Te Puke Corridor Proposed New Speed Limits
Council has proposed the speed limit on the rural sections of the Te Puke Corridor should
be 80km/h to improve safety and reflect the changed function of the road.
There is also a proposal to extend the 50km/h section to the Domain Road side of Te
Puke Quarry Road and to extend the 70km/h limit in the same area.
On the east side of Te Puke the proposal is to replace the present 80km/h section with
70km/h.
Please show which speed limit(s) you support or oppose by ticking the correct box below.
- 80km/h - District boundary: Domain Rd Interchange to 200m west of Collins Lane <

This is a good stretch of road on which i do alot of work on the road side lowering the
speed limit would affect my ability to complete my work in allocated time frames.
Also using safety concerns as a reason to lower speed is a cope out as there are winder
tighter country roads which have there limits at 100km >
- 70km/h - 200m west of Collins Lane to 130m west of Te Puke Quarry Road. < Oppose
The current 70km/h area is fine >
- 50km/h - 130m west of Te Puke Quarry Road to 300m east of King Street < Oppose
There is no need to extend the 50km/h area into a very wide section of rd in an industrial
area >
- 70km/h - 300m east of King St to East end of Waiari Stream Bridge < Support
This is a good idea as there is alot of traffic going in and out of No1 rd including a
retirement home on the corner >
- 80km/h - East end of Waiari Stream Bridge to 35m east of Kenana Rd < Oppose
There is no need to lower the speed limit here this is a great section of rd which only has
1 driveway entering on to it. >
- 70km/h - 35m east of Kenana Road to 100m east of Kaituna River Bridge < Support

- 80km/h - 100m east of Kaituna River Bridge to Paengaroa/TEL roundabout < Oppose
Why change the limit on a good road that when the TEL is open should have less traffic
on it leave it as a 100km/h stretch of highway >
- General comments or other issues < All these lower limits will have a server impact on
Te Puke making it a less attractive destination because of the longer drive time in
passing through here. It also smacks of slowing down the alternative route to force
people to use the toll road. >

The Te Matai road turn off is a hazard. In fact, land was taken off my mother aund aunty
to take away the hill years ago (where the turn off is) in order to enable traffic to see
better as they turned. This never went ahead. If this is not going to change, i request
that the speed limit up Te Matai road also be reduced reflecting this speed - 80km/hr how is it logical that Te Matai road stay at 100km/hr when the road going through Te
Puke is lowered? This has been a previous request of mine to the councel and I was
dismissed and explained that it is a long and difficult process. I expect that it could now
be considered. We have lived here for two years, and throughout summer witness at
least 2 near missess a fortnight by speeding vehicles attempting to overtake logging
trucks on the hill where my home is situated. We live on papakainga land with many
children. I wil feel safer as a mother if the speed is reduced. I see no reason as to why Te
Matai road, at least up until the first corner (where people love to speed from as the
enter the straight) is reduced at the same time. Peoples lives are at risk. >

Why is it that past other schools there is a 50km/hr ((in fact, we often see a 25km/hr
sign dont we?)zone, yet past Te Matai school it is 70km/hr? This needs to change to

given the right to. You also need to consider the Marae, of which several hui tangi and
other family gatherings with many children are at for several days who cross the road to

get to the local waitangi dairy AND the school. I think those attending Te Matai school be
given the same considerations as those attending Fairhaven and Te Puke Primary. >

feel that because of our (local Maori, Tapuika - the low income earning every day people
you vry rearaely hear a voice from)lack of political precence in the community the council
have failed to consider obvious points - that you have a school and Marae in Waitangi,
and that these people have the right to the same consierations as other school in BUSY
areas. And, that if you now have the ability, time and resources to support speed limit
changes past Te Matai road, that you utilise this opportunity to consider the Many
residents living on the Te Matai road straight of which many inconsiderate assholes (yes,
mostly kiwifruit management and contrators whom work up here) whith their logos
printed accross their Trucks, feel is a great straight to speed down (yes speed). Change
Te Matai road, at least until past John Bird Road, to an 80km/hr zone to reflect the speed
limit which they will meet once they arrive to the end of the road. >

This is ludicrous! All it seems you are doing is pushing people to use your fancy new
road. There is NO reason to change this speed limit, you are saying it will improve
safety; when was the last time there was an accident along there? What was the course?
By lowering the speed limit you are just going to piss people off. >

This stretch of road doesn't call for a decrease in speed as it is a commercial area with
hardly any businesses open to the pubic. For instance Pukepine and Purepine's peak flow
of traffic in and out is approx. 5am and 2pm.
What I would suggest is coming up with a way to combat the Kiwifruit seasonal workings
pushing to get out of the road after their shifts. They drive dangerously and course a lot
of congestion. >

Te Puke Corridor Proposed New Speed Limits
Council has proposed the speed limit on the rural sections of the Te Puke Corridor should
be 80km/h to improve safety and reflect the changed function of the road.
There is also a proposal to extend the 50km/h section to the Domain Road side of Te
Puke Quarry Road and to extend the 70km/h limit in the same area.
On the east side of Te Puke the proposal is to replace the present 80km/h section with
70km/h.

- General comments or other issues < Slowing down open road traffic will increase the
frustrated drivers need to over take in urban areas creating more danger for locals and

pedestrians. there will still be a significant number of trucks and local traffic on this road
so it is imperative that the flow is not impeded on clear straighter sections of a Highway.
I agree that the limits need to come down in urban areas, but only where there is
significant foot traffic. I drive sections of this road daily and will continue to after the
bypass is operating, if you drive these roads now you will understand that the proposed
speed limits I suggest are approximately the average speed that is common now on the
different sections.
Spend more money on upgrading the roads not wasting it on pointless speed alterations.
Please tarseal alport and roydon downs road they are beyond a joke.

This road was resealed within the last 12 months to an awful standard. It has been
patched. Are the contractors going to be forced to redo the work to an acceptable

short space of roading. Drivers won't know what they are supposed to be doing where.
Pathetic. They will probably trickle along at 70kph from Domain Road as they tend to
now, causing much frustration to daily commuters. Council should not be accepting
handover of a roading network that is not up to the current open road speed limit of
100kph. >

I oppose the new speed limit changes. I travel on the road to go to work in Tauranga and
back 5 days a week and often use it on the weekend.
The function of a road, whether it be a State Highway or not, is for people to get from AB. I submit that the function of this stretch of road will not change.
When the eastern link is completed, all of the people using the road will be using it to get
somewhere and most will want to do so as soon as possible. The only "attractions" on the
road are the fruit shop on Te Puke Quarry Rd and the Papamoa hills. There is already a
marked lane for turning into that road. There is therefore no reason to reduce the speed
so that road users can have a leisurely drive as there is nothing to see or stop for.
I can count on one hand the number of days when I actually complete that part of my
drive at 100kph. It only takes one person driving slowly to hold up everyone else and so
I submit that it is not necessary to reduce the speed because the road users are forced,
due to the lack of passing areas, to go at the speed of the traffic in front of them.
I submit that safety could be improved by having more passing areas and widening the
road in areas where traffic coming from side roads join onto the main road (like at Te
Puke Quarry Road) so that that traffic can get up speed and merge with the traffic on the
main road safety.
If you want to attract people to Te Puke, make it easier for them to get here, not harder.

This area will be safer simply by having reduced traffic. There is simply no need to
reduce the speed limit. The drop in speed will just anger many local residents and add
unnecessary time to our daily commutes to Tauranga for work, this may lead to angry
drives ignoring the limits and causing an even bigger problem with reckless passing.

This is an absolutely foolish proposal, there are only two driveways along this section of
road, there are no safety gains to be had by making this change. The limit in this area

A large part of this section of road is not residential, and has little to no foot traffic, there
is no real purpose in changing it, the eastern end should remain at 70km/h. >

and nothing is achieved by lowing the speed limit except for annoying local residents. >

Just down the hill from the Vets clinic is the start of 80km/h which is reasonable. With
less traffic travelling this stretch of road I see no reason for a change in speed limits than

changing of the speed limits gets very frustrating when the currently speed is enforce
with the heavier traffic flow, which will decrease when the new bypass opens. >

have been in affect for many years with a higher and greater traffic flow. There should be
absolutely no need to decrease the speed limits once the new bypass is open, due to a
decrease in vehicles using this road. As the roads currently affected are at a higher speed

- General comments or other issues < I would like to thank the Council for the
opportunity to submit on the proposed changes to speed limits on the stretches of SH2
leading to Te Puke.
I cannot stress how strongly I oppose the proposed changes.
I, my partner and many others have chosen to live in Te Puke for its excellent
commuting routes. I work in Whakatane and my partner works at Mount Maunganui.
Te Puke offers all the benefits of being a rural town, the location, lifestyle and outlook
that makes rural New Zealand so appealing, whilst also allowing easy access to both
Rotorua and Tauranga cities and major towns for work.
The proposed changes to speed limits severely damage Te Puke’s potential, both for
residential growth and economic growth, as a direct consequence of the increased travel
times.
I cannot see how the decreased speed limits would contribute to attracting business and
leisure travellers to take the detour to Te Puke and in fact I would expect the opposite
effect.

I agree that safety on this route is of high importance, however considering that $10
million of State Highway money and a further $950,000 of Council money is to be spent
on this stretch of road, I would expect sufficient safety improvements to have been
made. The reduction in traffic volumes and decrease in number of heavy goods vehicles,
as a result of the TEL, would also aid in safer travelling on this route.
On the matter of safety, I find it somewhat odd that the proposed changes reduce the
speed limit through the Te Puke industrial area, which has limited pedestrian traffic and
little need for noise reduction and maintains the faster limit of 70kmph through Waitangi,
which has residential land use either side of the road.
While I welcome the opening of the TEL and feel that it will be beneficial to Te Puke in
reducing heavy traffic, it should be noted that not only will Te Puke’s roading and
transportation links not directly benefit from the TEL SH2 works, but the proposed
changes in fact damage these and limit Te Puke’s potential.
In summary I strongly oppose the proposed changes to speed limits and I suggest that
all speed limits remain as they currently are, with the exception that the speed limit
through Waitangi be reduced.

I have been a resident of Te Puke for the last thirteen years and although I know that
there have been some accidents on SH2 between Te Puke and Papamoa, I see no reason
to reduce the speed limit once the new TEL has been completed.
I currently travel that road to and from work every day of the week, most often, twice a
day, to get my children to their after-school activities. During my travels, there are many
times when the speed limit is governed by the density of the traffic, where a vehicle
might decide to travel at 80km/h and due to the fact that there is a long line of oncoming traffic, all the cars therefore are restricted to a slow speed.
Once the new TEL is completed and provided that there is no change in the speed limit,
cars will be able to pass the slower moving vehicles more easily, which will, in turn, ease
the cases of road-rage which I see on a daily basis.
However, if the speed limit is reduced, then I am sure that there will be more road-rage
as people get frustrated at travelling along at a slower speed. >

traffic means you have to drive with the general traffic at a lower speed than the 100km
limit, however, there are times when it is perfectly safe to drive at 100km. With less
traffic on the road once the bypass opens it should be safer. Leave it as it is until you see
how it goes. Local drivers will be extremely frustrated with the lower proposed limit. >

I propose a 90km/h speed limit on this stretch of road.
I disagree that 80km/h is the best speed limit for this stretch of road.
Currently the speed limit is 100km/h, however most traffic is limited to a lower speed
due to the heavy traffic in the area. Once the TEL is opened, speeds will increase, and
this stretch of road is generally of a good quality for a rural road.
Lowering to 80km/h will increase travel times for residents heading to Tauranga and
Papamoa, and will cause a decrease in productivity for people (due to a increased travel
time)
We need to take advantage of the TEL to increase productivity through decreased travel
times, not artificially and needlessly decrease productivity through reducing speed limits
arbitrarily.

At present cars do not slow down adequately over the Kaituna bridge and at the
intersection with Rangiuru road. It leads to a dangerous intersection, with turning traffic
expecting approaching traffic to be obeying the posted speed limit, but in fact they are
not.
The rest of this area should be 90km/h or 100km/h.
This is another area where an arbitrary speed reduction will cause a decrease in
productivity for local people through increased travel times. >
- General comments or other issues < Te Puke is going to experience a great change
when the TEL opens.
Businesses will struggle due to the decrease in through traffic. Changes to the speed
limits on either side of the town will exacerbate this, as it will make Te Puke even less
attractive as an alternative route to the TEL.
If council is serious about encouraging a vibrant 'boutique shopping experience' then
they ought not to put further obstacles in the path of business owners as they seek to
attract shoppers.
Local residents are also going to notice the change. Where now the roads are clogged,
soon they will be free and easy to use again. But with the proposed speed reductions on
our new empty roads, we will not be able to take advantage of this. TEL will be opened,
and the only people who will miss out of any benefit will be the people of Te Puke.
Visitors will be encouraged not to visit, and locals will find it takes even longer to get
anywhere.
I believe that the proposals are short sighted, and will result in decreased productivity
through increased travel times. I believe it is council's responsibility to encourage local
business, and to free up transport linkages by not putting barriers in the path of people
attempting to move from one place to another, >

There will be less traffic on the road once the new link opens up so do not see why this
needs to be reduced. It may even cause accidents from traffic being impatient and
overtaking especially the straight piece of road by Affco Rangiuru. See this when the
tractors are on the road. It will make our trip into town that bit longer, and for those of
us that have children means an earlier start which can also mean grumpy children and
who wants to deal with that on top of everything else. Definitely oppose this reduction!!!!

highway opens. Stop wasting tax payers money and spending it on cops so they can rip
us off even more and make us feel like criminals especially when the speed limits can
change in an instant and not everyone will know. Cops will be on the road just waiting for
the car that didn't see the ads or read the newspaper. >

There is nothing wrong with this section of road, it is designed and built to highway
standard for traffic to travel at 100kph, after handover it will become a country road
designed and built for traffic to travel at 100 kph. At the moment the average speed is
80kph due mainly to the volume of traffic and still there are major incidents, the majority
caused by driver error, lowering the speed will not make this road safer, lowering the
volume of traffic will. >

discourage people from traveling into Te Puke. This is not what we want to happen to the
town. Please listen to the people. EDGE, Te Puke fast forward do not want the speed
changed. If you cant take advice from these sort of people then what is the point of
submissions.Are the reasons for the change just so the council will not have to maintain
the road as much. You should be looking after the town and slowing the traffic will make
it less attractive for locals and tourists to travel to Te Puke. >

If this 'rural' road (Te Puke Corridor)is to be 80kph then EVERY other 'rural' road must be
the same. This will not improve safety but it will make road users think about using the
'Toll Road' which is not going to end up in the councils coffers and many may bypass Te
Puke because it is so slow. You only need to look at the 90kph area south of Auckland
and how busy the road through Tahuna, has become. This is not one of the brightest
proposals Council has come up with but it probably will be the end of Te Puke as we
know it. On the up side all our rates in this area should drop dramatically if this proposal
goes ahead. >
