FOREWORD
Dear friends,
It gives me great pleasure in presenting the Annual Report 2011-12 of Sakaar Outreach. We
started our journey a decade back with a community health care programme with like minded
associates. Since then all these years have been very eventful for me because we moved
forward towards our goal of conducting meaningful exercise for the empowerment, upliftment
and well being of the urban poor living on the fringe of our great city. These families who just
manage to earn a living and constitute a sizable portion of our population need a window of
opportunity to help them realize at least a part of their aspirations. They need all our care, love
and nurturing to help them grow with us.
Since inception from a small beginning of working on health and vocational training issues,
Sakaar Outreach has today made significant inroads in the field of education, vocational
training, HIV/AIDs, women empowerment, health, environment, strengthening human
capabilities etc. They have built institutions of self governance at the slum community level.
Sakaar Outreach has undertaken various programmes and functions through its 15 community
based centres in South, South East Delhi and Gujarat
Sakaar Outreach is today considered an oasis by many and continues to grow and make an
impact on the lives of thousands of people . Sakaar Outreach has endeavored to provide equal
opportunities to the underprivileged. Education and empowerment of women continues to be the
core concern of our organization as it seeks to improve the quality of life in a country where
women lag behind men in every aspect of life.
Credibility based on transparency is the main strength of our organization, which has always
been striving to practice the best norms in human relation and man management.
We firmly believe in our work and that speaks for us. Sakaar Outreach has persevered for the
past eleven years and will continue to do so in the future, We serve with dedication, absolute
honesty, complete transparency, single minded commitment and heartfelt passion. This is our
objective and we will never compromise on these basic principles.
This annual report will give you an idea of the kind of activities we have been involved in. Today
we are at the threshold of the next big step. We have learned over the past years and we hope
to convert that knowledge and experience into action for the greater good of the people we
serve.
I would like to take this opportunity to thank and acknowledge the contributions made by several
people from different walks of life in support of our cause. Last but not the least I would like to
specially mention the services rendered by the team of Sakaar Outreach without whose active

INTRODUCTION
Nearly eleven years back Sakaar Outreach started its journey to bring the light into the life of the
weaker sections of the society. As a national, independent, voluntary, non-governmental
organization, Sakaar Outreach is working towards empowerment of women through education,
HIV/AIDs and healthcare. Its journey continues by enhancing the quality of life of the people
who are living below the poverty line. Since inception from a small beginning of working on
health and vocational training issues, Sakaar Outreach has today made significant inroads in
the field of education, vocational training, HIV/AIDs, women empowerment, health, environment,
strengthening human capabilities etc. All this has resulted in building institution of self
governance at the slum level. We undertake various programs and functions through its 15
community based centers in South, South East Delhi and in Gujarat.
Vocational and life skills training for women viz empowering women through Self Help Groups
and income generation programs, promotion of entrepreneurship, facilitating through bank
linkages, loaning and inter-loaning etc, Sakaar continues to grow in its outreach and need
based projects by responding to various socio-economic realities that emerges with each
community based intervention. Hence Sakaar strongly promotes livelihood and economic
empowerment in all forms with the package of integrated programs for marginalised children,
youth, women and senior citizens.

transform the individual, the family and the nation is by providing means of getting educated.
Education and empowerment make it possible to break away from the cycle of poverty and
convert dreams into realities..
Legal Status





Sakaar Outreach is a voluntary social organisation, registered under the Societies
Registration Act, XXI of 1860 (No. S-40915 dated 27th November, 2001).
Sakaar Oureach has been registered under Foreign Contribution (Regulation) Act, 1976
by the Ministry of Home Affairs Govt. of India No. II/21022/83(0196)/2007-FCRA-II dated
17th June, 2008 (Registration No. 231660888), for receiving foreign contributions.
It has been granted registration under section-80G (5) (vi) of the Income Tax Act, 1961 by
the Director of Income Tax (Exemptions), New Delhi No. DIT(E) 2009-10/679 DEL –
SE20108 -2162009
The office of the Commissioner of Income Tax has also issued a Permanent Account
Number (PAN) AAFTS8462A
Sakaar Outreach is registered u/s 12AA of the Income Tax Act, 1961

Sakaar Outreach has been granted accredation from Credibility Alliance for transparency
and good governance.
Sakaar Outreach is acting as a Coordinator , South Zone for National Youth Foundation.

History
From 2004-2011 we have managed the following number of beneficiaries:
 3181women and girls undertook vocational training,
 1379 women were part of Sixty nine SHGs,
 624 women were imparted adult education,
 2848 children under the NFE and remedial classes programme,
 Over 37730 men, women and children benefited from health camps and weekly OPD
 Over 23168 women and children benefited from awareness camps on legal advocacy,
nutrition, sanitation, hygiene, oral care, personality development, HIV/AIDS, child abuse,
domestic violence, self defence, counselling, etc
 Around 2700 beneficiaries per month are availing health care and free medicines
facilities from Mobile Van Dispensary.

Gender Resource Centre - Samajik Suvidha Kendra:Gender Resource Centre (GRC), Suvidha Kendra is an initiative by the Govt.of NCT Delhi under
its Bhagidari Scheme. Gender Resource Centre is an instrument to bring social, economic and
legal empowerment of women, especially people living below poverty line. Sakaar Outreach is
running two Gender Resource Centers in South Delhi and is working as a single window
solutions for the community to access their entitlements and address the issues of disparities
and aims to bring the vulnerable women population of Delhi within the ambit of social
development.

31993 community residents approached the Suvidha Kendra for information regarding
various Govt. schemes and activities.
Legal counseling and awareness sessions were conducted by lawyers and counselors
benefiting 682 People.
83 individual and family counseling sessions were conducted out of which 5 Cases were
resolved and 38 cases were referred to Delhi Legal Service Authorities.
172 community meetings were conducted to inform the people about various Govt.
schemes, formation and benefits of Self Help Groups and services of Stri Shakti Suvidha
Kendra. The meetings were attended by 3142 individuals.
24 nutrition camps were organized to educate women about their own and family health
and nutritional needs.
292 families and 1279 beneficiaries were enrolled under Rashtriya Swasthya Bima
Yojana and smart cards were issued to them.
With support of Johnson and Johnson 4967 sanitary napkins were distributed amongst the
women.

VOCATIONAL TRAINING PROGRAMME
Basic Computer Course:We conducted 6-monthly certification course. Trades undertaken were based on the needs
expressed by the majority of the population of the area.
Achievements
After the completion of the course 131 beneficiaries were awarded
certificates and 22 of them got jobs as computer operator in call centres and malls
Beauty Culture Course
Since the entire area of Meethapur, Badarpur and Ambedkar Nagar is densely populated, the
scope of gainful employment for those who learnt beauty culture was quite large. This course
had a wide range of activities. Students completed their beauty culture course from basic to
bridal makeup before getting their certificates. After that they were placed in various beauty
parlors. Few beneficiaries started their own work and are earning good amount of money. We
are also trying to inculcate a sense of co-operation between the beneficiaries so that they can
form a co-operative and start their own beauty parlors.
Achievements
After the completion of the course 191 beneficiaries got certificates and 12
beneficiaries are working in various beauty parlors in nearby areas, 64 beneficiaries have started
their own work.

Dress Making
We conducted 6 monthly Certification course and selected beneficiaries who are lived below
poverty line and needed to generate an income to support their families.
Achievements around 191 beneficiaries completed certificate courses and 20 beneficiaries have
started their own business, 8 beneficiaries are working in export houses.
FORMATION OF SELF HELP GROUPS
We have been able to form around sixty two Self-Help Groups We conducted regular meetings,
cultural activities, training programmes and exposure trips for them. The small beginning has
now expanded to an overall strength of 721 women. 10 more groups are in the process of
formation.

Once a week, a lady advocate came to counsel the beneficiaries and answer their queries on
various issues like dowry, property disputes, domestic violence, divorce, child rights, rape, etc.

LITERACY PROGRAM
Education provides people the power of self determination and development. This is the most
crucial and difficult part of the program because it needs lot of counseling, personal interactions
and group meetings to make them understand.

NUTRITION & DEMONSTRATION
Monthly nutrition demonstration camps were organized inside the community and our main
focus was on malnutrition in pregnant women, small children and adolescent girls.
SUVIDHA KENDRA
In Suvidha Kendra we provided information about various Govt. Schemes like a) Ration card,
b) Voter Id Card, c) Birth and Death Certificate, d) Caste Certificate, e) Disability Certificate, f)
Affidavits / Declarations, g) Bank Account, h) Old Age pension, i) Ladli Yojana, j) Swarna
Jayanti Shahari Rozgar Yojana (SJSRY), k) Disability Pension, l) Rashtriya Swastha Bima
Yojana Card (RSBY) etc.
AWAZ UTHAO CAMPAIGN
We organized public meetings for women and others in the community to raise their voice
against violence. We also invited senior officials from various departments to interact with the
general public to understand the problems and to give awareness. It was an initiative to support
women in distress, including situations of sexual harassment, assault and rape. In this we
formed collective groups who not only supported the victim but also worked on the preventive
measures for crimes of such nature.

Sakaar Outreach is a part of Target Intervention Program and is aiming its efforts at the 1000
FSW’s so that we can instill in them the desire of healthy life by practicing safer sexual
methods. Knowledge of HIV/AIDS is limited and we make the community at large and FSW in
particular more aware about this incurable disease.
ABOUT THE COMMUNITY
The area in which we are working with 1000 Female Sex Workers has a population of 1,448,770
and is spread over an area of 64 sq kms. The whole region comprises of migratory population
from different parts of the country like Punjab, UP, Bihar, West Bengal, Rajasthan and Haryana.
The main reason for the females to adopt this profession is illiteracy, as they are unable to do
anything else for their livelihood. Besides, the FSWs also do other work like sweeping &
cleaning in the factories and houses as maid-servants.

Sakaar Outreach Shiksha Kendra is operational in Delhi Public School premises at Vadodara,
Gujarat with the same facilities and faculty available to the ‘regular’ students of DPS. The aim of
the Shiksha Kendra is:
a) to ensure that the goal of education for all is realized
b) to meet the challenge of illiteracy by providing education free of cost to the underprivileged
and low income groups,
c) to achieve women empowerment by ensuring enrollment of female children
d) to respond to the community in the process of education.

The Shiksha Kendra is based on the philosophy of inculcating life skills in children and making
learning a joyful process. Its flexibility helps the children (from pre-school to primary school) to
enjoy learning. It gives them the freedom to take the initiative to explore. We have an integrated
curriculum that has shown good results. Children play games, take part in drama and hold
exhibitions. At Shiksha Kendra we provide stationery, uniforms, school bags, shoes and food
free of cost to the children.

We worked with vulnerable children and their living environment through an integrated
inducement and support program that aided the learning process. Through this process we
wanted to reach out to children from illiterate families. We also provided quality basic education.
Some of these children were ones who had left their education due to various family
circumstances. They have been able to resume their study now through this program. The
teachers have been able to inculcate excitement in the children to study, to read books, involve
them in art & craft and various other vocational skills. We understand that formal education is
not sufficient to achieve the desired benefits for the marginalized, vocational training is made an
integrated part of the educational programme, so that they become economically independent.

COMMUNITY DEVELOPMENT PROGRAMME
We conducted regular contact programmes with community members where, apart from school
related issues, we discuss and impart information on various social issues such as

LIBRARY
Library plays a crucial role in the learning process of first generation learners. This is done
through promoting the habit of reading amongst the children.
The main aim of the library is:

TECHNICAL EDUCATION COMMUNITY OUTREACH SCHEME (TECOS)
The aim of the TECOS is to deliver training program for uplifting the quality of life of poor and
needy children by enabling them to gain self /wage employment. We are running Screen
Printing and Computer Course. And I.T.I certificates are given to the children.
Mobile Health Van
Seeing our commitment towards the cause Govt. of NCT of Delhi has allotted a mobile health
van dispensary for the primary health care services to underserved and unserved JJ Clusters at
their doorstep. We are covering around 6 JJ clusters of South Delhi. Everyday this van covers 2
JJ clusters with a team of doctors, pharmacists, nursing assistant and attendants. At the JJ
Clusters mobile van dispensary parks itself at a regular spot and renders health care services.

Achievement: Around 20763 beneficiaries take advantage of mobile health van dispensary along with free
medicines
Project - ANMOL (NARI VIKAS KENDRA)
This project is aimed at empowering women through income generating activities,. No country
can progress without the empowerment of its women. SHG’s and micro finance have emerged
as an important tool for poverty alleviation and empowerment of women. Micro Finance has
improved the overall quality of life of poor and needy women. Realizing the importance of selfhelp groups, Sakaar Outreach has made 22 Self Help Groups and we also provide support to
these groups in health and hygiene, literacy, govt schemes , legal aid knowledge of rights etc.

Achievements: We have been able to enroll 331 women in different trades. Around 80 women
are self-employed in dressmaking and Jardozi. 22 women are working with export houses at

Conducted meetings with Asha Workers, ANM’s, and CMO, Tajpur Pahadi Dispensary for
Health Facilities and Other Govt. Schemes (JSY, Mamta Yojna and etc.) for BPL and vulnerable
category.
Appointed 200 volunteers for promoting “Gender Equality and Women Empowerment”.
Conducted the drawing completion on the occasion of National Women’s Day approx 70
beneficiaries participate in the competition.
Celebrated the Independence Day and Republic Day.
Conducted the one day disaster management training and issued certificates to 62 participants
by District Disaster Management Authority.
Conducted the Exposure visit of 50 SHG members at NSIC Okhla Phase 2
National Youth Forum
National Youth Forum is a common platform for youth to assert their position in national
reconstruction. Indian Youth Forum plays an important role and is aimed to create a common national
platform across the country where our youngsters can associate themselves with each other and
contribute in the building of our society through mutual interaction, cooperation and group action.
