2013-14 - Reading Recovery Council of North America
Celebrating 30 Years
of Reading Recovery in North America
READING RECOVERY COUNCIL OF NORTH AMERICA ANNUAL REPORT 2013–2014
Reading Recovery
is a highly effective short-term intervention of
one-to-one tutoring for lowest-achieving first
graders. Reading Recovery’s student results are
rooted in a three-tiered professional development model for teachers, teacher leaders, and
university trainers. Since Reading Recovery
began in North America in 1984, it has reached
more than 2.2 million first graders and trained
tens of thousands of teachers.
The Reading Recovery Council of North
America, Inc. (RRCNA)
is a not-for-profit association of Reading
Recovery professionals, advocates, and partners.
Established in 1996, the Council is the only
professional organization devoted to serving the
priorities of the Reading Recovery community.
Governed by a volunteer board of directors,
membership and participation are open to
anyone interested in Reading Recovery and
early literacy. The more than 5,300 members of
RRCNA work to develop professional resources,
advocate for Reading Recovery, participate in
professional development opportunities, and
support research.

So

your professional priorities
It seems appropriate that this annual report is written
during the Thanksgiving season. After 30 years in
North America, all of us in Reading Recovery have
reason to celebrate and be grateful for the opportunity
to do this life-changing work.
Because we have seen the power of Reading Recovery for
students, teachers, and schools, our plans are usually focused on
doing more, reaching more students and teachers, influencing
schoolwide literacy more deeply. This is as it should be. We know
the need is great. But, during this 30th Anniversary year, it seems
right to celebrate and take stock of strengths.
Among our strengths are these:
• Marie Clay’s legacy of research, practice, and publications
• An outstanding research base recognized by What Works
Clearinghouse and other ratings agencies
• Our strong professional development network of universities,
training sites, and schools
• 30 years of evaluation data that provide information for
school administrators to make decisions
• Strong leadership committed to Reading Recovery and
high-quality literacy instruction

supporters
As we celebrate 30 years in North America, we
are mindful of Marie Clay’s exemplary leadership.
Working closely with colleagues, she developed
protocols for teaching students and providing
professional development that have stood the test
of time. The Observation Survey is widely used,
not only in Reading Recovery for the intensive interpretation
that guides our teaching, but in classrooms across the world.
Her books guide literacy scholars and charge readers to keep an
open mind for new learning and to continue asking questions to
inform the field.
Marie was the ultimate scholar, never satisfied with having
the answer; rather, always wanting to learn more. So many
colleagues have told me stories about the wide reading
Marie would do while visiting their universities. It’s now our
responsibility to keep Marie’s legacy alive as we build on the
rich legacy she has left us.
The Reading Recovery Council of North America is an
outgrowth of this proven approach. Together we are wiser
and stronger than any of us individually.
“To leave no child behind in 1976,
I thought I might try to sail in
an unknown direction to get
those children back to a normal
trajectory. I have enjoyed
sailing in new directions in the
company of staunch supporters
who have chosen to navigate the
same route.”
During my year as president of
the RRCNA Board of Directors,
I was constantly amazed at the

Recovery professionals and the
RRCNA staff to respond (on a
dime!) to our professional needs.
A germ of an idea went from
possibility to press in 6 months to produce the new comprehensive literacy guide, Promising Literacy for Every Child: Reading
Recovery and a Comprehensive Literacy System. The new RRCNA
Professional Learning Toolkits collection is a product of yet
another partnership between Reading Recovery professionals
and the RRCNA staff. We need this kind of leadership to drive
our work. The challenge may be approaching a new district,
getting a meeting with a new superintendent, designing
professional development resources, or figuring out the best way
to celebrate our 30th Anniversary. I know that amazing things
can happen when we work together.

332 new Book List English titles
Whether online or in print, the Reading Recovery Book List is one of
RRCNA’s most valued benefits! Under the leadership of Janet Bufalino,
trainer at Shippensburg University in Pennsylvania, and the North
American Trainers Group, Reading Recovery teacher leaders and teachers
volunteer to review new English titles for addition each year. Spanish titles
are leveled and recommended by the Descubriendo la Lectura Book List
Committee. This year we added 332 new English titles, bringing the total
listings to 4,222 English titles and 1,317 Spanish titles — 5,739 leveled
little books!
5 new Listening Library titles
RRCNA members can hear 69 selected National Conference presentations
on Reading Recovery and early literacy topics. Presenters for the new titles
added this year are Mary Fried, Paulette Moore, Maryann McBride, Jamie
Lipp, and Mary Jo Fresch.

Family Forum and new parent resources
In 2013–2014, RRCNA added new information
for families as well as sample materials to help
Reading Recovery teachers work with families.
A new Family Forum was launched in the spring and
is expected to become an information, communication,
and advocacy resource to help Reading Recovery grow
in the United States. Families who sign up and share
their Reading Recovery stories will receive occasional
emails from RRCNA about beginning reading and
Reading Recovery.
The Journal of Reading Recovery
Published in spring and fall each year since
2000, The Journal of Reading Recovery
(JRR) is a members-only journal devoted
to Reading Recovery teaching,
implementation, research, and
RRCNA news.
Websites
Three RRCNA websites help busy educators,
policymakers, and families find information
about Reading Recovery. More than 100,000
people visited us on the web last year,
generating well over a million page views.
The sites are a hub for teaching resources,
professional development, conference details, and information about
Reading Recovery.

2014 National Reading Recovery &
K–6 Classroom Literacy Conference
More than 2,200 attendees selected from 115
sessions on literacy instruction, student achievement,
assessment, technology, literacy coaching, children’s literature,
administration, and the Common Core State Standards. Keynote
Speakers Mary Anne Doyle, Sharon Taberski, and Brian Pinkney
set the tone by challenging the attendees to deepen their understanding of literacy learning and decision making.
“
Year after year, this conference provides the best literacy professional
development available. I always leave the conference with renewed energy
and new ideas to help my students’ maximize their learning!
I found it humbling to be among so many intelligent, excited, and
knowledgeable teachers. I believe in what I do every day and this
conference validated my efforts and grew me as a professional.
“
Conferences for professional development
The conference sessions were excellent and helped me think about my
teaching in new ways that are useful with the students I have now and
those in the future.
We express our sincere appreciation to the companies that provided
special support of the 2014 National Conference.

Strategically Thinking: Our History and Our Future
This year’s Institute held June 11–14 in Oak Brook, IL, offered 300
Reading Recovery teacher leaders and trainers the opportunity to
expand knowledge of teaching for strategic activity. Julia Douëtil,
trainer at the University of London, United Kingdom, initiated the
intensive study with her keynote session focusing on how to actively
engage Reading Recovery teachers in teaching for strategic activity.
“
Every session I attended fit perfectly with my plans for Reading Recovery professional
development this coming fall and spring. I used up a pad of paper for each session
taking notes!
This was one of the best institutes I’ve attended. It was very informative and valuable
to my position as a teacher leader.
The data pieces will be shared with board members, superintendents, principals, and
teachers this fall. Some of the data and quotes will be on our hallway bulletin board
outside the Reading Recovery offices.

Advocacy for Reading Recovery
and Descubriendo la Lectura
RRCNA’s resources for outreach help advocates tell
the Reading Recovery story as they visit local, state,
and federal policymakers.
ABOVE — California teacher leaders met with U.S. Senator Dianne Feinstein’s
education aide, Katie Gross, at her office in San Francisco. After the meeting,
Gross traveled to Santa Clara to observe two behind-the-glass lessons. Sharing the
professional development experience were Dr. Adria Klein, university trainer from
Saint Mary’s College in Moraga; teacher leaders-in-training Joal Arvanigian from
Berkeley, Kathy Franson from Lompic, and Alicia Henegan from San Mateo; and the
entire Santa Clara teachers-in-training class.
LEFT — Because federal funding plays an important role in Reading Recovery,
RRCNA advocates travel to Washington, DC each year to stay informed about
funding and policy on the federal, as well as state and local level. In October 2014,
Advocacy Chair Lindy Harmon and RRCNA President Janet Behrend attended the
annual briefing of the Committee for Education Funding.

READING RECOVERY COUNCIL OF NORTH AMERICA ANNUAL REPORT 2013–2014 • 16
With Appreciation to All Our Generous Donors
In honor of
Tashia Morgridge
Reading Recovery teachers and their teacher leader in
Ravenswood City School District in California honored
Tashia Morgridge this year by making contributions to
the Reading Recovery Fund. The district draws on the
communities of East Palo Alto and Eastern Menlo Park
from a population that is 79% Hispanic, 10% African
American, 9% Pacific Islanders, and 2% other. Descubriendo la Lectura (Reading Recovery in Spanish) is
also part of the district’s intervention for first graders.
“Tashia’s generous donation for 14 Reading
Recovery teachers for the last 10-plus years has
allowed us to teach over 1,000 Reading Recovery
and Descubriendo la Lectura students in the
Ravenswood City School District.” — Ronda White, Reading Recovery teacher
“Her support of our ESL students provides the
foundation for these young readers to blossom
academically; their future contributions to the
community at large will help transform it!”
— Nancy Bilbao, Reading Recovery teacher
“I am grateful every day for her generosity!”
— Judy Klupar, Reading Recovery teacher
Over the years, many children, teachers, and schools
have benefited from the support of Tashia Morgridge,
her husband John, son John, his wife Carrie, and their
family foundations. Previous contributions trained
17 teacher leaders, funded scholarships for Reading
Recovery teachers at the National Conference, and
supported Reading Recovery’s advocacy work in
Washington, DC. In addition to their RRCNA contributions, the Morgridge family funded Reading Recovery
school and university implementations in California,
Colorado, and Wisconsin.

READING RECOVERY COUNCIL OF NORTH AMERICA ANNUAL REPORT 2013–2014 • 17
With Appreciation to All Our Generous Donors
In memory of
Floretta Thornton-Reid
Floretta Thornton-Reid was a leader and beloved colleague in the Reading
Recovery community. As a Reading Recovery trainer at Georgia State University,
she worked most often with Reading Recovery teacher leaders, teachers, and
school administrators in the southeastern U.S., but her influence and teaching
spread across the nation. She was a popular presenter at national and regional
conferences and over the years headed several planning committees for the annual National Conference and Teacher Leader Institute. She served as president
of the North American Trainers Group from 2008–2010 and as a member of the
RRCNA Board of Directors for 5 years.
Many of us remember Flo wearing brightly colored African dress at conferences
and presentations. In recent years, she helped the Reading Recovery community
observe Black History Month by reading a selection during the National Reading
Recovery & K-6 Classroom Literacy Conference in Columbus.
Her colleagues’ heartfelt tributes capture the respect and admiration they felt for
Flo and her work:
“She was a great leader. She knew when to comfort you, when to push
you, and when to sit quietly with you. We are ever grateful that she came to
South Carolina. She made a difference in the lives of so many children and
their teachers.” — Maryann McBride, teacher leader, Clemson, SC
“Flo was passionate and committed to the art and science of teaching.
She gave much to her colleagues, friends, family, and her church and community. She was who she was
at every moment. What she told you in privacy was exactly what she would say in public. We always felt
relieved when we were in a meeting or difficult situation with Flo because we knew she would be
articulate, fair-minded, reasonable, and accountable in all that she said and supported … We shall
always remember Flo’s warmth, humor, compassion, and profound joy in living — that so marked her life
with colleagues, students, friends, and family.”
— Clifford Johnson, trainer, Georgia State University
In the months before her unexpected death in November 2013, Flo retired from Georgia State University to spend
more time with her granddaughter, Anastasia, and to volunteer her time with a community coalition working to prevent
and raise awareness of child sexual abuse. To the end, she was engaged with family and involved in important work.
