The events will run to the same format as last year and we look forward to seeing friends old and new. Our thanks go to Mr. Brian Dennis of Dennis Motorsport for his enthusiastic support of the events. We wish you a successful day’s motorsport and ask you and your teams to adhere to all the regulations set out below. The Organisers. BRECON MOTOR CLUB SEVENTEENTH AND EIGHTEENTH EPYNT HILLCLIMBS SUPPORTED BY DENNIS MOTORSPORT SUPPLEMENTARY REGULATIONS 1. Announcement. Brecon Motor Club will promote a NATIONAL ‘B’ HILLCLIMB on Saturday 11th June 2016 and Sunday 12 th June 2016 at Mynydd Epynt, near Brecon, Powys. 2. Jurisdiction. The event will be held under the General Regulations of the Motor Sports Association (incorporating the International Sporting Code of the FIA), these supplementary regulations and any written instructions the organisers may issue for the event. 3. Permit. MSA Permit numbers: 11TH June 2016: 94459 12th June 2016: 94460 4. Eligibility. The event is open to all members of affiliated clubs of the WAMC and members of the Lotus 7 Club, TVR Car Club, HRCR, Volvo Owners Club, Triumph TR Register and HSA and must hold a valid 2016 MSA Competition Licence appropriate to the event entered. 5. Championships. The event is a round of the following championships: For the 11th June Event i. The Trident Engineering 2016 Welsh Sprint and Hillclimb Championship. Permit no. CH2016/S094 (Grade E) ii. The TVR Car Club Championship 2016. Permit no. CH2016/S074 (Grade D) The HRCR Hill Climb & Sprint Championship 2016. Permit no. CH2016/S069 (Grade D) iii. For the 12th June Event i. The Trident Engineering Welsh Sprint and Hillclimb Championship. Permit no. CH2016/S094(Grade E) ii. iiii. The TVR Car Club Championship 2016. Permit no. CH2016/S074 (Grade D) The HRCR Hill Climb & Sprint Championship 2016. Permit no. CH2016/S069 (Grade D) 6. Time Schedule for both events. The event format will be as follows: Signing on Marshals 08:30 – 09:45 Drivers 08:30 – 09:45 Scrutineering 08:30 – 10:30 Drivers briefing 09:45 Convoy drive of course 10:05 Practice 10:30 First timed run 13:30 Any driver not signed on by 09:45 hrs may be excluded. The drivers briefing will take place on the Paddock car park. 7. Track Details. The length of the course is approximately 1 mile consisting of one sweeping left hand bend, a long tightening right hand bend, two chicanes and a straight over a brow into a tight junction right with the finish just after. Height gained is approximately 130 metres, an average gradient of 8%. Competitors will be kept in a holding area approximately 300 metres past the finishing line before being sent back down the hill non-competitively. 8. Classes. The event will utilise the following class structure and on the day will run in this order. All vehicles must comply with Technical Regulations S.10 Standard Car Class (SC) (i) Description A category designed to provide low budget competition for newcomers to the sport or those with limited funds. Other than those detailed below, no other modifications are permitted. (ii) Eligible Vehicles Road-Going Series Production Cars – Saloons and Sports Cars produced in quantities of not less than 5000 per annum of unitary ferrous construction, two wheel drive and up to 2litre engine capacity. Competitors are reminded of the first paragraph of J.5.1 It is the competitor’s responsibility to ensure that the car is eligible. Any replacement components fitted must be to Standard Part/Standard Pattern Part. (iii). Cars must compete in all aspects in road legal condition. Fleet insurance policies and/or trade plates are not permitted. (iv) Modifications permitted (i) Roll cages may be fitted but must not accept or assist any direct suspension loads. (ii) Additional safety harness may be fitted but the original seat belts must remain. (iii) The driver’s seat may be replaced with a Competition Seat. (iv) Brake friction material may be uprated. (v) Wheels and tyres Standard wheels and tyres from List 1A only may be used. Standard production car class.(SP) must comply with the M.S.A. yearbook Definitions S10.10.1 Standard Saloon and Sports Cars are defined as Roadgoing Production Cars produced in quantities of not less than 1000 per annum, which must be taxed, insured (no trade plates), and MOT'd where applicable with documents available for inspection. No modifications (optional or otherwise) are permitted which are likely to improve the performance and handling of the car with the following exceptions: i The air cleaner and exhaust system must remain as production or pattern replacement including catalyst if fitted. I In the interests of safety the front seats may be replaced by a competition version which must be fully trimmed, not just a bare shell Pyrotechnic safety devices such as airbags and seatbelt pretensioners maybe disconnected or removed. The standard wheel rim width must be used. The only permitted tyres in this class, are those defined in the current MSA Competitors; and Officials yearbook Technical Regulations (L) List 1A All cars running in the above class must remain in totally road legal form at all times. In the event of an unresolved eligibility problem, the driver of the car concerned may be asked to produce a manufacturer’s catalogue within four weeks of the event in question to substantiate any queried modifications / specifications and allow the championship points to stand. Kit cars, limited production cars, space framed or non-ferrous chassis construction road cars and one- offroad-going cars are not permitted in Class SP Road-going series production car classes. Class 1A: Road going series production cars up to 1400cc, excluding Kit, Replica, Spaceframed and non-ferrous chassis construction cars. Class 1B: Road going series production cars over 1400cc up to 2000cc, excluding Kit, Replica, Space-framed and nonferrous chassis construction cars. Class 1C: Road going series production cars over 2000cc, excluding Kit, Replica, Spaceframed and non-ferrous chassis construction cars. Class 2A: Road going specialist production cars up to1700cc. Class 2B: Road going specialist production cars over 1700cc. Class 2C: Road-going Lotus Elise and Elise derived Cars must comply with the M.S.A. yearbook Definitions S10.10.1 Modified Production Cars Classes Class 3A: Modified limited Production Cars up to 1400cc. Class 3B: Modified limited Production Cars over 1400cc up to 2000cc. Class 3C: Modified limited Production Cars over 2000cc. Class 3D: Modified Production Kit, Replica, Space-framed cars with single engines up to 1800cc. Class 3E: Modified Production Kit, Replica, Space-framed cars with single engines over 1800cc. Cars running in classes 3A to 3E inclusive must conform to the regulations for Modified Limited Production Cars and Modified Specialist Production cars as defined in the 2015 MSA Technical Regulations. Class 5 Sports Libre Cars up to 2000cc and Hillclimb Supersports Cars. Class 6: Sports Libre Cars over 2000cc. Cars running in classes 5 and 6 must conform to the regulations for Sports Libre cars as defined in the 2015 MSA Technical Regulations Class 12A: Roadgoing Series Production / road going specialist cars (Classic Saloons and Sports Cars). Cars must be manufactured before 1972 and must comply with the M.S.A.yearbook Definitions (S) 11 Class RC Modified series production/modified specialist production cars (Stage Rally cars) RC1 Stage rally cars up to 1400cc RC2 Stage rally cars 1401 up to 2000cc RC3 Stage rally cars 2001cc and over All cars in RC1, 2 and 3 must comply with the Blue Book 2015 requirements and definitions for stage rally cars. Car in RC classes are not required to be taxed. Class RR Road going series production//road going specialist cars (Road Rally cars) RR1 Road Rally cars Class HRC Roadgoing series production / road going specialist cars (Historic Rally Cars) This class is open to Historic Category 1, 2 & 3 Rally Cars which must comply with the M.S.A. yearbook Definitions for 2015 (S) 11 (If enough entries are received more classes may be created) Class CC Classic Cars as defined in Period Defined Vehicles (Non Rally) Periods A-E Classic Cars must comply with MSA yearbook definitions Nomenclature and Definitions (B) under Period Defined Vehicles (non Rally) AF Alternative Fuel Cars Cars running in this class will either: (a) Run on a fuel other than "traditional" petroleum fuels (petrol or diesel), or (b) Use technology for powering the vehicle that does not involve solely petroleum (e.g. electric car, hybrid electric vehicles, solar powered etc.) The TVR Speed Championship Classes TVR – A & TVR - B 9. Practice & Event Runs. Competitors will be able to drive the course beforehand in convoy as well as being allowed two practice runs as per S.2.1.2. If a small entry is received three practice runs may take place at the discretion of the organisers. Competitors are also reminded of S.9.2.2, only the driver may be in the car during competition and practice. 10. Competitor Numbering. Competitors must supply competition numbers as per S.9.2.5. and must be affixed to each front door of the competing vehicle. Drivers of shared cars must ensure that the correct number is displayed for each run. Second drivers will share the same number as first drivers but must add an additional number “7” before the number and must be supplied by the competitor. 11. Paddock. Space in the paddock will be extremely limited and competitors are urged to follow marshal’s instructions on arrival. There will be a separate grassed area for parking trailers which must be used. Extra vigilance must be taken to ensure that all persons present do not stray from the paddock and hillclimb area as there will be live firing taking place on the ranges that weekend. Further warnings will be issued with the final instructions. The venue is also adjacent to an assault course which is strictly out of bounds. Any driver or person associated with the driver who ignores this warning will be excluded from the event. 12. Awards. Awards will be presented for first in each class and for FTD, fastest time of the day. Further awards may be given at the organisers discretion. 13. Entries. The maximum entry for the event is 90, the minimum 50. Classes may be amalgamated if no more than three are received. No car may be entered in more than one class or be driven by more than two drivers. A driver may drive a maximum of two cars, which must be in different classes. Should the minimum number of entries not be reached the organisers reserve the right to cancel the event. The entries open on the publication of these regulations and close for both events on the 11th June. All regulations, final instructions and results will be issued electronically. Entries withdrawn before the event will be subject to a £10 administration fee. Competitors wishing to compete on both events are eligible for a £10 discount, i.e. the entry fee will be £180 for both days. 14. Officials. For both events unless stated. Tel: 01873 810870 or mobile 07540989710 15. Provisional Results. These will be published in accordance with H.35. Any protest or appeal must be lodged in accordance with C.5.2 16. Starting Order. Competitors will run in class and numerical order. Cars will start at intervals dictated by the track licence. Competitors must be ready to start their runs and comply with instructions issued by the paddock marshals during the day. Second drivers will be run in a batch after all classes have run. 17. Drivers. Throughout practice and competition, all drivers must wear clothing, helmet and goggles and gloves complying with S.9.2.1. All these items will be inspected at scrutineering. 18. Timing. Competitors will start in their own time on receipt of the start signal. The method of timing will be automatic. Timing starts when the vehicle breaks the light beam and finishes on completion of the run when the vehicle breaks the light beam. Each competitor will be allowed a minimum of two timed runs with the fastest timed run of the day to count. A timing strut is Mandatory for all vehicles as per S.10.9. 19. Red Flags. A red flag means ‘STOP’, if red flagged stop as soon as possible and await further instructions from a marshal. 20. Penalties. There will be two chicanes sited on the course which will be located next to marshals posts. These marshals will be empowered as Judges of Fact. Any competitor whose car makes contact with these chicanes will be penalised 30 seconds for each offence. 21. Animals. Pets are NOT allowed on the ranges. We wish to ensure that as far as is practicable, the health, safety and welfare of our competitors, marshals, volunteers and officials are protected. We ask for your help and co-operation in making the weekend safe for all. Keep your paddock area clear of trip hazards and competitors are advised to keep all dangerous equipment and machinery in safe working condition and only allow a competent person to use the equipment. You are advised to keep all equipment secure. All competing vehicles must use a ground sheet in the paddock. Storage and use of Petroleum Spirit ll petroleum spirit must be stored in metal containers, complying with the relevant British Standard, away from any source of ignition. – Highly Flammable”. after the Event. smoking ban must be enforced by the person in charge of the refuelling process. as clear as possible and that there is NO SMOKING or other source of ignition. Public Safety Paddock is open to the general public and should act in a manner so as not to put either themselves or any other person at risk from injury. Incident Reporting All accidents where any person sustains injury or where damage to property occurs must be reported immediately to a club official.
