Dear Comrade, I am writing to you to ask that you intervene personally on the following matter, which I haVB taken up repeatedly with members of your office staff over months, without any result. The facts are these: 1. When I came to Somafco, my belongings were sent ahead of meby the ANC office in London. Apart from some minor boxes, the main consignment, which included books and equipment speftiBlJ: necessary for the work X came here to do - namely to run a Political School for the ANC. Six cases were sent out air freight via Paris, and arrived in Dar on 6th April. 2. I have made repeated inquiries from various members of your office staff, but to date - over six months later - seem no closer to getting the cases than I was when X arrived here-* I have had a succession of stories and explanations. It was said at first that the Consignment documents had not reached the office. I received dupliocates from the London office and passed them on. Then, that the documents had been lost. I got more - twicel Then it was said that the cases had been wrongly addressed to me - not to the ANC. Untrue as the documents will show. Then I was told that a special letter from the Chief Rep was needed. I stood in your office while it was typed and handed over to the appropriate member of staff. Thel was told that iot was all organised, but that some money was needed to finalise it all. And so on and so on. I now doubt whether X was ever told the truth. t 3. In the week before he left for the USSR for medical checks I was told by Com. Morodi personally that he had been told that the cases would be released the following week. No result. When comrades Wolfie and Toine were here for the 10th anniversary celebrations, they said they were going on to Dar and would personally investigate the whole thing, since they had dis patched the cases and felt responsible. The only message I have had from them suggests that they left Dar satisfied t hat thatwhatever had held the cases up would be straightened out without delay. Four weeks ago I was in your office on my way to Lusaka. I was told by Comrade Teddy that everything was now cleared, and the cases would be released to him that day or the next. Two weeks ago Comrade Hilda was in Dar. She was taken by Com. Morodi personally to TCRS, where she was told by their offiocial that he was new in the post, but would investigate it immediately. Nothing further has been heard. A. I can only conclude that there is total indifference, s slackness orincompetence on the part of your staff over a period pof six months and more. May I now therefore ask you to investigate what the devil is going on. And I would appreciate it if I received an official report of the state of affairs - not another airy promise by someone in the office just to get rid of me. Meanwhile, our G e r m a n guests, w h o had spent two years rounding up wo m e n s ' o r g a n i s a t i o n s in t h e F R G a n d c o l l e c t i n g d o n a t i o n s t o buy a bus for t h e ANC, w e r e m a k i n g a f o r m a l p r e s e n t a t i o n o f t h e n e w b u s to t h e l o c a l A N C W o m e n s ' S e c t i o n . T h e r e were 3 - three! of o u r w o m e n p r e s e n t w h i l e t h e b u s w a s f o r m a l l y d o n a t e d , a n d p h o t o graphs taken for the record. At 9 , 3 0 t h e r e w e r e f o u r p e o p l e in t h e Dome, p l u s a h a l f dozen s t u de nt s f e t c h i n g and c a r r y i n g chairs. By 10.30 the l o u d s p e a k e r s w e r e b e i n g i n s t a l l e d w a t c h e d b y p e r h a p s 30 p e o p l e ; and at a r o u n d 10.45, th e m e e t i n g s t a r t e d w i t h s o m e 50 to 60 a d u l t s and a n u m b e r o f c h i l d r e n p r - e s e n t . It w a s a p r e t t y m i s e r a b l e a f f a i r ; the c h a i r m a n h a d to d e m a n d a r e s p o n s e s e v e r a l t ^ m e s b e f o r e a n y o n e would start a ^revolutionary s o n g . " T w o or'the l i s t e d s p e a k e r s w e r e m i s s i n g , s a i d to b e ill - b u t n o 2 substitutes were offered. B y 1 ^ 2 o ' c l o c k it w a s over, a t o t a l l y spiritless affair. The chairman m a d e f o u r a n n o u n c e m e n t s : t he l u n c h s c h e d u l e d f o r 12 w o u l d b e p o s t p o n e d t i l l 2p.m; b e e r w o u l d be a v a i l a b l e as s c h e d u l e d ; t h e r e w o u l d b e a ~ b o x f h g m a t c h a t 3:30; and a c u l t u r a l e v e n t a t 7.30. O n l y the b e e r m a t e r i a l i s e d . A t 2p.m. t h e r e w e r e o n l y a f e w c o m r a d e s s l i c i n g u p v e g e t a b l e s in t h e d i n i n g halt; a n d n e i t h e r lunch, b o x i n g o r cultural event happened. No e x planations, no apologies. J u s t o ne of those things! S u n d a y 17th. O u r t w o v i s i t o r s w e r e l e a v i n g in t h e i r n e w bus for D a r - e s - S a l a a m . W i t h the,_m t h e r e w a s t o b e a l a r g e c o n t i n g e n t of comrades, i n c l u d i n g ^ c h o r a l a n d m u s i c groups, w h o w e r e to take p a r t in a l a r g e g a t h e r i n g in D a r o r g a n i s e d b y o u r R A D e p t , t o g e t h e r w i t h t h e D a r C o u n c i l o f C h u r c h e s . T h e g r o u p bus, s c h e d u l e d f o r 7.30 f i n a l l y m o v e d o f f full a t 8 . 3 0 , f o l l o w e d b y t h e f u l l W o m e n s ' b u s at 9.00. Both were stopped at the gate by the gate-keepers, and a l o n g a n d a c r i m o n i o u s d i s p u t e o v e r p e r m i t s , n a m e s a n d s o o n w e n t on. I d i d n o t j o i n in to d i s c o v e r t h e d e t a i l s , w h i c h r e s u l t e d in e v e r y one e x c e p t the f o r e i g n e r s b e i n g t u r n e d out of the buses. Our visi t o r s w e n t o f f w i t h o u r l i s t e d s p e a k e r , a n d a r r i v e d in t i m e f o r the meeting, w h i c h had a c o n s i d e r a b l e T a n z anian audience i n c l u d i n g several church choirs and priests, but no ANC contingent. The ANC speaker who addressed the a u d i e n c e was not the comrade instructed to d o so b y th e RAD, b u t s o m e o n e e l s e s u b s t i t u t e d o n t h e l i s t by vx p e rsons unknown. Until t he v e r y end of the affair, no one explained th e A N C a b s e n c e ; it w a s s u b s e q u e n t l y l e a r n t that, a f t e r f i n a l l y r e s o l v i n g t h e d i s p u t e a t t h e g a t e , t h e y h a d s e t o u t late, a n d had f i n a l l y h a d a b r e a k d w o n a l o n g t h e road. All o f t h i s s o r r y s e q u e n c e o f d i s a s t e r s a n d f a i l u r e s could, of c o u r s e , b e t h e r e s u l t o f u n f o r e s e e n a c c i d e n t s . But I h a v e been here now for long e n o u g h to k n o w that t h i s s o r t o f t h i n g is n o w regular and expected; t h e d e t a i l s var y , b u t t h e a b y s m a l s t a n d a r d s of i n c o m p e t e n c e a n d c a s u a l i n d i f f e r e n c e d o not. And on every o c c asion when this type of fiasco occurs, there are v i s i t o r s - aid w o k e r s , d o n o r s a n d f a m i l i e s f r o m S o u t h A f r i c a - to s e e it all for t h e m s e l v e s .N o n e o f t h e s e v i s i t o r s a r e e i t h e r d e a f o r b l i n d . They move freely a b o u t this place; t h e y see a g r e a t deal of the normal d a i l y w o r k i n g s in a d d i t i o n t o w h a t e v e r t h e y a r e s h o w n f o r m a l l y by the adm i n i s t r a t i o n ; they talk to all a n d s u n d r y t h a t t h e y p a s s in t h e s t r e e t o r m e e t in t h e g uest house and elsewhere. I k n o w that in so doing, t h e y m a k e o f t e n a c u t e o b s e r v a t i o n s o f t h e things they a r e n o t shown, f r o m t h e s e a m i e r s i d e o f o u r c o m p l e x ; a n d t h e y h e a r a g r e a t d e a l o f g o s s i p , c o m p l a i n t , c r i t i c i s m , a n d a l l e g a t i o n s of m i s p r a c t i c e o f a l l ki n d s . I k n o w t h i s b e c a u s e I a m in a s o m e w h a t e x c e p t i o n a l p o s i t i o n here; I am r e g a r d e d as s o m e t h i n g of a veterar^vith p o l i t i c a l s e n i o r i t y , a n d y e t n o t o f t h e A N C h i e r a r c h y o r an o f f i c e - b e a r e r o r a d m i n i s t r a t o r ; n o r a m I o n e o f t h e m a n y r e f u g e e s h e r e w h o w o u l d l o v e t o g e t away, I a m h e r e a s a v o l u n t e e r a n d f r e e to l e a v e at w i ll . F o r thes<4e r e a s o n s p e r h a p s , m a n y v i s t ors d i s c u s s m a t t e r s w i t h m e t hat they m i g h t r e f r a i n from disc u s s i n g w i t h y o u o r o t h e r o f f i c i a l s . I h a v e b e e n told, f o r i n s t a n c e , b y s o m e G D R v o l u n t e e r s w h o h a v e s p e n t s o m e y e a r s here, t h a t t h r e e or four y ears a g o , H e r o e s D a y w a s a g rand affair; the w h o l e c o m m u n i t y p r e p a r e d a c t i v e l y f o r it f o r d a y s b e f o r e , a n d e n t h u s i a s t i c a l l y ; t h a t o n th e day, t h e r e w e r e L a r g e a t t e n d a n c e s a t e v e r y t h i n g , i n c l u d i n g i e t s e m a , a n d a r e a l l y h i g h s p i r i t , w h i c h t h e y h a v e s e e n de c l i n e f r o m y e a r to y e a r t o t h e p r e s e n t p a t h e t i c state. Others who h a v e s e r v e d in A n g o l a f o r s e v e r a l y e a r s in S W A P O c a m p s c o m p a r e o u r standards of activity, of political involvement and s e r i o u s n e s s v e r y u n f a v o u r a b l y w i t h t h o s e o f S WAPO. What k i n d s of things d o o u r v i s i t o r s d i c u s s ? T h e y a r e all m i g h t i l y i m p r e s s e d with^the''Buildings, the lanscaping, a n d the wide s c o p e b f all t h e o n g o i n g p r o j e c t s . But they are w o rldly-wise enough to k n o w t h a t t h e y w e r e a l l b u i l t by, a n d o f t e n d e s i g n e d b y a n d maintained by outside agencies, foreign aid workers or paid T a n z a n ian w o r k e e r s . ^ f t h e y s e e t h a t a l m o s t a ll t h e w o r k , b u i l d i n g , farming, g a r d e n i n g , m a i n t e n a n c e - a n d e v e n m u c h o f t h e t e a c h i n g a nd c a r e of o u r o w n c h i l d r e n is in t h e h a n d s o f T a n z a n i a n h i r e d staff. They see t hat o u r own c o m r a d e s are g r a d u a l l y retir i n g into the e x c l u s i v e " w h i t e m e n ' s jobs"-, b r a i n - w o r k , a d m i n , a n d s u p e r v i s i n g o t hers. E v e n o u r i n d i v i d u a l h o u s e g a r d e n s , a n d p e r s o n a l l a u n d r y is now w i d e l y seen to be d e l e g a t e d to T a n z a n i a n casual labourers. Our v i s i t o r s h a v e seen, a n d c o m m e n t e d t o me, a b o u t e v i d e n c e o f n e g l e c t an d poor, u n a c c e p t a b l e s t a n d a r d s o f c h i l d c a r e in o u r i n s t i t u t i o n s ; about apparently outmoded, unsatisfactory and authoritarian prac tices at the schools. T h e y h a v e c o n t r a s t e d the c o m p a r a t i v e l y luxurious st a n d a r d s of housing, a b u n d a n t free food and clothing, with a general atmos p h e r e of d i s s a t i s f a c t i o n and bitching, and with wides p r e a d cynicism, apathy, i n e f f i c i e n c y and d i s e n g a g e m e n t from political life or s ocial s e r v i c e activities. And of c o u r s e they h e a r c o m p l a i n t s o f all kinds: c o m p l a i n t s of f a v o u r i t i s m a n d d i s c r i m i n a t i o n in t h e a w a r d o f s c h o l a r s h i p s ; of harsh and totally u n a c c e p t a b l e secur^ity practices and punishments; of c o m m a n d i s m a n d b u r e a u c r a t i c p r a c t i c e s , w i t h o u t a n y p u b l i c a c c ountability; of a r b i t r a r y a p p o i n t m e n t s mad e w i t h o u t p u b l i c reason o r d i s c u s s i o n ; o f d i s r e g a r d o r f a i l u r e to d e a l w i t h t h e d e e p p s y c h ological problems and n eeds for counselling of children without parents and of w a r or p r i s o n - d a m a g e d adults. And over and over again, c o m p l a i n t s o f t h e r e m o t e n e s s , t h e v i r t u a l i n v i s i b i l i t y of th e A N C l e a d e r s a n d t h e i m p o s s i b i l i t y o f m a k i n g a f o r m a l c o m p l a i n t a n d a s k i n g fo r rectification. The hear^twoo, tales of p e t t y c o r ruptions, of the s e l l i n g off of ANC p r o p e r t y or clothes received f r o m d o n o r s ; a n d s o on. I mak e no c o m m e n t on any ' of t h e s e a l l e g a t i o n s , e x c e p t t o s a y t h a t I h a v e h e a r d t h e m a l l f r o m th e m o u t h s o f v i s i t o r s , a n d c o n s t a n t l y e c h o e d b y m a n y o f o u r c o m r a d e s here. iMany of s u c h c o m p l a i n t s a r e m a d e b y l o y a l a n d p r o v e n c o m r a d e s w h o h a v e s e r v e d t h e m o v e m e n t well. If t h e y a r e a g g r i e v e d as m a n y c e r t a i n l y a r e - if t h e y a r e b e c o m i n g t o t a l l y d i s i l l u s i o n e d a b o u t the ANC, a n d o f t e n a n g r y a b o u t it, t h e y d e s e r v e t o h a v e t h e i r allegationsj'heard a n d c o n s i d e r e d . W h e t h e r t h e y are v a l i d o r n o t can o n l y be e s t a b l i s h e d b y f r e e a n d o p e n d i s c u s s i o n . A n d in fact, in place of such open discussion, they are discussed widely everywhere e x c e p t w h e « r e " o f f i c i a l d o m " is p r e s e n t , p e r h a p s f o r f e a r o f b e i n g l a b e l l e d a's " h o s t i l e " .
