Why the Distinction between “Pre-” and “Postconsumer” Recovered Fiber Should be Eliminated One of the barriers to increased paper recovery for recycling is the distinction made between so-called “pre-consumer” and “post-consumer” fiber. Mandates that dictate “post-consumer” content in products often result in distortions in the market-driven demand/supply balance by driving up prices for some usable fiber while placing an artificial barrier to the use of other equally environmentally beneficial recovered paper. Benefits accrue from utilizing all available sources of recovered fiber, not by singling out a specific source as the one that “counts.” It is somewhat ironic that the paper industry, despite the great strides made in recovering our own products, continues to be the only commodity where attention regarding this mandate is placed. Certification Bodies are Shifting Standards Fortunately, major third-party forest products certification groups have taken action recently to eliminate the distinction between and fully value both “pre-” and “postconsumer” recovered paper. Both the Sustainable Forestry Initiative Benefits accrue from utilizing all available sources of recovered fiber, not by singling out a specific source as the one that “counts.” (SFI) and Forest Stewardship Council (FSC) are updating their chainof-custody standards. The SFI board of directors voted in November 2014 to approve the final draft of the SFI 2015-2019: Standards and Rules. AF&PA filed comments supporting proposed changes that eliminate the distinction between “pre-consumer” and “post-consumer” fiber in SFI’s definition of recycled content and in labeling standards for the products that contain recycled content. The new SFI standard, which went into effect on January 6, 2015, recognizes both “pre-consumer” and “postconsumer” recycled fiber as qualifying as certified recycled content. The change also allows SFI chain-ofcustody certificate holders that use recycled content in their products the ability to choose to incorporate a Mobius loop in on-product labeling stating the percentage of recycled content in the product. FSC recommended revising its chain-of-custody standard in late 2013 with a view to include all recovered paper materials as inputs towards FSC credit. MARCH 16, 2015 Caraustar Industries Completes Acquisition of The Newark Group Caraustar Industries in mid-February announced that it completed the acquisition of The Newark Group. Terms of the deal were not disclosed. The Newark Group is a manufacturer of recycled paperboard, linerboard, industrial tubes, cores and other converted products including book covers and packaging solutions. Headquartered in Cranford, New Jersey, The Newark Group has approximately 1,500 employees and operates over 20 manufacturing facilities across North America. “We are excited to add The Newark Group to our company,” said Caraustar President and CEO Michael Patton. “The combination of these two companies offers a compelling platform for future growth and will make us more competitive in the end use customer segments we serve.” Caraustar Industries is an integrated manufacturer of 100% recycled paperboard and converted paperboard products. FSC International and the chain-of-custody working group released the revised standard in late December 2014. It recommends that “pre-consumer” fiber is given full value for certification for both its Recycled and Mix labels. Identification of “post-consumer” content is optional. A 60-day comment period on that recommendation was in effect at press time. AF&PA applauds SFI and FSC actions toward certifying all recovered fiber as equally valued environmentally and economically. Federal and some state government procurement guidelines mandate “post-consumer” recovered fiber content for paper products. For example, the U.S. Environmental Protection Agency’s (EPA) procurement guidelines call for minimum 30 percent “postconsumer” recycled content in office copy paper they purchase. EPA Region 9 has gone a step farther. It adopted a Shared Leadership Project initiative as part of the Federal Green Challenge to purchase only 100 percent “post-consumer” recycled content office copy paper. The underlying assumption is that paper recovery will increase if higher “post-consumer” recycled content is a purchase requirement for certain products. AF&PA is working with EPA Region 9 to show that with paper recovery rates already above 60 percent, higher “post-consumer” recycled content mandates for copy paper will not drive increased paper recovery — but likely result in a shift in utilization of recovered paper among products. A RISI expert opinion piece identifying the economic and environmental impacts of high “post-consumer” recycled content mandates supports AF&PA’s position. RISI’s analysis concludes that an increase in mandated consumption of “postconsumer” recovered fiber in one end-use causes reductions in consumption of recovered paper in other end uses: Our view is that there is strong evidence that recycled content mandates have little if any effect on recovery rates when recovery rates are high, as they are in the United States and across the world generally. The allocation of recovered fiber to paper and paper packaging products is generally most efficient when there are no artificial content mandates. AF&PA’s position is that the distinction between “pre-consumer” and “post-consumer” should not be used in government policies. We encourage federal and state governments to recognize what the marketplace already has and eliminate the distinction between “pre-consumer” and “post-consumer” recovered fiber in procurement guidelines so that all recovered fiber may find its highest-value end-use in the manufacture of new products. From Maine to California, AF&PA is promoting the sustainabil- ity of paper and packaging manufacturing processes and products with policymakers. States across the nation will be determining the role of biomass in complying with President Obama’s Clean Power Plan. AF&PA is the leading advocate in the states for full recognition of the environmental benefits of carbon-neutral biomass in achieving in a clean-energy future. In Maryland, AF&PA continues to fight legislative efforts to remove carbon-neutral biomass from the state’s Renewable Portfolio Standard. AF&PA hosted an advocacy day in Annapolis on January 27 to educate legislators about the industry’s sustainability practices. An AF&PA delegation met recently with newly-elected Governor Larry Hogan and highlighted our industry’s commitment to sustainable practices and economic impact. State advocacy days are being held in Olympia, Washington, Albany, New York, and Harrisburg, Pennsylvania to advocate on behalf of AF&PA members and the products they produce, and the economic contributions they make to local economies. In each state, we are partnering with our members and allies to carry the message from state residents to their capitol. States and local governments are targeting specific products, such as plastic bags and foam foodservice packaging, to control litter and reduce waste management costs. In California, AF&PA continues to fight first-in-the-nation legislation to ban plastic bags and impose a statewide tax on paper bags. Paper and packaging products are being caught in the crossfire, and subjected to unfair taxes and bans in efforts to shift costs to manufacturers. AF&PA’s advocacy plays a key role in promoting our industry’s success in paper recovery, and preserving market access for paper and paper-based packaging. Legislation has been introduced in many states regulating grocery bags. Local jurisdictions and some states are beginning to target coated papers used in foodservice packaging. In California, AF&PA continues to fight first-in-the-nation legislation to ban plastic bags and impose a statewide tax on paper bags. State legislation passed in 2014 would mirror ordinances in force in over a hundred California cities and counties, banning single-use plastic grocery bags and imposing a ten cent tax on paper bags to benefit retailers. Opponents of the bill launched a successful referendum effort to place the legislation on the November 2016 statewide ballot. The legislation is suspended pending the outcome of the vote. In local jurisdictions, AF&PA is leading efforts to educate policymakers on recycling best practices as well as the environmental benefits of paper and paper-based packaging. In Seattle, AF&PA is working to protect and promote the sustainability of recyclable paper-based food packaging. In Houston, AF&PA is on the forefront of efforts to increase paper recovery and recycling in ways that protect the quality of the recovered fiber and ensure its reuse in the manufacturing process. Fees and bans on packaging are expected to remain priorities for local governments, and AF&PA is leading the effort on behalf of paper and packaging products with a significant investment in local government advocacy in 2015. AF&PA advocacy with state and local governments ensures that our industry’s sustainable manufacturing practices are known and recognized by policymakers, and that consumers can continue to choose sustainably manufactured paper and paper-based products to meet their packaging needs. One of the most important changes involved shifting Calhoun’s energy source from coal to natural gas, considerably reducing the mill’s greenhouse gas (GHG) emissions. Align papers are made with up to 50% less wood fiber compared to freesheet paper, and have an environmental footprint 35% to 85% smaller than the average freesheet grade. In addition, by delivering higher opacity and bulk at a lower basis weight than traditional freesheet, Align helps reduce paper, postage and transportation costs. The deal, valued at approximately $1.4 billion, originally was announced on January 6, 2014. With the completion of the NewPage acquisition, Verso will have approximately $3.5 billion in annual sales and approximately 5,800 employees in eight mills across six states. “The combination of Verso and NewPage creates a stronger, more stable company with an effective strategy to weather industry headwinds and reduce operating costs, while ensuring our customers continue to benefit from the distinctive quality and service that they have come to expect from us,” said David J. Paterson, Verso’s president and CEO. “We continue to face increased competition from electronic substitution for print and from international producers, but as a larger, more efficient organization with a sustainable capital structure, we are better positioned to deliver solid results despite the industry’s continuing challenges.” Verso expects the combination to result in substantial cost synergies over the next 18 months. “With the complementary asset base and shared strategic focus on coated paper manufacturing, this acquisition represents a relatively low integration risk, so we remain confident that we can deliver the synergies within the expected timeframe,” Paterson said. Divestiture of Biron and Rumford Mills In a related transaction, immediately prior to Verso’s acquisition of NewPage, NewPage completed the divestiture of its paper mill in Biron, Wisconsin, and its pulp and paper mill in Rumford, Maine, to Catalyst Paper Operations Inc., a subsidiary of Catalyst Paper Corporation. The divestiture, originally announced on October 30, 2014, was undertaken pursuant to a settlement with the United States Department of Justice that enabled the NewPage acquisition to proceed. Graphic Packaging Acquires Folding Carton Converting and Paperboard Mill Assets of Cascades’ Norampac Graphic Packaging International in early February closed the acquisition of several folding carton converting and paperboard mill assets from Cascades’ Norampac Division in Canada. Under the terms of the deal, the purchase price was approximately $39 million based on trailing twelve month sales of approximately $215 million and adjusted EBITDA of approximately $5 million. Significant synergies are expected over the next 24 months, the company noted. “The acquisition of Cascades’ Norampac paperboard assets enhances our position in North American folding cartons and enables us to extend our customer reach in Canada,” said David Scheible, Graphic Packaging’s Chairman, President and CEO. “The transaction is a continuation of our acquisition strategy to grow integrated folding carton converting volumes in key geographies and endmarkets. These assets will broaden our customer base and allow us to offer our current customers a wider range of products,” Scheible said. Two Sides brings together members across the graphic commu- United Kingdom’s Aylesford Newsprint Files for Bankruptcy The papermaking and recycling company Aylesford Newsprint, based in Kent, United Kingdom, on Feb. 24 entered into administration — a British version of U.S. Chapter 11 bankruptcy protection. Allan Graham and Rob Croxen from KPMG have been appointed as administrators. “Significant overcapacity in the newsprint market, coupled with rise of digital media, has created challenging operating conditions for Aylesford Newsprint,” Graham said. “The business has been loss-making for a number of years and was unable to be maintained as a going concern.” Upon appointment of the administrators, the production facility was closed and 233 employees made redundant. The remaining 65 staff have been retained to assist the administrators in the sale of the assets and the decommissioning of the plant. The newsprint manufacturer, which has been operating at its Kent site since 1922, consumes around 500,000 metric tons of recovered fiber per year to produce more than 400,000 metric tons of 100 percent recycled-content newsprint. The mill primarily consumes old newspapers (ONP), mixed paper and old magazines (OMG). Aylesford was acquired by USbased private equity firm Martland Holdings from Mondi and SCA in October 2012. The planned conversion is expected to come online by the third quarter 2016 and will allow for the production of up to 516,000 metric tons of fluff pulp per year once the machine is in full operation. The project will also result in the permanent reduction of 364,000 short tons of annual uncoated freesheet production capacity in the second quarter of 2016. The cost of conversion will be approximately $160 million of which $40 million is expected to be invested in 2015 and $120 million in 2016. Domtar will also invest in a pulp bale line that will provide flexibility to manufacture paper-grade softwood pulp, contingent on market conditions. The value of the deal, including the CHHPP Group’s net debt, is approximately NZ$1.037 billion (approx. USD 892 million). The deal was announced in April 2014 and was cleared by the Commerce Commission (NZ) in August. The global Hardwood Fiber Price Index (HFPI), which tracks prices for pulp logs and wood chips in 14 regions around the world, reached its lowest level since 2009 in the 3Q/2014 when it fell to $96.76 per oven-dry metric ton (odmt). The biggest declines in prices from the 2Q/2014 occurred in Sweden, Russia, Brazil and Australia mainly as the result of a stronger US dollar. The HFPI index has trended downward for over three years when the all-time high of $117.90/odmt was reached. The largest consumption of hardwood fiber in the world is in Brazil where pulp production has been on an upward trend for over two decades. Despite the continued increase in pulp production and the accompanying rise in wood fiber consumption, prices for Eucalyptus logs have not changed much in Brazilian Real terms, WRQ reported. In US dollar terms, the picture is somewhat different, with prices having fallen as the Brazilian Real has depreciated. The Softwood Fiber Price Index (SFPI), which tracks global prices of softwood chips and pulp logs, has been fairly steady over the past two years, fluctuating between $98100/odmt. The major changes in softwood prices in 2014 occurred in sawmill residuals in Western US and Western Canada where prices increased, and in Germany and Brazil where prices have fallen this year. In Western Canada, chip prices have gone up mainly because of higher prices for softwood market pulp (NBSK), to which they often are linked, while recent price increases in Western US have been driven by a rise in the volume of exported chips to Japan. Although wood raw-material costs for the Russian forest industry have not changed much in Ruble terms, the costs in US dollars for pulp logs have fallen dramatically from the 2Q/2014 to the 3Q/2014 because of the weakening Russian currency. Reduced pulpwood prices in Sweden, Russia, Brazil and Australia in the 3Q/14 resulted in the lowest Hardwood Fiber Price Index since 2009. Pulpwood prices have come down to levels not seen in more than six years. Currently, both softwood and hardwood pulp log prices are lower in Russia than in any of the 17 other regions covered by WRQ. The facility was at 88% physical completion as of December 31, 2014. The main milestones achieved in the project’s execution to date include the completion of the electric substation, the startup of the water supply system, the hydrostatic testing of the digester and, most recently, the first ignition of the recovery boiler. The $2.1 billion expansion of the Guaiba pulp mill will add 1.3 million tons of eucalyptus pulp capacity to CMPC’s total output. Approved by the Board of Empresas CMPC in December 2012, the $2.1 billion expansion of the Guaiba pulp mill will add 1.3 million tons of eucalyptus pulp capacity. This new unit is being added to the existing mill, which produces 450,000 tons per year of pulp. Once the new unit is in full operation, CMPC’s total hardwood and softwood pulp capacity will climb to 4.1 million tons per year. “This investment is a milestone for CMPC, the largest in the company’s history. The Guaíba 2 project will almost double our market share of global pulp and help us meet growing demand for high quality wood pulp from clients in all our markets,” said CMPC CEO Hernán Rodríguez. The mill is 100% wood self-sufficient, and will lower CMPC’s average pulp cash cost. The next steps at the project will include the pre-operational chemical cleaning of the recovery boiler, the steam blow of the pipe lines to the turbogenerators, migration of the control systems to the new control room, putting in operation a chipping line in the woodyard and continuing of the commissioning activities in other systems. PAPER2015 CONVENTION DAILY PAGE 33 Paper and Board Market in Central and Eastern Europe to Grow by 2% Annually through 2019 Some 60 percent of paper and board in Central and Eastern Europe is used in packaging applications and this portion is expected to increase to 2019. The paper and board market in Central and Eastern Europe is set to grow by approximately 2% annually through 2019 in volume terms, according to a new study by Smithers Pira. The industry was worth approximately $30 billion in 2013. This was made up of about 19 million tonnes of raw material that was converted into some 18 million tonnes of finished product. It is the political and economic trends in Russia that appear to exert the greatest influence over this market. Whilst this political uncertainty prevails, there is reluctance amongst foreign investors to become too closely involved, while elsewhere in the region investment in modern equipment is improving the general quality of production across the market. A new study by Smithers Pira — The Future of Paper and Board in Central and Eastern Europe — shows that around 60% of all paper and board in this region is used in packaging applications and this proportion is expected to increase over the five year review period to 2019. This is being driven partly by organic growth in packaging demand fed by increasing retail sales — as a result of higher disposable incomes — improving distribution infrastructure and many demographic influences that have a positive effect on packaging demand, from increasing urbanization and population growth, through to aging populations and growing health consciousness. Internet Helping to Drive Demand The decline in demand for newspapers, books, directories and stationery — largely as a result of the adoption of digital technology — is fortunately outweighed by the burgeoning direct mail industry, also tied to the growth in internet and mobile data usage. Conversely, demand for packaging is looking to show sustained moderate growth of 3% annually from 2014-2019. This is driven by growing demand for liquid packaging products, trends to smaller pack sizes, increasing use of retail ready packs, and other trends which tend to stimulate packaging demand, including retail and distribution infrastructure development. This new report by Smithers Pira shows demand for paper and board in Central and Eastern Europe is set to increase by just over 2 million tonnes between 2014 and 2019, of which over 85% will be in the form of packaging products. This incremental demand will be worth nearly $4.2 billion to the industry at constant 2013 prices.
