Bob Hetler to Retire June 30 After serving the NDHSAA for thirty years, Bob Hetler is moving on to another chapter in his life. Hetler said it has been a great ride and a career decision made in 1978 he never regretted. “I feel very close to the forensic, play and music people I have served and hope I have positively impacted the lives of some students along the way.” He also thanks all the school administrators and college people who helped make his job so enjoyable. Bob started with the NDHSAA in August of 1978 as the coordinator of all forensics, drama and music activities and in charge of publications and press relations. Before that he taught junior and senior high school English at Northwood from 1965 though May of 1978. While at Northwood High School, he was the director of speech and drama activities, an assistant football coach and elementary basketball coach and was a member of the NDHSAA Speech Advisory Committee. Hetler has a B.S. Degree in Education (Communication, from Mayville State University, 30 graduate credits from the University of North Dakota/North Dakota State University.) While in Valley City, Bob has been president of the Optimist Club, Chairman of United Way, and served on two Valley City Public School Building Committees. He has also been the starter for the Dakota Region Soap Box Derby in Valley City for eleven years and served 7 years on the Our Saviors Lutheran Church Council. He is presently a member of Faith Lutheran Church, the church choir and is in his 31st year as a Sunday School teacher. Hetler served 20 years as Treasurer and board member of the Communication, Speech and Theatre Association, and was 1992 inductee of the CSTAND Hall of Fame. He also served as an associate board member of the North Dakota Music Educators Association. The following are career highlights: 1983-1987 - Section 5 NFHS Speech Advisory Committee representative 1987 - NFHS Award for Contributions to Speech and Debate 1989 - North Dakota Speech and Theatre Service to the Profession Award 1990’s - Section 5 NFHS Records Committee member 1990 -1994 - Sec 5 Music Committee Representative 1992 - Inducted into North Dakota Speech and Theatre Hall of Fame 1995-2001 - Associate Editor of the NFHS Music Journal 1995 - NFHS Outstanding Service Award for contributions to music 2001 - Speech and Theatre Service Award – 35 Year member 2002-2005 - Chair of NFHS Speech Committee 2003 - NFHS Award for Contribution to Speech and Music Activities 2008 - NDHSAA Distinguished Service Award 2008 - NFHS Citation to be Awarded at Summer Convention Bob and his wife Ilene will soon celebrate forty-two years of marriage. They have two children, Janelle and Todd. Janelle is married to Kipp Stender and they have two daughters: Abigail (8) and Izabella (6). Kipp is an elementary principal and Janelle teachers 5th and 6th grade science in the La Qui Parle School District, Madison, MN. Todd is married to Sheri Dokken and they have 3 children: Kelly is 8, Caleb is 6 and Emma is 4 months of age. Todd teaches, coaches and is the athletic director at Calvin Christian Middle School in Blaine, Minnesota. Thank You for a Good Year! The NDHSAA staff and Board of Directors take this opportunity to thank all school administrators, activities directors, coaches and managers who have helped make 2007/08 a good year. With all of the organization and decisions that have to be made for the good of our students, this gigantic job could not be accomplished without teamwork. We appreciate the time you spend as managers and committee chairpersons. We appreciate all the committee work it takes to keep all activities viable with the times. As we speed along in the twenty-first century, change will always be on the front burner. We appreciate the optimistic tone of our members in working hard to solve the problems of the day and yet offer so many great opportunities for our youth. Thank you and have a restful summer. Re-Design of Website The NDHSAA website will take on a new look beginning July 1st. We are re-designing the website in order to better serve our member schools. We surveyed superintendents, principals, activities directors, coaches, parents, students, and other people interested in high school activities in North Dakota concerning what should be included in the new design. We had a great response to our survey and gathered a multitude of ideas on how we can better serve our member schools through our website. School contacts will be notified of changes via email and additional information will be offered at the Administrative Summer Meetings in August. Watch for changes! 2 May BULLETIN 2008 2008/09 NDHSAA Rules Clinic Dates and Locations NOTE: Remember, renewal registrations are due by July 1st without penalty. Deadline for registration of officials for each sport is the last clinic date. All meetings begin at 7:00 p.m. local time unless otherwise noted. For organizational purposes a rules clinic schedule for all NDHSAA sponsored sports appears below. Also, football, basketball, volleyball, swimming, wrestling and tennis rules clinics will be offered for coaches at the State Coaches’ Convention for convention attendees only. Each basketball official must have officiated or have been a supervisor at an NDHSAA approved rules clinic/day camp within the previous three years to be eligible for officiating region and state tournaments. Online exams must be taken each year by every football, volleyball, soccer, swimming, hockey, gymnastics, basketball, wrestling and baseball officials and coaches. Testing windows for each sport along with the schedule for football, basketball and volleyball officials workshops are listed elsewhere in this issue. The attendance is mandatory of head coaches and all officials at one of the rules clinics. Officials and coaches may fulfill attendance requirements by attending any official rules clinic conducted by any of the state associations and having their attendance card sent to the NDHSAA office for credit. NOTE: THERE ARE NO MAKE-UP RULES CLINICS! A COACH/OFFICIAL MUST ATTEND ONE OF THE CLINICS or CLINIC/ DAY CAMPS PER SPORT LISTED IN THIS SCHEDULE. A SCHOOL MUST PAY $50 FOR NON-ATTENDANCE OF A COACH AT ONE OF THESE CLINICS. THE SECOND NON-ATTENDANCE VIOLATION BY A SCHOOL IN ONE YEAR WOULD RESULT IN A $100 FEE. Remember deadlines: 1. Reporting qualifiers –Sunday, May 18 at Noon (Central Time) 2. Declaration of athletes – Tuesday, May 20 at 5:00 p.m. (Central Time) b. Check the web site the evening of Sunday, May 18 to be certain all of your athletes that have qualified for the state meet are entered in all their events. c. Heat sheets will be posted on the NDHSAA web site. Heat sheets will not be provided in the packets. If you wish to have copies, you will want to print them from the web site. Make certain it is the final heat sheets rather than the first draft. 2008 Participants Must Be Accompanied Please be reminded all individual and team participants in an NDHSAA-sponsored event must be accompanied by a coach or an authorized faculty member of the participants’ school as per Article III - Contests, Section V of the By-Laws. Managers of regional and state NDHSAA-sponsored activities have been notified to strictly enforce this rule. No participant or team will be allowed to participate without a coach or faculty representative present at the contest. 4 May BULLETIN 2008 2008 Track Housing at Bismarck State College Housing will be available for the 2008 State Track & Field Meet at Bismarck State College for state track participants and team coaches only. Room Rates for Residence Halls are as follows: $16.00 PER PERSON PER DOUBLE ROOMS $20.00 PER PERSON PER SINGLE ROOM Residence Hall Regulations • Please call in advance to make a check in time and appointment. Check in with the Residence Supervisor at arranged time. Please call the Residence Supervisor’s cell phone upon arrival especially if at a different time than prearranged. Check out time will be 10:00 am. Leave keys with Residence Supervisor in designated area. Swensen Hall – 391-2611 Werner Hall – 391-2612 • The use of alcoholic beverages or legally restricted drugs is prohibited in the resident housing. BSC is a Tobacco Free Zone effective January 1, 2006. Smoking and the use of chewing tobacco are prohibited anywhere in BSC buildings, on BSC property and/or BSC rented property by employees, students and visitors. For the health and well being of everyone on campus, please refrain from using tobacco. • There is a phone and cable jack available in each room. Local calls are free. (BSC does not provide telephones or televisions.) No furnishings shall be removed from the resident housing. Public phones are available in the entryways of the residence halls. • Pets are not allowed in resident housing. • Meal preparation is not allowed in the resident housing rooms. A stove and microwave oven are available to residents in common areas of the housing. • Because of our BSC summer students, quiet hours shall be maintained after 11 pm. • Room fees per person, per night do not include linens, blankets or towels. Payment must be made to the BSC Business Office upon billing. • Keys will be available the day of check in and given to the person responsible for checking the group in. • Keep windows closed at all times during hot weather so air conditioner can work properly. (Swensen Hall only) Werner Hall does not have air conditioning. • The shower and bathroom facilities are identified on each floor, so Men and Women are posted on all floors. Participants and coaches will be housed at Greg Butler and Hillside Halls on the University of Mary campus for Thursday, May 22nd and Friday, May 23rd .The charge for housing is $8.00 per person per night. Participants must bring their own towels, wash cloths and bedding, including pillows. Keys will be issued to coaches. Lost keys will be billed out at $50.00 each. Please call Therese Miller at 701-355-8089 for reservations. Award of Excellence Recipients This list is in addition to award recipients listed in previous issues of NDHSAA BULLETINS. The NDHSAA honors recipients of the National Federation Award of Excellence. Individuals, teams, coaches, schools or fans who show exemplary sportsmanship in competition may be nominated. A nominator may be an individual, parent, administrator, game official or other school personnel. Nominations should be sent to the NDHSAA office. Nominators: Umpires Jay Schneider and Justin Klein 5 May BULLETIN 2008 State Class B Girls’ and Boys’ Golf Tournament Information The State Class B Girls’ and Boys’ Golf Tournaments will be held in Fargo on Tuesday and Wednesday, May 27 & 28 with Jon Erickson, [email protected] , as manager. The girls’ tournament will be played (18 holes each day) at Oxbow Country Club & the boys’ at Rose Greek Golf Course. Day one, the manager shall flight the number 1 golfers, the number 2 golfers, etc. Individual qualifiers shall be flighted with players of like scores from the regional tournaments. Day two, golfers will be flighted using the first day scores. Coaches are to register players at 8:30 a.m. on Tuesday at their assigned courses. A meeting for rules and interpretations by the club pro will be held at 8:45 a.m. prior to tee-off. Play begins at 9:00 a.m. Tuesday local time the first day and 8:00 a.m. Wednesday. No substitutions will be allowed in the State Tournament. The same six players on each team will play the entire tournament. Coaches will be assigned as marshals. The club pro at each course as designated by the NDHSAA will be available to help with any rule interpretations. Practice before tee-off time on the days of the tournament will be limited to the driving range and practice green. Practice rounds may be played on non-school days prior to the tournaments, but tee times must be made and green fees must be paid. Call the courses to make arrangements for tee times. *Schools near the tournament sites should practice prior to the tournament weekend so tee-times we request on that weekend are minimized. Be honest; count every stroke. 2. Make sure you know how many strokes to add for each specific penalty. Don’t guess; ask the tournament manager or club pro. 3. Don’t move, talk or stand too close to a player while he/she is making a stroke. 4. Don’t play until the group ahead of you is safely out of the way. 5. Play without delay but stay with your foursome. Leave the putting green without delay with your foursome. 6. Each person should call out his/her score as soon as you have holed out so the score is verified. 7. Replace divots, smooth out bunkers, etc. 8. Don’t step in the line of another golfer’s putt. 9. Keep control of your temper. Do not use offensive language or throw clubs. 10. Be a lady/gentleman at all times. Do what is proper and sportsmanlike. 11. Electronic devices are not to be used on the course at any time. ACT-SAT National Test Dates Administrators, activities directors and coaches should remind their students of the following 2008/09 dates so that they may avoid conflicts. ACT National Test Dates June 14, 2008 October 25, 2008 December 13, 2008 February 7, 2009 April 4, 2009 June 13, 2009 6 May BULLETIN 2008 SAT National Test Dates June 7, 2008 October 4, 2008 November 1, 2008 December 6, 2008 January 24, 2009 March 14, 2009 May 2, 2009 June 6, 2009 Class A Boys’ State Golf Tournament The Class A Boys’ State Golf tournament will be a 36-hole event to be held on June 3rd and 4th at the Heart River Golf Course in Dickinson with Calvin Dean [email protected] as manager. NOTE: This is a soft-spike only course! Coaches are asked to call the pro shop at 701-456-2050 for practice times prior to the tournament. Coaches are to register players by 7:30 a.m. on the first day with tournament officials at the golf course. A meeting for rules and interpretations by the club pro will be held at 8:00 a.m. prior to tee-off. Tee-off times are 8:30 AM the first day and 8:00 AM the second day. Pairings: The first day’s play will have the number one players from the qualifying teams beginning with the No. 1 players from the first two teams from the West and East – continuing through all qualifying teams. Individuals who qualify shall play with No. 1 players the first day. The No. 1 players shall be first off the No. 1 tee. The second day, players shall be grouped so golfers with higher scores shall tee-off from the 10th tee and golfers with lower scores shall tee-off from the 1st tee. No team shall have more than 1 player in a group. No substitutions will be allowed in the State Tournament. The same six players will play the entire tournament. The manager may ask coaches to monitor threesomes/foursomes on the course. Coaches shall not be allowed to play either day during the tournament, but may play when tournament play is completed each day. All rule questions, or possible violations will be judged by the local golf pro during play. Awards: Team trophy for 1st, 2nd and 3rd place. Chr. and Board mtg) April 15 - Valley City June 10 - Athletic Review Valley City June 17-18 - Valley City 7 May BULLETIN 2008 State Class A Baseball Tournament The State Class A Baseball Tournament will be held at Mandan’s Memorial Ballpark, May 29 - 31, with Lorell Jungling as manager. If inclement weather prevails, the tournament manager shall postpone the tournament as necessary. Tournament games will begin daily at 11:30 with the 3rd game beginning at 4:30 State Pairings: • 1 west vs. 4 east • 2 east vs. 3 west • 1 east vs. 4 west • 2 west vs. 3 east * The higher seeded team will be the home team and have choice of dugout. If like seeds play, there shall be a coin-flip to determine the home team. The home team or nearest team to the tournament site will play the last game of the state tournament’s first round. If there are multiple teams from the tournament site, the highest seed will be the home team. The pairings will remain the same, but game times will be adjusted. The schedule will be determined following the region tournaments. Between games each team will be allowed a 10-minute warm-up period on the playing field, but no batting practice will be allowed on the main diamonds between games. If inclement weather prevails, the tournament manager shall postpone the tournament as necessary. Tournament games will begin daily at 11:30 with the 3rd game beginning at 4:30. The clinics are mandatory for the head speech coach, head debate coach, first year one-act play director plus the vocal music director, the strings director and the instrumental music director (if there are two or more positions) from each high school music department. Except for the clinics at the CSTAND Convention in Mandan, others are coordinated with the time of boys' basketball and wrestling clinics so that all coach attendees from the same school may car pool. Approved the hiring of Brian Bubach of Maddock as Assistant to the Executive Secretary to replace Bob Hetler who is retiring as of June 30th, 2008. Approved a report from the Promotions and Program Committee. Approved the formation of an ad hoc Class B Redistricting Committee with appointments to the committee of four Class B athletic administrators (SE, SW, NE, and NW); one coach per sport to represent girls’ basketball, boys’ basketball and volleyball; the NDHSAA Board members serving on the Class B Redistricting Committee and Dave Nelson representing the NDIAAA. Approved allowing Class B schools to experiment with the use a 35 second shot clock for boys’ and girls’ basketball provided the game is a non-district game that is being played in a facility where the clock has been installed and all schools involved agree and have submitted a request to the Executive Secretary. Approved a request from Devils Lake to allow their junior varsity girls’ basketball team to begin their season on December 4, 2008 which is one day earlier to allow participation in an Invitational Tournament. Tabled the request for approval of an application for a cooperative sponsorship in wrestling between Cavalier and North Border until more information is obtained. 2. Approved a request to waive the two games per week followed by a school day regulation for the purpose of rescheduling weather related postponed contests for spring activities. Summary of Special Board Meeting - April 29, 2008 1. Approved a tabled request for a cooperative sponsorship between Cavalier and North Border (Walhalla) for wrestling. 2. Changed the Class B Boys’ Region 3 site from Grafton to Lakota because of course conditions. 3. Informed the final football plan is being sent to member schools. Prize: The first person to e-mail [email protected] will receive a free NDHSAA centennial notebook. 12 May BULLETIN 2008 2008 Volleyball Regulations (No new regulations for the 2008 season) 1. Season begins on the date set by the Board and concludes with the State Tournament. 2. There shall be at least 9 daily practice sessions prior to the first match. Individual participants must have participated in at least 9 daily practice sessions before being permitted to participate in an interscholastic contest. 3. The season for each team is 16 regular season matches plus 2 tournaments or 14 matches plus 3 tournaments or 12 matches plus 4 tournaments. (No team or individual may play more than four regular season tournaments.) 4. Individuals shall not compete in more than 6 games on any one calendar day except in tournament play. Also the individual game limitation is six times the number of allowable matches plus tournament play. 5. Deadline for regular season play will be the Saturday prior to the regional tournaments. 6. In the event a host team does not use the libero, the visiting team will be responsible to supply a tracker (this is by prior mutual agreement) 7. The libero player will be allowed to serve in one of the six rotation positions. 8. First place from each Class B region shall advance to the State Tournament. 9. All Regional and State play will be best-of-five-game matches with rally scoring. 10. Officials will be contracted by the NDHSAA. Assignment of officials for regional matches may be made by the NDHSAA or the tournament manager. Officials working the State A Tournament will be the top three selections from each region. Officials working the State B Tournament will be the top selection state-wide from Regions 1, 3, 5 and 7 plus two at-large officials. Assignments of these officials for State Tournament matches are made by the NDHSAA office one week prior to the tournament and officials will then be notified of their specific assignments. Only NDOA and reciprocity officials are eligible to work regional tournaments and only NDOA officials are eligible to work the state tournament. 11. A floor captain, statisticians, desk officials, ball return workers, ticket takers and sellers, ushers, etc., are to be obtained by the tournament manager. Desk officials are required to wear distinguishing uniforms so they can be readily identified. 12. It is recommended that registered officials be used as line judges. The NDHSAA will attempt to contract local officials for the state tournament as no mileage or per diem may be paid. These officials will receive two tournament passes plus a per-match fee. 13. No practice will be allowed at the Regional Tournament site on the day prior to the start of the tournament or any time once the tournament has begun. 14. In Regional and State Tournaments, schools may have a 15 player roster and the maximum number of players dressed for a match is also 15. If disciplinary action of a player is taken by a coach removing a player because of violation of any Association rules, a player may be replaced by someone else for the tournament. If disciplinary action is taken by the coach for reasons other than NDHSAA rules and regulations, a player may not be replaced. Any changes in the roster must be cleared with the tournament manager beforehand. It is not necessary to use the same players in Regional and State Tournaments. 15. Regulations prohibit the use of video equipment by schools except for the match they are playing. This does not prohibit stations that have contracted for the televising of tournaments from video taping or filming for delayed telecasts. Private individuals may use video recorders at NDHSAA-sponsored events provided they do not interfere with other people's view of the game. Tournament managers will determine if individuals are causing any viewing problems. 16. Junior Varsity matches are best of 3 game matches. In the event a team wins the first two games, the third game may be played by prior mutual agreement of the competing schools and the officials have been informed of this possibility in advance. 17. Junior Varsity warm-up shall be standardized. JUNIOR HIGH REGULATIONS: 1. The junior high volleyball season shall be no longer than the high school season and each school may set their own starting time. Season must be completed by April 1. 2. Matches shall be 2 out of 3 game matches. 3. Teams shall play a maximum of 12 matches and no tournaments or 11 matches and 1 tournament or 10 matches and 2 tournaments or 8 matches and 3 tournaments. 4. Registered Association officials shall be provided in all cases possible. Non-registered high school students shall not be used as referees. 5. There shall be at least 9 daily practice sessions prior to the first match. Individual participants must have participated in at least 9 daily practice sessions before being permitted to participate in an interscholastic contest. April Centennial Quiz Winner Superintendent Brad Webster of Rolette is the April Centennial Question winner. 1950 was the first year the NDHSAA sponsored baseball for all schools. Thank you to everyone who helped NDHSAA celebrate 100 years of service to schools by participating in the NDHSAA Centennial Quiz throughout this school year. 13 May BULLETIN 2008 2008 Cross Country Regulations Board approved recommendation for 2008 season: 1. NDHSAA shall contract a chip timing system to be used at all State Cross Country meets. 2. Provide 11 individual and runner-up plaques to be presented at the State Cross Country meet. 3. Change state cross country registration deadline to Monday at 10:00 am prior to the state meet Cross Country Regulations 2008 Regulations as approved by the NDHSAA Board of Directors: Cross-Country: 1. The beginning date of the season is set by the Board. 2. The date for the first allowable meet is set by the Board. 3. There shall be at least 9 daily practice sessions prior to the first meet. Individual participants must have participated in at least 9 daily practice sessions before being permitted to participate in an interscholastic contest. 4. The season ends with the State Cross Country Meet. 5. 5000 meter run for boys; 4000 meter run for girls. 6. Each individual participant is limited to competing in two cross country meets per calendar week. 7. Cross country participants cannot compete on two consecutive days. 8. 7th, 8th and 9th grade students involved in cross country may compete at either the junior high or senior high level the entire season but may not compete in more than two meets per week. 9. Through the use of the adjusted score procedure, those schools who enter or compete with fewer than 5 on a team will still post a team score. • If fewer than five members of a team finish a race, the score of the remaining slots up to five will be a score of one more (plus two more, etc.) than the field that finishes. • Schools with more than five members finishing the race shall have their five highest finishers’ scores count toward the team championship. Ties in team scoring shall be resolved by comparing the sixth runner’s score from each team. 10. Uniform rules as set by the National Federation shall be enforced. 11. Use of golf carts, bicycles and other means of transportation at the course shall be limited to officials and workers of the State Meet. 12. Require a stagger in the start lanes if vacant lanes are present. 13. Recommend two-meter wide starting positions Junior High Regulations 1. Season may begin no earlier than first allowable day for high school season. 2. No more than two meets per week permitted. 3. There shall be at least 9 daily practice sessions prior to the first meet. Individual participants must have participated in at least 9 daily practice sessions before being permitted to participate in an interscholastic contest. 4. Length of the course - 3000 meters. 5. Season ends the same time as the high school season. 6. 7th, 8th and 9th grade students involved in cross country may compete at either the junior high or senior high level the entire season, but cannot compete in more than two meets per week. Guidelines for Summer Practice The following are guidelines relative to out-of-season practice and the legal use of gymnasiums. As many people call the NDHSAA office concerning the legal guidelines during the summer months, the following section is copied from page 36 of the 2008/09 NDHSAA Constitution and By-Laws Handbook (available on the NDHSAA website). As Schools may open their gymnasiums or facilities for recreational activities during out-of-season periods when in accord with the following guidelines: 1. The gymnasium is open to all students for participation. 2. A variety of activities is available to students and are not limited to one sport or activity on a given date. 3. There is no coaching or instruction in the skills and techniques in any sport that is “out-of-season” under NDHSAA regulations. 4. There shall be no group pre-conditioning exercise practice prior to the start of the season. However, an individual can do this by himself/herself, but not with the coach. 5. Participation is voluntary and is not required directly or indirectly for membership on a high school squad. 6. Comparable opportunities are afforded both sexes. 7. The school administration assumes the responsibility of making certain that there is adherence to these guidelines. 14 May BULLETIN 2008 2008 Class A Girls’ Golf Regulations Recommendations adopted by Board for 2008 season: NEW #14 Class A golf coaches may coach “through the green” as per below: a. Each team shall designate ONE COACH who will be able to offer advice at any point during a round (Exception: as stated in #2 below). A coach is defined as a member of the institution’s coaching staff. b. Before the day’s play, the designated coach must be identified to the games committee by signing in and wearing the appropriate credential (designated coach) at all times. c. The designated coach will not be allowed on the tee, within 10 yards of the green or bunker during play. d. The coach does not give advice to or ask for advice from another team’s player or coaches. e. The advice is given in a private manner that does not disrupt play. f. Coaches will be allowed contact with players following play of a hole between the green and the next tee box. g. Players receiving advice during a hole will still be bound by the 40-second time limit to play a shot. h. Each tournament shall have a tournament manager who has the authority to enforce the slow play rule and oversee the coaching rule. i. Coaches using carts – 90 degree rule, no carts on fairways, carts 30 yards from all players j. Penalties - By a coach—two-stroke penalty with a maximum of four-stroke penalty to a team, followed by a team disqualification. - By a player—two-stroke penalty with a maximum of four-stroke penalty to a player with final disqualification. The tournament committee/manager is responsible for assessing the penalties. 2008 CLASS A GIRLS’ GOLF REGULATIONS 1. The beginning date of the season is set by the Board and concludes with the State Tournament. 2. Practice sessions shall start at least 4 days prior to the first competition and there shall be at least 4 daily sessions. Individuals must have participated in 4 daily practice sessions before being permitted to participate in an interscholastic contest. 3. Teams shall consist of 6 players with the four low scores from each day counting for team scores. The fifth best score from each day will be used to break ties. If still tied, the sixth remaining score from each day will be used to break the tie. NOTE: Should there be a team that does not have a fifth/sixth score, the other tied team will win the tie breaker provided they have a fifth/sixth score. 4. Summer rules will be in effect. Note: The maximum number of strokes that a player must take on a hole will be 10. Picking up will cause ineligibility for “allstate” awards, but player is still eligible to contribute toward team score. 5. The State Tournament will be a 36 hole, 2 day tournament. 6. Golfers participating in any summer tournaments/competitions may advance and continue to play in any Junior Golf events including state, sectionals, regionals, nationals, even if these events take place after the start of and/or during the high school season. Participating in these events will not be a violation of the NDHSAA rules. Participants will not lose eligibility for high school meets, nor will it prohibit the participants from playing in high school events. 7. Collared shirts are required for competitors. 8. All Class A schools are eligible to enter the regional as assigned: 9. Region registration shall be handled individually by each regional tournament manager. Coaches are requested to submit each participant in order (#1, #2, etc.) as an aid to the manager in arranging the foursomes. Schools may enter a maximum of six players, with the four lowest scores from each day counting as the team score. The fifth score will be used to break ties. If still tied, the sixth score will be used to break ties. Note: A team may not substitute a player on the second day of the tournament. 10. Competitors in each assigned group are required to sign (attest) all score cards within their group. 11. State Qualifiers: Team qualification for the state tournament will be determined by advancing the top two-thirds of the complete teams that participate and post a team score at each of the regional tournaments. If 2/3 of the teams in a given region is an uneven number, the higher number of teams will advance. Example: 2/3 of 11 teams is 7.33, therefore 8 teams would advance. Also, individuals may qualify for state by one of the following: a. Top ten individuals (ties included) from regional play will advance to state plus any individual that scores 15 strokes above medalist or fifteen strokes above par, whichever is higher. b. The top ten all-conference selections from regular season play in their respective regions. c. Each regional site will designate one invitational tournament that will allow individuals to qualify for state. Qualifying mark will be 15 strokes above medalist or fifteen above par, whichever is higher. 12. The State Class A Girls’ Golf Tournament will be held at a site and date as determined by the NDHSAA Board of Directors. The tournament will be a two-day, 36-hole event. 13. After the first day of play, groups will be reassigned according to the first day score. A player is to be assessed a 2-stroke penalty for using a cell phone or other electronic communication device during any round of play. 2008 Boys’ Tennis Regulations New Recommendations for 2008/09 Boys’ & Girls’ Tennis Seasons: • 6. Start regional tournament play at 1:00 pm on Thursday to provide for completion of matches before dark. 2008/09 Boys’ & Girls’ Tennis: USTA Rules are in affect for all NDHSAA tournaments with the exception of the following NDHSAA regulations 1. Each season begins on the date set by the Board and concludes with the State Tournament. Each season shall be no less than 8 weeks in length. 2. There shall be at least 9 daily practice sessions prior to the first meet. Individual participants must have participated in at least 9 daily practice sessions before being permitted to participate in an interscholastic contest. 3. Schools are all grouped in one class and divided into two regions as assigned by the Board of Directors. 4. Suspended dual matches are to be finished as soon as possible with the same lineups and scores. If time between start and conclusion is significant, line-ups may change with mutual consent of the two coaches. 5. Regions form their own tie-breaking criteria. If no criteria is formed, it shall be decided by total number of matches lost by each team in only the three matches involving tied teams. 6. Schedule for region and state tournaments – Region play begins Thursday - coach meeting 12:00 pm and play begins at 1:00 pm to provide for completion of matches before dark. Friday and Saturday, play begins at 9:00 am. State: Thursday coach meeting at 1:00 pm and play begins at 2:00 pm. Friday and Saturday play begins at 9:00 am. 8. Starting time for the second match at region and state shall be 30 minutes following completion of the first match. Clarification: This starting time is provided each individual player has received a minimum of 60-minute rest period between his/her play in the first and second round match of team play. Coaches will monitor the adherence to the rest requirement for their individual players to insure this 60-minute rest period. 9. Each school is permitted 3 entries in the singles event and two doubles teams in the regional tournaments, with all groups competing against one another. Coaches must place their best of their three singles players in the No. 1 singles spot, the best of their two doubles team in the No. 1 doubles spot, etc. 10. In the event indoor facilities are to be used for regional competition, rent will be paid by the NDHSAA. 11. Schools may enter contestants in singles or doubles on individual day without entering a full team on team day. 12. A point system will be used to determine the top 4 teams advancing from each regional tourney to the State Tournament. The 12 point tie breaker will be used in regional and state tournaments. 13. The State Tournament will be a 3 day event with team play being held no earlier than 2:00 PM on the first day and singles and doubles following team competition. The penalty for unsportsmanlike conduct shall be: First offense - Point penalty, Second - Game penalty, Third - Disqualification. (Following 3rd offense, Constitution and By-Law rules concerning player/coach ejection shall be implemented.) 15. Participants are required to wear appropriate school identifying uniforms. Appropriate dress is expected. Appropriate attire includes an unaltered shirt with sleeves or sleeveless top if tailored by manufacturer. Team members are not required to dress identically, though school identification is expected and similar colors are desirable. Attire deemed inappropriate includes: ragged or cut-off jeans or shorts, tank tops (including tops that do not cover the waist, torn shirts, tennis dresses which are “cut in” similar to a tank top or racer back dresses. 16. Team competition will consist of two doubles teams and three singles from each school. Likewise, the individual competition will also allow two doubles and three singles. The doubles will be one group and singles will be one group; that is, there will not be a separate division for No. 1, 2 and 3 singles nor for No. 1 doubles and No. 2 doubles. Contestants may not enter both the singles and doubles events. A school may enter the singles or doubles competition on individual day without having entered a full team necessary for team day. 17. Entries for individual competition shall be submitted on the entry form including a seven to nine-member roster for team day by deadline. Any changes in the individual entry or the team roster from the listing on the original entry form must be submitted to the meet manager in writing prior to the seed meeting of the individual or team tournament. NOTE: School authorized coaching staff must be included on the entry form. Only these coaches listed will be authorized to approach players for the purpose of coaching during the allowable times in a match. Line-ups for regional and state team competition may be changed from match to match as follows: A. Line-ups shall be submitted at the time of court assignments for that particular round. These line-ups will not be revealed until both have been received. B. Line-ups submitted must be selected from the seven to nine member roster submitted to the NDHSAA and/or Tournament Manager prior to the start of the regional or state team competition. C. Substitutions on the original team roster may be made by notifying the NDHSAA or Tournament Manager prior to the start of the regional or state competition. D. Coaches must place their best singles player in the number 1 singles spot, their best doubles players in the number 1 doubles spot, etc., in the line-up submitted for a match. E. Once line-ups are submitted, no substitutions may be made for that round. STATE NOTE: PRIOR TO THE FIRST ROUND OF THE TEAM COMPETITION AT THE STATE TOURNAMENT, THE HEAD COACHES OF THE PARTICIPATING TEAMS SHALL REVIEW EACH SUBMITTED LINE-UP. Majority vote of the seven coaches reviewing each team shall prevail. 18. For all regional and state play, no add scoring will be used for both team and individual day. All championship and consolation matches will be two of three set matches. 19. In case of ties, individual matches will use the 12 point tie-breaker. Bob Hetler Receives Distinguished Service Award Bob Hetler, North Dakota High School Activities Association Assistant to the Executive Director, was recently honored as a recipient of the NDHSAA Distinguished Service Award. Bob received his award at the closing of the State Class B Speech Tournament on April 26, 2008 at Mandan High School. Bob is the coordinator of all forensics, drama and music activities, in charge of publications and press relations for the NDHSAA, and is currently in his thirtieth year. He taught high school English in Northwood, ND for 13 years before accepting a position with the North Dakota High Schools Activities Association in August of 1978. Bob has a B.S. Degree in Education, from Mayville (ND) State University. Bob is currently in his 20th year as Treasurer of the North Dakota Speech and Theatre Association, serves as a board member and he is also an associate board member of the North Dakota Music Educators Association. Bob has served as associate editor of the NFIMA Journal and has chaired the NFHS Speech Committee and been a presenter at numerous speech and music summer convention workshops. Distinguished Service recipients are those that have exemplified the highest standards of professional ethics, sportsmanship and moral character. Although efforts are always made to be ahead of schedule, we are always faced with stress to finalize details on time. To date nearly all of the football, basketball, volleyball and wrestling speakers are contracted. Of course the big news is that a Friday program of soccer speakers have been added for coaches. The soccer speakers include Pete Cuadrado, Dan Weiler, Levi Evans and John Ross. NDHSAA will also present a soccer rules interpretation meeting. The speakers for the year should provide an additional interest as we have been able to secure several excellent speakers for the convention. Wrestling coaches have given directions to find presenters that are big in skills. Because the USA Wrestling program ends on Wednesday, coach availability is more accessible. of coaches is Clay Nagel, Concordia College (MN); Davy Zinke, Rolla HS; Dave Dougherty, Watford City HS; and Kelly McNary have been invited to present. Wrestling coaches will also hold an Advisory Committee Meeting and a NDHSAA Rules Meeting. The basketball staff has a strong nucleus with presentations by Saul Phillips, NDSU; Mike Wacker, Judson HS (TX); Will Ryan, NDSU; Brian Jones, UND; and Ryan Moody, UND; will serve the coaches of the state with enthusiasm. Other coaches have been contacted to complete the sport’s expertise. The Advisory Committee Meeting will hold a meeting to study recommendations for the 2009 Advisory Meeting. Football coaches will have presentations from Craig Bohl, NDSU; and Chris Mussman, UND. Football coaches will also hold an Advisory Committee Meeting and David Carlsrud will conduct a Football Rules Meeting for NDHSAA. Volleyball presentations will be delivered by Erich Hinterstocker, NDSU; Dave Moody, Dickinson State; Kevin Peterson, Enderlin HS; and Missy Wilson of Fargo North HS. Volleyball coaches will also hold an Advisory Committee Meeting and Sheryl Solberg will present a Volleyball Rules Meeting for NDHSAA. Cross-Country coaches will have presentations provided by Mark Bilden, Custer County HS (MT); Pete Stanton will present for Track and Field Coaches. Kelly Kremer from University of Minnesota will present for Swimming and Diving. Other coaches have been contacted and will be placed on the Convention Schedule as they accept. Nine-man football, tennis, golf, and cross country coaches will have a full curriculum for the convention. The golf scramble will be held on Wednesday, July 25th at the Rose Creek Course again. The scramble is organized to accommodate 60 golfers---the first 60 to pay fees will be accepted. Green fees are $55 and includes cart rental. Teams of four people will be signed up. Signup takes place on Wednesday morning at the registration desk, but only with receipts in hand. The Convention Tentative Schedule will be placed on the website on May fifteenth. Each school not in attendance at one of the meetings will be required to pay a $50 non-attendance fee. The meetings will cover information pertinent to the administration of NDHSAA sponsored activities. The Constitution and By-Laws, general regulations and publications covering all activities shall also be reviewed. The first three days for each individual are for conditioning and while shoulder pads and helmets can be worn, there shall be no inter-player contact. 5. No more than 2 games may be played by a team in any seven day period or more than 8 quarters(high school) 6 quarters (JrHi school) by an individual (The penalty for violation is; forfeit the game in which the violation occurred and the student who violated must sit out the next scheduled day/night of competition) 6. Overtimes are to be played at the varsity level only. 7. Officials registered by the NDHSAA are required for high school games. High school juniors and seniors who are registered can officiate high school games below the JV level with a registered adult (for JrHi, it is recommended that the adult be a registered official). 8. No games may be played after the state finals. 9. The NDHSAA will select dates, times and sites (normally the home field of the higher seeded team) for all play-off games. When non-school facilities are used, the maximum fee to be paid by the NDHSAA is $500. 10. The higher seeded team will be designated as the home team. When like seeds play, the odd number region will be designated as the home team in odd number years and vice versa. (When like seeds and regions play as per a 11/21/06 coin-flip, the bottom line is “home”.) 11. A team that forfeits a game for reasons other than “acts of God” will be ineligible for play-offs. A team receiving a forfeit will receive a 17-point maximum in tie-breaking situations. 12. The NDHSAA will select all officials and assign jersey colors for play-off games. 13. For play-offs, eleven-man teams may dress a maximum of 50 players and nine-man teams may dress a maximum of 40 players. Only 50/40 can wear team jerseys 14. There will be no scheduled practices the day before the Dakota Bowl unless it is a non-school day for all schools involved. When allowed, all arrangements for said practices are the responsibility of the individual schools. (NDHSAA Board 8/11/2000) 15. The NDHSAA will provide suitable team awards for first, second and teams defeated in semifinals. 16. Individual participation awards will be provided for all quarterfinal and defeated semifinal teams with champions and runners-up receiving plaques (A max. of 41 per 9-man team, the schools will be billed for 7 and 51 per 11-man team, each school will be billed for 10). A container with all the awards will be given to the coach who shall organize team personnel for recognition of each and remind players that their game jerseys need to be worn for said recognition. 17. Teams will furnish their own game balls unless the coaches agree to use the same ball. 18. Headphones may be used during play-offs if provided for both teams. 19. The football running time provision in rule 3-1-1 will be implemented as follows: After the first half, whenever the point differential reaches 30 or more, the clock will continue running when... A. The ball goes out of bounds. B. A forward pass is incomplete. C. After a touchdown and during the try (unless it reduces the lead to less than 30 points). The clock will be stopped on all other situations as specified in rule 3-4-4. Review official's timeouts 3-5-7. Note: The use of this rule does not preclude rule 3-1-3, which reads: “A period or periods may be shortened in any emergency by agreement by opposing coaches and the referee. By mutual agreement of the opposing coaches and the referee, any remaining period may be shortened at any time or the game terminated.” PLAY-OFFS Passes: • No season passes are honored for the play-offs. • Up to 52 passes may be issued for 9-man teams and up to 64 for 11-man teams may be issued. These passes are for players, cheerleaders, statisticians, student managers, trainers, etc. If a school requests extra passes, such request will be granted and the cost of an adult season ticket for each pass will be deducted from the school’s team payment. • A maximum of eight complimentary game passes shall be afforded each participating team in the pre-quarter through semi-final rounds Football Regulations Continued on Page 22 21 May BULLETIN 2008 2008 Football Regulations (Continued) • The NDHSAA gold metal pass is the only other pass honored Play-off Qualifying: 9-Man: The top four teams in each region as determined by region record will qualify for the play-offs. A & AA: The top four teams in each region as determined by region record will qualify for the play-offs. AAA: The top five teams in each region as determined by region record will qualify for the play-offs. * If a tie occurs in any region, said region may use its own tiebreaker. Otherwise, the “optional tiebreaker” will be used. Tournament Expense Allowance: Team payments will be made at the end of each fiscal year using the approved formula found on the NDHSAA home page, “Team Payment Plan”. 9-MAN: (Maximum 27 Players & 3 Coaches) 11-MAN: (Maximum 33 Players & 5 Coaches) Optional Tiebreaker: Step 1. Among tied teams, the region record (*head-to-head competitions) determines placement. *Head-to-head competitions are defined as an overall collective record among tied teams. Step 2. If a tie still exists: (A). The team with the highest point differential (17-point per game maximum) among those tied teams is first. Remove the first place team from the group. (B). Repeat Step 2A until the region record between the remaining tied teams can be used. CASE I: A five-team tie. Step 1, compare the point differentials among teams A, B, C, D and E. Team A has the highest point total. RULING: Team A is first. Then, the region record among the remaining tied teams, B is 2-1, C is 2-1, D is 1-2 and E is 1-2. In this case B & C are 2nd & 3rd as determined by region record with B. CASE II: When teams A, B, and C are tied: (a) Team B defeated C and A. RULING: Step 1 would determine B to be first and the region game between C and A would determine 2nd and 3rd. (b) If A defeated B, B defeated C and C defeated A. RULING: Step 2-A would be used to find the top team and step 2-B, the region game between the other two would determine 2nd and 3rd. Step 3 If a tie in point differential exists after Step 2, the names of tied teams will be placed in a hat and drawn 1st, 2nd, etc. until steps 1 and 2 can be used among remaining tied teams. Head-to-head competition shall be used whenever possible. RECOMMENDED VIDEO EXCHANGE: • Teams involved in the first round are encouraged to exchange videos of the two previous games or suitable substitutes as determined by the coaches involved. • Home teams involved in play-off games should video the games and distribute copies to the visiting team and to the opponent of the winning team for the next play-off game. SCHOOL RESPONSIBILITY Each school is responsible for players and students attending tournaments. Suitable chaperones should accompany each delegation. BANDS The host school band or a high school band in the city where the tournament is held shall be designated as the official band. However, the manager may appoint bands from other schools if necessary. * Only the appointed band is admitted free of charge for each session. SPORTSMANSHIP Please prominently place the following statement in Tournament Programs. “Good sportsmanship is displaying a commitment to fair play, ethics and integrity. Please display good sportsmanship throughout the tournament. THANK YOU. Spectators displaying any unsportsmanlike conduct such as, but not limited to taunting, baiting, and profanity or carrying flags around the arena, will be removed”. If sub-contracted, the tournament manager shall be responsible for approving the content of the program. Materials in the program should be primarily information relative to the tournament, the participating teams, tournament history, NDHSAA history, etc. Tournament programs shall include information supplied by the NDHSAA office. Program advertising shall be in good taste with NO ADS pertaining to gambling, alcohol, drugs or tobacco. Ads shall not take precedence over tournament or NDHSAA information. The tournament manager keeps any profit realized from programs and is responsible for any deficit. CONCESSIONS Concession rights are awarded to the host school or building management. Concession merchandise shall be limited to soft drinks, popcorn, candy, coffee, etc. Enterprises tending to exploit students are prohibited. At State finals, the NDHSAA will provide T-shirts for sale. No other merchandise of this type is allowed. HOST CITY RESPONSIBILITY If provided, hospitality rooms, intermission entertainment, cheerleader supervision and outside bands are the responsibility of the host city. INSURANCE Region and state tournaments are protected by master liability, property damage, hold-up and burglary insurance. This policy does not cover damage to the premises.
