NEXT EDITION: JUNE 16
DEADLINE: JUNE 10
Thank you, your Honor for 40 years of service
By Sue Gannis
Correspondent
Perhaps the greatest honor
in life is leaving a legacy of
accomplishments that profoundly affect lasting change.
After 40 years on the bench,
District Magistrate Ronald
Swank decided it was time to
hang up his judicial robe for
the last time. Well, almost …
The time was January 1976.
The location was the Luzerne
County Courthouse. That was
when Common Pleas Judge
Bernard Brominski presided
over the swearing in of district
judges, one being Ronald
Swank. He was a mere 26
years old. He was
elected to preside over
the Magisterial District
11-3-06 with courtroom
facilities in the Wright
Township Municipal
Building. Originally the
district
comprised
of
Fairview, Wright, Rice, Dorrance, and Slocum Townships
and Nuangola Borough. After redistricting occurred
in 2014, White
Haven Borough, Dennison Township
and Penn Lake
were added to
the district.
Many of his colleagues
moved up in the ranks of the
judicial system, but Judge
Swank was content to remain
as a district judge for several
reasons. “It’s an exciting type
of court to be involved in,”
the judge declared. “You never
know what’s going to come
in.” He would hear cases on
such issues as traffic violations, neighborhood disputes,
alcohol and drug-related cases,
game laws, and school
attendance. He vowed he
never considered any case to
be mundane. “When you’re
looking into someone’s eyes
across the bench, whatever
reason the defendant is being
accused is the most important
thing to them.” Because of the
impact he realized his decision
or decree would make to influence a person’s life, he took
that responsibility seriously,
approached each case thoughtfully, and strived to treat each

person in his courtroom with
dignity and respect. “Even if
you find them guilty, you need
to treat them with respect and
dignity. If not treated properly,
they leave with a poor opinion
of the system.”
During his tenure, Judge
Swank heard only eight homicide cases, three of which left
a lasting impression on his
own life. One case involved
fatal child abuse of a 4 year
old boy. It occurred when the
judge’s daughter was the same
age. “The hearing was terrible,”
the judge reflected, “… very
emotional and disturbing at
the same time.” Another case
was the starvation death of 14
year old Eric Cottam. That case
achieved national attention.
Judge Swank also had to hear
the case against one of his own
childhood friends, Charles
photos by Sue Gannis
Oleski. Oleski was later convicted of the double homicide
of his wife and son. “I’ll never
forget when I got the call at
home about Charles,” was all
the judge could say.
Happier responsibilities the
Judge enjoyed were conducting marriage ceremonies. “It’s
the one time when everyone
is happy when they leave!” he
chuckled. He presided over the
union of almost 2000 couples.
He still has people approach
him in the community and ask
“Judge, do you remember me?
You married me 30 years ago.”
He also enjoyed the professional relationship he had with
his staff, of which he had three
full-time employees.
Judge Swank’s roots are
in Mountain Top. The 1966
Crestwood High School graduate was born and raised in
Mountain Top. The District
Judge position suited his lifestyle. The community courtstyle system is based on an
Old English law that basically
invented the magisterial form
of court. “You must live in
the district where you judge
and are required to live in the
community where you serve,”
informed the Judge. “It gives
you that local knowledge,” he
continued, “you get to know
the residents of the district ...
and it can only help you serve
better,” he concluded.

District Judge Ronald Swank prepares to don his robe and head
into court.
His career actually began in
real estate. At the time of his
vigorous grass-roots, door-todoor campaign in 1975, Judge
Swank was a certified Real
Estate Broker and Appraiser
with the Joan Evans Realty
firm. His campaign persistence
paid off with his election and
subsequent six re-elections.
Judges must attend extensive
and intense training on how
to fulfill judicial duties. A law
degree is not a prerequisite to
becoming a District Judge in
this state. Annual training is
required to maintain the seat
on the bench.
Had he finished his 7th
term, he would have been on
the bench for 42 years. Even
with the 40-year tenure, Judge
Swank has bragging rights to
be one of the longest, if not the
record for the longest service
as a District Judge in PA.
“But it was hard to just
walk away — stopping cold
turkey,” admitted the Judge.
Consequently, the robe strings
are still hanging by a thread.
Although officially retired
since January, Judge Swank
continues to serve on a parttime basis, sharing the 30005000 per year case load with
another Senior Judge. He
will completely conclude his
service when a new judge is
sworn into after the November
2017 election. At that point, he
and his ever-supporting wife
Mary Ann will spend the rest of
their lives traveling the globe,
improving their golf game, and
visiting their four children and
six grandchildren.
And the people of District
11-3-06 collectively say thank
you, your Honor.

We’ve Got Mail ...
Crestwood School Board urged to take cautious approach
Dear Editor:
Recently, the Crestwood
School District has begun to
present a gloom and doom
scenario related to the district’s
finances. The board has painted a picture of an imminent
financial crisis, although one
does not currently exist, and
might not ever.
For years, Crestwood has
been one of the most fiscally
prudent school districts in the
state. The district has consistently ranked among the top
five districts in the state with
regard to per pupil spending.
In short, Crestwood spends
less per pupil than almost all
school districts in Pennsylvania. However, the district’s
educators have managed to
create an atmosphere of learning and achievement that consistently places Crestwood
among the most achieving
schools in Northeast Pennsylvania. This has been accomplished despite a lack of rich
and diverse course opportunities and on a shoe-string
budget. Through innovative
teaching and careful spending on technology, Crestwood
has managed to maintain a
high academic standard at a
minimal cost. In short, the
taxpayers of Crestwood are
getting a good return on their
investment.
While there is cause for concern, and while we agree that
careful planning and attention to cost savings are prudent, responding to a crisis that
might not happen is not in the
best interest of the students nor
of the taxpayers of the district.
The board presentations have
placed emphasis on a $1.2 million budget shortfall, but the
reality is that there remains
a healthy and viable budget
surplus. Crestwood’s surplus
is currently at $6.1 million,
and the budget for the 2016-17
school year details a $4.9 million budget surplus! While this
reduction is troubling, the surplus remains higher than the
recommended fund balance
advocated by the Department
of Education of approximately
5-8%. Crestwood could dip
SANDY VALLEY CAMP GROUND
into the balance another million dollars and still remain
above the state’s recommended levels.
We applaud the board for
looking for cost saving measures and look forward to
working with them next year to
realize cost savings. However
in the short term, we implore
them to withhold cuts and to
refrain from overreacting. No
one knows the level of funding that will be introduced in
the state budget next year. No
one knows what the November
election results will mean to
education funding, but we do
know that the property values of Crestwood’s residents
are tied directly to the school.
Crestwood has no fat to trim.
Elimination of teachers or programs will lower scores and
lower property values. It is not
fiscally responsible to save taxpayers a few dozen dollars on
taxes only to have them lose
tens of thousands of dollars
on the most significant investment of their lives.
We urge the board to take a
cautious approach. We should
plan for the worst but delay
overreacting until we have
more information. It would
seem that some might want
to make drastic, gut-reaction
cuts, well in advance of a real
crisis. This will hurt property
owners and most importantly,
it will negatively impact the
Karma
a Craig Edward
students the board must also
serve. We agree with Superintendent Gorham’s comments
related to our budget concerns:
the problem lies with the state
legislature and its lack of commitment to fixing education
funding. We implore the board
and their advisory organization -- the Pennsylvania State
School Board Association- - to
focus their efforts where they
are genuinely needed and to
compel lawmakers to repair a
broken system of public education funding.
Sincerely,
Carolyn Boone
and Bill Kane

With construction about to
start in early June on the new
St. Jude Church, changes are
coming to the corner of Route
309 and Church Road.
At a parish town hall meeting
on May 19, Father Joe Evanko,
Pastor of St. Jude Parish and
representatives from Sordoni
Construction discussed the
new traffic patterns that will be
in place shortly and addressed
safety and security concerns.
“We have a plan, but everyone is not going to be thrilled
about it,” Father Joe said. Once
construction starts, the old Parish Center will be demolished
and the parking areas in front
of that building and in back
will be lost since that area will
be the site of the new church.

The only entrance and exit
to and from the church and
the school will be from Church
Road. The entrance from
Route 309 will be closed and
used during construction for
construction vehicles only. The
construction site will be fenced
for safety and security. There
will be jersey barriers along
Church Road and Route 309 to
help with the new traffic pattern. Wright Township Police
will control the intersection of
Church Road and Route 309
during Mass times.
Father Joe told parishioners
there would still be the same
number of parking spot during
construction, but many would
be farther away. While there
will be some handicapped
parking, Father Joe asked
parishioners to be sensitive to
the needs of the elderly when
parking during this transition
time. He told parishioners to

WHACL holds spring festival
The White Haven Area Community Library held a spring
festival on Saturday, May 28 from 10 a.m. to 2 p.m. on the
Library’s grounds. Saturday’s activities focused on the children, with pony rides, games and an amazing 40 foot long
caterpillar obstacle course. Of course they also had grilled hot
dogs, beverages, baked goods, a book sale, a plant sale, raffle
baskets and everyone’s favorite — a flea market.

Kiwanis hold pet parade to raise funds for dog park
The Kiwanis Club of Mountain Top hosted a pet parade
and pet fair on May 21 at the
Wright Township Park. This
was the inaugural year for the
community event, and despite
the threat of rain, there were
30 pets in the parade.
The parade itself stepped
off at 11:30 a.m. and consisted
of a lap around the outdoor
skating rink. Three judges had
the daunting task of selecting winners in seven different
categories. Fun “trophies” and
certificates were awarded to
“Best in Show” each for largest, medium, and small dog;
best costume; best trick; cat
and exotic pet; and the popular
dog/owner look-a-like contest.

Daisy Scouts get a visit from
Blue Chip Animal Rescue
Daisy Scout troop # 30867 based at St. Jude’s school had
a visit from Gladys Wasser and her rescue dog Lacy during
their last meeting of this school year on Monday, May 23 at 3
p.m. Gladys is a volunteer at Blue Chip Farm Animal Rescue
in Dallas and she rescued Lacy who was malnourished, was
missing much of her hair and has no lower jaw; which she
was born with. The two came to visit the Daisy Scouts after
the girls collected boxes and bags of dog and cat food, toys
and other things needed at a rescue. Miss Gladys talked to the
girls about how to approach a dog safely, and basic animal
safety tips and care. She also read to the girls and let each
one get an opportunity to pet and visit with Lacy. Afterwards
the girls enjoyed pizza, cake and ice cream.

in biochemistry. Both students have been accepted

of their studies at The Commonwealth Medical College

Based on academic criteria, Bohn was selected
to give the student address
during the undergraduate
degree ceremony. The valedictorians were also recognized at the annual Honors
and Awards Ceremony in
Lemmond Theater in Walsh
Hall.
In her speech, Bohn urged
classmates not to let others define success for them.
“Success could mean reaching a milestone in your
career or simply facing a
new situation with a fearless sense of optimism,’’ she
said. “It could mean becoming a published author or
just becoming a great parent. Success doesn’t have to
mean achieving something
rare and extraordinary. The
people I most admire in my
life have taught me that happiness is the firmest measure of success. For the people who don’t believe you
can be successful, I hope
you prove them wrong every
day.”

but that the township was fortunate to have someone with
June 2-15, 2016 29
Beck’s qualifications to fill the
position. “He is probably over
qualified,” Thomas remarked.
She described Beck as a person
of high character and integrity. She noted the township
received applications from
several highly qualified individuals.
Beck will serve as township
secretary and secretary to the
township planning commission, positions held by Stier.
Barbara Wasiakowski will continue to serve as township secretary. Stier also had held the
position of township zoning
officer. At their regular meeting in May, supervisors named
Jack Varaly as interim zoning
officer. Thomas said Varaly
will continue in that position
until a decision is made on
a permanent zoning officer.
Varaly has decades of experience in planning and zoning
and has served as a consultant
to the township on various
projects.

At this month’s Wright
Township supervisors meeting, representatives of the
state Department of Transportation outlined plans to
replace a culvert on South
Main Road near Forest Road.
PennDOT plans to begin the
work in June of 2017 and
expect the project to take six
to 10 weeks to complete. During that time, the road will be
closed and a detour in place.
We asked PennDOT district
bridge engineer Gerard Babinski if the work will coincide
with the department’s plans
to remove an existing bridge
on Church Road over Henry
Drive in Rice Township. That
project will close Church
Road, requiring another
detour.
He said the Rice Township
project is not scheduled to
get underway until spring of
2018.

The eighth grade students continued the beautiful tradition of May Crowning at St. Jude School with the annual
ceremony in honor of Mary, the Blessed Mother. This year,
Molly Dugan had the honor of crowning a statue of Mary with

members of the Queen’s Court. Each student carried a single
carnation in the entrance procession, which, when placed in
a special vase, resulted in a beautiful bouquet for Mary. The
entire student body was present for the celebration of prayer
and song, including “Hail, Holy Queen Enthroned Above”,
“Blessed One”, and “Immaculate Mary”.

course, a buffet dinner, and
a complimentary gift. It may
have been a premonition or
a jinx, but the registration gift
was a golf umbrella. It came
in handy as the diehard golfers had to dodge raindrops
throughout the tournament.

Evergreen Raceway announces Independence Enduros
Drivers and race fans in general have enjoyed the 2016
racing season at Evergreen
Raceway thus far. When it was
announced that the speedway
was hosting “Independence
Enduros’, its fourth Enduro
event of the season, they wasted no time to help spread the
word. The event is slated to
take place rain or shine on
Sunday, July 3.
Much like the previous
Enduros this season, the 4-cylinder and 6/8-cylinders will
take to the 1/3-mile asphalt
oval for 100-laps of action
and Open Competition cars
will showcase their rides in a
30-lap showdown. New for this
event is the ‘Redneck Reverse
Enduro’, where drivers will
compete for five laps while
driving around the speedway
in the proper direction. Well,
with the only exception being
that the cars will be racing in
reverse. Regular 4-cylinder and
6/8-cylinder Enduro cars will
race in the same event and the
fee to participate in this race
is $10. The pay will be “winner take all” for 10 cars or less
starting and if 11 or more start
the winner will receive what
first place prize pays for a regular Enduro event.
It’s unlikely that it will happen for this event, but if any
divisions surpass 100 or more
registrants, that division will
have two separate 100-lap
shows and the two winners
will then compete for the overall victory and a $100 bonus in
a 10-lap ‘Dash for Cash’ race.
The track is hosting a $10
discount for pre-registration.
The form is on the speedway
website and must be mailed
in, along with the $40 pre-registration fee. The top 20 drivers
in the 4-Cylinder and 6/8-cylinder divisions will redraw for
starting spots within the top 20
on race day. All drivers beyond
21st will start the event as they
register, so if driver X is the
25th to send in his or her registration, they will start 25th
in their Enduro event. Drivers may also register at the
track the day of the event for
$50, and they will start behind
the pre-registered drivers. The
transponder rental fee is $10
and pit admission is set at $25.
The pit gates will swing open
at 10 a.m.
All of the rules, info and the
pre-registered drivers are listed
on the speedway website.
Children 12 years of age
and younger are not allowed
in the pit area until the races
conclude. The grandstands are
slated to open at 12 noon and
grandstand admission is just
$5. Children 10 years of age
and younger will be admitted
for free. The speedway has
more Enduros in the planning,
which are expected to take
place in September and October.
The green flag is set to drop
for the first event at 1 p.m.
