One year ago we signed an extension to the agreement
with Colciencias, and thereby the National Government, to
increase the support offered by COLFUTURO through the
Loan-Scholarship Program.
Now we are pleased to present the first results of the
commitment we took on: 1,453 Colombians were selected to
receive support in 2014, an increase of more than 300 over
the previous year. Thus, we have made firm progress towards
achieving, over the next two years, the target of providing
support for 2,000 professionals a year to undertake Master’s
and Doctoral studies in the world’s best universities.
We celebrate the results of the efforts jointly undertaken
with Colciencias and the National Government—and
this is just the beginning. In the coming months we will
be conducting an in-depth study with Colciencias into the
possibility of further coordinating our efforts to promote
top-level education for the benefit of the country. In the near
future we will undoubtedly see even more significant results.
We also celebrate the academic quality of the 1,453
Colombians who have decided to undertake the journey to
make “the Excellence of a Dream” a reality, in thousands of
different ways. We are certain that these professionals will
advance Colombia’s reputation and, on their return, will add
impetus to the change that is rapidly transforming the country.
The beneficiaries selected in 2014 managed to stand
out from a group of 2,185 candidates, through a rigorous
selection process in which the academic merit of each
student was assessed, as well as the postgraduate
program they wished to undertake. Those who apply for
the COLFUTURO program are under no illusions as to what
they face: although the percentage of candidates selected
was high this year, the group was tight and competitive. In
engineering and architecture, for example, we were unable
to support hundreds of people despite them being worthy
recipients. This was due to the limited resources available to
us, which this year exceeded USD $50 million.
In this book we present the statistics from our call for
applications. We include all of those who took part in the
selection process: the essay evaluators, as well as the
members of the academic committees, the Academic Board,
the Board of Directors, and, naturally, our working team. We
thank each and every one of these people for their sustained,
professional and transparent efforts, without which these
results would not have been possible.
With the results achieved in 2014, COLFUTURO has set a
new record in supporting 1,453 Colombians, including 113
undertaking Doctoral programs and 1,340 undertaking
Master’s programs. Of these, 119 are members of the
Talent Recruitment Program and 15 are beneficiaries of
the agreement with Proimágenes to develop Colombia’s
audiovisual industry.

Thanks to the interest of the Minister of Defense, Juan Carlos
Pinzón, and his Deputy Minister, Diana Quintero, this year
we selected 21 officials from the Armed Forces. We have
now provided support to a total of 76 officials, a group which
is becoming numerous and will undoubtedly help the Army,
Air Force, Navy and the Police continue to produce positive
results for Colombia, hopefully very soon in a country in
which there is no armed conflict and where differences are
resolved through discussion rather than violence.
This year we would like to thank Empresas Públicas de Medellín
(EPM), who joined our celebration and sponsored part of the
event in which the recipients of support from COLFUTURO in
Antioquia were announced. EPM’s commitment to our initiative
has also brought results: thanks to the EPM-COLFUTURO
agreement, three EPM employees will undertake their
postgraduate studies abroad. They competed anonymously,
under the same conditions as all other candidates, as did the
officials selected from the Armed Forces.
Finally, I would like to thank two valuable allies that have
been vital in achieving the positive position that COLFUTURO
currently enjoys: our donors and the National Government.
Without the generosity and exacting requirements of the
former, we may not exist or we may not have achieved
these results. Without the firm support of the latter through
Colciencias, we would never have been able to support the
current number of beneficiaries.

The Foundation
History
COLFUTURO began in 1991, thanks to the initiative of a group of leading citizens from
the public and private sectors who were committed to developing the country
through its most valuable resource: human capital. Ana Milena Muñoz de Gaviria,
the wife of the then president César Gaviria Trujillo, led this effort to create
COLFUTURO.
The initial idea was to establish a foundation offering the financial
and academic support that would allow the most talented and able
Colombians to access postgraduate education in the world’s best
universities and, later, successfully face new challenges related to
knowledge and development. This idea was well received given the
political and economic outlook of the country at the beginning of the
1990s.
Based on the argument that education and training of human
resources for the country should be a shared responsibility,
COLFUTURO’s initial financing employed a mixed model, with both
the state and the private sector providing the first resources.
In 1991, COLFUTURO received contributions of USD $12 million:
USD $7 million from the main companies and businesspeople
in the private sector, and USD $5 from the Secretariat of the
Presidency of the Republic, Ecopetrol, Federación Nacional de
Cafeteros, and Financiera Eléctrico Nacional (now Financiera
Energética Nacional).
In this way, COLFUTURO began to fulfill its mission. In 1992 it selected
its first group of beneficiaries: 46 Colombians from different parts of the
country who would study in world-renowned universities.
Each year, the number of students receiving support increased. At the start
of the new century, however, COLFUTURO saw that the help it provided was
not sufficient—the country needed more Colombians with top-level postgraduate

education abroad. The goal, then, was to support 1,000 students per year. To meet
this new objective, an agreement was signed in 2009 with Colciencias and Icetex,
through which the government agreed to contribute the funding corresponding to the
scholarship loan waivers. This not only committed the national government; in 2009,
COLFUTURO’s Board of Directors called on Colombia’s principal companies to reaffirm
their commitment to the Foundation. As a result of this appeal, donations of USD $25
million were received.
Thanks to these contributions, COLFUTURO was able to support close to 1,000 students
from 2010 until 2013. In 2013 the national government, through Colciencias and Icetex,
renewed its commitment with COLFUTURO to finance 2,000 students in 2016.
As a result of this agreement, it was possible to support 1,453 students this year, and
the pool of resources has grown to around USD $54 million. During its existence, the
Foundation has directly provided (including committed moneys) USD $228 million.

Loan-Scholarship Program

This is COLFUTURO’s main program. It was created with the goal of allowing the most
talented Colombians to access postgraduate education in the world’s best universities.

Thanks to this program, students can request a loan of up to USD $50,000 for two years,
to finance their postgraduate studies. The recipients of the Loan-Scholarship Program
(PCB) can obtain a 50% loan waiver (25% in business related fields).
The conditions to gain access to this benefit are to be awarded a degree, to return to Colombia
and to remain in the country for twice the period funded by COLFUTURO, plus one year.
This program, which is unique in Colombia, has developed a rigorous selection process.
The criteria for selecting a candidate are his/her academic excellence and the quality and
excellence of the study program.
To date, 22 groups of students have been selected and they have represented Colombia
in the best universities around the world.

The experience and responsibility with which COLFUTURO handles the selection process
and manages the Loan-Scholarship Program have consolidated this support model as a
leading initiative in Colombia and Central America.
National Government Support
In 2007, the first cooperation agreement was signed between the national Ministry
of Education, Icetex and COLFUTURO. One year later, this agreement was renewed by

In 2009 it was established that the national government would provide, for at least nine
years, the funds corresponding to the scholarship loan waivers awarded to selected
professionals in the Loan-Scholarship Program.

Talent Recruitment Program
This program was created in order to encourage greater participation from candidates
with excellent academic results who are from public universities and cities other than
Bogotá in COLFUTURO’s calls for applications.
The selection process for the members of the Talent Recruitment Program is extremely
rigorous and focuses on candidates’ academic level and leadership qualities, while also
taking into account criteria such as student ranking in their undergraduate class and
weighted average grades, as well as other academic commendations and awards.
The Talent Recruitment Program provides advice and support for students during the
process of research and preparation to postgraduate studies in top-level universities
abroad.

The experience of COLFUTURO has shown that the main reason that many of
Colombia’s most brilliant professionals do not initiate postgraduate studies are lack of
a second language, insufficient knowledge about how to choose a top-level university,
and a belief that it is impossible to meet the cost of living and studying abroad.
The Talent Recruitment Program works directly on overcoming these obstacles by
providing personalized accompaniment and advice through different means: Advising
sessions, workshops, information sessions, grading of postgraduate programs, and
revision of candidature essays and requirements, among other services. This process of

This area of COLFUTURO is the entry point for Colombian professionals who wish to
undertake studies abroad. Its main objectives are as follows:
•• Guide and advise professionals in the process of selecting postgraduate
programs, taking into account academic standard, destination country and level
of ability in a second language, so that personal and professional expectations
are met.
•• Constantly enrich the official website with varied and useful material about
postgraduate education abroad.
•• Compile reliable and independent information throughout the year to facilitate
the analysis, grading and classification of universities and postgraduate
programs offered worldwide, in order to provide excellent academic advice to
those interested.
•• Review and assess the academic programs proposed by candidates in the
Loan-Scholarship Program applications for postgraduate studies abroad, based
on different rankings and accreditations, as well as a detailed evaluation of
programs and universities.

Colombian professionals the best opportunities to undertake top-level studies
abroad, and monitor those agreements.

its inception in 1996, the Foundation has supported 1,780 students via agreements with
universities in the United States, the United Kingdom, Australia, New Zealand and France.
This year the Program once again widened its academic offering in terms of languages
by including three distinguished universities in New Zealand for English teaching. The
universities of Auckland, Lincoln and Otago offer students an ideal destination, given the
high academic standard, student protection, safety and quality of life.
To encourage academic excellence, in 2013 the Language Program awarded ten tuition
scholarships at the University of Delaware in the United States and East Anglia in the
United Kingdom to students in the The Talent Recruitment Program and outstanding
professionals. In the first half of 2014, nine scholarships were awarded in initiatives such as
The Talent Recruitment Program, the partnership with Fincomercio and the COLFUTURO
Trivia Competition.

Scholars’ Network and Return
Scholars’ Network And Return supports the beneficiaries of The Scholars’ Network and
Return Program on their return to Colombia. This assistance includes helping beneficiaries
define an individual strategy for successful professional training, coordinating the aids that
will allow them to secure better job opportunities, and developing key tools and abilities
in job hunting, such as resume writing and interview technique. The Program also offers a
weekly listing of job offers, and introductions to allied companies and organizations.
As of this year, the Scholars’ Network and Return Program has added four other initiatives:
•• Building a network of beneficiaries and using this to take better advantage of their
excellent professional skills.
•• Systematizing and simplifying processes so that the program office can operate 24/7.
•• Defining the profiles, abilities and potential of each beneficiary in the labor market,
in the public and private sectors, in academia, and the entrepreneurial sphere.
•• Strengthening alliances with companies, human resources firms and
intermediaries such as elempleo.com, trabajando.com and redempleo.gov.co,
as well as placing a new focus on alliances with national and international
investment agencies, investors, embassies and chambers of commerce.
Our long-term objective is to convert this into a program that provides comprehensive
support to beneficiaries on their return to the country. The aim is also to strengthen the
network, the only one in Colombia with more than 7,000 professionals marked by their

So that every dollar provided by COLFUTURO is worth even more for its beneficiaries,
various agreements have been signed with educational institutions and universities in
recent years.
COLFUTURO has more than 50 agreements through which discounts are offered on tuition
fees from 10% up to 100%, or contributions are made towards living costs while the student
is abroad. These agreements include the following:
INSTITUTIONAL AGREEMENTS
DAAD
Through this agreement, Master’s and Doctoral programs students who will study in
Germany receive a German course in Colombia of up to three months (only in the case of
Humanities, Law, Economics and related sciences), and another course in Germany of up
to six months, before starting their studies.
Furthermore, students enjoy all the benefits of DAAD scholarship recipients in Germany,
including health insurance and third party liability insurance (covering them and
dependents), as well as the cost of air tickets between Germany and Colombia. DAAD
supplements the assistance provided by COLFUTURO by up to €16,000, for different
items.

Thanks to the support of the U.S. Embassy in Bogotá, and the offices of the Centro

selected from COLFUTURO’s Talent Recruitment Program who plan to undertake
postgraduate studies in the United States will be able to take English courses or courses
to prepare for official language exams, for up to one academic year in Colombia.
Additionally, these students will receive support and advice in their planning and admission
process through the Education USA Advising Centers supported by the US Department
of State. These centers promote higher education in the United States, offering accurate,
complete, objective and up-to-date information about education opportunities in
accredited institutions in the country. COLFUTURO is also part of this network.
French Embassy
Currently, COLFUTURO and the French Embassy have three lines of support:

Candidates selected by the French Embassy from the Talent Recruitment Program
have access to 400 hours of French lessons in regional offices of the Alianza Colombo
Francesa, as preparation for postgraduate studies in France. Furthermore, they receive
a 25% discount on rates with Campus France, the entity that manages admission to
French education centers and conducts the processes for obtaining a student visa.
French Embassy – Ascún
This agreement helps support the strategy of Ph.D. education in France for Colombian
university professors, effectively contributing to achieving the 2019 goal of Ph.D.
education for the country—financed with biannual scholarships—in accordance with
the following conditions:

universities involved in the program.
•• That the candidate has a Master’s degree.
•• That a financial and administrative plan has been agreed between the French Embassy,
the National Ministry of Education, COLFUTURO and the candidates’ universities.
The Embassy, in conjunction with the Ministry of Education, grants assistance of €2,000
for each year of study, for a maximum of three years; this money will be offset against
the debt with COLFUTURO, in compliance with the Loan-Scholarship Program.
French Embassy – CEF
The French Embassy, Corporación para los Estudios en Francia (CEF) and COLFUTURO
signed an agreement that will benefit Colombian professionals who undertake Master’s
or Ph.D. studies in France between 2011 and 2015.
The CEF—the entity responsible for promoting and facilitating education for young
Colombians in France’s best universities—and the French Embassy will allocate
€160,000 per year for four years, funds that COLFUTURO will administer. It is estimated
that 40 students will be supported, with each student receiving €4,000 per year.
EPM
COLFUTURO and EPM will combine their efforts and experience to promote the
undertaking of Master’s—and occasionally Ph.D.—studies for EPM staff in areas
identified as being of interest for the strategic positioning of the organization. This will be
achieved through the advice and accompaniment of the Talent Recruitment Program, as
per the previous co-financing, provided through the Loan-Scholarship Program.

To be eligible for this scholarship, the beneficiary must fulfill the obligations established
for loan waivers in the regulations of COLFUTURO’s Scholarship Loan-Program, as well
as the additional conditions set by EPM when the scholarship is awarded.
Harvard
In 2013, COLFUTURO renewed the agreement signed by Harvard University in the
United States that sets the goal of jointly providing support for up to five Ph.D. students
and up to fifteen Master’s students per academic year.
For Master’s students, COLFUTURO offers the standard support, and Harvard
supplements this to cover additional costs as required. To do this it uses resources from
the Harvard-Colombia Fund and other funds.
For Ph.D. students, COLFUTURO offers scholarship support for up to two years to
a maximum amount of USD $50,000. In turn, Harvard supplements COLFUTURO’s
assistance and guarantees funds from different sources to ensure that the entire cost of
the Ph.D., including both tuition fees and living expenses, is covered by the scholarship.
Ministry of Defense
In 2008, COLFUTURO signed an agreement with the Ministry of Defense with the aim of
supporting the education of the best officials in Colombia’s Armed Forces (Army, Navy, Air
Force and Police). In accordance with this agreement, the Armed Forces commits to selecting
its most outstanding officials, both in academic and military terms, and COLFUTURO
commits to accompany, guide and assist them in choosing the best postgraduate programs,
as well as motivating them to prepare themselves with English skills and participate in
the annual call for applications for scholarship loans. The officials from the Armed Forces
compete under the same conditions as other candidates with the Foundation’s backing.
The Ministry of Defense pays COLFUTURO the total debt associated with each official.
Once these officials have graduated they return to their country and are reincorporated
into their institution.
During their studies, and their return, the officials selected in the PCB call for applications
will have the same support and obligations as other COLFUTURO beneficiaries.

This agreement assists people interested in undertaking postgraduate programs
related to the audiovisual industry with resources from the Fondo para el Desarrollo
Cinematográfico (Cinematic Development Fund, FDC), as decided by the Consejo
Nacional para las Artes y la Cultura en Cinematografía (National Council for the Arts and
Cinematography Culture, CNACC).
COLFUTURO beneficiaries who undertake studies in subjects related to the audiovisual
industry can obtain 45% of the scholarship, as well as the amount granted by
COLFUTURO, or supplementary support of up to USD $20,000. After examining each
case, the Coordination Committee, designated by the CNACC, will determine the list of
beneficiaries and the distribution of funds.
Additionally, professionals in the audiovisual field who fulfill the required academic
criteria can take part in the Talent Recruitment Program. There they will receive
accompaniment and guidance in selecting a top-level postgraduate program with
activities of specific interest to their field.
RedBrit Scholarship to Latin American Excellence
The RedBrit Scholarship to LatinAmerican Excellence was created thanks to the initiative
and leadership of the members of RedBrit Colombia: the Colombian network of alumni
from British universities.
The scholarship consists of support over and above that provided by COLFUTURO’s
Loan-Scholarship Program. Avianca will provide a return ticket from Bogotá to London.
The beneficiary will also receive GPB £500 drawn from the voluntary donations of
RedBrit members seeking to assist students who have excellent academic standards
and who are ambassadors not just for Colombia, but for all of Latin America in the
United Kingdom.
The recipient of these benefits must be a student selected from COLFUTURO who
has obtained the highest selection scores in their application for the Loan-Scholarship
Program. Preference will be given to lower-income candidates.

The GPA determines the candidate’s academic
excellence in his/her undergraduate studies.
The essay is graded by three
independent COLFUTURO judges.
The candidate’s place in the graduating class
is given a score from 1 to 5. Then it is
compared with the undergraduate GPA. If the
score of the place held is higher, it is used, and
if it is lower or nonexistent, the percentage is
distributed between the GPA, the program and
the essay.

The target program is a key element in the selection of
COLFUTURO beneficiaries. Based on the search of information on
rankings, publications and Web pages, among others, COLFUTURO
identifies the visibility of the graduate program at the international
level and gives it a score from 1-5.
