The Urban Design Overlay in Green Hills has prompted
concerns about what it allows for development.

UDO – it’s a term not many
in Nashville recognize. But the
Urban Design Overlay guidelines are guiding developers
remaking the streetscape and
skyline in hot real estate areas
such as Hillsboro Village and
Green Hills.
There are 17 UDOs in
Davidson
County,
from
Bellevue to Donelson to Music
Row and Lenox Village. Each
is developed with community
input to protect existing character or establish a uniform
look not required by properties’ base zoning.
Metro Council member
Emily Evans wants to add
another to guide development
at the Highways 70/100 split in
the Belle Meade/West Meade
neighborhood.
No other Urban Design
Overlay has generated more
recent discussion than the
guide for Green Hills.
The Southern Land Co.
plans to build a 16-story apartment/office/retail tower on
Hillsboro Pike under the UDO
provisions.
The Southern Land tower
was only the second project
designed within UDO guidelines. The first was the Hill
Center, a Main Street-like cluster of two-story buildings.
Some in Green Hills were
shocked that a building that
tall – at one point 22 stories –
could meet the UDO guidelines. The Southern Land controversy prompted some calls
to revise the Green Hills urban
design plan.

Tennessee law enforcement
across the state reduced
impaired driving fatalities by a
third this year over last. In
2013, due to heightened safety
measures, 101 fewer impaired
driver accidents cost lives than
in 2012.
“Over the holiday season,
impaired driving gets a lot of
attention but for 365 days a year,
it is the number one priority of
the
Tennessee
Highway
Patrol,” said Highway Patrol
Col. Tracy Trott.

revising lot subdivision rules
Proposed changes in rules
about subdividing property often used to tear down one
house and rebuild several - is
scheduled for a public hearing
and possible approval by the
Metro Planning Commission at
4 p.m. Thursday, Dec. 12
The meeting will begin at 4
p.m. in the Sonny West
Conference Center on the
ground floor of the Howard
Office Building , 700 2nd Ave S.
The new rules distinguish
between areas as residential
maintenance and residential
evolving. It would be more difficult to subdivide in mainte-
nance areas than evolving.
Under the proposed rules, a
request to subdivide a lot in a
neighborhood
maintenance
area would require that its lots
be comparable in size as well as
the character of the neighborhood. But the neighborhood
evolving area would not weigh
comparability with adjacent
properties.
The draft regulations are
online at the planning department’s
section
of
the
nashville.gov website. Online
comments can also be posted on
that website.
Around 200 architects, engineers, contractors and others from the building community gathered Thursday,
Dec. 5, at the Cathedral of the Incarnation to build a 15foot-long gingerbread ski village.

Donʼt spend the holidays
sick because of home
December is filled with the
joys of holidays and time with
our families. However, the
month also is commonly filled
with sickness for the folks in
Middle Tennessee. Last week it
went from 70 degrees to freezing in a day! The constant
change in the weather often
leads to sickness such as the
cold.
My first suggestion to keeping healthy is starting where
you spend the most time —
your home. These are some
basic steps you can take in your
own residence, which can help
with long-term value growth as
well as current health standards for you and your family.
• Make sure your home is
dry.
Dry homes minimize moisture and mold, which can trigger allergic reactions and asthma attacks. A humid environment can also be the perfect
breeding ground for cockroaches, rodents and dust mites.
Therefore, make sure you have
a quality drainage system and
avoid stagnant water and
cracks within your home’s
foundation. Humidity within
homes can cause rot, mold and
insect infestation.
• Make sure your home is
clean.
Clean homes have minimal
clutter and dust. Dust can also
trigger allergy attacks and
cause an array of other healthrelated problems. Even though
it is practically impossible to
keep a home completely dustfree, we can reduce the amount
of dust that accumulates within our homes.
• Replace old carpets.
If the carpets in your home
are very old, it’s time to get rid
of them. Dust, mites, toxins and
many other hazardous elements can accumulate in car-
pets through the years. This
can be a reasonably costly
investment so think about how
you can budget for this project
and then complete it in months
to come.
• Strive for cross-ventilation
and maximize sunshine.
Ventilation helps remove
allergens in the air and
improve air quality. Sunshine
provides light and clarity and
keeps things dry. It is also
essential for our personal wellbeing.
• Make sure your home is
combustion product safe.
If you have natural gas in
your home, be sure to have your
system
checked
annually.
Carbon monoxide is a dangerous by-product of natural gas,
and while gas can heat your
home very efficiently, it is
important to make sure there
are no leaks!
• Strive for a toxic chemicalfree home.
Be wary of pesticides and
fertilizers used in your neighborhood. Check out the cleaning detergents you use. Get
your house tested for lead,
radon and asbestos.
A healthy home is a happy
home. As a result, we should all
strive to make our home base as
relaxing,
nurturing
and
restorative as possible. The last
thing you want is to be sick for
the holidays!

Robert D. Collins, M.D., professor of Pathology, Microbiology
and Immunology, Emeritus, died Nov. 28. He was 85. A memorial
service will be held at West End United Methodist Church on
Saturday, Jan. 18, (time to be determined). In lieu of flowers,
donations may be sent to the Vanderbilt Medical School
Endowed Scholarship Program, Alive Hospice, American Rivers
and West End United Methodist Church.
Grants are available for historic sites
The
Tennessee
Wars
Commission and the Tennessee
Historical Commission have
announced a new grant program to protect Civil War and
Underground Railroad sites in
Tennessee. Applications are
now available.
Funding for the grants is
made possible by the Tennessee
Civil War Sites Preservation
Act of 2013, which was passed
this year by the Tennessee
General Assembly and signed
into law by Gov. Haslam.
The new program will help
fund the acquisition of the
properties or of protective
interests in properties such as
conservation easements for
land associated with the 38
most significant Civil War sites
in Tennessee. In addition, the
grants will assist in funding
Underground Railroad sites eligible for the National Register
of Historic Places or for being
designated a National Historic
Landmark.
“This is a significant boost
to our ongoing work to ensure
the permanent protection of
the hallowed ground where
men fought and gave their
lives,” Fred Prouty, Program
Director
for
the
Wars
Commission said. “In addition,
the fund also has the potential
to help preserve places associated with the road to freedom for
those escaping slavery.”
The amount of funds available for grants in Tennessee is
expected to be approximately
$483,000. The grants will pay a
50 percent match. The grant
recipient must provide the
remaining 50 percent of the
costs as matching funds.

The Nashville native’s book
is a collection of 365 of the
daily inspirational messages
that DuBois began sending
then-Senator Barack Obama
during his first presidential
campaign. Over the years,
DuBois grew to serve as a spiritual adviser to President
Barack Obama.
DuBois recognized the stress
of that first campaign on his
boss. He asked Obama if he
could begin emailing him devotionals to read each morning.
These messages included short
snippets of scripture, stories,
quotes and prayers selected to
give the then-candidate for
State Rep. Harold M. Love, Jr., author Joshua DuBois, and
Chairman Roy Herron, Tennessee Democratic Party, visited after

be understood to matter
Our office prepares hundreds of financial statements
each year. Why? Obviously,
financial statements are used to
prepare tax returns and to pre-
pare required governmental
information reports. But what
does a financial statement really tell the recipient? If it were
reviewed it would disclose how

But, we have found that most of
the financial statements prepared and delivered to our
clients are never read. We offer
our clients the opportunity to
allow us to conduct a 30-minute
financial checkup annually, or
more often, if necessary and
that offer is available for all
clients. Through simply sitting
down with clients and reviewing financial statements, we
build a bridge from the past to
the future or educate the client
regarding necessary adjustments during the year.. The session is not time consuming, and
it is highly productive. At a
minimum, it will deepen the
relationships with clients. It
may also generate additional
fees for the practice -- clients
learn that we are more than a
tax preparer/compliance professional.
Here are some basic things
that should be done in each of
these sessions:
1. Explain the financial statements in plain and easy-tounderstand language. The

businesspeople think that the
key to success is increasing
sales volume. They don’t have
an appreciation for how volume
affects both cash and profit.
Many times, increases in sales
may decrease profits or cash or
both. That occurs when fixed
that’s why we all bought here,”
said Michael Carlson. “This is
going to destroy that. There are
better ways to raise revenue to
replace declining Hall taxes.”

goes well the client will consider the session as true strategic
information, not just jargon.

Public hearing Dec. 12
Forest Hills to revise zoning rules

The city of Forest Hills will
hold a public hearing at 5 p.m.
Thursday, Dec. 12, to consider
amendments to its zoning ordinance.
The meeting will be at City
Hall, located at 6300 Hillsboro
Pike.
The biggest change proposed
is in the section dealing with
building on steep slopes. That
is defined as any area within 50
feet of a 20 percent grade or at
800 or higher elevation, said
city manager Amanda Deaton.
The city has been requiring
extensive - and expensive - geotechnical analysis and oversight
for any building within those
slopes. That has been ongoing
since 2010 when a historic rain
event caused flooding and, in
some places, landslides.
“We’ve had time to work
with the code and the changes
are meant to take what we’ve
done in practice and make it
more convenient” for owners,
Deaton said. For example, if
someone wanted to put a fence
on a steep slope, the current
regulations require the geotechnical study. That would be
removed. “Someone doesn’t
have to pay $5,000 for a fence ...
It provides more flexibility but
balances that with protection
for our hillsides,” she said.

Bellevue Christian Church
at Old Harding Road plan a
unique gathering this Sunday,
Dec. 15. After services, members and guests as a group are
invited to walk the church’s
labyrinth.
A labyrinth is a powerful
symbol of spiritual journey
that was introduced into
medieval prayer practices
when traditional pilgrimages to
the Holy Land became too dangerous for most travelers. This
long-forgotten mystical prayer
tool is being rediscovered and
labyrinths are reappearing in
many places today. A labyrinth
is not a maze – the path into the
center and back out again is
well marked. Walking the path
is a prayer practice of "Circling
to the Center," a self-alignment
tool that can help put life in perspective and balance.
Almost 8 years ago church
members decided a labyrinth
would make good use of some
of the land around the church
building.
Plans
for
the
labyrinth evolved over several
years. Landscape architects
were consulted to find the perfect location for the labyrinth,
and a search was conducted to
find someone who could lay out
the pattern for the installation.
At long last, Tim Towers of
west Nashville marked the pattern on the church ground in
May 2008. He, along with
church members and landscape
workers, dug trenches to place
the bricks that marks the path.
The bricks were donated by
the Union Station Brick
Company in Nashville. A sign
was placed in late 2011 to make
the site easier to find on the
church property and to offer
suggestions on ways to make a
prayer walk more meaningful.
Bellevue Christian Church’s
labyrinth is a 7-concentric-circle design, and the path is 3feet-wide to accommodate
wheelchairs.
The labyrinth is free and
available for use at any time.

Recently, in Hermitage, I was
outside the Jacksonian down at
the red light. The traffic was
backed up bumper-to-bumper
all the way to Old Hickory
Boulevard. A Metro officer was
sitting right beside me. A car
came just flying up there. That
officer just sat there. Then
another car went flying by. That
officer just sat there. I went to
the Metro Police Precinct to
find out why the officer didn’t
go after these people. I had to
talk through this little old hole.

came to purchase the fee simple, we went back to the realtor,

A tree service wanted to cut
down my tree. They wanted to
come by and do tree work or
yard work. Do not let them do it.

them cut my tree down and it is
still all out in the front ditch.
They haven’t finished their
work. Do not let them work for
you.
No deer around here
I recently hit a deer while
driving near Warner Park. I
think, from the horns, that this
was a buck. The deer got up and
ran off. My car could not do the
same. The front was damaged.
It needs expensive body work.
These fellows are really big and
heavy. Deer and other wild anni-
mals need to be discouraged
from running around in populated areas like the Warner
Park area. I even think some
people may be feeding them
acorns or deer corn. This must
stop.
Thankful, not ticked off
The recent snowfall, somewhat unexpected, in Nashville
made me grateful for state and
local agencies ready and able to
clear it up for driving most
places. There must have been
some planning ahead to be able
to do this. Salted roads do make
the driving so much safer.
Two houses on one lot
Two homes built on formerly single home lots went up at
two addresses before we knew
about it on Lincoln Court in
West Meade. Some alert neighbors got the zoning changed to
restrict building two houses on
one lot on Lincoln Court in the
future. The new two-story houses do look very nice, I’ll admit.
Vets deserve better
I’m Ticked Off about the
poor quality of health care at
the VA hospitals across the
country and in particular the
Nashville VA. The veterans
deserve better than the medical
care they are getting. It’s a
struggle to have to fight to get
the health care they deserve
and need. It’s a shame and a
travesty this is going on. My
husband is a disabled vet. He is
currently at Vanderbilt getting
treatment. He will not go back
to the VA because of the poor
quality of healthcare and the
attitude of the workers. The
whole VA system just needs to
right back.” That is a signal
about five or more minutes of
stupid commercials are ahead
for our viewing pleasure. I have
tried skipping from one channel
to the other only to find the
commercials are in sync and
the cable channels are in
cahoots. They should stagger
their commercials. While one
has ads, the other should give
news.
TV ads too annoying
I like watching cable news
channels to see what is happening. The announcers talk about
what is happening only about

zips by every 10-15 minutes,
usually 75 percent empty. West
End commuters should take
note of that MTA "improvement" in bus service.
The increased parking on the
very narrow street is not nice
however. Young families with
young, active children live in
this neighborhood. Sometimes
the fathers even set up a soccer
game in the street in the afternoon. The light traffic in the
area makes sweet neighborhood
scenes like this possible.
Doubling the number of people
dwelling on a formerly single
lot doubles the traffic.

consulted with the Metro
Planning Department’s staff

what could be possible via the
amendment process. “The end
goal is to amend the UDO so
that it will guide development
that will be in line with the
community's vision for Green
Hills. But, at the same time,
whatever changes occur as a
result of amending the UDO
also have to be respectful of
existing property rights and
they must also not detract from
the many positives that the
Green Hills UDO already has.”
While many in Green Hills
are concerned about recent
development trends in the area
and the effects of increased
density, McGuire said, “… what
we don't want is for Green Hills
to start moving backwards as a
result of new regulations. I do
believe we can make changes
that will result in smart, sensible growth & redevelopment

you believe redevelopment of
Green Hills commercial core is
inevitable “these UDOs are
absolutely the way to improve
design and walkability because
they give developers an incentive to do the right things.”
Southern Land will spend $1
million to improve its intersection at Richard Jones Road and
Hillsboro, including a safe
crossing for pedestrians.
A UDO can set standards for
building setbacks, size and
height and the density of housing and the ratio of how much
ground buildings cover. It can
set standards for architectural
features such as window and
entryways and building materials. It can set more specific
requirements on parking, landscaping and signs.
Downey urges caution in
changing the Green Hills UDO
because of fears about growth’s
short-term impacts, such as
traffic congestion. “The planners’ job is to think ahead for 50
years and make that work without sprawl and be more walking and more transit oriented.
It’s the right thing to do and
you have to start. … It’s
inevitable that Green Hills will
change and grow. UDOs allow it
to be done smartly.”
McGuire said one of his
goals before he leaves the council is to implement a dedicated
funding source to pay for
improving Green Hills’ infralanes and shoulders and placing rumble strips on roadsides.
Schroer called for strengthened
efforts to get drunk and
impaired driving under control.
Safety
Commissioner
Gibbons emphasized, “We are
being very proactive in making
DUI arrests across the state.
We want to make sure there are
not individuals driving on our
roads under the influence and
holding them accountable
when they are.” So far this year,
state troopers have made 5,911
DUI arrests, a 92 percent
increase
compared
to
structure for drivers and pedestrians.
“The Green Hills UDO currently incentivizes developers
to make roadway and sidewalk
improvements on their own
property. That is great, but it is
simply creating islands of functional infrastructure that are
separated by a sea of dysfunctional infrastructure. Relying
on private developers to
revamp our roadway and sidewalk network will only get us
part of the way there. We need
to look for ways to fix the infrastructure problems in the nearterm because more redevelopment of the Green Hills business district is very likely over
the coming decade.
McGuire hopes that can be
accomplished by changes in
state legislation with the help
of the Davidson County’s delegation but is exploring other
options. He said: “Ideally, this
funding source would capture a
portion of the sales tax generated within the Green Hills business district and put that
money towards fixing our
infrastructure. Under that scenario, the people who come to
Green Hills for shopping or
entertainment but that are not
residents of the area would be
paying for the majority of our
traffic improvements.”
McGuire does not want to
see an added tax or assessment
for shoppers or business owners.

at the home of Sylvia Roberts, where the chairs of the
show, Ashley Heeren and Vickie Mertz, introduced
Atlanta artist Steve Penley as the 2014 Featured Artist.
Born in Chattanooga and raised in Georgia, Penley
began drawing at an early age and attended the
University of Georgia and the School of Visual Arts in
New York City.

A warm thought on these cold and then going down to the bench. And, then, so if our child looks like he’s drowning we can
stretching. And, then, it was over. I had survived. text to avoid our having to actually get up, dive
days.
As I trudge to pull on my work out clothes, I
am reminded that it is not for today that I am
headed down to Barry’s, but for May 28th that I
am headed down to Barry’s.
On April 1, of last year, I was trying to figure
out why in the world I had joined Barry’s Boot
Camp. Older than most by about 20 years, I
looked around at all the flat stomachs and tattoos and thought I had landed in The End of
the Alphabet- all the Xs and Ys were radiantly
merrily running about…and I, standing on my
treadmill in horror, was going to be representing
the Generation Z, apparently.
I sucked in. I stole a glance of me sideways
and sucked in even harder. I was the only one in
a running skirt and gold hoop earrings. The only
tattoo I had was my readers. I sucked in again
and hid my glasses in my sports bra.
Josh turned down the lights and cranked up
“Blurred Lines”.
It’s blurry from there. I remember running and
going down to the bench and then running and
then going down to the bench and then running
Why is it that all year long we buy undergarments, too tall heels, and only solid/linear
clothes so that we look taller, leaner, and more
put together, only to let all it all loose on May
28th? As I struggled over whether to wear a
one piece – to be less naked- or go with the two
piece in an effort to tan the white stomach, the
reality of what I was about to do became ever
too clear: I was going to be walking virtually
naked in front of people whom I would no more
walk around naked in front of than the man in
the moon.
It is a weird concept, really. If we all looked
like the models who advertise the suits, it would
be one thing…but without airbrushing, a fan
blowing our hair seductively around our curves,
and the lighting adjusted ever so slightly when
we walk in our high heels towards the lounge
chair, we look like winterized people with strips
of tight cloth walking around naked. “The empress hath no clothes”- or pride!
I think everyone my age has mastered the
demure drop of the cover up and the hasty hop
to the chair. We have the lifeguard on speed dial,
in, and emerge- our emergence more a wet
Medusa than The Birth of Venus.
So, as we sit at our windows waiting for the
snow to melt and the children to get back to
school, as we don our big winter coats and look
for our gloves, let us remember that All that Glistens is not gold. That warm summer sun for
which we yearn today is the same piercing sun
that demands that the clothes come off to reveal
what we have seductively hidden all winter. I say,
“Enjoy each and every one of these well clad
days…for tomorrow we shall reap what we have
sown!”
I encourage us all, during these gray winter
days, to see the joy in jeans, and sweaters, and
fires, and food. What may be glistening outside
today may be snow and ice, but what glitters in
our future may be fool’s gold. Because, it is only
The Fool who starves and works out all winter
in order to walk around naked and cursing all
summer long!!!
