2010 Annual Training Conference Registration Form
The ATC Purpose…
The purpose of the Annual Training Conference is to provide
seminars on subjects of vital interest to Law Enforcement
Firearms Instructors. Experts are invited to provide an
introduction and understanding of their specialty so that
attendees can evaluate the need for additional training or
equipment. The “ATC” will also provide you with the
opportunity to meet fellow firearms instructors from around
the world enabling you to exchange information, ideas and
training techniques. Furthermore, our Corporate Sponsors will
provide you with an opportunity to speak directly with the
manufacturers and distributors of firearms related equipment.
This equipment represents the latest in firearms technology.
Eligibility…
Registration is open to all IALEFI® current members and
pre-registration is mandatory for participation in the ATC!
If you are not a current member of IALEFI®, but wish to
participate in the ATC, you must make application prior to
the commencement date of the conference. If you intend
on submitting a membership application you may do so
accompanied by your ATC registration. IALEFI® will expedite
your paperwork and process your ATC registration at the same
time. You will be notified as soon as possible.
You must be a current member of IALEFI® to participate in
the conference… There are no exceptions to this rule!
The Registration Fee…
The registration fee is $495.00. The spouse fee is $35.00
which covers the cost of the banquet meal only. Mail completed

Cancellation Fee…
A cancellation fee of $25.00 will be deducted from your
ATC registration fee should the need arise that you are unable
to attend the ATC after completing the registration process.
Support Equipment Requirements…
IALEFI® will have a limited amount of ammunition available
for sale at the ATC. However, you should plan to bring or
ship sufficient ammunition for your participation in revolver,
auto-pistol, shotgun, long gun, and sub-machine gun training
courses. The exact course equipment requirements are
listed following each course description! Also, only
the use of frangible ammunition will be allowed to
participate in any range activity that requires steel
targets.
Mandatory Equipment…
All range activities require the wearing of a baseball type
hat with a brim, wrap around eye protection with side
panels, and full hard ear muff protection. Soft insertable ear
protection can be used in conjunction with the hard muffs,
but not in lieu of them.
Attention Texas Law Enforcement
Members… TCLEOSE Credits!
All ATC attending Texas Law Enforcement Officers will
be credited for 40 hours of training through the Texas
Commission on Law Enforcement Officer Standards and
Education (TCLEOSE).
Attending International Members…
IALEFI® has available through our corporate sponsors
a number of various weapons which can be used by our
attending International members while at the conference. You
will need to make arrangements through the IALEFI® Business
Office in advance to utilize these weapons by calling (603)
524-8787, or, via email at: [email protected]. Ammunition
can be obtained at a nominal donation through IALEFI®
Emblem Sales at the conference should you not be able to
make prior arrangements on your own. PLEASE TAKE NOTE:
Only U.S. Nationals may attend armorer classes without
having an authorization from the United States Secretary of
State granting permission.
Shipping Information…
If you choose to ship your support equipment to the ATC
in advance, you must utilize the shipping labels which are
supplied on the inside back cover of this brochure. Feel free
to duplicate as many of the shipping labels you need, but
be sure to use them. Your shipment will be signed in when
received and placed in a secured area. IALEFI® will pick up
all participant shipped items and you will be able to retrieve
them on Sunday, May 23rd, during the registration process at
the Omni Hotel.
The Hotel…
The Omni San Antonio Hotel at the Colonnade will again
serve as our conference hotel as it did for the 2007 ATC.
IALEFI® has pre-blocked a large number of rooms at a very
special negotiated price of $89.00 a night, plus taxes, for a
single, and $99.00 a night, plus taxes, for a double to quad.
With all applicable current taxes included, the room rate is
$103.91 and $115.58 a night. Direct all your inquiries to the

Courtesy Transportation…
A complimentary shuttle is provided to and from the San
Antonio International Airport for the convenience of our
participants. The shuttle leaves the hotel every hour on the
hour on request only. The shuttle service begins at 6:00 AM
and ends at 11:00 PM.
Airline Information…
Because the San Antonio, Texas, area is such a popular
destination, it is serviced by numerous airline carriers.
Rental Car Provider…
We have again secured Hertz as our rental car provider
this year. The rates vary, depending on the type of vehicle
required, from $169.00 weekly rate for a 2 door economy
vehicle, to $299.00 for a full size premium vehicle, plus all
applicable taxes. IALEFI® encourages you to rent a vehicle as
historically we have learned that our conference participants
enjoy the benefit of transporting and storing their range
equipment in their own vehicles. To obtain our conference

IALEFI® Memorial Match…
If you wish to participate in the IALEFI® Memorial Match,
you must be pre-registered to do so. Please indicate your desire
to participate on the registration form and add an additional
$10.00 which covers the cost of the match registration fee. Be sure to check your age bracket and the caliber of the
weapon you will be using for the match. You will need to
bring 50 rounds of frangible ammunition to take part in the
match, however, should you not be able to obtain frangible
ammunition it will be supplied to you. Steel Body Silhouette
targets will be used and three classifications of shooters will
participate according to age, and there will be a maximum
of 120 participants. You will need to bring your own duty
firearm, 50 rounds of frangible ammunition, if available, and
support gear. Your holster must be a Duty rig or Concealed
rig with jacket. Again, whereas the match will run according
to age bracket, make sure you indicate your age on the
registration.
Spouse Activities…
An IALEFI® sponsored welcoming orientation gathering
will take place at the Omni San Antonio Hotel at 9:30 AM,
for our participant accompanying spouses. This gathering
will provide an opportunity for all of the spouses to get-toknow each other in an informal atmosphere over coffee and
refreshments, and to gather information on the many events
and activities that are being planned and available to them
throughout the week. There is no cost associated to this event
and everyone is welcome. However, should your spouse elect
to accompany you to the IALEFI® Awards Banquet which
will take place on Thursday evening, May 27th, then please
indicate so on your registration and attach an additional
$35.00 which covers the cost of the banquet meal, only. As
in the past, offered again this year will be a specially designed
course taught by retired Deputy Sheriff Layne Schultetus of
the IALEFI® Board of Directors. There is no cost to participate
in this course for the spouses, however, they will need to bring
and have available a secure belt and holster, a handgun, 150
rounds of ammunition, and as all of IALEFI®’s range programs,
a baseball type cap, wrap around eye and ear protection.
Space is limited for this program which will take place at the
range on Monday afternoon, May 24th.
Special Spouse Activity…
IALEFI® is pleased to announce that Renise L.H. Bayne of
No’Eau Associates, LLC, Waipahu, Hawaii, will be presenting
a four hour presentation entitled, “Left Behind: Preparing
for End of Watch.” Renise Bayne is the surviving widow of
Honolulu Police Officer Bryant Bayne, EOW July 21, 1995. Her
compelling personal testimony of her invaluable education at
the, “school of hard knocks,” is shared to shed light on the
aftermath following death notification. Have you taken steps
to ensure your family’s survival in case of disability or death?
This powerful presentation has been given to new recruits,
annual recall training, agency administrators and family
members. Renise provides a survivor’s point of view and is
shared with public safety officers and their spouses to make
sure they do, “take care of their own.” The presentation will
be presented on Friday, May28th, commencing at 8:00 AM
in Omni San Antonio Hotel Ballroom “E”, and will repeat
again at 1:30 PM that afternoon. As a spouse, this is an
extremely eye opening presentation that should not be missed
by any member of the law enforcement community.

This course is designed to assist the instructor in developing officers’ firearms skills
and knowledge important for Active Threat
Response. A brief overview of recent
incidents and current tactics is provided.
Emphasis is on live-fire exercises involving
pivots, shooting on the move, close-range
precision target engagement, shooting and
communicating, weapons transitions, and
working angles and doors. Team tactics are
included. The ability to demonstrate and
teach these skills safely is stressed.

In a lethal encounter, ready access to a backup gun can mean the difference between
life and death. Officers may fall victim to
a disarm and even the best handguns can
suffer a catastrophic failure or otherwise
be disabled. Going to Plan B and continuing to fight gives an officer the means to
prevail against overwhelming odds. Many
officers routinely carry a backup but few
train under realistic conditions. This course
will examine the viability of the backup gun
for the law enforcement professional. Actual
case histories, B.U.G. policy and equipment
selection will be covered. Live fire drills will
include drawing and firing the backup with
either hand while maintaining control of the
primary handgun.
Student Requirements: Handgun and duty
gear and 25 rounds of ammunition, 150
rounds for back-up gun. Service pistol plus
backup gun. Ideally, the backup should be
small frame revolver or pocket pistol that
could be discreetly hidden on duty. Larger
handguns may be utilized in an appropriate
holster.
NOTE: IALEFI Corporate Sponsor Sturm,

Each year, the NRA LEAD staff rubs shoulders
with some of the best firearms instructors
in the country and we take note of the very
best firearms drills we see. This class highlights 4 of the best drills we have seen in the
past few years. Each drill has a different individual concept, but all four are creative, fun
and easy to recreate back at your agency.
(These particular drills were also shown at
the last ATC, but classes were rained out.)
This course is designed to shape the startle
response into a motor program that provides
officers with a response that allows for a
quick transition from hands on or lethal
force depending on the threat presented.
Many times a close proximity threat will be
presented and it is not immediately obvious
what the threat level is. The wrong decision
on a force option could make the situation
more dangerous for the officer and nearby
citizens (i.e. accessing duty weapon when
hand on is needed). The ReACT position
allows for a rapid transition to either deadly
force or hands on with minimal risk of an
improper choice and the consequences that
could occur.

The 1911 Pistol: Welcome Back!

The 1911 pistol is once again moving into
the Law Enforcement ranks. This weapon
has recently gained great popularity with
special operations teams. This pistol may not
be the right choice for all Law Enforcement
Officers, but it does have its place in our
agencies. This course has been developed
to address several aspects of pistol shooting with the 1911 pistol. We will employ
a series of drills. We will look at the speed
with which a magazine reload should be
accomplished. The speed of the draw will
be explored. Off hand shooting will be
experienced. A method of cover drill will
be practiced. The intent of this course is to
make each student a more proficient handler
of the 1911 pistol.

There are six common stopping points - the
Stop Six” - to a one-on-one or one-versus
two confrontations and arrest. During any
one of these “collisions” or stopping points,
guns can be drawn by the officer and the
suspect. This course covers situational and
positional problem-solving from standing
to ground. Replica pistols, air soft and even
rubber band guns will be used to demonstrate lines of fire and the success or failure
of the exercises. The course includes pistol
disarming and retention.
Student Requirements: Duty belt, expandable or duty carry baton. Eye protection,
duty clothes or similar. No sweat pants, but
real street pants.

checking, troubleshooting, basic field repair
and preventive maintenance. Upon completion of this course, the student will receive

valid for (3) years.
Student Requirements: All rifles, tools and armorer manuals for this class are provided by DS
Arms. Students will need eye protection, note
pad and pen. Eye protection is mandatory!

This is not your everyday Armorers Course.
This course will teach you to fully assemble
and disassemble an AR-15/M-16 rifle including new/replacement barrels, sights, stocks,
and hand-guards. It will also teach you to
troubleshoot the weapon and why it is not
operating correctly. This is a very intense
three (3) day course with hands on operation. This course is restricted to current law
enforcement officers.

The DSS Handgun Skills Test is designed to
allow an instructor to evaluate an officer’s
already established handgun skills set in
a continuous drill while using their entire
duty load out. The test is shot in 3 stages:
Weapon Hand Only, Support Hand Only
and Shooting Platform. The skill sets that
are covered include: trigger manipulation
and front sight tracking, proper use of
cover, malfunction clearance, one- handed
weapon manipulation, positional shooting,
and multiple targets.

gear with 200 rounds of ammunition and at
least three magazines.

“What a Concept”

There is a growing trend among the criminal
element toward the adoption of semi-automatic and automatic weaponry. A subject
armed with a high capacity rifle can terrorize
an entire community, causing mass fatalities
and secondary injuries. This can be illustrated
by the Narco Bank robbery, the San Ysindro
Shooting, the Miami F.B.I. Shooting and the
Palm Bay Shooting. The increasing number
of active shooters in schools and the increase
in officers being shot with rifles has also
lead to the need for Law Enforcement to be
armed with superior firepower. This course
is not intended to provide sniper training,
but to provide training and qualification to
those participating in order to provide this
option to our officers that may encounter tactical situations requiring a reaction
beyond the parameters of our issued side
arms, shotguns and basic patrol rifles. This
Scoped Patrol Rifle Course is designed to
provide officers at the patrol level with a
comprehensive sixteen hour course that
will qualify them to be proficient with the
scoped patrol rifle. Upon completion of the
course the patrol officer will have the ability
and confidence to effectively deploy the Rifle
with 80 rounds of ammunition.
