested individuals located in
Broward, Palm Beach, and Miami-Dade County. We meet monthly in a different host city (except for June and December).
Annual membership is $30 and includes breakfast and IOG approved CEHs for all attendees.

Polk Association of Code Enforcement (PACE) PACE meets at 9:00 am on the 2nd Wednesday of each month, excluding
June, November and December with free CEH approved training and light breakfast served before starting a business meeting.
PACE also hosts a Spring Training Seminar usually in March or April, that is either half day or full day, and is usually $25-30/
person on a CEH approved subject matter. The month of the Spring Training, PACE may or may not have a business meeting.
Past monthly training topics have included: Lakes and Stormwater- Only Rain Down the Drain, Bees and Stinging Insects, Mobile
Home Registration-Legal Aspects and Regulation of, Dogs and Animal Control Issues, Unlicensed Contractors, etc. All are
welcome to attend regular meetings or the Spring Seminar and the regular meeting location changes each month. For more
information on meeting locations, training topics, etc., please contact Angii Kaiser at [email protected].
PACE just held it’s Spring Seminar on April 24 with great speakers and lots of great information offered.

News From Our Members
In Memoriam
Edgar J. "Skip" Lewis, beloved father, son, brother and friend, of Boynton Beach, FL, passed away peacefully at the home of his father on March 25, 2015, aGer a short ba[le with esophageal cancer and complicaEons from sleep apnea. Skip was born November 23, 1957 in West Palm Beach. He grew up in Lake Clarke Shores, then raised his family in West Palm Beach and Boynton Beach. He proudly served the Boynton Beach Police Department as a Code Enforcement Officer for 22 years and was a mentor to many new officers who came through the department. Skip was in the media when he went above and beyond his duEes at Boynton Beach's law enforcement. In October of 2011, he provided surveillance support in the capture and arrest of two criminals in an armed robbery a[empt at two banks. He later was awarded a cerEficate from the FBI for his skilled cooperaEon and outstanding assistance in connecEon with their invesEgaEve efforts. Skip also received the City of Boynton Beach's "Civilian CommendaEon Ribbon" for this effort. The ocean was where he loved to be the most. Free Eme found him at the beach, fishing and scuba diving. Skip loved to cook, and was quite the master chef. Li[le League Baseball was an early life experience where he excelled. Skip was extremely proud of his two daughters, Brooke Lewis of West Palm Beach and Lindsay Maldonado (Jorge) and his grandson, John of Loxahatchee, FL. Skip was greatly loved by his friends, family and co-­‐
workers. His calmness, wit, smile and gentle spirit will be missed by all.
Wellington Code Compliance Officer Mike Morabito re;res
Mike grew up in Hialeah and graduated from Hialeah High School in 1968. He pursued studies at Miami Dade Junior College and went on to the University of Miami to study Business AdministraEon. As they do someEmes, circumstances changed and Mike pursued a career in construcEon. AGer several years, Mike’s reputaEon as a master carpenter garnered him recogniEon within the industry. He won several awards in Broward County as CraGsman of the Year. In mid 2007 Mike joined the City of Lake Worth as a Code Enforcement Officer and the CRA Liaison. In 2012 Mike joined the Village of Wellington's Code Compliance Division.

WHEREAS, Code Enforcement Officers provide for the safety, health and welfare of the
citizens in this community through the enforcement of building, zoning, housing, animal
control, fire safety, environmental and other codes and ordinances; and
WHEREAS, Code Enforcement Officers are often not credited for the jobs that they do in
saving lives and improving neighborhoods; and
WHEREAS, every day, assisted by support and program staff, they attempt to provide
quality customer service to the public for the betterment of the community; and
WHEREAS, too many times their efforts go unnoticed, even after code compliance has been
accomplished due to their efforts and expertise; and
WHEREAS, Code Enforcement Officers are dedicated, well trained, and highly responsible
individuals who take their jobs seriously and are proud of their department and the local

WHEREAS, the Florida Association of Code Enforcement (F.A.C.E.) has declared the first

My name is Leslie Banta; I have been in the Code Enforcement
profession for 14 years. I am currently a Code Enforcement
Officer for St Johns County. In my capacity as a Code
Enforcement Officer I am responsible for enforcing all nontechnical ordinances, which include zoning, housing, commercial, and sign codes. I have
been a F.A.C.E. member since 2005 and have obtained all four F.A.C.E. certifications.
I am currently your 3rd Vice President of F.A.C.E, also having served two years on the
program committee. I have served one year as President, Past President, and three years
as the secretary of the N.E.A.C.E. (Northeast Association of Code Enforcement) local
chapter. I am an active volunteer in my community as a Leader with Girl Scouts of Gateway
Council I have helped my troop work on leadership skills, and achieve their Bronze Award,
and we are currently working towards their silver. I am currently serving as the Experienced
Lead Committee member for the Relay for Life.
I am very dedicated to F.A.C.E. by serving on the Board of Directors, committees and
maintaining my membership and certification. I pledge to continue my Commitment as 1st
Vice President with the same Professionalism and Enthusiasm. During my 2nd year in office
as 3rd Vice President my committee and I were able to reach out to some jurisdictions and
invite them back to F.A.C.E. We held our second annual Membership Drive, providing a full
scholarship with lodging to our winner.
My goals and commitment to the position of 1st Vice President are to continue to work with
the Board to ensure that we F.A.C.E. “OUR” organization is providing exceptional, cuttingedge training for all of us in the code enforcement profession. We are dedicated to
promoting the safety, education, and recognition of code enforcement personnel throughout
the state, continue the efforts to increase networking and fellowship among members.

2015-2016 F.A.C.E. 2nd Vice President
Bill VanHorn is your current 2nd Vice President of the Florida Association of
Code Enforcement (F.A.C.E.) Board of Directors, with hopes of serving our
members for years to come.
Bill is the Chairman of the F.A.C.E. Education & Certification Committee
which maintains and updates CEU’s, certifications and Code Enforcement Professional (CEP) Legal Topic’s
statewide.
Bill has all four F.A.C.E. certifications and has the received the recognition from F.A.C.E. of CEP, after
acceptance of his legal issue paper on foreclosed properties in 2007.
Bill has been with the City of Altamonte Springs since 1997, currently has the responsibility of Code
Enforcement Officer III/CEP & Fire inspector I, as he additionally holds a Fire Safety Inspector I certificate
through the State of Florida Division of State Fire Marshal.
In March 2005, Bill received the City of Altamonte Springs “Shining Star Award”, which is the equivalent of an
employee of the month award given out to a selected employee of over 400, this award is suggested to City
Supervisors by fellow city employees and if found to have met all requirements, awarded before all
employees.
In September 2010, Bill received the “City Manager’s Award of Excellence”, which has been in place for over
20 years, but has only been given to a hand full of employees. This award was given to Bill for not only his
desire to go above and beyond the call of duty, but for his compassion to help two separate families that were
down on their luck that needed serious help. Bill took it upon himself to make contact with outside agencies
that offer assistance with items such as food, financial assistance and shelter; Bill even helped one of the
individuals secure a job with the City’s Urban Beautification Division.
Away from work, Bill is married to a Police Officer for Altamonte Springs, he has a son that graduated Embry
Riddle Aeronautical University with his degree in Civil Engineering and a second son that has recently
graduated from Valencia University of Central Florida in the Business field.

My name is Ken Jackson and I am a Code Enforcement Officer for Palm Beach County. I
have been in a code enforcement capacity since 1992.
I have been a member of F.A.C.E. since 1995 and have served on the Education and
Membership committees. I have achieved all four F.A.C.E. certifications.
I have been an active member of the Code Enforcement Officers Association of Palm Beach
County since 1992 and have been honored with serving as its President since 2010. I have
also served as its past President (1998-2000 and 2006) and past Vice-President
(2002-2004). And, I am an active member of the American Association of Code Enforcement.
As President of the CEOA of Palm Beach County, in addition to the responsibilities that come
with this position, I participate in recruiting new members and coordinate educational
seminars that provide our members the benefit of training in all aspects of code issues and
continuing education hours as required for the maintenance of F.A.C.E. certification.
I am hard working and committed to F.A.C.E. and will work hard for the betterment of the

with Alachua County. I would like the opportunity to serve as
your 3rd Vice President. I have been a member of F.A.C.E. for
the last 16 years. I started my Code Enforcement career in
Monroe County and have been in my current position for 11
years. I hold all four certifications with F.A.C.E. I am also a
certified ICC/ACCE Property Maintenance & Housing
Inspector. I am the current Chapter President for the North
East Association of Code Enforcement. I have served on the
Program Committee for the past 2 years planning your
conference and feel that I can serve you more by being a

My name is James Louis Acosta and the Supervisor of Code
Enforcement for St. Johns County. I have been a member of
F.A.C.E. since 2000 and I have been your Treasurer for the
past six years. I am once again asking for your vote for the
office of Treasurer. I promise that I will keep your books
balanced, opened, and you informed of their status. I will
provide you a little summary of my experience and I will try to be brief: I am
currently the Florida Association of Code Enforcement (F.A.C.E.) treasurer, and
the Northeast Association of Code Enforcement (NEACE) treasurer. I am, and
have been since 1995, the treasurer of the Fraternal Order of Police Lodge 113
in St Johns County. I am a Past President (twice) of NEACE. I have a Masters
Degree in Business Administration from NOVA Southeastern University. I am a
certified Correctional Officer in the State of Florida and have been for 23 years.
I have obtained Code Enforcement Professional certification. I have served twice
on the membership committee and once on the Program committee for F.A.C.E.
I am a retired Major with the United States Army Corp of Engineers. My
experience in leadership, financial savvy and dedication to make our organization
the best there is and the best that there is to come is what I have to offer you the
stockholders of this company. I ask that you once again give me the opportunity

My name is April Hartseil and I would like to announce my candidacy
for Sergeant at Arms. I have been a member of F.A.C.E. since 1999,
and currently certified in Fundamentals, Administrative Aspects, and
Legal Issues of Code Enforcement. I have served on the F.A.C.E.
Legislative and Judicial committee for four years and would like the opportunity to serve the
members in the capacity of Sergeant at Arms. During my time on the legislative committee, I have
made contacts within Tallahassee that I hope to call upon as we continue to strive for continuity
within our organization. I am very enthusiastic that this will be the year that we will be able to
establish minimum training standards and achieve our goal.
I started my career in Alachua County for the Clerk of Courts and later transitioned to City of
Alachua. My duties at the city included Building Permitting, Planning and Zoning and Code
Enforcement. Working for a smaller organization it gave me the chance to learn and grow. In
2000, I took another career move and relocated to Highlands County where I still reside and work
as a Code Enforcement Official. I am proud to be able to say that I have served the citizens of
Highlands County to the best of my abilities’ for 15 years and look forward to many more.
In 2003, I was called upon by Randy Way, City of Labelle to begin another local chapter of F.A.C.E.
That is when I had the opportunity to be one of the founding members of Southwest Association
of Code Enforcement (S.W.A.C.E.). I served as treasurer for the organization until 2007.
When I am not discussing the issues that all code enforcement officers encounter, I am active in
the Heartland Dog Club and attending dog shows and events for the benefit of our four legged
friends. I also spend as much time as possible with my own Papillion and German Shepherd Dog.
I also enjoy participating in the Miles for Moffitt race in Tampa with my own husband, and son and
Susan G. Komen Race in West Palm Beach with my sister.
I look forward to serving the members of our great organization as your Sergeant of Arms and

Hi! My name is Marlene Serrano and I am
currently the Manager of Operations for Collier
County Code Enforcement. I have worked in
the field of Investigations and Code Enforcement for over 20 years. I am
responsible for managing the daily operations of our department, which
include all financial and fiscal functions, managing hearing and
operations staff. I have been a member of F.A.C.E. since 2006 and
certified in Fundamentals of Code Enforcement, Administrative Aspects
and Legal Aspects. Throughout the years, I worked endlessly to ensure all
our staff maintains their F.A.C.E. certifications, arranged F.A.C.E.
training and monitored staff’s Continuing Education Hours (CEH). I
have a Masters Degree in Business Management from Hodges University.
I have also served as staff liaison to the Hispanic Affairs Advisory Board
and the Council of Hispanic Business Professionals in Collier County. As
a liaison, I prepared meeting agendas, minutes, organize meetings and
coordinated approval of new Board members and guest speakers, among
other duties.
I offer to you my experience in management and leadership as well as in
the enforcement profession for over 20 years.
