As I See It
By
Marge Carra
Chapter 142
Despite the hot weather there is a lot of work being
done out there at the “Tractor Club” as it is so called. I
talked to Cliff and he said they are working on the Lawn
Mower Race Track and they hope to get it going by the
time of the 8th Annual 100 Mile Highway Sale which is
September 11 & 12, 2015. They say “Time Flies” and
that is coming up real soon.
Now there is also a lot of other work to be done on
the Club grounds. Someone needs to cut the grass
and weeds and clean up around the buildings and
where people set up their sales booths.
Cliff also said there is a lot of good hay out there in
the field (I would say about 30 acres) that needs cutting and if anyone wants to come in and mow and bale
it and haul it off, they can have it for FREE! Now you
can’t beat a deal like that. Check with Cliff about this.
His phone number is 918-327-3293.
Best wishes from all of us,
Marge Carra
P.S. Bob Devore’s health is doing real good.

Summer Bass Fishing
Many people stop bass fishing after the spring spawn
because they say the fish quit biting. Think about
that, would anyone believe that a bass would not eat
from May through September? Bass must feed every 1-4 days depending on the water temperature that
controls their metabolism. The reason people say they
‘quit biting’ is that the fish have moved away from the
spawning areas in shallow water.
The key to catching summer bass is to fish where
the fish are, not where they were during spawning. I
love summer fishing because fewer people will get
out in the hot weather, so there is less boat traffic and
fewer fishermen. The baits, gear, and tackle you need
to catch summer bass are different from the gear you
used in the spring. Your 6’ medium action rods and
fast ratio reels that worked to fling spinnerbaits in April
will not work in August. I use Lew’s Tournament Lite
reels in a slow 5:1 ratio coupled with a 7’6” to 8’ heavy
action rod. The slower ratio reels give more power
with each reel handle crank and it is easier for me to
work a bait slower with a low ratio reel.
Locations to fish in the summer are simple, fish move
to deep water since their natural forage [shad] move
to deep water. Humps, drop-offs, creek channels,
standing timber, and main lake points are my favorite
summer structure. Any combination of two or more
of these features is even better. A point with trees is
better, as is a creek channel drop off with stumps.
Baits are also simplified during the summer. My favorite bait is a Gene Larew Biffle Bug in a green or
brown color if I am fishing on the bottom such as on a
point or hump. If I need a bait to be taken while falling
I use a 10” blue or purple plastic worm since the large
worm will fall through submerged tree limbs without
hanging up.
When surface activity is seen such as early morning or late evening a top water bait sometimes works
well. Everyone has their favorite top water baits. Many
of us ‘old timers’ use tried and true classics such as a
Zara Spook or a Jitterbug. Younger anglers seem to
like buzz baits, and Gene Larew three-legged frogs.
Many people only fish top water baits in shallow water but in the summer time these fish may be setting
over 30 feet of water but the fish may only be a few
feet from the surface. Get out and fish in the summer,
you might be surprised what you find.
Good fishing, Ben Minor
TOPEKA - Kansas and 14 other states have asked a
federal court in Washington, D.C., to halt the Environmental Protection Agency's new greenhouse gas regulation before it takes effect.
The states previously had filed suit asking the United
States Court of Appeals for the District of Columbia
Circuit to block the new regulation before it became
final, but the court in June ruled that the challenge was
premature. Since the Obama administration announced
the new final regulation last week, the states yesterday renewed their request.
The so-called Clean Power Plan, also known as the
"111(d) regulation" in reference to the Clean Air Act
provision it relies upon, manifests EPA's policy judgment-never enacted or authorized by Congress-that
coal-fired generation should be systematically disfavored in this country. Beginning August 3, States have
been given only 13 months to design, draft, and submit initial state plans, which must demonstrate how the
state will replace coal-fired generation with entirely different sources such as natural gas, wind power, and
solar power.
"This is no ordinary regulation, and the
administration's approach to it has been anything but
ordinary," Schmidt said. "We asked EPA for a delay
but did not get a straight answer. So now we're asking
the federal court to order a delay."
The lawsuit filed yesterday does not challenge the
merits of the regulation, which remain under review by
the states. Instead, it focuses on the unusually short
and rigid deadlines for compliance EPA has imposed
and asks the court to order a delay so the timelines
conform to a more traditional regulatory process.
"This regulation appears to have more to do with rushing to restructure the energy sector of the American
economy than with protecting the environment,"
Schmidt said. "If that sort of dramatic and costly restructuring is warranted, it should be decided by the
people's elected representatives in Congress, not by
unelected bureaucrats at the EPA. This unaccountable,
government-knows-best approach smacks of central
economic planning. The agency's rush to force states
to implement its new directives makes the whole process even more suspect."
The case is In re West Virginia, et al., in the United
States Court of Appeals for the D.C. Circuit, Case No.
15-1277. A copy of the filing can be found at http://

Highway Sale
COFFEYVILLE - Two brothers changed the team
roping lead during the third performance of the InterState Rodeo in Coffeyville, Kansas.
Andrew Ward and Reagan Ward, Edmond, Okla,
roped their steer in 5.6 seconds to edge out the number two team, Zac Small and Tyler Worley, who made
a 5.7 second run on Thursday night. With their run on
Friday night, the brothers took over the lead in the first
round. The first round concludes and the second round
begins during slack on Saturday morning at 8 am.
Andrew, the header for the pair, credited his brother
with the win. Their run "was all right," he said. The steer
"stepped off to the right, and I got (the loop) on him
good. I didn't handle him very good, but my guy got
him fast."
"His guy" - his older brother - is 28, three years older
than Andrew, and the two were able to rope together
one year of high school, when Reagan was a senior
and Andrew a freshman, and one year in college at
Western Oklahoma State in Altus. The brothers have
roped together professionally in the Pro Rodeo Cowboys Association since 2011, qualifying for the Prairie
Circuit Finals Rodeo several times, and roping together
at the Ram National Circuit Finals last year.
The two also work together training performance
horses, especially team roping horses. Reagan rides
a "Ward product" - his heeling horse Bingo, who is
eleven. "I got him when he was four, and I've hauled
him for the last three years," Reagan said. "He's been
the best I've ever had." Bingo, whose registered name
is Smart Little Bingo, is "real fast and doesn't ever take
a throw away. He's about what you want." He's a good
heel horse, but not so great with people. "He's a little
crazy," Reagan said. "He's not a kid's horse."
There are eight kids in the Ward family: the team
ropers and another brother, and five sisters. Reagan
and Andrew live on their parents' place, along with the
two youngest sisters. Having that many sisters is great,
Andrew said. "It's a good life," he said. "They're awesome," he said of his sisters. "They're angels."
Fast times and high scores in the other events on
Friday night include steer wrestler Riley Duvall,
Checotah, Okla. (4.4 seconds), tie-down roper Justin
Shipley, Delaware, Okla. (10.0), saddle bronc rider
Curtis Garton, New Zealand (74), steer roper Brodie
Poppino, Big Cabin, Okla. (13.1), and barrel racer Kim
Couch, Rattan, Okla. (17.60). In the bareback riding
and the bull riding, no cowboy made qualified rides.
Fawn Creek 4-H Club
The Fawn Creek 4-H Club met Monday, July 13th, at
the Tyro Christian Church. This month’s meeting was
called to order by President Jackson Newby and the
pledge of Allegiance, 4-H Pledge, and 4-H motto were
led by Jake Keene. Roll was taken by Rhett Newby.
Members answered roll by telling a fact about Montgomery County. There were 25 people in attendance,
including 14 members and 3 leaders.
The minutes of last month’s meeting were read by
Rhett Newby and approved. Rhett Newby also read a
letter from the Kansas 4-H Foundation asking the club
to help with their “Stack the Plate” campaign to replace
place setting at Rock Springs Camp. Justin Ward gave
the reporter’s report.
Julie Newby reported on the Cherryvale Youth Fair
and congratulated all exhibitors. She also reminded
everyone to send out thank-you notes. Linda Newby
asked everyone to work in the concession stand at the
County Fair during the club’s shift. Sharon Ward reminded everyone about livestock entry deadlines. Craig
Newby gave information about fair set up and tear down.
During new business, the club passed Caitlynn
Stevenson’s motion have the August meeting on the
17th. Then Jake Keene moved to donate enough money
to the Kansas 4-H Foundation to buy two place settings; his motion also passed.
Cristin Shepard announced the program. Jake Keene
and Trey Newby led everyone in singing “Happy Birthday” and “Home on the Range.” Cristin Shepard announced the details of next month’s meeting.
Lex Ward made a motion for adjournment which
passed. The club then enjoyed refreshments provided
by the Ward Family.
After the meeting several members attended a swimming party at Jeff and Liz Garton’s Home.

The Washington County SPCA is working enthusiastically on new plans in its 50th anniversary year, welcoming several fresh faces to the board of directors. The newly
formed board has an ambitious agenda they’ve been
working on for the last few months and hope to roll-out
soon, renewing the organization’s commitment to providing quality care and loving adoptive homes for animals in the Bartlesville area.
“There are exciting new changes we want to bring to
the Washington County SPCA, combining greater community involvement with increased outreach to improve
the lives of animals we’re entrusted to shelter,” said new
board member, Sherry Stinson. “We have a list of shortand long-term goals we believe will bring the WCSPCA
into the forefront of animal care and welfare, providing
us the opportunity to create programs designed to help
people in the community with their pets.”
Kayla Wilson, another new board member, stated, “We’ll
be reviewing all current policies and procedures at the
shelter in order to make it the best possible place for the
animals that come through our doors, the employees who
care for them daily, and the families who ultimately adopt
them.”
The new board is comprised of Tom O’Connor, Kayla
Wilson, Dana Doornbos-Keirsey, Deanna McDonald,
Keith Sheffield, Michael Kemp, Brandi Ruff, Christy
Orphin, Bryan Acker, Donna Gustafson, Lindy Kidd,
JoAnn Payne, and Sherry Stinson.
“As a new board, we’re committed to improving all things
SPCA – reviewing and revamping, fixing areas that are
broken, and generally providing transparent and open
operations, as well as a welcoming atmosphere,” Wilson
said. Board members also are enthusiastic about jumping back into fundraising to complete work on the new
shelter facility, which is being constructed in phases on
10 acres located on U.S. Hwy. 75. The new SPCA facility
will include a main shelter building and storage / clinic.
Current construction is ongoing for the storage / clinic
building.
“The new shelter has been a longtime coming. For 50
years, the SPCA has existed in a flood plain, evacuating
each time heavy rains came. Our new location will eliminate the need for evacuations, provide a more modern
facility designed specifically for animal sheltering, and
create an enrichment environment for our animals. It’s
an exciting change for us and we’re looking forward to a
brighter future for the Washington County SPCA and the
precious animals we help,” Stinson said.
The Washington County SPCA is located at 16620 State
Highway 123 in Bartlesville and is open 11 a.m. to 6 p.m.
Tuesday through Friday and 11 a.m. to 4 p.m. Saturday.
To learn more, visit them online at www.wcspca.org, email
[email protected] or call (918) 336-1577.
Gearing up for October, as it is a busy time for families. Between back to school activities, outdoor sports,
and the crisp, fall air, it's easy to forget simple ways to
take care of yourself-namely getting up to date with vaccinations. But have no fear! The Caney Zombie Walk
has everything you need to protect yourself!
Organizers of the Caney Zombie Walk are delighted
to announce the Montgomery County Health Department
will be holding a free immunization clinic on Saturday,
October 17th beginning at 11am in Wark Park. The clinic
will run throughout the event. The wonderful nurses from
the county health deaprtment will be on hand with just
about any vaccination you may need-completely free of
charge.
This clinic is open to anyone young or old-even if you
do not register for the walk. Children need permission
from their parent or guardian and insurance cards will
be accepted but not required. This is a really great
oportunity to update school shot records, prepare for
the cold-bug, or just get a needed booster. Fancy
bandaids will also be provided for those recipients who
behave for the nurse!
"This is a great opportunity for zombies and survivors
alike." said organizer Shawn Ritter. "They tell us they
will be well-stocked in just about any shot you needexcept maybe the t-virus!"
Look for more details about the free Montgomery
County shot clinic and other exciting news from the

Free cancer screening
during Old Settlers Days
Local Masons will host a free cancer screening in Elk
City during Old Settlers Days on Saturday, September
12. Held from 10am-1pm at the Masonic Lodge on 112
N. Montgomery, it is one of 22 free cancer awareness
events held across the state this year by the Kansas
Masonic Foundation (KMF) and is open to the public.
KMF conducts the screenings in partnership with the
Midwest Cancer Alliance (MCA), the outreach division
of The University of Kansas Cancer Center, and KU
Medical Center medical staff. According to Brooke
Groneman, the outreach director for MCA, more than
4,000 Kansas residents have attended the Masonic
screenings over the past few years. The event in Elk
City will include skin and prostate cancer screenings
as well as bone density tests and breast cancer information. In addition, local dentist, Dr. Sherwood, will also
be providing oral cancer screenings.
Will Selman, a volunteer with Masonic Lodge #132,
explains, “We decided to hold our event during Old
Settlers Days so that we could provide the screenings
to local residents as well as visitors from other communities.”
According to the Skin Cancer Foundation, 5,600
Americans are diagnosed with some form of skin cancer every day and 205 of those are diagnosed with
melanoma, the deadliest form of skin cancer. Close to
9,000 Americans die of skin cancer every year and the
Centers for Disease Control reports that Kansas has
higher than average rates of skin cancer in the U.S.
“The sooner melanomas are diagnosed and treated,
the better your chance of recovery,” says dermatologist Kim Tefft, MD.
“Our local Masonic lodges have been supporting cancer research and education for more than 40 years,”
says Robert Shively, Director of KMF. He adds, “The
Masons in Elk City are continuing the tradition.”
In addition to funding the screenings, the KMF created The Kansas Masonic Cancer Institute and developed health initiatives like the Bob Dole Prostate Cancer Research Fund and the Oncology Nurse Navigator and Psychosocial Oncology Endowments at University of Kansas Medical Center.
“The more people who stop by for a screening, the
more lives we can potentially save,” says Selman.
To learn more about the screening event call Selman
at 620-205-7375. For information on the Kansas Masonic Foundation’s other free cancer screening events
in 2015 contact the Midwest Cancer Alliance at 913588-4719 or the Kansas Masonic Foundation at 785357-7646.

WICHITA - A Wichita woman was ordered today to
repay more than $7,000 to the Kansas Medicaid program after pleading guilty to Medicaid fraud-related
charges, Kansas Attorney General Derek Schmidt said.
Bounloeum Thongsophaphone, 33, pleaded guilty in
July in Sedgwick County District Court to one count of
unlawful acts concerning computers. Judge David J.
Kaufman today ordered Thongsophaphone to repay
$7,440.56 to the Kansas Medicaid Program in addition
to sentencing her to 18 months probation. Convictions
such as this one also result in a period during which
the defendant is prohibited from being paid wages
through a government health care program.
An investigation found that Thongsophaphone used
Medicaid's computerized timekeeping system to falsely
bill the program for home health care services for two
clients at the same time, while her clients were not in
the same location or while Thongsophaphone was
working at a nail salon.
The case was part of "Operation No Show," a cooperative effort between the attorney general's office and
the U.S. Department of Health and Human Services/

Office of Inspector General to investigate fraudulent
billing to Medicaid for personal care services provided
in Medicaid beneficiaries' homes. Today's sentencing
brings to a close the fifth case in this joint effort to crack
down on those who take advantage of these federal
and state administered healthcare programs. More than
$267,000 in restitution payable to the Kansas Medicaid program has been ordered as a result of these efforts.
Other joint investigations
are ongoing. The cases are
being jointly investigated by
federal and state authorities
and prosecuted by the attorney general's Medicaid
Fraud and Abuse Division.

Billy. She also showed a pig at the fair. Kylie Jo showed a Simmental-Angus calf
named Buddy, who weighed 329 lbs and was "nice," she said.
Riley enjoyed the carnival rides at the fair and the fried pickles. She is nine years

Team Roping Brothers
Take the Lead
Roofer banned from doing
business in Kansas
COFFEYVILLE - Two brothers changed the team
roping lead during the third performance of the Inter-State Rodeo in Coffeyville, Kansas.
Andrew Ward and Reagan Ward, Edmond, Okla,
roped their steer in 5.6 seconds to edge out the number two team, Zac Small and Tyler Worley, who
made a 5.7 second run on Thursday night. With their
run on Friday night, the brothers took over the lead
in the first round. The first round concludes and the
second round begins during slack on Saturday
morning at 8 am.
Andrew, the header for the pair, credited his
brother with the win. Their run "was all right," he
said. The steer "stepped off to the right, and I got
(the loop) on him good. I didn't handle him very good,
but my guy got him fast."
"His guy" - his older brother - is 28, three years
older than Andrew, and the two were able to rope
together one year of high school, when Reagan was
a senior and Andrew a freshman, and one year in
college at Western Oklahoma State in Altus. The
brothers have roped together professionally in the
Pro Rodeo Cowboys Association since 2011, qualifying for the Prairie Circuit Finals Rodeo several
times, and roping together at the Ram National Circuit Finals last year.
The two also work together training performance
horses, especially team roping horses. Reagan rides
a "Ward product" - his heeling horse Bingo, who is
eleven. "I got him when he was four, and I've hauled
him for the last three years," Reagan said. "He's
been the best I've ever had." Bingo, whose registered name is Smart Little Bingo, is "real fast and
doesn't ever take a throw away. He's about what
you want." He's a good heel horse, but not so great
with people. "He's a little crazy," Reagan said. "He's
not a kid's horse."
There are eight kids in the Ward family: the team
ropers and another brother, and five sisters. Reagan
and Andrew live on their parents' place, along with
the two youngest sisters. Having that many sisters
is great,
Andrew said. "It's a good life," he said. "They're
awesome," he said of his sisters. "They're angels."
Fast times and high scores in the other events on
Friday night include steer wrestler Riley Duvall,
Checotah, Okla. (4.4 seconds), tie-down roper Justin Shipley, Delaware, Okla. (10.0), saddle bronc
rider Curtis Garton, New Zealand (74), steer roper
Brodie Poppino, Big Cabin, Okla. (13.1), and barrel
racer Kim Couch, Rattan, Okla. (17.60). In the bareback riding and the bull riding, no cowboy made
qualified rides.
TOPEKA - A Derby roofer has been banned from doing
business in Kansas after failing to register with the attorney general's office or respond to a lawsuit filed in May,
Kansas Attorney General Derek Schmidt said today.
In a default judgment entered in Mitchell County District
Court, Chief Judge Kim W. Cudney ordered Mike's General Contracting, LLC, to pay a $40,000 civil penalty and
permanently enjoined the company from performing roofing services in Kansas without a registration certificate
from the attorney general's office. The company is registered to Phong "Mike" Nguyen of Derby, according to
records filed with the Secretary of State's office.
In a petition filed in May, Schmidt accused the company of engaging in the business of, or capacity as, a
roofing contractor within Kansas without having a valid
registration certificate. Despite repeated notice of the requirement to register, the company failed to register but
allegedly performed roofing services for a Mitchell County
couple. After completing the work, the company demanded additional payment without itemization or explanation of why more money was justified and subsequently
sued the couple when neither they nor their insurance
company would pay the extra amount. The court entered
the default judgment after the defendant failed to respond.
"The Legislature determined in 2013 that Kansas consumers should be protected from fly-by-night roofing contractors, by requiring a registration certificate from the
attorney general's office to perform roofing services,"
Schmidt said.
Schmidt's office has filed five other cases against unregistered roofers, which remain pending.
Schmidt reminded consumers to make sure roofing contractors are properly registered before signing any contract or having any work done. Consumers should request
a copy of their roofer's registration certificate and then
should check the attorney general's consumer protection
