[23] 15/03033/ADV – Specsavers, 93 High Street Cllr Parry declared a non pecuniary interest in the following item and abstained from voting: (3a) Kent Minerals and Waste Local Plan 353 MINUTES It was RESOLVED that the minutes of the Planning Committee meeting held on Monday 21st December 2015 previously approved at Council be received and signed. It was noted that there was a spelling error in recommendation 327 Tonbridge Road - Street Lighting, ‘trail’ should read as ‘trial’ 354 CONSULTATIONS (a) The Committee received and noted the consultation on the modifications to the Kent Minerals and Waste Local Plan 2013 – 2030. 3 Sevenoaks Town Council Planning Agenda 01 02 2016 It was RESOLVED that Sevenoaks Town Council supports the inspector’s recommended amendment to policies MM3/1A and MM3/1AA. (b) The Committee received and considered the consultation on proposed modifications to national planning policy. It was RESOLVED that a meeting be convened at 6pm on the 1st February 2016 open to all councillors to consider the consultation document in more detail and draft a response. (c) The Committee received and considered a letter from the Kent Association of Local Councils regarding the economic benefit study of J5 slips. It was RESOLVED that Sevenoaks Town Council respond noting that the Council is supportive of the construction of east facing slips, however there are very particular and immediate issues around congestion and air quality which must be overcome, any review or survey must take these into account. In particular Sevenoaks Town Council was concerned about exacerbating congestion and worsening air quality at Worships Hill and Bat & Ball Junction. (d) The Committee received and considered the following parking consultations from Sevenoaks District Council. i. Cedar Terrace Road It was RESOLVED that Sevenoaks Town Council supports this proposal. ii. Hollybush Recreation Ground & Hollybush Close It was RESOLVED that Sevenoaks Town Council supports this proposal subject to sufficient parking being retained from those visiting local retailers and the recreation ground. In addition, requesting that the impact on the surrounding areas of eastern ward is assessed 6 months after implementation to ascertain whether parking issues have been displaced. Minutes of the previous meeting The minutes of the meeting held on the 7th December 2015 were received and approved, subject to an amendment noting that Elizabeth Dolding and Roger Lee had sent their apologies for the meeting. 3. Site Allocations 3.1 Brittains Lane Site The Committee received a presentation from Croudace on their aspirations for the Brittains Lane site in Sevenoaks. The following points were noted: a) The site had been submitted to Sevenoaks District Council under their Call for Sites, these submissions were currently being assessed along with 100s of other sites within the District, the results of this assessment are unlikely to be know for at least a year. b) Currently the land is not allocated for development and lies within the Green Belt, and would therefore be extremely unlikely to obtain planning permission under the current Local Plan. c) The NDP consultation on Main Themes had identified that the highest priority identified by respondents was preservation of the Green Belt and green spaces in the Town, therefore the site was unlikely to be promoted through the neighbourhood plan. d) Croudace had directly approached the Town Council and requested to present to the Steering Committee, which had been agreed on the understanding that it was an information only presentation and would not prejudice the District Council’s assessment of the site. Members of the public present expressed a number of concerns with regards to the suitability of the site for any type of development, infrastructure requirements, and the loss of green spaces while brownfield sites within the Town remain undeveloped. 3.2 Call for Small Sites The Committee noted that the Town Council’s call for “Small” sites (less than 5 units) would commence in February 2016. 3.3 Site allocations It was agreed to defer the consideration of the following sites until the next meeting: 3.3.1 BT Telephone Exchange 3.3.2 Secondary Shopping Areas 3.3.3 Sevenoaks Wildlife Reserve 1 ForbackgroundandmoreinformationontheSevenoaksTownNeighbourhoodPlanvisitSTNP.co.uk 13 Sevenoaks Town Council Planning Agenda 01 02 2016 Sevenoaks Town Neighbourhood Plan th Steering Committee Meeting 18 January 2016 4. Consultation on Main Themes The Committee received and considered the report on responses received during consultation on Main Themes. It was noted that all ‘initiatives’ put forward by the Steering Committee had received a positive ranking, with the highest ranked initiatives being the retention and improvement of Green Spaces in the Town. A copy of the report will be uploaded to the Sevenoaks Town Neighbourhood Plan Website STNP.co.uk 5. Dates of future meetings It was noted that following dates had been set for future Steering Committee meetings, and that all meetings would begin at 6pm and finish at 6:55pm.
